1. GENERAL
1.1 ATIS

1.2 LOW VISIBILITY PROCEDURES
During low visibility conditions, a landing or taxiing aircraft are requested to report when
a runway has been vacated. The report shall be made when the entire aircraft is beyond
the relevant runway-holding position.
At the intersection of taxiways, aircraft on a taxiway not permitted to hold closer to the
other taxiway than taxiway intersection marking when low density traffic on ATC discretion.
Contiency Procedure
1.2.1 Contingency Procedure
1. Clearance Delivery Unit will be combined with Ground Control Unit if Clearance
Delivery frequency is unserviceable.
2. Clearance Delivery Unit will be combined with Ground Control Unit if outside of
operation hours.
1.3 TAXI PROCEDURES
Taxiing aircraft are reminded to always use minimum power when maneuvering within the
apron area or from apron taxiways to other parts of the aerodrome. Except as instructed
by ATC for efficiency.
Pilots should check the taxi routing and the aerodrome chart. During taxi if pilots have
any doubt as to their exact position on the aerodrome, stop and contact ATC for further
instructions.
Follow nose-wheel guidelines when taxiing on apron, taxiways and entry/exit runway.
Aircraft turning area shall follow guidance line.

Birds in vicinity of airport.

2. ARRIVAL
2.1 ARRIVAL PROCEDURES
Pilots shall ensure that they have completed an early review and through briefing of
airport and runway layout before starting the approach, the runway exit point that will
allow minimum runway occupancy shall be nominated during the approach briefing.
ATC will provide additional instruction to exit expeditiously on Rapid Exit Taxiway upon
landing clearance, if there is any doubt when receiving a clearance or instruction,
clarification should be immediately requested from ATC before the clearance or
instruction is enacted.
Upon landing, pilots should use appropriate retardation to exit the runway without delay.
The aim should be to achieve a normal touchdown with progressive smooth deceleration
to exit at a safe speed at the nominated exit point.
To ensure minimum Runway Occupancy Time (ROT) after landed pilots required to vacate
the rwy 10/28 within 60 seconds or less via the first available Rapid Exit Taxiway in
compliance with each aircraft performance/operational requirements or as instructed
by ATC. Target the earliest suitable exit and exit the runway expeditiously.
Pilots are reminded that rapid exit from the runway enables ATC to apply minimum spacing
on final approach that will achieve maximum runway utilization and will minimize the
occurrence of 'go-arounds'.
Aircraft vacating the runway-in-use should not stop on the exit taxiway until the entire
aircraft has passed the runway holding point.
Aircraft taxiing out of runway-in-use shall contact Ground Control upon passing runway
holding point.
Pilots not able to comply with this requirement/request should notify Tower as soon as
possible.
2.2 SPEED RESTRICTIONS
Pilots are requested to adjust maximum aircraft speed as follows:

Pilots unable to comply with the speed specified, should inform ATC as soon as possible
and state preferred speed so that alternative action can be taken.

3. DEPARTURE
3.1 TAKE-OFF PROCEDURES
When aircraft reach on short of runway in use, pilots should ready for departure without
delay when ATC give line-up clearance. Pilots unable to comply with this procedure
should notify ATC as soon as possible for further instructions.
On receipt of line-up clearance pilots shall ensure, commensurate with safety and
standard operating procedures, that they are able to taxi into the correct position at
the hold and line-up on the runway as soon as the preceding aircraft has commenced
either its take-off roll or landing run.
Pilots shall complete all mandatory pre-departure checks before entering the active
runways for departure so that the aircraft is at position to take-off immediately upon
receipt of take-off clearance.
When the aircraft is issued with a line-up and take-off clearance at the taxi holding
point it shall enter runway follow yellow line guidance and initiate an immediate take-off
in one continuous movement within 100 seconds or less. If unable to comply advice ATC.
When the aircraft is issued with a take-off clearance after lining up on the runway it
shall commence take-off roll immediately. A pilot receiving the ATC instruction 'cleared
for immediate take-off' is required to act as follows:
1. If waiting clear of the runway, taxi immediately on to it and begin take-off run
immediately without stopping the aircraft;
2. If already lined-up on the runway, take-off without delay;
3. If unable to comply with the instruction, inform ATC immediately.
Due to displacement of holding position N1, for efficiency ATC may instruct pilot to
taxi and line-up behind departing or arriving traffic. Pilot shall maintain visual contact
with preceding traffic.
Take-off from intersection during low traffic density. Pilots may request take-off roll
from intersection taxiway.
3.2 DEPARTURE PROCEDURE
Departing aircraft are requested to call Juanda Clearance Delivery for ATC Clearance
25 minutes before pushback subject to Estimated off Block Time (EOBT) to allow
departure data to be processed.
Pilot will receive initial FL240 if request above FL245 both east bound and west bound.
Final level available will be informed by Ujung Pandang ACC.
Altitude 12000' and FL200 NOT AVAILABLE.
Departing aircraft may have ATC clearance cancelled under the following circumstances:
1. On expiry of the 15 minutes before and after EOBT grace period it is unable to
push back, or;
2. After pushing back the pilot advices that it is returning to parking stand, or;
3. After pushing back it is developing a technical problems and is unable to continue
taxiing within 5 minutes and aircraft should return to parking stand.
3.3 PUSHBACK & START UP PROCEDURES
Aircraft pushback must be completed within 5 minutes. At the end of the pushback,
the departing aircraft must be ready to taxi, unless otherwise instructed by ATC.
Pilots unable to comply with this procedure should notify ATC as soon as possible
for further instructions.
Note: The first aircraft to taxi may not be the first aircraft to take-off as distances
between aircraft stands and the departure runway are vary.
During pushback pilot has responsibility to avoid any object or obstacles on apron.
It is prudent practice for aircraft to be pushed back from the parking stand before
start-up. However, if required due to technical reasons, a start-up may be approved
while aircraft is still at the parking stand.

When aircraft experiencing transponder failure after departure is operating or expected to operate in Surabaya TMA East,
TMA West, and CTR where the carriage of a functioning transponder with specified capabilities (Mode C) is mandatory,

In case of transponder failure, which is detected before departure from an aerodrome where it is not practicable to effect a repair, pilot shall:
