Pangkalahatang Ideya
Paano natin nalalaman ang mga nangyari at nangyayari? Sa sarili nating
buhay, umaasa tayo sa iba-ibang pinagmumulan ng impormasyon katulad ng
personal na liham, email o text sa cell phone, litrato, at kwento ng kaklase o
kaibigan. Tungkol naman sa nagaganap o naganap sa bansa, umaasa tayo sa
dyaryo, telebisyon at radyo para sa balita, o kaya sa kwento ng ating mga
magulang at guro. Lahat ng mga ito ay sanggunian ng impormasyon na ating
ginagamit upang maunawaan ang isang isyu o pangyayari, magdesisyon tungkol
sa isang bagay, at lumahok sa iba’t ibang gawain sa bahay, paaralan, at lipunan.
Tatalakayin nitong modyul ang mga uri, anyo, limitasyon at kahalagahan ng mga
sanggunian sa araw-araw na buhay at sa kasaysayan.

Bago pa man dumating ang mga kolonisador na Espanyol ay may sarili
ng kultura ang mga Pilipino. Ipinakilala na sa iyo ang isang aspeto ng kulturang
ito: ang mga paniniwala ng mga sinaunang Pilipino. Sa modyul na ito,
tatalakayin naman ang buhay panlipunan. Mayaman at makulay ang buhay sa
sinaunang panahon at dahil sa lawak nito, pag-aaralan mo dito ang ilan lamang
sulyap ng buhay panlipunan: ang pagpapangalan ng mga anak, ang
pagpapakasal sa panahong iyon, ang hanapbuhay ng mga tao, at mga uring
panlipunan.

Gawain 3. Hanapbuhay
1. Ano kaya ang mga hanapbuhay ng mga Pilipino noon? Bilang
introduksyon, isulat sa pisara ang trabaho o hanapbuhay ng iyong magulang,
kamag-anak, o taga-alaga. Tingnan sa pisara ang uri at saklaw ng mga
hanapbuhay sa kasalukuyan. Isaalang-alang ang mga trabahong ito sa pag-aaral
ng mga hanapbuhay sa sinaunang panahon.
[Island of Cubu (Cebu)] The town has the best port of these
islands, and it was for this reason that Miguel Lopez de Legazpi
founded a settlement there…. The island of Cebu produces a small
quantity of rice, borona and millet and little or no cotton; for the
cloth which the natives use for their garments is made from a
kind of banana… From this they make a sort of cloth… which the
natives call medriñaque…. All are provided with fowls, swine, a few
goats, beans, and a kind of root… called by the natives camotes.
After rice, fish is the main article of maintenance in this and other
islands, for it abounds in all of them, and is of excellent quality in
this island of Cebu.

Pangkalahatang Ideya
Sa pagdating ng mga Espanyol noong ika-16 na siglo, nagsimula ang
mahigit tatlong dantaong proseso ng kolonisasyon ng Pilipinas. Pangunahing
layunin ng Espanya ang pagpapalaganap ng Kristiyanismo sa Pilipinas at ang
pagkuha ng mga yamang-likas. Bagamat may mga Pilipinong tumanggap sa mga
unang Espanyol sa Pilipinas, naging makasaysayan ang labanan nina Lapu-lapu
at Magellan na makikita sa mga palatandaan sa Mactan, Cebu na itinayo bilang
pagkilala sa kanila. Sa modyul na ito ay susuriin mo ang mga perspektibo
tungkol sa engkwentro ng dalawa.

Tinalakay sa nakaraang modyul ang mga instrumentong kolonyal ng mga
Kastila sa Pilipinas. Ito ay ang Kristiyanisasyon, reducción, tributo at polo. Ano
ang naging reaksyon ng mga Pilipino sa mga patakarang ito? Makikita na daan-

Pangkalahatang Ideya
Nakita ninyo sa sinundang aralin na dahil sa mga patakarang pananakop
ay naglunsad ng mga pag-aalsa ang mga Pilipino sa iba-ibang isla. Bukod sa
mga pangyayaring ito, mula sa ika-16 na siglo ay dumami at lumawak ang mga
pagbabago sa ika-19 na siglo. Pinayagan, halimbawa, ng gobyernong Espanyol
ang mga Ingles at iba pang dayuhang mangangalakal na magtayo ng kumpanya
at industriya sa iba-ibang parte ng Pilipinas, matapos tumigil ang kalakalang
galleon noong 1815. Nadebelop ang mga produktong pang-eksport katulad ng
asukal, abaka at tabako, at naitayo ang unang bangko, ang Banco Español-
Filipino, noong 1851. Sa madaling salita, makikita sa kolonya ang mga tanda ng

Napag-aralan mo na ang mga ideya ng progreso at reporma sa huling
bahagi ng ika-19 na siglo. Kung reporma ang layunin ng Kilusang Propaganda,
sa hangaring makamit ng mga Pilipino ang lahat ng mga karapatan at
pribilehiyong tinatamasa ng mga Espanyol, nilayon naman ng Katipunan ang
pagkamit ng kalayaan sa pamamagitan ng himagsikan, sa kadahilanang walang
pagbabagong makukuha mula sa Espanya. Nakatuon ang modyul na ito sa
pagmamahal sa bayan at sa kahulugan ng kalayaan mula sa pananaw ng
rebolusyon, simula sa mga aral ng Katipunan na itinatag noong 1892 hanggang

Para sa mga Mag-aaral
Panimula
Sa panunungkulan ni Diosdado Macapagal pinagtibay ang Batas Republika 3844 o higit
na kilala sa tawag na Land Reform Code ng 1963. Itinadhana ng batas na ito ang paglilipat ng
pagmamay-ari ng lupa sa mga magsasakang nagbubungkal at nangungupahan sa lupa mula sa
mga haciendero. Subalit ito ay hindi naisakatuparan dahil sa kakulangan ng pondo. Hinarap din
ng dating Pangulong Macapagal ang iba pang suliranin tulad ng krisis sa kakulangan ng
dayuhang salapi at ang pagbaba ng halaga ng piso sa dolyar (peso devaluation). Bilang tugon sa
naturang suliranin ang pamahalaan ay nangutang sa mga institusyong pananalapi gaya ng
International Monetary Fund (IMF) at World Bank (WB). Ang dating utang na US$ 150 milyon
noong 1961 ay tumaas sa US$ 600 milyon noong 1965.
Sa mga unang taon ng NPA ay sinimulan nilang palaganapin ang kanilang hukbo sa
North-Eastern Luzon (NEL) na kinabibilangan ng Cagayan, Nueva Vizcaya, Quirino, Kalinga-
Apayao at Ifugao. Marami ang nahikayat na sumapi sa NPA sa NEL dahil sa isinulong nitong
repormang pang-agraryo. Bahagi ng programang ito ay ang pamamahagi ng mga lupain,
pagpapababa ng renta sa lupa at pagtataguyod ng kooperatiba para sa mga magsasaka. Ang
paggamit ng NPA ng sandata ay isa sa mga dahilan kung bakit nakipagtulungan ang mga
nagmamay-ari ng lupa.
Noong 1969, ay tuluyan ng naitatag ang kilusan ng NPA sa mga probinsya ng Cordillera
tulad ng Ifugao, Mountain Province at Benguet. Patuloy pa itong lumaganap sa bahagi ng
Kalinga noong 1974 dahil sa pagsalungat ng mga katutubo dito sa proyekto ng World Bank sa
Ilog Chico-Pasil. Habang noong 1979 ay may umanib na katutubo sa NPA sa Abra dahil sa
pagtutol ng mga ito sa proyekto na sisira sa kanilang mga kagubatan.
Maraming katutubo sa Cordillera ang umanib sa kilusan dahil sa mga sumusunod: (1)
upang ipagtanggol ang kanilang karapatan at ang lupain na kinamkam ng pamahalaan; (2)
matakasan ang kanilang ginawang krimen at maghimagsik laban sa mga taong nakagawa ng
krimen sa kanila at sa kanilang pamilya, at (3) mabigyan sila ng magandang oportunidad sa
buhay.
Noong 1974 ay tuluyang humiwalay ang pangkat nina Ignacio Capegsan, Jingjing Carino,
Mario Pugong sa NPA dahil sa pagtanggi ng kilusan na suportahan ang naisin ng mga katutubo
na humingi ng awtonomiya sa pamahalaan habang ipinaglalaban ang ideolohiya ng kilusan.
Dahil sa sigalot na ito sa loob ng NPA sa Cordillera ay nabuo ang Igorot Liberation Army (ILA) at
Federation of Tribes for Liberation (FTL).
Noong 1968, isiniwalat ni Senator Benigno Aquino ang Jabidah Massacre na naganap sa
Corregidor kung saan may 28 Muslim ang tinatayang pinatay ng Philippine Army dahil sa
pagsalungat nito na tulungan ang pamahalaan na sakupin ang Sabah. Dahil sa pangyayaring ito,
naglunsad ng malawakang demonstrasyon ang mga mag-aaral na Muslim sa Maynila at bumuo
ng mga organisasyon na magsusulong ng paghiwalay ng mga probinsiyang tinitirahan ng mga
Muslim sa Mindanao tulad ng Cotabato, Davao, Zamboanga, Basilan, Lanao, Sulu at Palawan.

from the Cordilleras challenged the party policy by proposing the creation of an MNLF-type
Cordillera organization which would form a component of the then still inchoate National Democratic
Front; as a consequence, I earned party ex-communication. Meanwhile, by 1973 or 1974, Ignacio
Capegsan, Jingjing Carino, Mario Pugong and the other then current leaders of the NPA in Cordillera
had formed an Igorot Liberation Army and a political arm for which the alarmed CPP central
leadership quickly imposed an interdiction on the ground that was deemed divisive of the party and
the nation. But, as it would turn out much later, the seed of the Cordillera autonomy from both the
existing Philippine government and its aspiring successors from the revolutionary movement was
sown.”
“Among the Cordillera cadres in the NPA and CPP the idea of Cordillera autonomy that could be
won from the present state caught on. The cadres from outside the culture inevitably stood by the
political line of the party: there could be no “genuine” autonomy until the envisaged national
democratic state is set up in the country as a whole. A drawn-out ideological battle within the CPP and
NPA in the Cordilleras waxed and waned, practically in cycles, but it did not die away, until the
Cordillera People‟s Liberation Army (CPLA) was born.”

1964 – 1966. The first Mt. Province Economic Council Conference opens to discuss the
future development of the Mountain Province and its sub-provinces. The topics that were
discussed were about the establishment of cottage industries such as timber industry,
establishment of the coffee industry and fruit – canning factory in Lubuagan, Kalinga;
forest policy, Mainit health resort, hydro electric power, Benguet mining , the unexplored
Apayao territory, development of the Tabuk plain in Kalinga, and the opening of roads
from Kalinga to the Cagayan Valley and the Ilocos to “ promote trade and commerce and
accelerate economic development. “ As a result of the economic conference,
Congressman Luis Hora authored RA 4071 that established the Mountain Province
Development Authority (MPDA), which sought for a total funding of P300 million in 10
years. It was signed into law in 1966.
1966. June 18. Republic Act No. 4695 was enacted formally dividing the old mountain
Province into four provinces and creating Benguet, Ifugao, Mountain Province and
Kalinga-Apayao as separate provinces. This political division was proven to be
incompatible with the creation of the MPDA, which, within four years since its
conception, was facing strong local pressure for its disbandment.
1968. The Mountain Province Mayors League asked that MPDA be scrapped because
nothing has been achieved by the Authority, and that its funds be proportionately
allocated to the four provinces in the mountain region.
1970 – 1972. The Communist party of the Philippines- New People‟s Army entered the
Cordillera through the Province of Ifugao before moving to other provinces. Mario Pugong
aka Ka Elias of Hungduan, Ifugao and William Falag-ey aka Ka Benjie or Ka Juling of
Bontoc, Mountain Province proposed to the CPP / NPA Central Command the formation of
the Igorot Liberation Army ( ILA ) and the Federation of Tribes for Liberation ( FITL ),
believing that the Cordillerans has a unique culture and terrain different from the lowlands
and therefore should be treated somewhat differently. Their proposal was deniedby the CCP/
NPA Central Command.
1972. Presidential Order No. 1. (Regionalization Law) divided the whole country into 13
regions, supposedly for better administration, planning and development. Abra, Benguet,
Mountain Province and Baguio became part of region I ( Ilocos ) while Ifugao and Kalinga-
Apayao were included in Region II ( Cagayan ). Efforts calling for the creation of a new
separate Cordillera region failed.

Among the immediate significant events that led to the formation of organized
fronts and to the war of liberation were the Jabidah Massacre (Corregidor Incident) in
1968, the Manili Massacre in 1971, the election of 1971, and the declaration of Martial

The hostilities between the Muslims and Christians in the region escalated greatly
as the November 1971 election drew near. The number of evacuees was over, political
power in parts of Moroland has shifted from Muslims to Christians. This shift stimulated
the two sides to increase their hostilities and thus attracted the attention of overseas
Muslim states. In 1972, the atmosphere in Mindanao was tense as sporadic clashes
between Ilagas and the Philippine Armed Forces, on the other hand, and Barracudas and

Marcos‟ declaration of martial law broadened the base support and determined
the timing of the resort to warfare by the core-group of Muslim radicals. Three
characteristics of martial law were critical. First, the centralization of the regime left
power almost exclusively in „Christian‟ hand; Marcos, his family and associates;
„technocrats‟ in Manila; and the military. Second, by restricting the range of legitimate
political activity the regime left as option only the acceptance of the regime and its
promises, or anti-regime revolutionary activities. Third, the regime‟s immediate moves to
collect guns from civilians meant that compliance removed the potential for an eventual
resort to force. Thus both Muslims who had been frustrated under the old system but had
been able to channel their frustration into nonviolent political activities, and opportunists
ready to seize any chance to achieve immediate goals-for power, wealth, or pride-became
willing to join the radicals.

EXCELLENCY:
The MUSLIM inhabitants of Mindanao, Sulu, and Palawan extend their compliment to
his Excellency, the President of the Republic of the Philippines.
The MIM subscribes to the principle that all men, endowed with certain inalienable
rights, such as life, liberty and the pursuit of happiness, are entitled to pursue and decide their
own destinies under the regime of universal justice, equity, and reason.
The MIM believes that man in both a social and political being endowed by HIS
Creator with conscience, soul, and body; and as such, he shall be left to himself to develop his
society in the most natural manner in accordance with his customs, traditions, and
idiosyncrasies, free from foreign and undue interference.
The MIM being an aggrupation of MUSLIMS in reawakening to the fact that Islam
has gained, through the centuries, adherents in the Far East, and that there are considerable
MUSLIMS in the Islands of Mindanao, Sulu, and Palawan who constitutes a NATION by
themselves, having a different culture of their own and a distinct historical background from
the rest of the more affluent cultural majority, the Christian Nation, and who never could be
integrated into the latter.
The MIM expresses with all candor its stand to firmly pursue its aim and purposes as
embodied in the MANIFESTO of May 1, 1968 and the Memorandum thereto appended,
copies of which hereto attached.
The MIM views it with great concern the uncalled for propaganda campaigning
undertaken against it during the Philippine Independence Day Celebration on June 12, 1968,
and considers it as an affront and a very serious insult to the MUSLIM‟S pride and dignity –
MARATABAT- by bribing and segregating them form other VIP visitors at Malacañang, and
making them parade at the Luneta like museum pieces.
The MIM deplores the fact that what prompted his Excellency‟s government to invite
the MUSLIM leaders to join the above celebration was purely for foreign consumption to
impress upon the Malaysians and the whole world that the MUSLIMS have in fact no desire
to secede from the Republic of the Philippines; otherwise, if it is true as in fact a reality, a
question would arise; why should the Malaysians surrender the State of Sabah which is
predominantly populated by MUSLIMS to a Christian nation when the latter does not take
good care of the MUSLIMS found within its borders?
The MIM considers its privilege to announce to the whole world that it is not against
the settlement of the Sabah dispute in so far as such settlement redounds to the benefits of the
MUSLIMS of Mindanao, Sulu, Palawan, and the State of Sabah, who are the direct and
rightful beneficiaries thereof.
The MIM views it with alarming concern the hostile attitude your Excellency‟s
government has undertaken towards the legitimate aspirations of the MUSLIMS in the
organization and establishment of their own independent government as the only dignified and
honorable expectation from a people who, after centuries of national struggle to preserve their
national identity, are treated merely as second class citizens by the more affluent Christian
Majority.
The MIM feels deeply aggrieved by the action taken by the PC high Command in
undertaking civilian registration of the MUSLIM under the guise of listing only aliens,
particularly the Chinese, in Mindanao, Sulu, and Palawan, but later found it as directed
towards the MUSLIM community.
The MIM views it with apprehension the hostile and unfriendly act of the
government in sending detachment of Army troops in full combat gear to Cotabato and other
parts of Mindanao and Sulu as an attempt to suppress the legitimate aspirations of the
MUSLIMS; the same being aggravated by the planting of intelligence agents at every
MUSLIM community, and the acceleration of the influx of settlers from Visayas and Luzon.
The MIM, after deeply considering the foregoing situations, and being imbued with zeal and
patriotism in the defense of its cause, aspirations, and legitimate demands, WISHES to make
known to your EXCELLENCY and the Government the earnest desire of the MUSLIMS to
organize and establish their own independent government, free from but equal with all other states
under the laws of civilized nations.
The MIM appreciates it with open mind the challenge and statesmanship your
Excellency‟s government may undertake towards this noble cause; and the MUSLIM community
would be in watchful waiting.

During these negotiations which were marked by a spirit of conciliation and understanding, it has
been agreed on the following:
First:
The establishment of Autonomy in the Southern Philippines within the realm of the
sovereignty and territorial integrity of the Republic of the Philippines.
Second:
The areas of the autonomy for the Muslims in the Southern Philippines shall comprise the
following:
1. Basilan 6. North Cotabato 11. Davao del Sur
2. Sulu 7. Maguindanao 12. South Cotabato
3. Tawi-tawi 8. Sultan Kudarat 13. Palawan
4. Zamboanga del Sur 9. Lanao del Norte
5. Zamboanga del Norte 10. Lanao del Sur
Third:
1. Foreign Policy shall be of the competence of the Central Government of the Philippines.
2. The National Defense Affairs shall be the concern of the Central Authority provided that
the arrangements for the joining of the forces of the Moro National Liberation Front with
the Philippine Armed Forces be discussed later.
3. In the areas of the autonomy, the Muslims shall have the right to set up their own Courts
which implement the Islamic Shari‟ah laws. The Muslims shall be represented in all
Courts including the Supreme Court. The representation of the Muslims in the Supreme
Court shall be upon the recommendation from the authorities of the Autonomy and the
Supreme Court. Decrees will be issued by the President of the Republic of their
appointments taking into consideration all necessary qualifications of the candidates.
4. Authorities of the autonomy in the South of the Philippines shall have the right to set up
schools, colleges and universities, provided that matters pertaining to the relationship
between these educational and scientific organs and the general education system in the
state shall be subject of discussion later on.
5. The Muslims shall have their own administrative system in compliance with the objectives
of the autonomy and its institutions. The relationship between this administrative system
and the Central administrative system to be discussed later.
6. The authorities of the autonomy in the South of the Philippines shall have their own
economic and financial system. The relationship between this system and the Central
economic and financial system of the State shall be discussed later.
7. The authorities of the autonomy in the South of the Philippines shall enjoy the right of
representation and participation in the Central Government and in all other organs of the
State. The number of representatives and ways of participation shall be fixed later.
8. Special Regional Security Forces are to be set up in the area of the Autonomy for the
Muslims in the South of the Philippines. The relationship between these forces and the
Central security forces shall be fixed later.
9. A Legislative Assembly and an Executive Council shall be formed in the areas of the
Autonomy for the Muslims. The setting up of the Legislative Assembly shall be
constituted through a direct election, and the formation of the Executive Council shall
take place through appointments by the Legislative Assembly. A decree for their
formation shall be enacted by the President of the Republic respectively. The number of
members of each assembly shall be determined later on.
10. Mines and mineral resources fall within the competence of the Central Government, and a
reasonable percentage deriving from the revenues of the mines and minerals be fixed for
the benefit of the areas of the autonomy.
11. A Mixed Committee shall be composed of representatives of the Central Government of
the Republic of the Philippines and the representatives of the Moro National Liberation
Front. The Mixed Committee shall meet in Tripoli during the period from the Fifth of
February to a date not later than the Third of March 1977. The task of said Committee
shall be charged to study in detail the points left for discussion in order to reach a solution
thereof in conformity with the provisions of this agreement.
12. Cease-fire shall be declared immediately after the signature of this agreement, provided
that its coming into effect should not exceed the 20th January 1977. A Joint Committee
shall be composed of the two parties with the help of the Organization of the Islamic
Conference represented by the Quadripartite Ministerial Commission to supervise the
implementation of the cease-fire.
The said Joint Committee shall also be charged with supervising the following:
a. A complete amnesty in the areas of the autonomy and the renunciation of all legal
claims and codes resulting from events which took place in the South of the
Philippines.
b. The release of all the political prisoners who had relations with the events in the South
of the Philippines.
c. The return of all refugees who have abandoned their areas in the South of the
Philippines.
d. To guarantee the freedom of movements and meetings.
13. A joint meeting be held in Jeddah during the first week of the month of March 1977 to
initial what has been concluded by the Committee referred to in Para. 11.
14. The final agreement concerning the setting up of the autonomy referred to in the first and
second paragraphs shall be signed in the City of Manila, Republic of the Philippines,
between the Government of the Philippines and Moro National Liberation Front, and the
Islamic Conference represented by the Quadripartite Ministerial Commission and the
Secretary General of the Organization of Islamic Conference.
15. Immediately after the signature of the Agreement in Manila, a Provisional Government
shall be established in the areas of the autonomy to be appointed by the President of the
Philippines; and be charged with the task of preparing for the elections of the Legislative
Assembly in the territories of the Autonomy; and administer the areas in accordance with
the provisions of this agreement until a Government is formed by the elected Legislative
Assembly.
16. The Government of the Philippines shall take all necessary constitutional processes for the
implementation of the entire Agreement.

Naniniwala ang dating pangulo na ang batas militar ang pinaka mabisang pamamaraan upang muling
maibalik ang kapayapaan at kaayusan ng bansa. Sa panahong umiiral ang batas militar, ipinagpatuloy ng
pangulo ang mga programang naglalayong matugunan ang pangangailangan ng taong bayan na
kinakatawan ng acronym na PLEDGES ( Peace and Order, Economic Reforms, Development of Moral
Values, Government Reforms, Education Reforms, at Social Services). Sa kabila ng mga pagbabagong
isinagawa sa panahon ng batas militar, nagpatuloy ang pagtutol ng mga rebeldeng grupo at kilalang mga
lider na bumabatikos sa awtoritaryang pamumuno ni Pangulong Marcos. Sa kanilang pananaw ay hindi
nagkaroon ng kapayapaan sa bansa, ang katahimikang tinamasa nito ay resulta ng labis na pagkatakot
sa mga militar na kaagapay ng pamahalaan sa pamumuno. Tanging ang mga “crony” o mga taong tapat
at kaalyado ng pangulo ang labis na nasiyahan at nakinabang sa mga panahong umiiral ang batas
military sa bansa.Noong Enero 17,1981 ay nilagdaan ni Pangulong Marcos ang Proclamation No.2045 na
nagpapawalang bisa sa batas militar na tumagal ng walong taon at walong buwan. Hindi ito labis na
ikinatuwa ng sambayanan sapagkat nanatili pa rin na makapangyarihan ang pamahalaan at military kung
kaya’t pabala’t bunga lamang ang tingin nila dito.

the unlawful activities of the aforesaid lawless elements actually pose
a clear, present and grave danger to public safety and the security of
the nation and in support of that conclusion found that:

Senate Ad Hoc Committee of Seven to the effect that the Communist
Party of the Philippines does not merely adhere to Lenin's idea of a
swift armed uprising; that it has, also, adopted Ho Chi Minh's terrorist
tactics and resorted to the assassination of uncooperative local
officials ; that, in line with this policy, the insurgents have killed 5
mayors, 20 barrio captains and 3 chiefs of police; that there were
fourteen (14) meaningful bombing incidents in the Greater Manila
area in 1970; that the Constitutional Convention Hall was bombed on

NAWASA main pipe at the Quezon City San Juan boundary, was
bombed; that this was followed closely by the bombing of the Manila

City; and that the respective residences of Senator Jose J. Roy and Congressman Eduardo
Cojuangco were, likewise, bombed, as were the MERALCO main office premises, along Ortigas
Avenue, and the Doctor's Pharmaceuticals, Inc. Building, in Caloocan City.
" x x x the reorganized Communist Party of the Philippines has, moreover, adopted Mao's concept
of protracted people's war, aimed at the paralyzation of the will to resist of the government, of the
political, economic and intellectual leadership, and of the people themselves; that conformably to
such concept, the Party has placed special emphasis upon a most extensive and intensive program
of subversion by the I establishment of front organizations in urban centers, the organization of
armed city partisans and the infiltration in student groups, labor unions, interests, that, as of August,
1971, the KM had two hundred forty-five (245) operational chapters through out the Philippines, of
which seventy-three (73) were in the Greater Manila Area, sixty (60) in Northern Luzon, forty nine
(49) in Central Luzon, forty-two (42) in the Visayas and twenty-one (21) in and farmer and
professional groups; that the CPP has managed to infiltrate or establish and control nine (9) major
labor organizations; that it has exploited the youth movement and succeeded in making Communist
fronts of eleven (11) major student or youth organizations;. that there are, accordingly, about thirty
( 30) mass organizations actively advancing the CPP interests, that, as of August, 1971, the KM had
two hundred forty-five (245) operational chapters through out the Philippines, of which seventy-
three (73) were in the Greater Manila Area, sixty (60) in Northern Luzon, forty nine (49) in Central
Luzon, forty-two (42) in the Visayas and twenty-one (21) in Mindanao and Sulu; that in 1970, the
Party had recorded two hundred fifty-eight (258) major demonstrations, of which about thirty-three
(33) ended in violence, resulting in fifteen (15) killed and over five hundred (500) injured; that
most of these actions were organized, coordinated or led by the aforementioned front organizations;
that the violent demonstration were generally instigated by a small, but well-trained group of armed
agitators; that the number of demonstrators heretofore staged in 1971 has already exceeded those of
1970: and that twenty-four (24) of these demonstrations were violent and resulted in the death of
fifteen (15) persons and the injury of many more.
"Subsequent events xxx have also proven xxx the threat to public safety posed by the New People's
Army. Indeed, it appears that, since August 21, 1971, it had in Northern Luzon six (6) encounters
and staged one (1) raid, in consequences OJ which seven (7) soldiers lost their lives and two (2)
other: were wounded, whereas the insurgents suffered five (5) casualties; that on August 26, 1971,
a well-armed group of NPA trained by defector Lt. Victor Corpus, attacked the very command post
of TF LAWIN in Isabela, destroying two (2) helicopters and one (1) plane, and wounding one (1)
soldier that the, NPA had in Central Luzon a total of four (4) encounters, with two (2) killed and
three .(3) wounded on the side of the Government, one (1) BSDU killed and three (3 KM-SDK
leaders, an unidentified dissident, and Commander Panchito, leader of the dissident group were
killed; that on August 26, 1971, there was an encounter in the barrio of San Pedro, Iriga City,
Camarines Sur, between the PC and the NPA, in which a PC and two (2) KM members were killed,
that the current disturbances in Cotabato and the Lanao provinces have been rendered more
complex by the involvement of the CPP /NPA, for, in mid 1971, a KM group, headed by Jovencio
Esparagoza, contacted the Higa-onan tribes, in their settlement in Magsaysay, Misamis Oriental,
and offered them books, pamphlets and brochures of Mao Tse Tung, as well as conducted teach-ins
in the reservation; that Esparagoza was reportedly killed on September 22, 1971, in an operation of
the PC in said reservation; and that there are now two (2) NPA cadres in Mindanao.
…WHEREAS, the violent disorder in Mindanao and Sulu has to date resulted in the killing of over
1,000 civilians and about 2,000 armed Muslims and Christians, not to mention the more than five
hundred thousand of injured, displaced and homeless persons as well as the great number of
casualties among our government troops, and the paralyzation of the economy of Mindanao and
Sulu.

…WHEREAS, I have already utilized the first two courses of action, first, by calling upon the armed
forces to suppress the aforesaid lawless violence, committing to that specific job almost 50% of the
entire armed forces of the country and creating several task forces for that purpose such as Task Force
Saranay, Task Force Palanan, Task Force Isarog, Task4 Force Pagkakaisa and Task Force Lancaf, and,
second, by suspending the privilege of the writ of habeas corpus on August 21, 1971 up to January 11,
1972, but inspite of all that, both courses of action were found inadequate and ineffective to contain,
much less solve

CITY OF SAN FERNANDO—At 92, Cecilia Castelar-Lagman died on Aug. 13 without finding
her son, Hermon, a labor and human rights lawyer during martial rule.
Must be because she was a public school teacher or a devoted mother, Lagman showed exceptional
tenacity during the 35 years she had looked for Hermon, says her daughter, Nilda Lagman-Sevilla. She
never surrendered Hermon, then 32, to oblivion ever since a group of men, believed to be soldiers,
abducted him and labor leader Victor Reyes on May 11, 1977, on the heels of successful strikes waged
by his clients, the 10 labor unions that openly defied the strike ban during martial rule imposed by
strongman Ferdinand Marcos, Sevilla says.
In the depth of her grief, she drew courage from the Tayag, Crismo, Yap, Ontong, Del Rosario, Pardalis,
Reyes and Romero families whose relatives were “desaparecidos” (involuntarily disappeared) like
Hermon. The Task Force Detainees of the Philippines (TFDP) was their beacon of hope, guiding them
in their search. Sevilla says that although Marcos lifted martial law in 1981 to put up a humane front
ahead of the visit of Pope John Paul II, the nine families founded the Families of Victims of Involuntary
Disappearance (FIND) in 1985 as repression heightened and the ranks of the missing swelled. “They
began with personal crusades and embarked on a collective crusade that continued even after martial
rule of Marcos,” says Sevilla. Weeks before her death, Lagman consented to make a film on the life of
Hermon to make the younger generation remember martial rule and gain lessons from it.
She looked forward to watching it and she said, „I will watch it and I‟m ready to cry over and over and
over again. I have not run out of tears for Hermon,‟” Sevilla says. Lagman‟s son, Felimon, more known
as “Ka Popoy” in the revolutionary socialist movement, was murdered in 2001. Failure of martial rule.
Sevilla, now FIND cochair, says efforts of Lagman and the eight families to pursue the causes of the
desaparecidos and their kin speak of what martial rule failed to do: Silence everyone into fear and
inaction. “It‟s an uphill battle,” Sevilla says of finding political activists. Aside from looking for the
victims and recovering their remains, the FIND has lobbied in the last 16 years for the passage of a law
to classify involuntary disappearance as a criminal offense.

The lobby reached a positive turn in March when Congress passed House Bill No. 98 on third and
final reading. The principal author is Albay Rep. Edcel Lagman, Hermon‟s younger brother. Sevilla says
the Philippines has yet to sign the International Convention for the Protection of All Persons from Enforced
Disappearances (Icpaped). HB 98 adopted Icpaped‟s definition of involuntary disappearance: “The arrest,
detention, abduction or any other form of deprivation of liberty by agents of the State or by persons or
group of persons acting with the authorization, support or acquiescence of the State followed by a refusal to
acknowledge the deprivation of liberty or by concealment of the fate or whereabouts of the disappeared
person which place such a person outside the protection of the law.”
Without letup
Martial rule or not, enforced disappearances continue without letup, FIND data show. Under
Marcos, the number of documented victims reached 878, beginning with the first victim, Charlie del
Rosario, one of the founding members of the Kabataang Makabayan.
were farmers, workers and youths. Regions with high incidence of documented cases are Western Visayas,
Western Mindanao, Southern Mindanao, Northern Mindanao, Metro Manila and Central Luzon. But justice
is hard to come by even to those who have been able to identify their captors and torturers in the military or
police, Sevilla says. Several of these officers had been promoted, case studies showed.
The FIND counted 614 victims during the administration of President Corazon Aquino from 1986
to 1992; 94 during the term of President Fidel Ramos from 1992 to 1998; 58 in the time of President Joseph
Estrada from 1998 to 2001; 182 during the nine-year reign of President Gloria Macapagal-Arroyo; and 12
under President Aquino.
At least 435 victims have surfaced alive while 256 others were found dead, providing closure to
their families. Most of the victims were men, with women making up 9 percent. Many of the
victimsFollowing the path of the founders, the FIND has organized the families, drawing 1,100 members
from among them. The families helped each other as some undergo trauma reduction or start livelihood
programs. “Many mothers and children are resilient and they serve as pillars of strength,” Sevilla says.
Corazon Estojero and Grace Topacio have not given up on their husbands, Edgardo and Renato,
respectively, pursuing their quest for justice by working as FIND volunteers.
“The desaparecidos are martyrs because they have stood up against regimes that violated the
socioeconomic and political rights of Filipinos. You cannot expect an end to desaparecidos or extrajudicial
killings because the conditions to quell the protest of the people are still around,” Sevilla says.

The Paglingap Ministry assisted political prisoners by interceding for their release and extending financial help
to their families. With the help of Marcos Defense Minister Juan Ponce Enrile, a fraternity brother of Sen.
Salonga, more than 90 political detainees were released through the efforts of the Paglingap Ministry. He was
eventually released partly because of this pressure put on Malacañang and after the arrest of the real
mastermind of the bombing who admitted to the crime. After his imprisonment, Sen. Salonga went into self-
exile in the United States.
. While in the United States, Sen. Salonga continued to speak in different Universities and Churches on the
political situation in the Philippines. In 1981, Sen. Salonga drafted the Liberal Party’s “Vision and Program of
Government” and he continuously worked to united the Liberal Party which was divided on some issues at that
time. In 1985, Sen. Salonga returned to the Philippines to help fortify the Liberal Party and unite the
democratic opposition. He would later be elected as President of the Liberal Party and finally end the division
between members of the party. He would continue to explicitly resist and criticize the dictatorship of Pres.
Marcos when he invited to speak before different groups.
Post EDSA
After the EDSA Revolution which ended the long dictatorship of Pres. Marcos, Sen. Salonga was
appointed by Pres. Corazon C. Aquino as the first Chairman of the Presidential Commission on Good
Government (PCGG). The PCGG was tasked to recover the ill-gotten wealth of the First Family, their
subordinates and associates. It was during Sen. Salonga’s term that the PCGG filed abroad the Republic’s
claim on the properties and assets of the Marcoses, Romualdezes and their cronies situated in the United States
and Switzerland. The Commission also sequestered many companies and obtained separately from a U.S. court
and the Swiss government a “freeze” on all the assets of the Marcoses and their cronies in these countries.
In 1987, after one year as chairman of the PCGG, Sen. Salonga ran again for Senator and for the third time
was elected No. 1 Senator. Sen. Salonga was elected Senate President by his colleagues and authored
significant legislative measures, namely: the Code of Conduct and Ethical Standards for Public Officials and
Employees (R.A. 6713), the Anti-Coup d’etat Act (R.A. 6968) and the Anti-Plunder Law (R.A. 7080). The
post-EDSA Senate, under the leadership of Sen. Salonga, passed numerous laws of national importance which
started the restoration of our country’s democratic processes, economic recovery and social transformation.

It was also under the leadership of Sen. Pres. Salonga that the Senate rejected a treaty which put an end to 470
years of foreign military presence in the Philippines. During the September 16, 1991 session of the Senate, Sen.
President Salonga demonstrated to the people his nationalism, courage and love for country and freedom when the
Philippine Senate under his leadership voted 11 “NO” votes out of 22 members even though only 8 votes were
needed to reject the Treaty. He voted “no” to the extension and ratification of the RP-US bases treaty, recording
an 11-11 vote in the Senate. Because of his vote on the treaty, Sen. Pres. Salonga lost the financial backing of
some of his friends and supporters from the business community for the 1992 Presidential elections, which he
eventually lost despite the support of the youth from various colleges and universities.
With his election as the No. 1 Senator in the 1987 elections, Sen. Pres. Salonga won and topped three consecutive
Senatorial elections under three different administrations, an achievement which has no precedence up to this
date.

Hindi ko alam kung minsan kung matatawa ako, o iiling na lang sa tuwing may mga ipinagduduldulan
ang ideyang mas maganda raw ang buhay noong Martial Law. Maraming nagtatagisang pananaw sa
mga panahong iyon, at hindi ko masisisi kung may mga kababayan tayong kampi talaga sa kanya, at
sinasabing kung natuloy daw ang Martial Law, tiyak na mas maunlad at matiwasay tayo ngayon. Na
kinakandili na daw dapat tayo ngayon ng isang bagong lipunan. Karapatan po nilang ihayag ang
kanilang opinyon at iginagalang natin ito. Pero habang pinipilit nating maging patas at makatwiran sa
kanila, sana’y masagot din nila tayo nang mata sa mata kung tanungin natin sila ng: May ibinunga
bang maganda itong Martial Law? Paumanhin po, pero hindi ko hahayaang may maligaw na kaisipan
dahil sa baluktot na persepsyon ng ilan.Magderetsahan po tayo. Kung Batas Militar ang sagot para
bumaba ang krimen, bakit tadtad tayo sa balita tungkol sa pagkawala, salvage, at summary execution
noong Martial Law? Kung Batas Militar ang sagot para mapatid ang pag-usbong ng komunismo, eh
bakit ayon sa librong Dictatorship and Revolution: Roots of People’s Power, mula sa halos 1,250
kasapi noong 1972, tumaas sa tinatayang 40,000 ang bilang ng NPA pagdating ng 1983? Kung Batas
Militar ang tugon para gumanda ang ekonomiya, bakit noong pag-upo niya, four is to one ang dollar,
pero sa pagbagsak ng kanyang rehimen, 25 is to one na ito? Ito ba ang ipinapangako nilang bagong
lipunan? Kayo na po ang humusga.
Upang matiyak na ang mga ipinapasa nating mga impormasyon sa mga kabataan ay nakabatay sa
tunay na nangyari sa kasaysayan, inatasan ko ang National Historical Commission of the Philippines
na bumuo ng isang komite. Ang layon: ang masusing paglikom sa mga karanasan at kuwento ng mga
indibidwal na talagang nabuhay noong panahon ng martial law. Nais nating tiyakin na katotohanan
lamang ang bukal ng mga impormasyong nakalimbag sa mga aklat ng mga estudyante—hindi sa
pinagtagpi-tagping kasinungalingan ng mga propagandista; hindi sa mga retaso ng panlilinlang ng mga
rebisyonista.May kasabihang “ang mga nakakalimot sa mga kamalian ng nakaraan ay laging nasa
bingit na ulitin ito.” Huwag na nating pahintulutan na maulit pang mailagay sa alanganin ang ating
karapatan at kalayaan. Hindi ako makakapayag na maipasang muli sa susunod na henerasyon ang mga
pagkakamali ng kasaysayan. Pahalagahan natin ang pamana’t aral ng Batas Militar. Tungkulin ng
bawat isa sa ating alagaan ito, gamit ang tiwala sa isa’t isa, pagmamahal sa katotohanan, at higit sa
lahat, sa pagkilala’t pagbibigay-halaga sa sakripisyo ng ating mga bayani. Huwag nating sayangin ang
kanilang ipinaglaban. Ayokong maranasan ninyo ang pinagdaanang hirap at sakripisyo ng aking ama,
at ng iba pang naging biktima ng Martial Law. Itinatama natin ang mga baluktot na prinsipyo’t
kaisipan upang higit na ipaalala ang halaga ng demokrasya at kalayaan, gayundin ang tunay na
kabayanihan ng mga Pilipinong lumaban sa diktadurya. Katapatan at katotohanan lamang ang tangi
nating lalakaran sa tuwid na daan. Hindi na tayo kailanman maliligaw, at ang tanging ipapamana
namin sa inyo—sa ating mga kabataan—ay isang maliwanag, malaya, at makatarungang bayan.
