RE : SYSTEM OPERATIONS COMPRESSED WORK SCHEDULE

DATE : October 26, 2020

Greetings from the System Operation Control Team!

The System Operation Control Section of MORESCO-1 operated since August 2019. It is indeed a significant milestone for the Pioneer
Electric Cooperative and it is our honor to be part of the process. Ever since the SCADA has been operational, it added value for a
prompt response in power restoration. In addition, it complemented the functions in trading and substation/feeder’s load profile
through the extraction of data from the SCADA system.

The System Operation Control team is genuinely fortunate that there are no incidents or breach from safety. An appropriate gauge
that everyone in the team is steadfast with one’s duties and responsibilities. Everyone in the team is in synergy and had created a
strong bond that’s a leverage not just for the System Operation Section, but to MORESCO-1 as a whole.

From the recent discussion on the 8-hour shift work schedule, it is undeniable that it had caught our attention. Before the pandemic,
we practice the 12-hour shift work schedule. But due to safety concerns, we modified the schedule into a 9-hour shift work (8:00 AM
to 5:00 PM), and a 15-hour shift work (5:00 PM to 8:00 AM), which is compliant to labor standards according to DOLE D.A. No. 02,
series of 2004. The latter schedule would yield a better work-life quality.

Above all, we believe that MORESCO-1 looks after for the welfare and advancement of its employees, both internal and external
pursuits. For all the thoughts and considerations, we would like the current work schedule to be continued for following reasons:

1. Safety and health: the compressed work schedule would give us a safer means to travel, since most of us commute to work due
to our given work shifts. It would reduce the frequency from outside exposure due to public commute from work to home, vice-
versa. This effort will also support our precautionary measures against COVID-19 and align to IATF guidelines.

2. Continuous learning and education: given that the compressed work schedule will be followed, it would give an opportunity for
us to pursue a post-graduate degree, since the new platform for learning needs more effort to comply with related academic
requirements. We are hoping that our academic initiatives will be beneficial for MORESCO-1 and its workforce, that we may soon
contribute for enriching the competency pool, and serves as professional mentors and resource.

The current work schedule practiced is effective and we hope for this to continue. The members of the System Operation Control
Section support this schedule. With its approval, we continue to deliver service align to the core values and leadership brands of
MORESCO-1, and always be responsive from the needs of MORESCO-1, the departments, and its member-consumers.

Yours sincerely,
