1._ GENERAL SCOPE


1.1._ TERMS AND DESIGNATION OF PARTIES
Bidders are the companies submitting proposals to the customer.
Customer is the company who will handle the bidding process and who will contract the services of
one of the bidders, per instructions from the End User. For this particular case the customer is Bariven /
PDVSA Services, Inc.
End User is the owner of the Equipment object of the contract and who generates the requisition.
For this particular case the End User is PEQUIVEN, S.A.
Equipment: Rebuilt Diesel – Electric Freight Locomotive.
Final Acceptance Act is a document in which certifies the reception of the Equipment according to
these specifications and in accordance with pre-commissioning made to the Equipment by End User
within the facilities of the Moron Complex.
Project Management Team: personnel assigned by the End User/Customer to represent
PEQUIVEN, S.A. before the Supplier.
Supplier is the company which receives the purchase order from the Customer.
Subcontractor: someone who enters into a subcontract with the Supplier.
The inspector: is the person defined in paragraph UG-91 of ASME Code Sec VIII, The Inspector and
the Inspection Agency may be the same party.
Work: All activities necessary to supply the Equipment in accordance with the specifications included
herein.
1.2._ GENERAL
The criteria for design, manufacture, inspection and shipping indicated within this specification
correspond to proven practices with successful experience from the End User. The Bidders may
suggest alternative procedures or criteria, different to the one specified herein, that according to their
experience will result in an improvement in quality and/or reduction of costs or delivery time. All these
alternatives shall be technically and economically justified for approval of the End User. Experimental or
non proven practices are not acceptable.
The Bidder shall certify compliance with these specifications and present a list of exceptions, if any,
within their technical proposal for review and approval of the End User. Exceptions shall be itemized
and technically or economically justified. If any of these exceptions are not included in the proposal
issued to the Customer, or if any exception is not clarified before the placement of the Purchase Order
(P.O.), it will be considered that this feature will be included in the scope of supply. Therefore, it shall not
justify any extra charges to the Customer and will oblige the Supplier to meet the criteria expressed
herein.
The strict compliance with these specifications does not relieve the Supplier from its own
responsibility to apply well-engineered, safe and proven practices. Therefore, the Supplier shall repair,
modify or replace, without additional charges to the Customer, any component proven defective, badly
engineered, improperly inspected or not suitable for the specific application and/or the operating
conditions specified in this document.
The Supplier shall provide all the documentation requested for review and approval of the End
User. Final as built documentation and “zero non conformities status” shall be provided for records at
final delivery.

The customer and the End User will designate inspectors to expedite follow-up progress and witness
any stage of the manufacturing, testing and installation process of the components and system ordered.
The Supplier shall grant unrestricted admission to designated Customer and End User inspectors to all
facilities where any manufacturing, check or testing operation is being made to the components within
the scope of supply. In addition, the Supplier shall provide the inspectors any engineering
documentation that may be requested for review, to support any particular procedure applied to the
components ordered. Bidders shall confirm compliance with this requirement in their proposal.
These inspectors will witness acceptance tests according to paragraph 4.3., and quality assurance /
quality control inspection and testing plan ITP. All expenses related to Supplier’s factory and End
User’s Site acceptance tests shall be included in proposal. If required, according to migratory laws in
Supplier country, Supplier shall deal all permissions and visas required for End User’s personnel.
Expenses include: flights, transportation, accommodations, meals, and any other not explicitly described.
The Supplier shall provide a detailed inspection and testing plan ITP according to paragraph 10.5,
manufacturing and transport installation program, indicating the most probable dates for submission of
required documentation, contracted inspection and testing, for review and approval of the End User, via
express courier and copied to the Customer, within one week after the P.O. has been placed. This ITP
shall be reviewed and approved by End User prior to start material purchase and manufacturing of the
Equipment.
1.3._ SUPPLIER SCOPE OF WORK
The Work shall be done according to applicable codes, specifications, standards; good engineering
recommended practices and data sheet described in paragraph 1.4. EQUIPMENT DESCRIPTION
bellow. The Work involves, but not limited to, the following:
 Detailed schedule to accomplish ITP and all activities involved in this scope.
 Basic, and detail engineering for construction of the Equipment.
 Materials procurement.
 QA/QC Data Book Dossier, including but not limited to, Equipment Design, Fabrication, Welding,
Painting, and Testing procedures, reports and records, accord to 6.9. (Data Book).
 Preparing and providing data book including but not limited to memory of calculations, operation,
servicing, running maintenance manuals (maintenance does not mean cleaning), spare parts lists
and catalogs, tools catalogs, general assembly, electrical, instrumentation, and mechanical
drawings, and electronic engine control manuals, control diagrams and P&ID. All information shall
be in both English and Spanish accord to paragraphs 5.5.4. (Language) and 10.11 (Documentation)
 General, pneumatic, electrical and mechanical drawings. All drawings in .dwg electronic format.
 Memory of calculation, including design criteria and considerations.
 Equipment long term storage preparation and packaging from Supplier shops to Complex Moron,
VENEZUELA. PEQUIVEN S.A.
 Interfacing with third Parties.
 Equipment packaging / packing and shipping activities.
1.4._ EQUIPMENT DESCRIPTION
Rebuilt Diesel – Electric Freight Locomotive TAG PQ-004 is one (01) Rebuilt Freight Locomotive that
shall comply the specifications listed below, plus specifications included in paragraphs 6
(ENGINEERING) and 12 (DESIGN) of this document.

Dynamic Brake Required according to AAR Standard S-5018.
Dynamic brake system shall be used to provide supplemental
braking effort to reduce locomotive brake shoe and wheel wear.
Dynamic brakes shall use traction motors as generators,
dissipating energy through forced ventilated grid resistors mounted
in separate hatch located at Nº 2 end of locomotive.
System shall provide 10 seconds build-up of dynamic brake braking
effort according to AAR S-5018.
System shall maintain dynamic brake during emergency or penalty
brake application according to AAR S-5018.
Dynamic brake time Time delay to transfer from Power to Dynamic brakes shall be no
delay less than 5 seconds according to AAR S-5018
Dynamic brake Cut-out Three position dynamic brake cut-out rotary type switch shall be
switch provided on engine control panel.
Switch provides manual ability for crew to limit total dynamic
braking effort that can be developed through local unit cut-out of
dynamic brake.
Dynamic brake Combination tractive / braking effort indicator shall be provided as
indicator part of computer display.

Bell Cast iron bell, vertical type, self-cleaning and grease lubricated.
Bell shall be electrically actuated from a level switch located on
engineer workstation. Features include:
Bell operation horn activated.
Bell unlatches separately via bell level switch
Bell may be operated independent from horn.
Horn Shall be mounted near locomotive centerline on engine hood with
four (04) flutes facing forward and one 261Hz (01) flute facing
backward. Horn shall be electrically actuated from a level switch
located on engineer workstation and push button located on driver
workstation.

Multiple Unit Control Capable to operate of two or more units from one cab. Simulated
alarm bell sound shall be provided via audio output device located
at Engineer workstation.
Jumper cables pin assignments according to AAR Standard S-512.
Multiple unit One (01) twenty-seven (27) receptacle shall be located per AAR S-
receptacles 512 on each end at each plate. One (01) dummy receptacle
provided at each end, opposite side of multiple unit 27 point
trainline receptacle.
White letter “D” to be applied on each dummy receptacle cover.
Multiple unit end Fixed walkway ramp with full walkway chain shall be provided at
arrangement both ends.

Auxiliary Generator To be specified by Supplier in quotation. End User
existing locomotives GP-38-2 use 18 kW AC Delco 64–72
Traction Motors Shall provide full power at a max. speed of 65 miles/hour
and a min. continuous speed 11 miles/hour with ½”” worn
40” wheels.
Phase cables shall be color coded at termination ends, and
all lugs shall be stamped to identify phases and aid correct
connection of motor leads to underframe cables.
Gear case shall be equipped with spring loaded fill cap to
provide quick fill and/or check oil level.
Over temperature protection shall allow prolonged
operation above continuous tractive effort point specified
above (see table 1) until thermal limits are reached. This
control system monitors and prolongs traction motor life
and allows greatly decreased train stalling due to torque
derating.
End User existing locomotives GP-38-2 use four GM–D77
with four traction motor blower Delco.
Flexible air ducts and connections between underframe
and traction motor shall be provided for air cooling the
motor. Air ducts shall be securely attached at both ends to
minimize air leakage and prevent wear at sliding surfaces.
Generator cooling Traction generator cooling shall accomplish a dedicated
single speed three-phase AC motor driven blower, which
provides airflow to the traction generator and companion
alternator windings. Generator discharge air shall be used
to pressurize engine compartment. Blower motor current
monitoring provided to improve fault detection.
Companion Alternator To be specified by Supplier in quotation. End User
existing locomotives GP-38-2 use GM D14; 215V DC, 16
poles, 120Hz @ 900 RPM.
Traction Alternator To be equipped with three (03) AC or DC traction motors
connected in permanent parallel across each power
inverter, totally six traction motors, one (01) power inverter
per truck. End User existing locomotives GP-38-2 use GM
AR10A6.
Ingress Protection All electric and electronic devices, connections, and cables
shall have Ingress Protection IP-65. Enclosure TEFC.
Generator (main / auxiliary) AC or DC
Air system controller Electronic Brake Valve controller shall include independent
Brake handle push down bail off mechanism. End User

circuit breakers, battery disconnect mechanism, cooling fan
controls, blower motor controls, traction alternator flield
excitation chopper assembly, 74VDC APC phase controller
and diode assembly; shall be located behind the cab.
Access to electrical locker shall be provided from engineer
walkway side. All equipment shall be easy reachable for
any required troubleshooting, maintenance, or service.
Internal lighting is required.
Guard labelled “CAUTION – KEEP ALWAYS ON TO
AVOID FREEZE DAMAGE” to be applied at auto water
drain valve circuit breaker. Internal lighting is required.
Speed control system Speed control to initiate in either power or dynamic
braking. Control functions on cab electronics display. Entry
and exit control keys and crew messages to be displayed.
Slow speed control provided in an speed range up to 10
miles/hour.
Throttle position must be placed in idle on controlling

Two stroke cycle, blower aspirated, engine rated 2000 hp
traction under AAR conditions.
Engine shall be equipped with electronic unit injection
meeting US EPA Tier 0 emission requirements.
RPM: Max 900 / Min 255.
Engine protection Engine over-speed, low water pressure, low oil pressure,
hot oil temperature, and high crankcase pressure
protections shall be provided.
Hot engine alarm, including throttle reduction for six
throttles, is required for additional engine protection.
Filter Inertial air carbody filters pre-filter air for engine air filter
and electrical locker.
Dust bin blower AC motor driven dust bin blower shall remove separated
pollutants and contaminants from inertial carbody filter and
discharge them out through the top of locomotive.
Lube oil / fuel filter servicing Filter servicing is to be accomplished during maintenance

Intake air filter Fiberglass bag-type 184-day disposable engine air filters to

and water expansion tank to be mounted on carbody.
Engine fuel system Brushless DC motor driven fuel pump shall be provided. A
high capacity fuel preheater with thermostatic valve shall
maintain fuel at a preset temperature to hold fuel tank
temperature above waxing point of fuel, so fuel filter are
prevented from plugging.
Fuel filtration Single fuel filter canister with 184-day fuel filter elements
shall be provided. Plugged filter indication shall be set on
display. Spin-on suction strainer assembly providing
additional protection for fuel system to be included.
Drain pan below filer housing and filter drain piped to fuel
tank with spring loaded valve shall be provided.
Electronic engine control Senses engine speed and crankshaft position through
magnetic speed pick-ups at engine flywheel and controls
engine speed via fuel management at microprocessor or
PLC, adjusting injector timing precisely for selected throttle
position.
System to improve fuel efficiency, optimize throttle
response to loading, and provide advanced control on
engine emissions.

Engine lubrication Pressurized engine lubrication oil system shall incorporate


positive displacement gear type pumps. Pumps coupled in
single assembly separated by metal plate. Main lube oil
pump shall deliver lubricating oil to the moving components

Exterior armrest Standard 2” wide, permanently mounted, armrest applied
at outside each side window.
Exterior doors Short hood nose door shall be suitably reinforced to
equivalent strength of surrounding short hood.
No window accepted or required in short hood nose door.
A doorstop shall be supplied to provide at least 12”
clearance between handrail and opened door.
Rear cab door shall be located behind engineer seat.
Rear cab door to be equipped with both interior/exterior
closure handle, and rubber hinge guard. Latch to hold rear
cab door open required.
Vestibule doors Separate interior doors shall acts as draft barrier to isolate
the vestibule area of short hood. No window accepted or
required in this doors.
Door locks Standard door lock arrangement on both rear cab and
inner vestibule doors shall be replaced with door

General Before the start of painting, Supplier shall submit for End
User approval quality control, testing and documentation
procedures.
All coating shall be uniformly applied to form smooth,
continuous film free from sags, runs, spots or other
blemishes.
All compressed air used for abrasive blasting or painted
shall be free of oil and moisture. Suitable moisture
separators/traps and air filters shall be installed on all
abrasive blasting and painted pots.
Surface cleaned by abrasive blast cleaning shall be primed
as soon as practicable, before any visible rust occurs.
Coating shall be applied in strict compliance with the
recommendations of the material manufacturer.
Supplier shall submit for End User approval after P.O. the
list of surfaces in the Equipment that require no painting.
Unless otherwise listed by Supplier in quotation, all
surfaces shall be coated with anti-corrosion paint system.
The specified grade cleanliness shall exist immediately
prior to priming. Any steel no primed shall be re-blasted if
any rust develops.
Before abrasive blasting, protect Equipment parts that
could be damaged by blast, dust, or particulate material by
wrapping, taping, or other means to prevent damage.
Equipment shall include but not necessarily be limited to:
flange facings, machined surfaces, nameplate and tagging.
The blasting and painted sequence shall be planned to
prevent dusting and contamination of freshly coated
surface.
All surfaces to be painted shall first be cleaned of oil,
grease, soil, cutting compounds, and other soluble
contaminants, in accordance with SSPC-SP 1. Following
solvent cleaning procedures, surface shall be abrasive
blast cleaned in accordance with the SSPC. Abrasive shall
be free of all dust, dirt, chlorides, sulfates and other
foreigner material. Abrasives shall not contain more than
0,1% free crystalline silica.

1.4.2._ GENERAL SPECIFICATIONS


 All general drawings and detailed electrical, structural, mechanical, and disassembly drawings, as
well as memory of calculations and development specifications for fabrication shall be reviewed and
approved by End User personnel prior to start fabrication and will become End User property.
 Special tools and devices necessary for lifting, erection, testing, and maintenance of all related
equipment shall be included, easily identifiable, and shall be supplied in a lockable steel cabinet.
 Stainless steel shall be stored separately from other materials as carbon steel.
 Original material certificates are required. If not available, Supplier shall certify that the furnished
certificates are authentic copies of the manufacture’s original material certificates. If questionable
material certificates are detected al the site, which can not be cleared by Supplier, this will replace
corresponding material and backcharge with all associated cost.
 Use of asbestos is not allowed, all welded stainless steel to be low carbon, and flanges to be forged.
 Inspection and testing plan ITP shall include all shop, factory and site procedures: welding, NDT,
PWHT, sheet forming, tube bending, painting, and all other applicable for the Work, as well as
personnel certificates and accreditations for performing all related activities. At the end of the Work,
Supplier shall submit data book for End User with all ITP documentation stated in paragraph 10.5.
 ITP shall also include acceptance criteria (considering thermal movement), dimensional tolerances
and finish surfaces, submitted for End User acceptance before start Work.
 Supplier shall include in proposal all expenses related to End User personnel (two persons)
attending kick-off / pre inspection meeting at Factory prior to start Work, at least two QA/QC steps
inspection as indicated in ITP (paragraph 10.5) check points, and Factory Acceptance Test.
Expenses shall also include flights, accommodations, hotel and transportation at Factory country.
 Use of Aluminum, copper, zinc, and their alloys, including galvanized and zinc coated steels, in
surfaces exposed to environment is not allowed in the Equipment. Environment is seaside with
ammonia, sulphuric acid, and ammonium sulphate fumes. Corrosion rate exceeds 200 mpy.
 Materials used in manufacturing and fabrication shall comply with AAR or ASTM standard
specifications, and shall be specified by Supplier in quotation for End User review and approval.
When other materials used, UNS and ASTM equivalent shall be included in quotation for End User
review and approval.
 All subcontractors for non standard ISO spares supply, not manufactured directly by the Supplier
shall have representative in Venezuela for post sell spare and technical assistance.
 Maximum noise level: 80 dB no time limited exposure without hearing protection at 1m from source,
according to COVENIN 1565, 85 dB for 8h exposure without hearing protection at 1m from source.
 Supplier shall have representatives in Venezuela for post sell spare and technical assistance, or
submit commitment letter with Purchase Order granting with certificate, they can provide all spares,
pieces, and assistance to End User, clearly indicating a period not lower than five (05) years.
 Supplier shall specify time for supply of Equipment in quotation.
 Equipment noise level shall comply noise requirements by applicable codes and laws. Noise will not
exceed 85dB in normal operation conditions, according to COVENIN 1565.
 Supplier shall provide complete records of Quality as part of the final documentation in accordance
with its approved quality management system. List of requirements in paragraph 10.2.
 Supplier shall include in proposal all expenses related to End User personnel training (see
paragraph 18). Expenses shall also include flights, accommodations, hotel and transportation at End
User country: República Bolivariana de Venezuela.

 Supplier shall establish and operate a quality management system that meets the requirements of
ISO 9001, or a similar approved system. Quality Management System shall also be in accordance
with this technical specification. This system shall cover management, engineering, procurement,
fabrication, construction, pre-commissioning and their related activities, materials inspection and
acquisition, certifications, and Subcontractor. This system shall also ensure that quality
management of the Work, as a whole from P.O. and raw materials reception through completion of
the Work. Supplier Quality Policy and the commitment of its Senior Management to the Quality of
Work shall be clearly defined.
1.5._ FAN
Fan type, Air Flows, rpm, and required power shall be specified by Supplier according to air
requirements. Fan unit shall be furnished complete with fan, drivers, mounted on a common base plate
with all required auxiliaries. The base plate shall be common for fan and driver, and shall include earth
lugs, lifting lugs, and drain rim.
Fan Supplier shall supply:
 Suction strainers, flexible connection, and anti vibration joint.
 Special tools and devices necessary for lifting, erection, testing, and maintenance of fan, drivers,
and all related equipment. These shall be easily identifiable, and shall be supplied in a lockable steel
cabinet. Beams and lifting members can be supplied loose or recommended for End User purchase
to a third party. In both cases Supplier shall include design drawings.
 Supplier's quotation shall be accompanied by a certified fan performance curve, showing
differential head, efficiency, and brake horsepower, all plotted against capacity. Operating point for
the fan shall also be shown,
 Supplier's quotation shall be accompanied by drawings showing the following information:
 Applicable codes and Purchaser's specifications.
 Standard and alternate suction-discharge nozzle arrangements.
 Drain connections.
 Bearing lubrication plan.
 Overall Fan dimensions.
 Weights: Fan, baseplate and motor.
 Identification: service, purchasers item number, project name and location, purchasers
requisition number, and sellers job number.
 Design pressure, test pressure, design temperature, and restriction on testing or operation of
fan.
 Examination and testing requirements.
 Construction materials specification for all parts.
 Nameplate details.
 Supplier shall verify this requisition in order to satisfy the mechanical and performance guaranteed
requirements. Supplier's proposal shall contain a guarantee that his equipment will satisfy the
particular service. Supplier shall guarantee to replace or repair any equipment which proves to be,
under normal operating, structurally or mechanically defective within a year from the date of
equipment start up or 24 months from shipping date, whichever is the sooner. Approval of the
Supplier’s calculations, drawing and workmanship by Purchaser shall no in any way relieve
Supplier from his responsibility.

1.6._ COMPRESSOR
A rotation arrow shall be cast into the compressor casing or made of the same material as the
nameplate and attached to the compressor.
 Supplier's quotation shall be accompanied by drawings showing the following information:
 Applicable codes and Purchaser's specifications.
 Drain connections.
 Bearing lubrication plan.
 Overall Compressor dimensions.
 Weights: Compressor, baseplate and motor.

Drivers:

 Data sheet.

 Cross-section drawings.

 Compressor and motor bearing type and number.
 Maker, model, volts, phases, r.p.m., S.F., frame, H.P., amps., type, class, casing mounting

1.7._ ENGINE
Performance and dynamic curves are required. End User personnel shall witness load test, horse
power standardization test and Hi potential.
Inspection reports (mechanical, electrical, and electronic) shall be included in data book. End User
personnel shall witness fuel system, engine, lubrication oil system cooling system, central air system,
compressed air system, electrical system, air conditioning / extraction system, trucks, and coupler
system according AAR or TC standards, including top deck, bottom deck and running check.
Inspecting method, procedure and form shall be included with Factory Acceptance Test FAT
inspection method, procedure and form in ITP for End User personnel approval.
1.8._ OUTLINE OF SCOPE OF WORK:
The present specifications cover minimum requirements set by End User regarding design,
fabrication, supply, testing, and commissioning of Equipment, Rebuilt Diesel – Electric Locomotive,
nominal horsepower 2000 hp, according to the AAR standards.
Supplier shall be responsible for engineering and design, materials, transportation supervision,
labor, tools, supplies, consumables, construction, testing, inspection, and technical assistance required
for manufacturing the Equipment.
Specifications herein this document doesn’t limit Supplier to offer its best proposal in Equipment
quotation for End User approval if newer proven technology is available.

Supplier shall clearly define the equipment being offered in compliance of this specification, and
shall take purchaser’s attention to any exceptions to the specifications herein. If it’s not done, it is
understood that the Equipment fully meets all of the requirements of this document.
Supplier shall provide proven technology, including a list where equipment like the quoted have
been installed and operate satisfactory, operating in similar conditions. End User will visit and inspect
one of these equipment operating in field; this inspection shall be included by Supplier in quotation.
(See paragraph 1.4.2.).
Supplier shall provide the End User a team of technical specialists a period specified in quotation,
but not less than five working days per Equipment for assembly, installation, start-up, testing, and
commissioning, until End User final approval. Cost of these services, including travel, transportation,
lodging, and food expenses shall be included in quotation.
Supplier shall train End User staff for work, operation, and maintenance of the different systems of
the Self Contained, Portable and Movable, Fertilizer Bagging System.
The documents listed in this scope shall be an integral part of this requisition. Internationally
recognized codes and standards shall also apply where called for in applicable project documents.
In case of conflict the order of precedence will be the latest revision of the above:
 AAR standards.
 This requisition.
 Agreed deviation.
 Individual data sheets.
 Other applicable codes.
 Other applicable standards and recommended practices.
1.9._ INFORMATION FOR PROPOSAL
Supplier’s proposal shall include the following information:
 Complete fulfilled data sheet according to supplier’s standards including, but not limited to, the
following:
 Design criteria.
 Equipment description.
 Price summary, detailing components, additional components and services, and including
FAT, SAT, ITP, kick-up meeting, and QA/QC inspection and test related expenses, including
End User’s personnel as detailed in paragraphs 1.2. and 1.4.2.
 Commercial conditions.
 Quotation compliance, including list of exception.
 Paint specifications.
 Electronic specifications.
 Electric specifications.
 Requirements and consumptions.
 Preliminary outline drawings showing main dimensions of equipment, and auxiliaries and
conveyors dimensions and locations.

Site Integration Test (SIT) for automation systems in the process industry.
4._ FABRICATION
4.1._ WELDING
Welders and welding operators shall be qualified in accordance with ASME BPVC Section IX or AWS
applicable code prior to start fabrication. Records shall be checked by End User/Customer
representative. WPS, WPQ, and PQR are required. Supplier shall provide all workshop and field
welding procedures.
Supplier shall provide for each welding machine a valid calibration card of the amperage dials.
These dials shall have clear and visible scales, divisions and numbers of amperage selectors.
Calibration of welding machines and elaboration of the tables mentioned before shall be made in a
properly certified fixed resistance calibration bank, and the bank calibration register shall be attached to
the tables.
Supplier shall register and maintain documentation of effective certification of calibration of the
machines to weld to use in the Work. Calibration registers shall indicate real values of amperage by
interval of the dial indicated in the calibration pattern. The welder and assistant shall know how to
interpret the values of this calibration.
Field welding is not allowed. If required, Supplier shall provide all field welding procedures and be
responsible for all welding made by End User’s Staff.
All jagged edges, burrs, knurls or other sharp surface profiles shall be rounded to a 1/8 inch radius.
Weld spatter or burning slag shall be removed. Flame impingement is not allowed at all time.
Painting of weld is not allowed before the accomplishment of applicable nondestructive examination
and testing.
Welds bevels on carbon steel or low alloy steel surfaces that are to be welded on site shall be coated
on the inside and outside 3 inches from the end of the joint edge with Deoxyaluminite or equivalent. The
following inspection point shall be established:
 Prior to start Work.
 Immediately following the surface preparation.
 Immediately prior to the coating application
 Following the application and curing of each coat.
 After final inspection.
Repairs made in field shall also be documented and inspected as outlined above.
4.2._ PRODUCTION TEST AND TEST SPECIMENS
Production test specimens shall be provided by the Supplier.
Test specimens shall be prepared from the test coupons taken from the pipe or tube to be used for
Equipment fabrication and designated on the drawings approved for Construction.
Coupons shall be welded using the same consumable and welding procedure, shall be made for
every WPS, WPQ, and PQR used for Equipment fabrication, and shall undergo the same heat
treatment as the Equipment, in the same furnace, and the same time.

Dimensions of the test specimens shall be as required for welding procedure and performance
qualifications, in accordance with ASME BPVC, SECTION IX. Welding codes AWS as stated in
paragraphs 3.9. and 3.13.
The Supplier shall use test specimens to perform all the mechanical tests required for the approval
of the corresponding welding procedures.
Results of the test shall satisfy the same criteria as for welding procedure, shall be certified by End
User/Customer representative.
4.3._ ACCEPTANCE TESTS
Acceptance tests shall be done in Suppler’s Workshop (FAT) and End User’s site (SAT and SIT),
witnessed by End User’s Automation and Engineering departments personnel according to IEC 62381.
End user’s witnesses’ expenses shall be furnished by the Supplier.
4.4._ POSTWELD HEAT TREATMENT
Welding on the base metal (including such items as repairs to base metal) shall be completed and
accepted by the inspector prior to postweld heat treating.
Flange facings / ends shall be protected against oxidation during heat treatment.
Thermocouples shall be located of the vessel surface to insure that all portions of Equipment are
properly and uniformly heat treated, without the presence of detrimental thermal gradients.
During heat treatment Equipment shall be supported and stiffened to prevent distortions.
Supplier shall in ITP for End User approval post weld heat treatment procedures including related
curves, and shall include post weld heat treatment results in data book, including actual curves and
hardness testing registers.
4.5._ PROJECT ACCEPTANCE
Design shall cover all common parts for engineering works, such as: memorandum of calculations,
metric calculations, specifications and drawings, which shall be submitted in front of the End User for
approval prior to start the manufacture or fabrication, by using the decimal metric system. The drawings
shall be prepared in the A2 and A3 format. After approval of the design, it shall be registered on the
name of End User, becoming a property of it’s, under all rights and obligations arising therefore. The
use of the design on the part of the Supplier, or by third parties for purposes other than those stipulated
in these specifications shall be realized after preliminary written approval of the End User.
The End User shall approve the design, submitted to it by the Supplier, and shall announce its
decision by writing. The design approval does not release the Supplier from any responsibility in
connection with the design, at the design stage, as well as at the production stage. After the
manufacture of locomotive and before the official and final handling over of documentation to the End
User, the Supplier shall reflect in the design all amendments, improvements, modifications, etc.
showing the peculiarities and specifications “AS BUILT”.
5._ GENERAL WORK
5.1._ PARTIES INVOLVED

5.2._ GENERAL WORK REQUIREMENTS
5.2.1._ SECURITY
In supplier’s facilities, worksite security shall be the sole responsibility of Supplier. All losses
due to theft or vandalism are solely the Supplier responsibility. Supplier shall provide 24 hour
security coverage (weekends and Public Holidays included) to cover Worksites, where the Work
is performed or documentation or other items in any way connected with the Work are kept.
5.2.2._ QUALITY ASSURANCE/QUALITY CONTROL
5.2.3._ INTERFACES COORDINATION
Supplier shall be responsible for coordinating and managing interfaces associated with the
Work.
5.2.4._ OPERABILITY AND MAINTENANCE REQUIREMENT
Supplier shall ensure that the equipment and materials incorporated in the Equipment are
consistent with the Work specifications. Operability and maintenance requirements shall be
considered in the rebuilt of the Equipment.
5.2.5._ COMPLETION ACTIVITIES
Supplier shall carry out the completion activities through pre-commissioning in accordance
with approved preparation and execution specifications and procedures for such activities.
5.2.6._ TECHNICAL REVIEW
Supplier shall perform necessary technical, safety, and quality audits throughout the course
of the Work as defined in the procedures.
In addition, End User may perform audits at its complete discretion, and Supplier shall bear
its costs associated with providing necessary support during such audits.
5.3._ SPECIFICATIONS
Supplier shall review End User's specifications. After review of End User's specifications, Supplier
shall submit proposed addendum changes to End User for approval. Supplier shall not rewrite any
specification(s) or prepare new specifications without End User's written approval. Supplier shall also
identify and submit for End User approval any additional specifications, guidelines or general practices
that shall be observed in the design, procurement and execution of the Work.
5.4._ DELIVERABLES
5.4.1._ FINAL DELIVERABLES
Supplier shall submit final deliverable as indicated below.
 Mechanical, Electrical, structural, and assembly Drawings, modified and updated according
to rebuilt.
 Data Books (See DOCUMENTATION Section 10.11).

 Final Report (when the Work is 100% complete), with the required number of copies to be
determined by End User.
 Data report, including all of ASME certification registers.
5.4.2._ DELIVERABLE FORMAT
End User store and control deliverables in electronic format, including MS Office. Drawings
are to be turned over in AutoCAD 2009 version. In addition, drawings are to be turned over in
their native format. That is, if 3D PDS model was used to generate MicroStation Issued for
Construction drawings, 3D PDS model and converted AutoCAD drawings would be the required
deliverable to End User. It is required that no information on the drawing be lost during
conversion. End User also store original file format for future emergency Work. Furthermore,
any hard copy documents, such as supplier documents, shall be scanned into a TIF file format
for delivery to End User. The scanned image shall have a resolution of at least 200 DPI.
Scanned Work deliverables should also be of microfilm quality.
Supplier shall supply five data book copies: two in electronic format plus three color-printed.
Supplier drawings are to be delivered to End User according to the same requirements as the
Supplier. The native file format and the AutoCAD deliverable shall be turned over to End User.

5.5._ MANAGEMENT
5.5.1._ GENERAL
Supplier shall provide, but not be limited to management, supervision, labor, tools,
Equipment, supplies and material necessary for Supplier's performance of the Work.
5.5.2._ SUPERVISION
Supplier shall provide, maintain and be responsible for management of Supplier's personnel
and resources that are involved in this document covering aspects of the Work.
5.5.3._ MEETINGS
Supplier shall be required to attend both regular and unscheduled interface meetings to be
arranged by End User, or designated representative, at locations chosen by End User.
Supplier shall be responsible for issuing any meeting agendas and meeting minutes.

Supplier shall be responsible for issuing QA/QC and Pre-start meetings after P.O. with End
User’s personnel in Supplier’s office.
Supplier shall also request meetings as required to enhance communication resolve issues
and accelerate execution of Work.
5.5.4._ LANGUAGE
The Bidder shall refer to the contract for all issues related to official language. The intent of
the Upstream is that all onshore activities and documents shall be in Spanish and all offshore
documents shall be both in Spanish and English language.
5.5.5._ FUNCTIONS
Supplier shall also provide the following Work Management items:
 Distribution of Work drawings, documents etc.
 Documentation in detail of any minutes of meetings and action items arising therefrom.
 Control and filing of documents requiring review and comment.
 Documentation in hard copy and electronic format. This shall include, but is not limited to,
mechanisms for filing, accessing, and archiving electronic correspondence.
 Documentation retention for a period of not less than five (5) years.
5.5.6._ WORK PERSONNEL
Supplier shall assign suitable Work personnel to lead each discipline and/or activity involved
in the Work.
5.5.7._ PERSONNEL COMPETENCY
If End User deems that Work is not being performed to End User's exclusive and entire
satisfaction, such dissatisfaction being reported to the Supplier, Supplier shall immediately
correct this situation.
6._ ENGINEERING
6.1._ GENERAL REQUIREMENTS
Supplier shall fully design the Work, and prepare contract deliverables as required for the efficient
and cost effective procurement of goods, materials, machinery and Equipment, fabrication, installation,
hook-up and testing of the Work. Supplier shall number documents in accordance with End User's
numbering system specification.
The Work shall include but not be limited to the following contract deliverables for each of the areas
listed above.
6.2._ AS-BUILT DOCUMENTATION
Supplier shall provide updated As-Built reviews of all the design documentation including, but not
limited to (see DOCUMENTATION. Section 10.11):
 General Arrangement Drawings, including material lists.
 Spare parts.
 Assembly and disassembly.
 Data sheets.
 Operation and Maintenance Manuals (maintenance does not mean cleaning).

6.7._ TRANSFER CARE, CUSTODY, AND CONTROL (TCCC)
Supplier shall develop and submit to End User a Transfer Care, Custody and Control procedure that
defines the interfaces and steps to be taken for Transfer Care, Custody and Control of the Work from
the Supplier to End User. The internal End User practices policies and requirements shall be
accommodated in such procedure.
6.8._ INSTALLATION, START UP, OPERATING AND MAINTENANCE MANUALS
Supplier shall prepare and submit to End User required installation, start-up, operations and
maintenance (maintenance does not mean cleaning) manuals, or revisions to manuals, in accordance
with statutory requirements and End Users operating and maintenance. Manuals shall describe the final
Equipment and procedures in which the Equipment should be operated and maintained. Supplier shall
assemble the operations and maintenance manuals in hard copy and complete electronic format.
Supplier shall collect and catalogue supplier data in accordance with the supplier data requirements
for ultimate transfer care custody and control to End User as part of the operations and maintenance
manual. End User will develop and submit to Supplier, required number of manuals to be prepared. All
operations, and maintenance manuals, and instructions to properly operate and maintain the Equipment
shall be prepared both in Spanish and English.
When referred herein, drawings, lists, manuals, and documentation include both modified information
related to rebuild and unmodified information related to original Equipment.
6.9._ DATA BOOKS
Supplier shall assemble and check data books provided by the equipment and material suppliers.
Supplier shall assemble the supplier data books in hard copy and electronic format, together with
Supplier’s design, procurement, and inspection data into Mechanical Data Books for each piece of
Equipment. Supplier information shall be supplied in English and Spanish when available.
6.10._ DOCUMENT REVIEW AND APPROVAL CYCLE
All document review and approval cycles shall be included in Supplier's planning, scheduling and
budgeting. Supplier shall promptly incorporate changes and reissue drawings so that formally issued
documentation reflects the current approved design.
6.11._ DOCUMENT TRANSMITTALS
Supplier shall produce the number of copies of each document required by End User for each of the
End User personnel and/or departments identified on the approved document distribution matrix and
transmit said documentation in accordance with an approved procedure.

6.12._ DOCUMENT DISTRIBUTION MATRIX


Supplier shall prepare a document distribution matrix for End User review and approval. The matrix
will include every document to be prepared by Supplier. The matrix will include Supplier, End User and
third party personnel to whom Supplier as directed by End User shall distribute documents. The matrix
will include features as directed by End User.
7._ PROCUREMENT
Supplier shall provide for, and supervise, all procurement in accordance with a quality management
system that meets requirements of ISO 9001.
8._ CONSTRUCTION
Supplier shall develop and maintain a detailed construction plan that thoroughly evaluates and mitigates
risk, and provides means by which to evaluate the Work cost and schedule requirements.
9._ TRANSFER CARE, CUSTODY, AND CONTROL
End User will accept the Equipment when its have been satisfactorily pre-commissioned, and when the
corresponding TCCC Certificates have been issued and approved by End User with the relevant Final
Documentation.
10._ QUALITY ASSURANCE AND INSPECTION AND TESTING PLAN
The intent of the Quality Assurance Plan is to assure that the Equipment is safe, reliable efficient and
will satisfy their intended purpose, are built according to this specifications, and are built economically with a
minimum amount of rework and repair.
10.1._ GENERAL
Supplier shall develop and submit for approval the specific Quality Assurance Plan for the Work.
Supplier´s programs and procedures may be used if they satisfy the requirements of a quality
assurance plan acceptable to the End User. Supplier shall not purchase equipment and material or
start Work in shop / factory until End User has approved their Quality Assurance Plan and ITP, in
writing. All subcontractor plans shall be in conformance with the Supplier's overall plan.
Supplier personnel shall review End User supplied documentation for accuracy, completeness, and
fulfillment of Work design criteria. The method used to document disposition of deficiencies and
deviations in design discovered by verification, checking, or design review shall be described. Supplier
shall notify End User immediately of any discrepancies found in End User supplied design documents
by written communication or oral communication followed by written documentation.
Supplier shall take account that personnel performing the Work according to such documents have
the latest approved information. Any revision to design documents shall be distributed to responsible
individuals in a timely manner and controlled to prevent inadvertent use of superseded material.
Obsolete Information shall be distinctly identified as such and removed from Work area.
10.2._ QUALITY ASSURANCE PLAN
At the time of BID submittal for contract, Supplier shall submit for End User approval a fully
documented, Work-specific Quality Assurance Plan (QA Plan). This plan shall address any aspects of
the Work and describe in detail the quality assurance and control measures that will be employed during
execution of the Work. A QA Manual, procedures, instruction checklists, etc. may be used to provide
detail if referenced in the QA Plan. This plan shall clearly identify and reference, procedures,
instructions and check lists applicable to a particular class of equipment, and material, engineering
activity, or construction activity, etc. Control of corrections, revisions and distribution of the QA Plan, and
it’s supporting manual, procedures, Instructions and checklists shall also be defined. The QA Plan shall
describe the Quality Assurance System that will be used in the execution of the Work. It shall describe

how the Supplier will fulfill the applicable requirements of the following subsections of Section 9. When
accepted by End User, the QA Plan will become the basis for evaluating quality assurance activities on
the Work. For all Factory inspections related to this plan, End User’s witnesses’ expenses shall be
furnished by the Supplier. Factory inspections will be carried out by End User’s QA/QC and
engineering departments’ personnel.
10.2.1._ ORGANIZATION
The QA Plan shall contain an organization chart showing Supplier's total organization
responsible for performing the Work and clearly showing the assignments and number of
personnel responsible for Supplier's QA program for all phases of the Work. The chart shall
show reporting relationships from inspectors up to and including Senior Work Management as
well as the interface between Supplier and suppliers or subcontractor. The organization chart
shall be supported with a description of each person's reporting and functional responsibility.
10.2.2._ CONTROL OF PURCHASED MATERIALS, EQUIPMENT AND SERVICES
The QA Plan procedures shall clearly specify the sequence of activities during the preparation,
review, approval, and control of procurement documents. This includes the measures which
assure that changes or revisions to procurement documents are subject to the same review and
approval requirements as the original documents. Documents for material procurement,
equipment, and services, whether purchased by the Supplier or by its suppliers or
subcontractor, shall include, but not limited to the following:
 Applicable codes, standards and design specification requirements referenced in
procurement requisitions.
 The Work shall be engineered, designed, constructed, fabricated and tested to the End
User specifications and last edition of standards and codes specified herein in paragraph
1.4. and section 3 (REFERENCES). In the event of a conflict, the more stringent
requirements shall apply.
 Provision for End User/Customer right of access to Suppliers facilities and Work documents
for inspection and audit.
The Suppliers engineering and quality assurance groups, prior to issuance, shall review the
procurement document, to ensure that requirements are specified.
The Supplier shall maintain "receiving" inspection to ensure that arriving materials and
equipment are properly identified, and comply the requirements of the purchase documents.
Nonconforming items shall be controlled by clearly identifying and segregating them into a
quarantined area until proper disposition is made. Similarly, documentation shall be maintained
confirming that services purchased directly or through Subcontractor conform to procurement
requirements. Certification documentation from suppliers or Subcontractor shall either be
originals or verified copies noting the actual location of where the originals are held.
10.3._ IDENTIFICATION AND CONTROL OF MATERIALS, PARTS, AND COMPONENTS
Supplier shall maintain a materials identification procedure and a materials tracking procedure
comprising materials, parts, compounds, and components. Each item shall be identified by addressing
tags, stamps, stencils or labels or by traceable records throughout fabrication and shipment.
The location and the method of identification shall not affect the function or quality of the identified
item. The procedure shall require verification of correct material, parts, and components identification
and shall be documented prior to release for fabrication, assembling and shipping.

10.4._ CONTROL OF SPECIAL PROCESSES


Supplier shall identify those special processes, such as welding, heat treating, nondestructive
testing, and cleaning, etc., which require procedure qualification and qualification of the personnel using
them. These special procedures shall be in accordance with applicable specifications. Qualifications of
special processes, personnel performing special processes and Equipment shall be kept current.
Supplier shall coordinate the execution of these special processes should any of them impact other
subcontractors or entities.
10.5._ INSPECTION AND TESTING PLAN
The ITP shall require that manufacturing and construction inspection and test plans are prepared.
Test plans shall describe the methods and procedures to be employed to assure and verify conformance
and quality of the item. The ITP shall consist of a flow chart(s), status sheet or narrative description of
the sequence of activities or operations to be performed and characteristics to be measured. The
method of examination, the applicable acceptance criteria and the documentation requirements shall
also be included in the inspection plan.
The QA Plan shall establish those inspections, tests and witness and observe points from raw
material through fabrication, erection or construction, at which conformance to requirements will be
verified. Observe points and those inspections rendered inaccessible by subsequent operations shall be
verified before start of the next operation.
Supplier shall submit Inspection and test plan shall as requested in section 10.11
(DOCUMENTATION) prior to the execution of the Work for End User approval.
Supplier shall include on each Inspection and test plan step, End User representative inspectors
check point for inspection and approval. At least two steps are required.
Records of the inspections shall, as a minimum, identify:
 Date
 Inspector
 Type of test or observation
 Inspection procedure
 Type of test equipment used and valid traceability certificate where applicable
 Acceptance criteria
 Results
Inspection records shall be signed or stamped and dated by the Supplier's representative.
The status of inspections and tests shall be readily determinable. Application and removal of status
Indicators such as tags, routing cards, traceable records, or other suitable means shall be controlled.
10.6._ TEST CONTROL
Supplier shall develop and perform procedures to include functional testing, including storage,
preventative maintenance testing, proof testing, and acceptance testing. These procedures shall
incorporate requirements and accept or reject criteria contained in applicable specifications, standards,
and other design documents. Test control prerequisites shall include at least:
 Calibrated instrumentation
 Adequate and appropriate equipment
 Trained, qualified and appropriately licensed and certified personnel

 Preparation, condition and completeness of item to be tested


 Suitable and controlled environmental conditions
 Acceptance and rejection criteria
 Certification Authority acceptance arrangements
Test results shall be documented, evaluated and acceptance status identified by a qualified individual
or group. A pre/post-test checklist containing test control prerequisite shall be developed and used to
ensure that systems are properly prepared for tests and test media and testing equipment are removed
after the tests are completed.
10.7._ USE, CONTROL, AND CALIBRATION OF TOOLS, MEASUREMENT AND TEST EQUIPMENT
Supplier shall implement a system for control of measuring and testing equipment. Specific tools
and equipment shall be identified to perform tests in the field with instructions for their use, calibration
and storage. Supplier shall identify, maintain, control, adjust, and calibrate tools, gauges, instruments,
and other measuring and testing devices used for activities controlling quality. Calibration shall be
performed at established periods against certified equipment or references, or valid national standards
where these exist. The calibration records shall be easily traceable to the device and shall be
maintained at the Work site. Provisions shall be identified for correction of measuring and test
equipment found to be out of calibration. Specific attention shall be made to nondestructive examination
equipment, pressure gauges, testing charts.
10.8._ SUBCONTRACTOR’S WORK
Supplier shall maintain procedures for assuring the quality of Work done by subcontractor. The
procedures shall incorporate the requirements, as defined in this specification, with special emphasis on
the qualification of the subcontractor's welders, inspectors and testing personnel. Supplier shall review
and formally concur with the subcontractor's QA Plan and conduct surveillance and audits of the
program activities. Supplier's quality surveillance personnel shall be qualified to perform their assigned
tasks and the schedule of subcontractor surveillance visits shall be defined.
10.9._ MATERIAL HANDLING, STORAGE AND PRESERVATION
Supplier shall maintain and implement handling, cleaning, storage, shipping, preservation and
preventative maintenance procedures of materials and equipment in accordance with End User
specifications.
10.10._ NONCONFORMANCE AND CORRECTIVE ACTION
Supplier shall implement procedures to prevent inadvertent use of design documents, materials,
parts, components, services or Workmanship not conforming to requirements. Procedures shall include
closed-loop control for disposition of nonconforming materials, for corrective actions and for waiver of
specifications and/or contract requirements and provide for physical segregation and labeling of
nonconforming materials to preclude their inadvertent use. Conditions adverse to quality shall be
identified and reported to appropriate levels of management for correction.
Nonconformance reports shall be numbered; identifying equipment, materials, activity, and specific
problems, and shall give reasons for problem and indicate how it might have been and will be avoided.
10.11._ DOCUMENTATION
Supplier shall maintain and control documentation, including that of supplier and subcontractors.
Documentation control shall include identification, data retrieving, filing and indexing for fabrication
record books, quality of reproductions, number of copies, archive requirements and final disposition at
completion of Work. Records shall be protected from destruction. Documentation shall be kept in hard
copy and electronic format. Regulatory and End User requirements for records shall be identified and

include the responsible author and source of information and indicate format, type of information
required and distribution, as well as outline provisions for retention, including possible microfilming.
Suitable documentation procedures shall be developed by the Supplier and implemented to ensure
those all-pertinent performance criteria and design factors have been considered and that appropriate
instructions and procedures are developed and followed. Checklists should be used to acknowledge in
writing that the required activities have been completed.
Retained records shall include operating logs; result of reviews, inspections, tests, audits, and
materials analyses; monitoring of Work performance; qualification of personnel, procedures, and
equipment and other documentation such as drawings, specifications, procurement documents,
calibration procedures and reports, and nonconforming and corrective action reports. Charts, reports
and other engineering data, including photographs, microfilm and radiographs shall:
 Be processed to produce an agreed upon archival life;
 Be stored and filed in a safe and controlled manner, and
 Become the property of the End User upon completion of the Work.
Reporting and communication procedures shall be established to provide timely quality assurance
information at End User Work meetings. Such procedures shall identify and give reasons for
procurement/construction problems and provide for feedback to Supplier or Subcontractor.
Supplier identifying the quality problem areas and corrective steps to be taken shall issue a monthly
Quality Program Report.
Supplier shall prepare and submit data and drawings as required by specifications and general
terms of the contract. Supplier's performance of his obligations hereunder shall not be deemed
complete until the End User is in receipt, on proper forms, of Technical Data and other documents to be
submitted to the End User as part of Supplier's Scope of Work.
Electronic documents shall not be scanned. In case of signed documents, each scanned signed
document shall be accompanied with original emission, printed in viewer format directly from original format.
As stated in paragraph 18 TRAINING, official language in Bolivarian Republic of Venezuela is Spanish,
and all required manuals and supporting materials, as whole documentation shall be performed in Spanish.
If not possible, all information shall be performed in English. Information in other languages non translated is
not permitted.
The Supplier shall deliver the documents listed in Table 3, ongoing and final the Work to the End User:
Manufacture data reports shall be furnished in accordance with the provisions of the Code. Charts and
reports on pressure tests, PWHT, radiography and other NDT results. Mill test reports or certificates for
tubes, fittings, pipes, forgings and bolting shall be furnished. The certificates for welding consumables and
fluxes shall be included in the data reports.
Data Books shall be complied as specified below and each section shall be identified, numbered and
collated accordingly. This Data Book shall be delivered before shipping of the Equipment.
Index to the book:
Information of the Equipment (Data sheet, Manufacturer’s Data Report, Register ASME, etc).
Procurement Data (Materials Bill, Materials Quality Certificates, Chemical analysis reports, etc).
Design studies, equations, design calculations for all components of the Equipment, computer analysis,
etc. WPS, PQR, PWTH Report, Hydro Test Report, Surface Preparation Report, etc. Name Plate Copy, etc.
Start Up, Operating and Maintenance Manuals (maintenance does not mean cleaning).

10.12._ QUALITY AUDITS


An Audit program shall be developed and implemented to ensure that elements of the quality
assurance plan are being carried out in accordance with the contract. The Supplier's Quality
Department or an approved contracted agency shall execute audits. Audits shall be performed in
accordance with pre-established written procedures or checklists and conducted by trained personnel
not having direct responsibilities in the areas being audited. Audits shall be scheduled regularly on the
basis of the status and safety importance of activities being performed and shall be initiated early
enough to assure effective quality assurance during the design, procurement, and construction activities.
The End User shall be informed of any scheduled audit events on a monthly basis and shall be given
the opportunity to participate in the audit, and shall be copied on audit reports. Resolution of Audit
results shall be performed within the contract master schedule.
10.13._ ADDITIONAL REQUIREMENTS
Supplier shall incorporate into his Quality Assurance Plan any additional requirements that they
considers necessary to property manage the quality of the Work.
11._ NONDESTRUCTIVE TEST
Nondestructive testing inspector(s) shall be level 2 with at least 8 years of experience in the applied
NDT, and experience in portable bagging system examination.

Nondestructive personnel shall be qualified in accordance with ASNT SNT-TC-1A Recommended


Practice – Last edition.
12._ DESIGN
12.1._ GENERAL REQUIREMENTS
The design and fabrication shall be according with ISO 9001 (paragraph 7. Product Realization)
The Supplier shall supply all engineering, procurement, fabrication, assembly and shipping of the
Equipment.
Combination of different codes (i.e. one for calculation, one for fabrication) is not allowed.
Any conflict between requirements of this specification and drawings, requisitions, supplementary
design data, or codes shall be referred to the End User for clarification before proceeding with
fabrication of the affected part.
The Allowance Stress for materials shall be in accordance to ASME section II, Part D.
Where computer programs are used, the Supplier shall clearly delineate the following:
 Programs shall be recognized and well-tried software packages using Spanish or English language
with S.I. units for code pressure calculations. Input data, loading cases, and conclusions of each
calculation step shall explicitly appear in the calculation sheet.
 For situations not clearly defined in the Code, finite elements calculations may be used under
manufacturer responsibility.
 Name and address of the author and date of latest revision, assumptions and sketches.
Lifting and eyebolt shall be provided for the whole Equipment. Calculus for suitable temporary
supports shall be providing for lifting of the Equipment in the shipment and installation.
Supplier shall check all parameters in situ. Cost shall be included in quotation
Design shall be suitable for outdoor installation in a coastal seaside atmosphere with frequent heavy
rains, and ammonia, sulphuric acid, and ammonium sulphate fumes.
The following considerations shall be kept to design the Equipment. These will facilitate the
installation of the Equipment in situ (Steam Generation plant):
 Dimensions and weight of the Equipment.

12.2._ LOADING AND STRENGTH CALCULATION


Equipment and its lifting device shall be capable of supporting loads when transporting, placing, and
installing the Equipment.
13._ SPARE PARTS
Supplier shall include in general assembly drawings the whole lists of parts. Lists of parts shall contain
material specifications for tubes, pipes, shapes, plates, fittings, insulation used, etc.; and Data sheet and
drawings of fan, electric motors, coupling, safety relief valves, and any other additional part.
Disassembly drawings indicating each loose major component: fan, fan drivers, electric motors, etc, are
required.
Spare parts list for 2 years in operation is required.
Spare parts list shall be specified by part number and technical specification.

Supplier shall recommend minimum spares to be stored in local stock by End User and replace
frequency for most frequent consumables and spares in final data book or maintenance manual.
Supplier shall include data sheets and spare lists as defined in this document (Spare lists by both part
number and technical specifications, including at least description, manufacturer, model, size, material and
quantity).
Supplier shall supply all gaskets, blind flanges, and external bolting for all opening which require blind
flange or cover for testing. Three sets of gaskets are to be furnished (one set for shop testing and shipping
and two set unused and shipped separately with proper protection). Also to be provide is full service bolting
for these connections (bolting used in shop hydrotest are not acceptable) including 10% extra bolting for
each size, special length studs, alloy or size 2” and greater.
14._ PATENTS USE
The Supplier shall be obliged to pay for the rights to use any means or processes, protected by
commercial patents, and the Supplier shall be the only person bearing responsibility for any raised claim
based on presumptive or actual infringement of such rights.
15._ PACKAGING AND PREPARATION FOR SHIPPING
Supplier shall prepare the Equipment for export shipping and long term storage.
The Equipment shall be thoroughly drained, cleaned inside and outside and free of all dirt and loose
materials.
All flanged openings shall be provided with blinds capable to support the nitrogen pressure.
Vessels shall be filled with nitrogen and positive pressurized, and kept during storage, transportation and
erection. There shall be provided all respective accessories.
All beveled openings shall be covered or capped to protect rust and moisture inside the Equipment.
Suitable temporary supports, marked and tagged for removal after Equipment installation, shall be
provided for internal parts not separately shipped to prevent damage during shipment.
The Equipment package shall be appropriately marked for exportation, and shall be protected from
breaking, bending, or any other type of damage during freight / transportation, including anti-corrosion
temporary coating / protection for sea water, sea ship. All finished surfaces shall be coated with heavy rust
preventive grease or other approves corrosion preventive.
All packages, boxes, cans, and any bagged material or device for the Equipment shall be clearly
identified by marking, showing their content. Correlate numbering of packages to ease tracking is required.
All expenses for packaging shall be borne by Supplier. Spare parts, such as gaskets, bolts, nuts and
washers shall be packaged separately from Equipment.
The Equipment shall be delivered in complete sets. The assembly of any component shipped loose, as
for example bogies, in End User workshop or at Venezuelan local port, shall be done at expenses and
under obligations of Supplier. They will provide necessary workmanship, labor, tools, and materials
required to this assembly operation.
16._ SHIPMENT AND ASSEMBLING
Supplier, in accordance with Customer, will transport whole Equipment from Supplier workshop to
End User Venezuelan facilities. Railcar bodies, bogies, and all components shipped loose shall be
assembled on railroad ramp rails using adequate tools and devices. All expenses for shipment,
transportation and delivery shall be borne by Supplier and included in bid.

During assembly on End User railroad ramp rails, End User will provide materials, basic tools, cranes
and heavy equipment required. Supplier will provide service, manuals, and any special tool required.
Supplier will determine prior to shipment assembly schedule, time and tools required.
Supplier shall deliver the Equipment in accordance with delivery schedule.
17._ TECHNICAL ASSISTANCE
After delivery and taking over of Equipment the Supplier shall provide to End User a team of technical
specialists for a period not shorter than ten (10) working days for assembly of Equipment bodies to bogies,
auxiliaries, testing, acceptance tests SAT / SIT, supervision upon commissioning on railroad of Equipment,
until the final approval of the End User. Besides, the Supplier shall train End User specialists in operation
and maintenance of the Equipment supplied. Cost of these services, including travel expenses for the
technical experts’ team, shall be included in the Offer Price in proposal.
18._ TRAINING
Training is to be planned for at least twenty (20) participants, after completion of assembly and
commissioning of the equipment on End User site.
According to the stipulation of Article 9 of National Constitution, the official language in Bolivarian
Republic of Venezuela is Spanish, because of which all required manuals and supporting materials, as
whole documentation in general listed in section 10.11, DOCUMENTATION, arising out of present
negotiations, shall be performed in the above mentioned Spanish language.
Regardless of which, in case of technical information contained in manuals, instructions, drawings, lists,
or any other sources is hardly liable to translation, electronic or printed copies in English language shall be
supplied also, with respective Spanish translation, which shall reflect precisely the contents of the original.
Training shall be performed by the Supplier and shall be aimed at successful preparation of the End
User staff for work, maintenance, and operation of the different systems comprising the Equipment. For
that purpose the Supplier undertakes that the trainers appointed by him shall fully complete this technical
and trainer’s task.
The End User shall preserve the right to make partial changes in the content, for which the End User
shall inform the Supplier within two (02) weeks form the date of receiving of the aforementioned material by
the End User. The content shall include, for the whole Equipment, the following main points, listed only for
information purposes here and not having any limiting effect:
• Functioning of the Equipment.
• Servicing, routine / running maintenance and operation.
• Troubleshooting, problem detection.
• Most common troubles.
• Spare parts lists, including identification of Part number for each by number, description and technical
specification, according to AAR standard ordering information / data sheets for spare parts. Use of spare

End User will also specify: training place, training type, requirements for Qualification of staff partaking
in the activities and training plan. Supplier shall include in quotation all related expenses, including travel,
transportation, lodging, food along with technical specialists team expenses listed above in paragraph 1.8.

19._ GUARANTEE
Supplier shall issue an individual certificate of warranty for each locomotive.
Supplier shall guarantee the use of best materials, equipment, tools, devices, and qualified labor for the
best manufacture of rebuilt locomotive without any defects in design, as well as the perfect operational
condition and in compliance with all specifications contained herein.
Supplier shall guarantee that the Equipment fulfills all conditions as stated in this Specification and that
it is free from fault in design, Workmanship and material.
In case of design or fabrication defects arise during the first year of operation, the Supplier agrees to
make all necessary alterations, repairs and replacements free of charge to End User.
Supplier shall guarantee immediate replacement of any component or part which proves to be, under
normal operating conditions, electrically, electronically, structurally or mechanically defective within a year
from the date of equipment start-up, 24 months from shipping date or 100.000 kms, whichever the sooner, if
proven that failure is caused by defective design or manufacture. 6 months guarantee will not be accepted.
Approval of Supplier’s calculations, design, drawings, and workmanship by purchaser will not relieve
Supplier from their responsibility.
