Test I - Discuss the following questions: (10 points each)

Explain closed questions and open-ended questions with examples.

Answers:

Open-ended questions are questions that allow someone to give a free-form answer. Closed-
ended questions can be answered with “Yes” or “No,” or they have a limited set of possible answers
(such as: A, B, C, or All of the Above). Examples for the open-ended questions; Tell me about your
relationship with your supervisor; How do you see your future? Tell me about the children in this
photograph. What is the purpose of government? Why did you choose that answer? Examples for
closed ended questions; Would you recommend our product/service? Did you experience good
customer service? Would you consider using our product/service again? Did you like our
product/service?

What planning dimensions determine information system development? Elaborate.

Answers:

Planning for information system development must be done within the framework of the organization’s
overall MIS plan. It may be viewed from two dimensions:

The time horizon dimension specifies whether it is short range, medium range or long-range plan.
The focus dimension tells whether the primary concern is strategic, managerial or operational
Strategic (MIS) planning is an orderly approach that determines the basic objectives, the strategies and
policies needed to achieve the objectives, and the plans to implement the strategies. The first task in
strategic planning is to set the MIS objectives and the results expected. The objectives must be set in
such a way that they meet the organization’s needs. Once the objectives are set, MIS policies are
defined as a guideline to carry out the plan. These MIS policies are in turn translated into long-range,
medium-range and short-range plans for implementation.
Why is it difficult to determine user requirements?

Answers:

The difficulty in determining the user requirements (or to put it more exactly, the requirements which
have to be met in order to have an effective and efficient system) may arise because very often the
stakeholders themselves have no a clear idea about what they expect from a new system. Since, the
requirements always come from stakeholders (e.g. project sponsors, managers, executives etc.) and
end-users they will reflect the desire, which is based on particular visions of the individual stakeholders
and users. Those visions can very often be past-oriented (based on the past experience of stakeholders
and users) rather than future-oriented and may vary based on how neatly the interviewed stakeholders
express those requirements.
What is the purpose of preliminary investigation?

Answers:

To determine if there is sufficient ground to engender a well-founded belief that a crime has
been committed and the respondent is probably guilty thereof, and should be held for trial. To
protect the accused from the inconvenience, expense, and burden of defending himself in a formal trial
unless the reasonable probability of his guilt has been first ascertained in a fairly summary proceeding
by a competent officer. To secure the innocent against hasty, malicious and oppressive prosecution, and
to protect him from an open and public accusation of a crime, from the trouble, expense and anxiety of
a public trial. To protect the state from having to conduct useless and expensive trials.

What is an infeasible project and how are they handled?

Answers:

A project is infeasible due to following reasons: The scope of the project is not properly defined. Time
limit for the project is not specified. Required resources for the project are not provided. The
understanding of the project is not clear. Not all projects submitted for evaluation and review are judged
acceptable. Requests that fail to pass feasibility tests are not pursued further, unless they are reworked
and resubmitted as new proposals. In some cases, only part of a project is actually unworkable, and the
selection committee may decide to combine the workable part of the project with another feasible
proposal.
