CHAPTER I

PRELIMINARY

 1.1. Background

The role of the nurse is to keep the patient in the best condition for health problems
that afflict him (Florence Nigthingale, 1954). Nursing is a form of professional service that is
an integral part of health services based on nursing knowledge and tips, in the form of
comprehensive bio-psycho-socio-spiritual services and aimed at individuals, families, and
communities both sick and healthy that covers the entire cycle human life (National Nursing
Workshop 1986). Nursing as an integral part of health services, also determines the quality
of health services.

Overall, the number of nursing staff dominates the existing health workforce, where
nursing makes a unique contribution to the form of health care as a relatively, sustainable,
coordinative and advocate whole. Nursing as a profession emphasizes the form of
professional services in accordance with standards by taking into account ethical and moral
rules.

Nurses in carrying out their roles and responsibilities are highly demanded to have
good knowledge, skills and attitudes that can support their professional behavior. Good
knowledge, skills and attitudes can be obtained in a college environment that has a strong
commitment to producing professional nurses.

1.2 Problem Formulation

Based on the background above, the formulation of the problem in this paper is "What
Is the Issue in Nursing?".

  C. Purpose

1.3 General purpose

Students are able to know and understand nursing management which is about Issues
in Nursing Services.
CHAPTER III

DISCUSSION

2.1 Theoretical Teory

Issue  understanding of the issue according to several opinions: 1. A consequence of

some actions taken, or proposed to be carried out, by one or several parties that can result in
private sector negotiations and adjustments, civil or criminal court cases, or can be a matter
of public policy through legislative or legislative actions (Hainsworth and Meng ). 2. the
issue as a statement about a fact, value or policy that can be debated ('a contestable question
of fact, value or policy' Heath & Nelson 1986). 3. A gap between corporate practice and
stakeholder expectations (a gap between corporate practice and stakeholder expectations'). In
other words, an issue that arises to the surface is a condition or event, both inside and outside
the organization, which if left unchecked will have a significant effect on the function or
performance of the organization or on the organization's future targets (Regester & Larkin
2003: 42).

65,500 Retired Doctors and Nurses Asked to Return to Work, Fight Corona! Lacking
medical personnel to cope with the corona virus (COVID-19), the British Government has
persuaded 65,500 former nurses and retired doctors to return to work. A statement from the
UK Ministry of Health said final-level medical students will also be deployed by the relevant
authorities.

As the virus spread throughout the world, governments, companies and investors were
faced with the biggest health crisis since the flu pandemic in 1918. At that time, the world
community panicked and the financial sector was quite badly affected.

Final year medical and nursing students are offered to fill temporary roles as medical
personnel to strengthen the capacity of the frontline health services in the UK.

"We cannot do this all by myself, I also request that all retired nurses contribute their
expertise and experience to overcome this pandemic, because I do not doubt your ability to
save the lives of patients," said Ruth May, head of the British nursing agency.

The Council of Midwives and Nurses of England wrote letters to more than 50,000
nurses whose professional permission has expired in the last three years. Meanwhile, the
General Medical Council also wrote a letter to 15,500 retired doctors who have not worked
since 2017.

Health services in the UK provide an additional 30,000 beds by delaying non-urgent

operations and placing care units in a number of communities. As a result, those who are
healthy can be sent home immediately.

Advantages: Final year students can be useful human resources and involve students
to be able to participate in activities that address corona virus cases so that students are finally
able to be brave in working on existing cases

Weakness:

for nurses / doctors whose retirement has a bad impact because their status has earned
salary they may be elderly, with the age of their coverage can hamper the work process,
indeed they have experience of experience and age factors that need to be discussed
CHAPTER III
