6. DESIGN SPECIAL MATTERS & EXECUTION PLAN

6.1 DESIGN SPECIAL MATTERS & DRIVE PLAN

1) GENERAL

The project will be driven by SEI who is fully aware of the Contract requirement
including the final result of clarification and technical proposal update, minutes of
kick-off meeting, P&ID screen meeting memo, licensor document regarding design and
operation, engineering manual and correspondences from and/or to NOCL/PMC and reflect
them into the process design of detail engineering. All the project design activities
shall be performed based on Project Design Criteria.

Refer to attachment #1 : Project Design Criteria

2) BASIC DESIGN ENGINEERING PACKAGE (BDP) / FRONT END ENGG PACKAGE (FEED)

M/S Axens (Licensor) has prepared the Basic design Package (BDP) which has been used by
M/S Technip for preparation of FEED Package. FEED Package will be used for detail
engineering by SEI. If there is any discrepancy between BDP and FEED and or within BDP,
and FEED ,SEI shall verify it with Licensor and PMC to avoid the design revision and to
facilitate the fast track project execution.

3) COORDINATION PROCEDURE

Forwarding of document or transmittal must follow coordination procedure which has been
agreed with NOCL/PMC .Items which are related to Licensor design must be discussed and
confirmed by AXENS, in advance and the preservation of sufficient time for review and
discussion shall be considered. SEI will inform the deviation to the Licensor/PMC.

Battery Limit Condition and battery limit schedule summary should be confirmed and
clarified by Client in the beginning of the project.

Data base for common application and activities are to be made available in a common

9 of 14
server.

Detailed design of PSV should follow API codes (RP 520,521 etc) and standards.

4) PRACTICAL USE OF EXISTING DATA

SEI will use the existing data of the previous DHDS projects. If no proper existing
data are available, PMC to provide the same.

5) BL CONDITION

Contract or FEED specifies the battery limit condition which shall be taken into account
for the design of equipment, instrument, piping, etc. Especially the differential head
of pump and compressor and the size of ISBL headers and battery limit conditions are
often referred.

6.2 ISSUE SCHEDULE CONTROL PLAN OF DESIGN PRODUCT

1) COORDINATION & INTERACTION OF EACH DESIGN TEAMS

If design revision arises, ERI(Engineering Revision Instruction) will be used
after IFC P&ID stage to confirm that by document.

2) SCHEDULE OBSERVANCE
As a leading team, the observance of issue schedule about process product is highly
crucial to the overall project schedule.
Refer to Attachment #3 : Key Milestone Schedule

6.3 DESIGN QUALITY CONTROL PLAN

To meet project schedule, the interaction with other teams for information change and
especially, quality control is very important. Deliberation matters are same with below
matters.

6.3.1 DESIGN INFORMATION CONTROL PLAN

As leading team, observance of issue schedule about process product is very
influenceable to the overall project schedule. SEI will follow below procedure as
per the ITB requirement.

6.3.1.1 DELIBERATION AT EACH P&ID STAGE

 FOR PLAN (Ist issue)

10 of 14
FEED P&ID reflects AXENS design criteria and preliminary HAZOP Level
performed between client and licensor.
P&ID screen meeting ,new design changes as addendums and technical
clarifications given by client will be reflected on the P&ID’s after
discussion with client/PMC and IFP P&ID’s are to be issued to
Licensor for review. Validation of units and hydraulics, preliminary
equipment layout and over all plot plan changes, consistency related
changes will also be included in the P&IDs for process units as well
as utility distribution P&ID.

 FOR DESIGN (2nd issue)

All vendor input related with package item & rotating equipment will
be incorporated to issue IFD P&ID for Hazop. Also Inline instrument
(control valve, flowmeter), piping specialty, vendor information of
PSV will be reflected at IFD stage.

 FOR CONSTRUCTION (3rd issue)

All vendor information will be reflected based on final vendor print.
ALL comments of other teams and HAZOP recommendations will be
reflected after discussion with client.

 AS BUILT (4th issue)

6.3.1.2 APPLICATION OF ENGINEERING REVISION INSTRUCTION

ERI will be issued to reduce design schedule and reflect revised
information after IFC stage.
Issue purpose will be specified. If issue purpose is ‘For Information’,
ERI will be reflected directly.

6.3.1.3 EQUIPMENT DATA SHEET

Novation Items / Long delivery Equipment D/S will be issued by CLIENT/ PMC
for vendor quotation. Subsequently data sheets will be updated and issued
incorporating vendor inputs and other data.

6.3.1.4 INSTRUMENT PROCESS DATA SHEET

Control valve and inline instruments will be checked based on FEED process

11 of 14
data before D/S issue.

6.3.2 QUALITY CONTROL PLAN

SEI will follow below quality control plan for design quality to reduce field change
& schedule delay.

6.3.2.1 P&ID

Quality verification will follow clause of Process Team Operation

Instruction (SEM-0900E-IND).
All clauses on P&ID check list should be checked and reviewed.

 INTERNAL P&ID SCREENING MEETING

P&ID screening meeting will be conducted by QA group before IFP P&ID
is issued. So Result of meeting will be recorded by document.
All comments that need clarification will be confirmed by client/PMC
or licensor and reflected.

 NOTE SCREENING ON P&ID

Special requirements of licensor are suggested in P&ID note, So,
ambiguous comments should be clearly specified for prevention of
misunderstanding of piping team.

6.3.2.2 EQUIPMENT DATA SHEET

 NOTE SCREENING ON EQUIP. D/S

Special requirements of licensor are suggested in D/S notes. So,
ambiguous comments should be clearly specified for prevention of
misunderstanding of mechanical team.

 SCOPE OF WORK (PACKAGE ITEM)

SEI will confirm exact vendor scope by checking P&ID and will focus on
vendor package & connection for preventing missing items and remind
concerned department.

12 of 14
6.3.2.3 INSTRUMENT PROCESS DATA SHEET

 REMARK SCREENING ON INST. D/S

Special requirements are suggested in P&ID notes. SEI will compare
that for checking problems in terms of process.
(for example, orifice type flow meter on two phase line)

6.4 COST SAVING PLAN

1) COST SAVING (Value Engineering)

In case of removable or changeable item from the point of view of process design
based on Contract, SEI will persuade NOCL/PMC with the detailed operational or other
merits after having an agreement with licensor, Axens. The cost saving shall keep
pace with the project execution of fast track.

2) DEVIATION
No deviation against Contract is allowed by NOCL/PMC. In case the deviation is
required, the official approval from NOCL/PMC shall be acquired to avoid the
argument in the future. Procedure about all deviation (ex: removable or changeable
items) is same as below comment.
- REMOVABLE ITEM
Cost effect items must be reflected after client approval. All Items should
be specified by document.
- ADDITIONAL ITEM
When the need arises in terms of process, all items will be listed and
reflected. After list up, those items will be considered by client.

3) REWORK MINIMIZING
- SEI will always confer with resident NOCL/PMC engineer, so SEI will minimize
problems at initial stage.
- SEI will confer with resident NOCL/PMC engineer about design verification &
clarification at initial stage.

4) BUDGET MAN-HOUR
SEI will reduce rework by checking product of each stage, so SEI will control the
allotted budget MAN-HOUR. For this, weekly action list will specify instruction
about work allocation.
