1) GENERAL
The project will be driven by SEI who is fully aware of the Contract requirement
including the final result of clarification and technical proposal update, minutes of
kick-off meeting, P&ID screen meeting memo, licensor document regarding design and
operation, engineering manual and correspondences from and/or to NOCL/PMC and reflect
them into the process design of detail engineering. All the project design activities
shall be performed based on Project Design Criteria.
2) BASIC DESIGN ENGINEERING PACKAGE (BDP) / FRONT END ENGG PACKAGE (FEED)
M/S Axens (Licensor) has prepared the Basic design Package (BDP) which has been used by
M/S Technip for preparation of FEED Package. FEED Package will be used for detail
engineering by SEI. If there is any discrepancy between BDP and FEED and or within BDP,
and FEED ,SEI shall verify it with Licensor and PMC to avoid the design revision and to
facilitate the fast track project execution.
3) COORDINATION PROCEDURE
Forwarding of document or transmittal must follow coordination procedure which has been
agreed with NOCL/PMC .Items which are related to Licensor design must be discussed and
confirmed by AXENS, in advance and the preservation of sufficient time for review and
discussion shall be considered. SEI will inform the deviation to the Licensor/PMC.
Battery Limit Condition and battery limit schedule summary should be confirmed and
clarified by Client in the beginning of the project.
Data base for common application and activities are to be made available in a common

server.
Detailed design of PSV should follow API codes (RP 520,521 etc) and standards.
SEI will use the existing data of the previous DHDS projects. If no proper existing
data are available, PMC to provide the same.
5) BL CONDITION
Contract or FEED specifies the battery limit condition which shall be taken into account
for the design of equipment, instrument, piping, etc. Especially the differential head
of pump and compressor and the size of ISBL headers and battery limit conditions are
often referred.
2) SCHEDULE OBSERVANCE
As a leading team, the observance of issue schedule about process product is highly
crucial to the overall project schedule.

To meet project schedule, the interaction with other teams for information change and
especially, quality control is very important. Deliberation matters are same with below
matters.

FEED P&ID reflects AXENS design criteria and preliminary HAZOP Level
performed between client and licensor.
P&ID screen meeting ,new design changes as addendums and technical
clarifications given by client will be reflected on the P&ID’s after
discussion with client/PMC and IFP P&ID’s are to be issued to
Licensor for review. Validation of units and hydraulics, preliminary
equipment layout and over all plot plan changes, consistency related
changes will also be included in the P&IDs for process units as well
as utility distribution P&ID.
All vendor input related with package item & rotating equipment will
be incorporated to issue IFD P&ID for Hazop. Also Inline instrument
(control valve, flowmeter), piping specialty, vendor information of
PSV will be reflected at IFD stage.

2) DEVIATION
No deviation against Contract is allowed by NOCL/PMC. In case the deviation is
required, the official approval from NOCL/PMC shall be acquired to avoid the
argument in the future. Procedure about all deviation (ex: removable or changeable
items) is same as below comment.
- REMOVABLE ITEM
Cost effect items must be reflected after client approval. All Items should
be specified by document.
- ADDITIONAL ITEM
When the need arises in terms of process, all items will be listed and
reflected. After list up, those items will be considered by client.
3) REWORK MINIMIZING
- SEI will always confer with resident NOCL/PMC engineer, so SEI will minimize
problems at initial stage.
- SEI will confer with resident NOCL/PMC engineer about design verification &
clarification at initial stage.
4) BUDGET MAN-HOUR
SEI will reduce rework by checking product of each stage, so SEI will control the
allotted budget MAN-HOUR. For this, weekly action list will specify instruction
about work allocation.
