Clean the spigot and socket with a dry cloth it is recommended

to roughen the mating surface using emery paper and apply the
cleaner to internal surfface of the fitting and external surface of the pipe

Apply thin layer of solvent cement first to inner surface of the

socket and then on the spigot to the mating surfaces using
suitable brush.
