Role Overview: The Business Analyst will be responsible for defining business processes,
extracting rules, and soliciting business requirements for the Department of Veterans Affairs
(VA) insurance benefits programs. The Business Analyst will also assist in designing new
information technology services and capabilities to a meet the insurance business line needs.
Expertise and experience with the VA Insurance General Ledger (IGL) and Insurance
Payment System (IPS), VA insurance business rules, and insurance legislation is mandatory.
Responsibilities:
· Lead the intake, organization, refinement, and management of business requirements for the
Insurance Product Line
· Assist in designing technical solutions and software functionality to a meet the insurance
business line needs
· Collaborate with customers, end-users, developers, and project managers to analyze, design,
implement, and support business requirements elicitation
· Collaborate with customers, end-users, developers, and project managers to analyze and
reverse engineer legacy insurance systems to comprehensively capture all requirements,
business rules, and use roles
· Contribute to gathering, elicitation, definition, elaboration, and refinement of functional and
technical business requirements for IT applications and systems
· Participate in requirements gathering, elaboration, and refinement sessions with product
stakeholders
· Analyze existing business processes, business requirements, and workflows to document
“as is” processes and proposed “to be” solutions to guide requirements development efforts
· Intake, upload, track, and manage business requirements and user stories in requirements
management and configuration management tools
· Validate that requirements are reviewed for quality assurance as they are implemented in
each software release, including requirements approval, traceability, and proper updates of
attributes in the requirements management tool
· Perform problem analysis and analyze, validate, specify, and verify requirements defined by
project leads to include customers and end users.
· Develop and maintain requirements traceability linking epics to sub epics to user stories and
test and development work
· Develop queries in requirements management tools to produce ad hoc and recurring reports
· Support tracking and reporting of software defects
· Develop, create, review, maintain, and update application-related documentation and
support preparation of training material in a relevant, accurate and user-friendly manner
· Analyze and decompose complex requirements, perform gap analysis, and recommend
solutions based on research, facilitate change and configuration management
· Conduct thorough research activity to ensure that functional and competitive requirements
are met and that the developed application is per the requirements
· Facilitate executive-level virtual meetings; prepare meeting agenda, capture meeting
minutes, and track outcomes and action items
· Work proactively and independently to carry out assignments to completion within
parameters of instructions given, prescribed routines, and standard accepted practices
· Plan, monitor, and control relevant tasks outlined in the contract and statement of work
· Function as part of an integrated team sharing products, best practices, and information
across the portfolio

Qualifications
Qualifications
· Knowledge and experience with insurance business rules and laws that govern insurance
benefits
· Expert understanding of the VA Insurance General Ledger (IGL) and Insurance Payment
System (IPS)
· Experience in requirements planning, analysis, refinement, and documentation
· Direct experience work with a requirements management tool (e.g. Rational Tools, GitHub,
etc.)
· Experience working as a Federal employee or contractor
Excellent verbal and written communication skills, including ability to effectively
communicate with internal and external customers

SAFe or comparable Agile or requirements management certification

Bachelor’s degree in Engineering, Computer Science, Systems, Business, or a related


scientific/technical discipline

The client is a global prestigious MNC Insurance Group, is now seeking a new headcount
for Senior Business Analyst / BA - Life Business Solutions (Insurance) (HKD25k -
45k) to join their team

Responsibilities:

• Work on assigned new life product Day 1 and Day 2 implementation on time and
within budget
• Prepare delivery documentations (Meeting minutes, Business Requirement
Documents, UAT plan & signoff documents, User Manuals, Training decks or Forms
etc)
• Provide business analysis and UAT services in assigned deliveries and initiatives
• Ensure assigned New Business and Underwriting solutions or Life Operations and
Agency administration related projects are completed timely and within budget
• Review, identify and propose ways to Manager aiming at closing any gaps arisen due
to changes in business needs and/or regulatory guidelines
• Follow project management best practices to ensure deliveries and initiatives are
managed professionally, well-conceived and aligned with company directions
• Participate in vendor selection, maintenance and review their service quality &
monitor performance according to SLA
• Work closely with other teams or departments on project implementations and system
enhancements to meet delivery deadlines
• Prepare delivery progress updates or other statistic reports for management reporting

Requirements:

• Degree holder with around 4 years relevant experience in life insurance operation
functions
• Solid knowledge of life products and life new business and underwriting operations
• Participated in the delivery of sizable or regulatory projects
• Self-motivated, proactive and responsible
• Strong communication, interpersonal, analytical and problem-solving skills
• Able to deliver changes and build effective relationships with other departments.
• Can work independently with good organizational and time management skills on
multiple assignments in parallel and able to meet multiple deadlines
• Good command of both spoken and written English and Chinese
• Proficiency in common PC software packages including Word, Excel, Powerpoint &
Visio
• Lesser experience will be considered as Business Analyst
