POSITION TITLE Production Manager

FUNCTIONAL AREA Para Hills West Employment Service

1. POSITION PURPOSE
The Production and Service Manager of the Para Hills West Employment Service is responsible for the
management and conduct of the employment service in accordance with Orana’s Strategic Plan and
policy guidelines; as determined by the Board and Executive Management.
The Production and Service Manager will ensure that the Para Hills West Employment Service services
are provided in accordance with the National Disability Services Standards and any other legislative
requirements.
The Production and Service Manager will develop, direct and oversee the employment service’s
operations in line with agreed business plans and budget; and consistent with the needs, aspirations and
employment preferences of the individual employees.

2. POSITION RESPONSIBILITIES
• Overseeing the production process, developing and monitoring production schedules to meet
customer delivery targets.
• Ensuring that the production method employed is cost effective.
• Ensuring that products are produced to the agreed quality level.
• Complying with the organisation’s quality management systems in all aspects of the services
including quality of service delivery to customers and ensuring the quality of services provided to
supported employees.
• Calculating the labor and material resources for production runs in conjunction with manufacturing,
engineering and business managers.
• Developing KPI’s for the production environment i.e. output rates, customer delivery performance,
machine utilization, labour utilization, absenteeism, working hours without lost time injuries,
standard to actual cost performance.
• Making decisions on, and adjusting production schedules based on customer priorities and resource
management to resolve production conflicts.
• Working with manufacturing engineer in the selection and maintenance of equipment.
• Monitoring production standards and implementing quality-control reporting of acceptable,
reworked and scraped material.
• Liaising with different departments, e.g. suppliers, managers, purchasing, quality, WHS,
manufacturing engineer involved in the production process.
• Working with other service and department managers to implement the organisation’s policies,
procedures and objectives.
• Ensuring that health and safety guidelines are established and followed.
• Supervising, motivating and providing goal development across work teams.
• Succession planning for critical roles in the team.
• Reviewing operator performance in respect to job classifications and up skilling.
• Identifying training needs for supervisors in modern manufacturing methodology e.g. Lean, 5S, Root
Cause Analysis
• Optimizing machine utilization, minimizing machine setup and downtime.

• Assisting the manufacturing engineer to implement machine maintenance programs and operating
procedures.
• Assisting manufacturing engineer in the preparation of capital and expense budgets.
• Develop and managed annual budgets and business plans.
• Ensuring individual employee vocational plans are developed and reviewed regularly, with
appropriate records maintained, in consultation with the Client Services Team.
• Coordinating the instruction, support, and training of employees; ensure vocational activities and
programs are implemented that are tailored to individual employee needs, preferences and abilities;
administer the employee wage system and ensure employee wage assessments are carried out.
• In response to the expressed needs, abilities and job preferences of individual employees,
developing a wide range of employment options and ensure employees have the necessary support,
training and job preparation opportunities to enable them to participate wherever possible in a job
of their choice.
• Providing opportunities and appropriate mechanisms for employee participation in the day-to-day
running and shaping of the service; ensure employees have access to information on rights,
confidentiality and privacy issues, and ensure employees are aware of the appropriate avenues for
airing and resolving grievances.
• Assisting with evaluation of the service, and participate as required in the monitoring, assessment
and auditing of the service against the National Disability Services Standards.

3. REQUIREMENTS OF THE JOB


3.1 Qualifications, Skills and Experience
• Tertiary qualification in Production Management or Business discipline.
• Significant experience in a Production Management role, preferably within a small to
medium volume industry and diverse product range.
• Well developed and proven leadership and management skills with ability to stimulate a
high level of performance within a team environment.
• An ability to identify and develop new ideas, analyse alternative courses of action and their
implications, and a capacity to develop action plans and advance new approaches.
• Ability to think flexibly, innovatively and creatively and to work autonomously.
• Ability to recognise and deal effectively with sensitive issues, inspire trust and display a high
degree of integrity.
• Superior verbal, aural and written communication skills.
• Computer literacy, particularly in Microsoft Word and Excel.
• Strong networking and influencing skills.
• Experience working with, and planning around, individuals with an intellectual disability is
desirable.
• Knowledge of the Commonwealth Disability Services Act 1986 and a commitment to its
principles and objectives.
• Knowledge of value systems and cultural differences of people from a diverse range of
backgrounds.

3.2 Special Conditions/Requirements


• A driver's licence is required
• A satisfactory National Police Clearance certificate is essential.
• Occasional out of hours work will be required.

4. REPORTING RELATIONSHIPS
• Reports directly to the State Manager Business Operations.
• Supervises all staff at the Para Hills West Business Service.

5. AUTHORITY AND ACCOUNTABILITY


Authority to work within the scope of the job description within a team environment.
Authority as documented in Orana’s Delegation of Authority Policy for the role.

6. WORKPLACE HEALTH, SAFETY AND WELFARE]
The incumbent must take reasonable care to protect their own health and safety, and the health and
safety of others who may be affected by their actions or omissions at work.

In particular, the incumbent must:

• Comply with statutory and organisational requirements, procedures and rules introduced to protect
the health and safety of people at the workplace including the public.
• Use equipment provided to protect health and safety.
• Follow reasonable instructions given on health and safety.
• Ensure they are not affected by alcohol or another drug so as to endanger themselves or others.
• Report accidents injuries, property damage and health and safety incidents.
• Participate in activities associated with the management of workplace health and safety.

As a Manager, you must:


• Ensure Orana Incorporated’s WHS program for your area of responsibility is maintained, monitored
for its effectiveness and regularly reviewed for its adequacy.
• Ensure Orana Incorporated’s WHS program for your area of responsibility provides for the
systematic identification of hazards and their risk assessment and control.
• Ensure proper induction and training of staff (and employees) occurs, so they may work safely.
• Ensure accidents and injuries are adequately investigated and reported.
• Consult relevant staff (and employees) when planning changes to the workplace, practices,
procedures, plant, equipment and substances where these changes may affect the WHS of staff (and
employees).
• Assist in the rehabilitation of injured staff and employees.
• Ensure WHS is a regular Agenda item for staff and employee meetings.
