The board of directors and management of LIQUID ENERGY GLOBAL SERVICES LIMITED
in view of the nature of work in its related Oil and Gas Industry, hereby in this COMMUNITY
AFFAIRS policy state.

1. That Management is fully committed to the administration and enforcement of


COMMUNITY AFFAIRS standard in all our operations.

2. That COMMUNITY AFFAIRS is as important as any other aspect of our mainstream


business operation; it must be given priority attention.

3. That COMMUNITY AFFAIRS is a line/section responsibility.

4. That everyone is responsible for their own safety and their colleagues’ safety at work site.

5. That unconditional acceptance by staff of compliance with company’s COMMUNITY


AFFAIRS policy is a pre-requisite for employment.

6. That we shall observe all laid down safety regulations of our clients as well as complies with
all regulations on safety at work and environment in all the statue books of the Federal
Republic of Nigeria.

7. That the safety and health of our workers, protections of the environment and security of
workers and equipment must be accorded priority attention in our entire work site.

8. The company will respect the culture and tradition of host community and involve itself in the
affairs of the community as much as is practically possible. At least 60% of the work force on
site will be from the host community.

9. That enough resources will be set aside for COMMUNITY AFFAIRS management in the
company.

10. Regular training of staff on various aspect of COMMUNITY AFFAIRS management will be
accorded priority attention at all times.

11. That we shall encourage and motivate our employees by recognizing good HSES
performance amongst employees through COMMUNITY AFFAIRS awards.

12. That adequate disciplinary actions will be taken against employees for flagrant violation or
regular of HSES rules.

To implement the above policy, work/activity will not commence until all COMMUNITY
AFFAIRS issues are satisfied. Every employee should report to their supervisor if they believe that
any act or condition is contrary to the company COMMUNITY AFFAIRS policy.

COMMUNITY AFFAIRS POLICY

In conformity to set standard in, our company work procedures with relation to the
environment and the host community, our management team is committed to;

1. Protect and promote the health of its workforce and to conduct it activities in such a manner
not to adversely affect any third parties.

2. Provide a conducive-working environment between its worker and the host community.

3. Ensure the personnel security, the workforce, and that of the third party.

4. Avoid injury to workers, community volunteers, third parties that are either involved in or are
affected by LIQUID ENERGY GLOBAL SERVICES LIMITED work activities.

5. Brining to barest minimum further impact on the environment in which LIQUID ENERGY
GLOBAL SERVICES LIMITED operates.

However, every personnel of LIQUID ENERGY GLOBAL SERVICES LIMITED shall


perform his/her work in accordance with these policies and work must be suspended when it is

COMMUNITY AFFAIRS PROGRAAMS

The management of LIQUID ENERGY GLOBAL SERVICES LIMITED is fully committed to the
enforcement of COMMUNITY AFFAIRS standards and regulations at all clients work sites and our
offices.

LIQUID ENERGY GLOBAL SERVICES LIMITED plans recordable safety regulations. All near
misses will be recorded and reviewed with all seriousness to prevent occurrence that may result in
fatalities or injuries when neglected.

Training of our staff on safety requirement at work shall be our watchword. Equipment must be in
good order before they are deployed to client’s work site.

All staff will attend safety meeting of effective communication in implementing safe work methods.

Adherence to COMMUNITY AFFAIRS provision demands self discipline only. This interest in
safety if developed in an individual boosts his/her awareness in safety. While the company spends
money on COMMUNITY AFFAIRS implementation, it believes that all her employees will buy the
idea by insisting on strict personal discipline in all places and at all times.

In this company, COMMUNITY AFFAIRS awareness in our workers is intended to be a way of life,
a safety culture that will see every individual working safety and living in a safe health environment.
HSES at all times must be our principle. The security of our staff and equipment must be of primary
importance and adequate provisions will be, made to safeguard the five of staff on site. We will
involve the local community as practically possible in our activities on site and will respect their
customs and traditions.

The supervisor has the right to investigate and stop the activity until conditions are improve.

This COMMUNITY AFFAIRS policy statement is the current one for the company in the year 2014.

COMMUNITY AFFAIRS POLICY


In keeping with our COMMUNITY AFFAIRS policy objectives, activities of the company in all its
areas of operation are planned and executed in a manner that:
1. Will preserve the Health Safety and Security of all the members of the, general public may be
affected by our operation
2. All operations/activities will be planned in such a way as to minimize their impacts on the
environment of the host community. All pollutant e.g chemical and allied products in use on
site must be used and controlled in such a manner that all waste are controlled within the site.
Leakage’s or overflow to the adjoining environment must be avoided at all cost by using
tanker to suck up and discharge such wastes in good time into a client’s approve dump site (or
discharge pit)
Any environment mishap or pollution will be attended to immediately and measure take to
forestall a reoccurrence. In any case of spillage to the environment, the ASSET HOLDER
must be informed of the extent of pollution immediately.
3. Our company will be sensitive to the needs and aspirations of the host communities as much
as are reasonable practicable.
4. The company will employ at least 60% of its workforce on site from the host community.
Preference will be given to the residents of the immediate community in all matters of
employment on site.

All jobs executed shall comply with accepted codes of standard practices. All specifications stipulated
in the drawings and papers must be strictly complied with necessary precautions must be taken and
safe work practices and methods employed throughout the project execution.

ORGANISATION

MANAGEMENT COMMITMENT
The ultimate responsibility for ensuring implementation of COMMUNITY AFFAIRS policy for
community affairs, safety, healthy, environment and security rest directly upon the Managing Director
LIQUID ENERGY GLOBAL SERVICES LIMITED Responsibility will be assigned to
supervisors and the necessary backing in terms of funds and authority given by management. The
senior COMMUNITY AFFAIRS Adviser and/ or site COMMUNITY AFFAIRS Officer is to advise
and ensure that all work activities are conducted in a safe manner. In addition to the above,
management will carry out the following measures to enhance effective implementation of the
Company’s COMMUNITY AFFAIRS policy

 Shall audit from time to time COMMUNITY AFFAIRS policy and implementation

 Allocate sufficient resources to provide and maintain conditions and places of work that are
safe and healthy.

 Ensure that all machinery, plants and equipment are in good working order. Appropriate tools
for the job will be made available.

 Provide approved personal protective Equipment and Clothing and to ensure that employees
understand their proper usage.

 Ensure that adequate instructions are given to employees on all aspects of their work
especially those hazardous to health.

 Review necessary, changes in statutory obligations and new ideas.

TRAINING/ATTENDANCE OF COMMUNITY AFFAIRS COURSES

LIQUID ENERGY GLOBAL SERVICES LIMITED shall conduct regular Health, Safety &
Environment training for staff. Such training is aimed at enhancing the overall COMMUNITY
AFFAIRS awareness and performance of staff. Training in LIQUID ENERGY GLOBAL
SERVICES LIMITED is an integral part of an employee’s professional development, building
confidence and proficiency in the company’s business. The Project Manager through the safety officer
and the site supervisor shall ensure compliance of this policy on site. On the job training shall be
conducted. Units/department heads shall nominate staff for regular safety training. The Senior
COMMUNITY AFFAIRS Officer shall ask for assistance from the sponsoring department of client in
organizing and nominating personnel for such training shall be published and annual training

schedule/programme stating the type of course, course objective, date and those eligible for those
courses, shall be worked out.

The safety training available in LIQUID ENERGY GLOBAL SERVICES LIMITED includes:

 Safety induction (for all personnel before he / she start work and such induction recorded for
documentation.

 Basic first aid courses

 Basic fire fighting & prevention

 Site unsafe act/conditions auditing

 Materials handling course

 Defensive driving course

 Accident reporting and investigating

These courses are handles-in-house by our safety/training manager assisted by Safety Consultants
Reports of such training shall be made and forwarded to the client’s sponsoring department and safety
department. Records of personnel training status are also kept by the safety department, which also
forms part of their personnel records.

AUDIT/INSPECTION PLAN
Regular inspection of machines, plant, equipment, tools, material and work site shall be conducted
throughout the duration of the project. This is to eliminate hazards and to help ensure that all
conditions are in conformance with requirements. Any unsafe or possible hazardous situation will be
reported and immediate steps taken to comply fully with the appropriate safety standard(s)

COMMUNITY AFFAIRS Audit shall be done in two ways:


 Base management to project management audit
 Site to site management audit

The site management shall endure


 Pre-mobilization inspection of all equipment and facilities before on- site use.
 Audit findings are documented and distributed to all action parties for immediate correction
 The existing Bi-monthly COMMUNITY AFFAIRS meeting shall be the forum for reviwing
register and other incident reports.
