CAPFish-Capture: Post-harvest fisheries development project

A project co-funded by European Union (EU) and implemented by Fisheries Administration (FiA) and
United Nations Industrial Development Organization (UNIDO)

I. Brief background

CAPFISH Capture - Post Harvest Fisheries Development project is part of the CAPFish capture component of
the Cambodia Programme for Sustainable and Inclusi e Gro th in the Fisheries Sector , ith the o erall
objective to contribute to the achievement of the Royal Government of Cambodia's long term vision of social
and economic de elopment, food securit and po ert reduction. It is in this frame ork that the CAPFISH
Capture - Post Har est Fisheries De elopment project is designed ith the specific objective to contribute to
the development of post-harvest fisheries through upgrading of the regulatory and institutional system, as well
as the adoption of better practices and innovation by the private sector. This project will aim at inclusive post-
harvest fisheries value chain development focusing on strengthening the institutional capacity of Competent
Authority for establishing official control systems and subsequently supporting the development of post-harvest
fisheries, through capacity building in terms of skills development, food safety system implementation, matching
investment support and building business support mechanisms.
UNIDO is delegated by EU and the Fisheries Administration to implement CAPFISH Capture - Post Harvest
Fisheries Development project with respect to the following outputs:
Output 1: Enhanced technical competence and sustainability of the Competent Authority
and Official Control services supporting the post-harvest fisheries
Output 2: Enhanced private sector capacity to comply with international standards and
market requirements relevant to the post-harvest fisheries
Output 3: Enhanced post-harvest fisheries business competitiveness through business
support mechanisms
Output 4: Monitoring and Evaluation

In this context, the project supports national laboratories for possible implementation of the requirements based
on ISO17025 under the Output1.

1.1 Past assistance to laboratories:

UNIDO has already conducted a training of laboratory analysts on Laboratory Accreditation based on ISO17025
for the national laboratories during January 2020. The previous support activities included as below:

Sourcing of accredited laboratories (ASEAN regional) for chemical and microbiological testing of fish and
fishery products.
Execution of a gap assessment of chemical and microbiological food testing laboratories in Cambodia
(Public and External) against technical and management requirements of ISO17025, reliability of test results
and major constraints.
Training of laboratory analysts on ISO 17025
Preparation of a Quality System report, including testing capacities, constrains, sustainability and resources.
Development of an action plan/road map for upgrading and accreditation of relevant laboratories;

Development of MoUs establishing a link between laboratories in the country and the region, for outsourcing
testing requirements (chemical and microbiological).
Provide guidance and technical advice to national laboratories and training on ISO 17025 accreditation.

1.2 Current assistance to laboratories

In continuation of the support, UNIDO will conduct the online training session for the laboratory analysts on
Laboratory Accreditation during January to March 2021. The training will be held online in the afternoons
between 2 to 5 PM on selected days (Monday, Wednesday and Friday) of the week during February 2021
followed by special assistance to selected laboratories based on the demand and the advancement in
implementing ISO 17025 based on the last recommendations. UNIDO is planning to deploy two eminent
laboratory experts from Portugal for this online training assistance. This training will aim to support developing
road map for the accreditation to the interested laboratories.

II. Training on Laboratory Accreditation – Programme

E-Learning Course Description
The training program will cover introduction to ISO/IEC 17025:201, detailed overview of the standard, its
requirements and procedures regarding how to meet these in the laboratory by implementing an ISO/IEC
17025:2017 quality management system.
Objectives:

Provide an introduction to the new standard ISO/IEC 17025:2017;


Familiarize participants with the structure and content of ISO/IEC 17025:2017.
Course content:
The training will be conducted virtually via ZOOM application. Detailed training content and schedule

III. Minimum requirements of the trainees:

At least a university graduate with minimum 2 years of experience in laboratories. Female trainees are
encouraged to attend this training.

Conditions of the training:


The training will be conducted online with zoom applications. The zoom link will be sent to all the candidates
in advance to their email. The trainees should use their own laptop or computers for participating in training.
Attendance will be recorded for the presence of the candidates.

Pre-training and post-training tests will be conducted online to evaluate the uptake of knowledge.

Candidate evaluation: The candidate will be evaluated based on the scores obtained from attendance and
post-training examination performance (50% each). The candidate should obtain minimum of 60% of the
total marks required to get certificate of participation.
