2. PURPOSE
The purpose of this method statement is to define the blinding concrete (PCC) works as per the requirements of
specification and drawings, considering all the necessary safety and quality aspects of the work activities.

3. SCOPE OF WORKS
This scope of works is for blinding concrete works under pile caps and all types of foundations for the Project.

7. RESPONSIBILITIES
7.1. Project Manager
1. Ensure that the Project Works are carried out in accordance with Company policies & Project Quality Plan.
2. To ensure the full compliance of sub-contractors with the requirements of this Quality plan.
3. To ensure that all the required equipment to execute the works according to the construction program are
available, in good condition, and provide any additional equipment that might be required.
4. To co-ordinate with the Construction Manager, Project Engineer, Safety Engineer, Surveyor and Foreman for the
safe and proper execution of the works.

7.2.Construction Manager
1. Ensure the area is ready and safe to start the works.
2. Set up the required equipment and allocate required manpower through discussion with the Project Manager and
Project Engineer / Works Foreman.
3. Ensure the works are carried out according to the specification, quality plan, approved shop drawings and the
construction program.
4. Provide Risk Assessment for the works in hand.
5. Provide sufficient and safe access for operatives, trucks and pumps.
6. Ensure that all the works are carried out in accordance with approved procedures and drawings.
7. The Project Engineer:
8. The Project Engineer shall carry out his duties in a manner that shall be coordinated by the Project Manager on a
daily basis with the relevant subcontractors.
9. Ensure proper distribution of workforce and equipment at required locations.
10. Ensure that the works are carried out according to the approved sequence and to inform the QC Engineer /
Inspector for the areas ready for inspection.

7.3.QA/QC Engineer / Inspector


1. Ensure that Consultant/ Client inspection requests are implemented.
2. Compilation of all necessary quality control check lists.
3. The control of work performance by means of checking the work before consultant’s inspection and issuing RFI’s,
punch lists and assisting consultant during the inspections.
4. Completion of documentation to verify the work performed.
5. Controlling all inspection activities on site in line with ITP’s.
6. Ensuring that all test equipment including surveying equipment is calibrated and suitable for use at site.

7.4. Surveyor
1. To establish bench marks from agreed reference points, provide required setting out and level markings and follow
up with regular checks.
2. Co-ordinate with Project Engineer and foreman to ensure the location of works carried out according to the
approved shop drawings/construction drawings.
3. Maintain survey details and report, periodically check the progressing works and notify the Project Manager if any
deviation from the drawings.

7.5. HSE Engineer/Officer


1. To ensure implementation of all safety measures related to the nature of works being carried out, and in
accordance with the Project Safety Plan.
2. To ensure all the persons involved in the works are aware of their responsibilities, and they have enough
understanding of the safety procedures.
3. The safety officer in coordination with Project Manager shall ensure that all the safety measures implemented are
effective enough to maintain safe working at site.
4. To maintain continuous inspection of site activities, advise and train persons on a daily basis to prevent accidents
and personal injury.
5. To ensure all the relevant safety sign boards for different works are in place, and to give special concern to
housekeeping, and ensure that the site is maintained clean & tidy.

7.6.Foremen/ Works Supervisor


1. Ensure the works are progressed in the sequence as agreed with the Project Manager.
2. Liaise with construction manager / project engineer for required plants/ materials and allocation of manpower.
3. Ensure with Project Engineer / QC Inspector the works are inspected and approved by Engineer prior to
proceeding with next stage of construction.

Note: Quantity of manpower, materials and equipments shall be submitted on the daily progress report.

9. PROCEDURE
9.1.General
1. PCC shall be placed under pile caps, raft and any structure that shall be placed on grade.
2. The surveyor shall provide all the levels and confirm that the fixed levels are matching with approved construction
drawings.
3. The soil shall be levelled compacted to 95% and trimmed to the required level.
4. RFIA will be raised to the consultant for the inspection for the compacted soil. Sample will be taken and send to the
laboratory for the compaction test.
5. After the satisfactory test result for the compaction Sub base will be laid to a thickness of 250mm and compacted.
RFIA will be raised to the consultant for the inspection for the compacted soil
6. Formwork usually with square timber of 75mm x 75mm will be laid at the edge of the PCC and secured.
7. Level pads shall be made from 1:3 cement–sand mortars to maintain the required top level. At no location shall the
thickness of the PCC slab be less than the specified thickness.
8. Anti-termite treatment is done properly before commencing the blinding concrete works.
9. The whole area shall be covered with 1000 gauge polythene sheet prior to start blinding concrete works.
10. PCC Placement
The blinding concrete shall be placed using a concrete pump. If the PCC is required to be placed in a large area than it
shall be placed in panels of size not exceeding 5000x5000mm. Panel casting sequence shall be to cast alternate panels
first and then to go back and cast the skipped ones.

11. Curing
Curing shall start as soon as the concrete has set. The concrete surface shall be covered with hessian cloth and water shall
be sprayed over it to keep it damp. Curing shall continue for 7 days.

10. HSE PRECAUTIONS


1. Safety requirements as per safety manual are strictly adhered to all work especially relevant to Concreting.
2. Check signboards installed, warning lights installed, deep excavation pit protected by barriers, emergency
evacuation access is available and it is sound.
3. All necessary personal protective equipment (PPE) will be worn by workers during the execution of works.
