The total number of national and city-paid teaching and non-teaching personnel is thirty-
four (34). Thus, the 30% of 34 is 10 persons.

Guidelines to consider in designating authorized personnel in schools to


operationalize the Basic Education Learning Continuity Plan

1. As per DO No. 11, s. 2020, at least 30% of the total teaching and non-teaching
personnel (including City paid) shall be authorized to physically report to
offices/schools, putting emphases on school maintenance, and security,
processing of personnel benefits, and activities related to the operationalization of
the BE-LCP. The SH may provide schedule in staggered basis for their physical
reporting.

2. Personnel which will fall in any of the following categories as stated in Regional
Memorandum No. ROP-2020-231 SHALL STRICTLY WORK FROM HOME;

a. Those who are below 21 years old;


b. Those who are 60 years old and above;
c. Those who are at risk of infection, including but not limited to, in
pregnancy, with immunodeficiency, comorbidities, or other health risks,
with acute, or with lingering illness and or with pre-existing medical
conditions.

3. The following underlying medical problems must be considered in reporting


comorbidities:
a. Cardiovascular Diseases
b. Diabetes
c. Cancer
d. Chronic Lung Diseases
e. Immunosuppression
f. Employees who re COVID – 19 suspect, probable cases, including
those who reside with suspected cases or probable cases. They shall duly
inform their superiors of such health condition, and that subject
themselves for quarantine or for the needed treatment.

4. All teaching and non-teaching personnel are expected to observe honesty,


integrity, and professionalism in the declaration of their health condition.
5. Alternative Work Arrangements must be provided by the Heads of
Units/Schools for personnel reporting for work from home arrangements.

6. Teachers may report to school voluntarily, and on limited basis only for the
following reasons: a. to use the school/classrooms as work laboratories in the
delivery of blended learning especially on the issue of internet connection, use
of equipment or rooms for the development of video lessons and any other
activities supportive of the implementation of the BE-LCP; b. to accommodate
face to face consultations with parents and other stakeholders, within an
agreed period of time; and c. for the retrieval and replenishment of self-learning
modules and learner’s packets.
