3.6 SPORTS & RECREATION

SITUATIONAL ANALYSIS

The promotion of sports and recreation is one of the major programs of the
Local Government Unit (LGU). It is through this sector that the citizenry particularly
the youth can spend their leisure hours in wholesome and healthy activities in the
community. The municipality’s program is primarily the establishment of sports and
recreational facilities. Educational institutions are also required to undertake regular
sports activities and even provide sports facilities for the students. The municipal
government of Gitagum has its Municipal Development Program primarily on five (5)
major events basketball, volleyball, lawn tennis, motocross and boxing. This program
provides an opportunity to stakeholders to develop and enhance their skills in sports
and to contribute honor to the municipality.

There are however several challenging issues and concerns encountered in the
implementation of this program like inadequate sports equipment/training facilities to
different sports discipline; inadequate auxiliary facilities in most barangay sports venue.

The municipality have eleven (11) barangays have open space such as plaza.
These plazas serve as an area where families could relax and have fun with their
children or friends. A standard sized basketball court and lawn tennis court was
constructed within the plaza where residents can play. These concrete paved court were
also complemented with a stage for social and cultural shows which are usually held
during fiesta and other important events. Area for other sport activities such as
volleyball are likewise held in the plaza.

Videoke bar are also present in most barangay. The presence of the
communication lines had enabled some entrepreneurs to operate internet and gaming
cafes. A cockpit arena is established in Brgy. Matangad where cockfighting aficionados
could spend their weekends.

Basketball league, volleyball, lawn tennis and motocross competition are


regularly conducted especially every January to commemorate town fiesta.

For sports facilities, table ___ shows that 90 % (10) of the total number of
barangays in the Gitagum has its own multipurpose covered courts which are generally
used for outdoor sports activities such as basketball, volleyball, lawn tennis, etc.
Majority are in good conditions physically, but the availability of auxiliary facilities
like toilets, benches, lightings and etc., are most likely inadequate. Moreover, these
covered courts are also utilized as emergency action centers/evacuation centers during
calamities and disaster thus sports and other socio-economic activities are being
hampered. As of 2019, only Barangay Ulab don’t have multipurpose covered court. On
the other hand, schools in Gitagum have signified their active participation in sports
development program.

The table will show that by 2031 urban barangays requires a projected area for
playgrounds will be 6.74 hectares while the rural barangays will be 3.93 hectares
based on the projected playgrounds standard.

Disaster Risk Assessment

Most sports and recreational facilities are safe from natural hazards except to
typhoon and earthquakes. On the other hand, swimming pools of Burnay Sands and
Lagoon Resort which are susceptible to storm surges. Climate change with rise in sea
level may affect the two resorts because it is near the shore line.

Existing Development Needs


The inappropriate setting and insufficient auxiliary facilities in most sports
venue are the most important concerns in the sports development program. In the same
way, the utilization of barangay sports facilities are emergency / evacuation center
hampers the sports activities / affairs / program that is intended for the benefit of its
constituents. With this prevailing necessity, the municipal government should
immediately provide temporary shelter for calamity/disaster victims; allocate
budget/funding support in order to establish/construct a safe and friendly sports venue
and recreational facilities with good ambiance for the well-being and interest of the
people so that health condition and adaptive capacity of players and enthusiasts will
improve. This will also provide a good learning process for players to develop his/her
skills in sports.

Furthermore, it is vital to upgrade the existing barangay sports facilities


(including auxiliary facilities) to make it more sports friendly environment that will
inspire people to be sports-minded especially the youth in the community.

Development Direction

Making the municipality a livable town requires the development of parks and
playgrounds with adequate facilities for all ages to enjoy. Development of parks and
playgrounds for active and passive community activities is essential in creating a
dynamic, health and harmonious society. This also promotes the creation of an
environmental friendly settlement area that will protect if not shield the community
from the impact of disaster and calamities. However, this must be integrated in the
development investment plan of the municipality and barangays as well as in the
private sector led development of neighborhoods.

In addressing the issue of the municipality’s lack of adequate spaces and


facilities on sports and recreation, the LGU must ensure the appropriation and resources
are generated and mobilized in acquiring areas and development of parks and plazas as
well as enforce laws and ordinances on the requirement and preservation of open
spaces. This shall be done while built-up areas in the municipality are not as dense as
those of the cities and lots are not that costly at the present.

The cost of developing of parks and playgrounds for passive and active sports,
both at the neighborhood and town level and establishing same into a network of

develop the town into a livable one.
