T&D Cleaners Limited will provide proper facilities, and equipment and maintain them in a safe and
secure condition. T&D Cleaners Limited will also adopt and implement relevant industry-accepted HSE
practices; provide suitable professional and job-specific training for all employees and selected
contractors; encourage openness and active participation in HSE matters, and promote HSE
awareness through regular campaign and education programs.
Executive management and senior personnel are accountable for T&D Cleaners Limited's HSE
performance, while a management structure enables all employees to be responsible for fulfilling their
duties.
Acceptable individual HSE performance is a key condition of continued employment with T&D
Cleaners Limited, while excellent performance is officially recognized and rewarded on regular basis.

This policy is designed to focus on key aspects to achieve "the ZERO" incident goal, to achieve
this goal, T&D Cleaners Limited will:
2.1.1 Any transport activities shall be in compliance with relevant Uganda local, and national
requirements, such as following the traffic light, parking rules, speed limit, etc.;
2.1.2 Only T&D Cleaners Limited approved vehicles will be used, vehicles used for worker’
transport shall have passenger capacity and speed limit.
2.1.3 Checking the vehicle and making sure the vehicle is serviceable before departing on the
journey, check spare tires and tools for changing wheels are present;
2.1.4 Install and equip with required safety devices for vehicles, such as Dry powder-type
distinguisher, emergency harmer, lifting jack, triangle warning, flashlight, water, etc.;

2.1.5 Maintain all transport assets, facilities, and equipment regularly according to vehicle
maintenance guidance, including the safety devices and emergency equipment: such as
checking the extinguisher pressure normally;
2.1.6 Do not try to head/hand out of the window during driving; always lock vehicle doors and
keep windows closed when traveling in towns or other places where there a people around;
Open the emergency-off pushbutton, set the warning sign (triangle warning) at the car
direction of 50 meters to 100 meters;
In case of any injury, the driver shall immediately rescue the injured and call the Uganda
police: 999; inform the injured people situation and detail the accident address;
If no people injury and slight damage to the car, drive away and report to the police as
soon as possible from a safe location.
2.1.8 Park vehicles in protected areas. Where possible vehicles should be parked

2.3.1 All T&D Cleaners Limited employees and contractors must wear seat belts at all times
when driving or riding a company-owned vehicle;
2.3.2 All T&D Cleaners Limited employees who plan to go outside by any kind of vehicle need to
report to the HSE manager. Anyone who requires to use T&D Cleaners Limited public vehicles
needs pre-application and booking from the HSE manager. Vehicle selection principle: T&D
Cleaners Limited public vehicles priority, Uber secondly,
2.4.1 Any driver who offends the local traffic rules will be responsible for the related punishment
from the local transportation ministry and T&D Cleaners Limited will have a scoring record
according to the accident.
Notes:
Any driver who loses 5 scores will be seriously warned and relearn the local& T&D Cleaners
Limited transportation rules; those who lose 10 scores will stop salary and keep being observed
for one month.
2.4.2 Any T&D Cleaners Limited employees who refuse to follow the T&D Cleaners Limited
rules and do not positively cooperate with the diver will be fined 50,000UGX per time. And will
connect with the current period performance assessment.

T&D Cleaners Limited is committed to appropriate support from clients and local government, to
provide security support and conduct its operations with minimum risk to all personnel and
company assets.
T&D Cleaners Limited management in the country of operations must ensure that security
issues are properly addressed by implementing a country/project-specific security management
system including at least the following.
Identifying and evaluating threats, vulnerabilities, and risks to company personnel and assets:
Due to the electricity improper connection, circuit overload, incorrect use of equipment; smoking
in the room; improper disposal of a cigarette butt, etc., the combustible material catch fire, an
electrical fire incident even extensive assets damage and people injury. The below points must
be followed by T&D Cleaners Limited employees
a) Make sure the emergency door was not blocked; Do not occupy, block or close safe exit,
evacuation passage, or fire truck passage. Do not set obstacles in fire truck passage or obstruct
putting fire;
b) Learn about the general knowledge on Safely Using Electricity: Limit of devices powered from
electrical sockets and socket extensions and no overloading; Equipment and electric cable
inspection and repair or replacement; Proper layout of cables to avoid trips; Proper fitting of
female and male electrical plug prongs; No tamper with electrical fittings, e.g. Don't fix 2-pin
charger into the 3-hole socket; Equipment repair by a qualified technician only; Don't block,
remove or open electrical guards and panels; Follow manufacture instruction to switch off
equipment; Use C02 fire extinguisher for electrical fires; Switch off unwanted energy to save;

Follow first-aid instruction to deal with electricity shock incidents; Know the location of
emergency switch-off button;
c) Cigarette and cigar ends must be completely extinguished and disposed of in the proper
manner so as not to pose a safety or fire hazard;
d) The smoking of cigarettes, cigars, pipes, and similar substances is prohibited inside the T&D
Cleaners Limited building, offices, conference/meeting rooms, etc.
However, a smoking area may be designated within the above premises if permitted by
management;
e) Make sure everyone knows the extinguisher location and how to use it; Pay attention to
public areas exit and evacuation passages and memorize routes;
f) In case of fire, keep calm, raise the fire alarm and proceed to the nearest exit. Do not go back
for personal belongings. Do not use elevators. Do not jump out of the building; Wet cloth-
covered head, body, mouth and noise in the heavy smoke channel, bent forward; If the exit is
blocked with fire, use a wet cloth to block the door. Send out a distress signal and wait for
rescue; Roll on the ground or put on a thick coat on the fire body to put down the flames.
Due to CCTV monitors being out of the use or the office being unattended for a long time, it will
be possible to lose the assets and important information which directly causes the T&D
Cleaners Limited economic losses.
g) Regularly check the CCTV monitoring to keep normal operation. Once you find any
damage to hardware, the supervisor should report to the manager and arrange a change of the

i) Minimize cash in the safety box of admit office. Everyone should form the habit and
awareness take cash as little as possible;
j) Lock the door when the last one leaves the office and make = the window and other access
have been locked;
If the company document control procedure or failed to follow document control procedure, lack
of management and monitoring, such as confidential documents not being put in safety box;
waste documents were thrown out with confidential information; etc._
There shall be possible for the confidentiality to be theft lost; the risk of litigation and unknown
damages; Stalling of work; Loss of evidence of important activity; Exposes of the company to
miscellaneous liability. The below points must be followed by T&D Cleaners Limited employees:
l) Don't leak information for the HSE plan: the important documents should keep access limited;
m) The confidential documents should keep in a safety box and any waste documents exist the
confidential information shall make the documents be ruined;
n) Establishing a security and emergency plan to minimize the risk to personnel and potential
damage to company assets. Every worker has a responsibility to observe the security principles
and procedures established by T&D Cleaners Limited.
SECURITY POLICY
T&D Cleaners Limited shall create a safe working environment for everybody who has the
potential to be affected by its activities. Company assets shall be secured and protected against
misuse, fraud, and other illegal activities.
To achieve this, T&D Cleaners Limited will seek to provide a secure working environment that
promotes respect for human rights and advance best practices with customers, partners and
third parties.

Ensure formal security measures and controls are in place to effectively manage
identified security risks/threats at every location where T&D Cleaners Limited business is
undertaken
Ensure appropriate response procedures are in place and regularly tested to minimize
the impact of any security incident or emergency
Make all staff, contractors, and/or other third parties aware of this policy and ensure they
comply with it
Report and investigate all incidents that have occurred due to any lapse in security
Responsibility for compliance with this policy lies with the top management and their
management teams. It is also the responsibility of everyone in the Company to be aware of the
security risks and to take measures commensurate with the environment, in which they live,
work and travel.
T&D Cleaners Limited members will implement this policy and conduct periodic audits/reviews
to verify compliance.
TRANSPORTATION POLICY
This policy is designed to focus on key aspects to achieve the "ZERO" incident goal and is
based on the belief that all transport incidents are preventable.

Conduct transport activities in compliance with all relevant local, national, and contract
requirements.
Assign transportation accountability and responsibility to line managers at all levels of
the organization.
Implement a comprehensive selection process for drivers to ensure they are qualified
and competent.
Provide required professional training to all drivers, if needed.
Acquire appropriate transport assets, facilities, and equipment that meet T&D Cleaners
Limited contract requirements, and relevant international standards.
Maintain all transport assets, facilities, and equipment in safe operating conditions.
Install required safety devices for vehicles according to applicable industry,
governmental, and contract requirements;
Implement and monitor a project-specific journey management system at all locations.
Apply T&D Cleaners Limited or relevant international transportation standards if national
or local regulations do not exist.
Adopt best practices to reduce fuel consumption and lower air emissions
This policy applies to all employees, visitors, contracted personnel, and associates involved in
T&D Cleaners Limited operations.
The use of alcohol, drugs or some prescription medicines may result in apparent uncontrolled
behavior, as recognized by medical professionals that even a low dose could significantly impair
the judgment and coordination required to perform normal duties. Hence, ZERO TOLERANCE
is enforced for use of illegal drug, as stipulated in the country where we operate or directed by
T&D Cleaners Limited medical doctor, or alcohol consumption in all operations. No personnel
are allowed to operate any equipment or perform any duties while impaired by the use of such
substances.

T&D Cleaners Limited management reserves the right to conduct random searches and/or
testing at any time to ensure compliance with this policy. Personnel found violating this policy
will be subject to severe disciplinary action up to and including termination.
SMOKING POLICY
Smoking has been directly linked to the endangerment of personal health as well as a potential
safety hazard. Careless smoking is a major cause of fires. Hence, T&D Cleaners Limited is
committed to protecting all employees from unnecessary exposure to smoking hazards.
The following rules shall be enforced for all employees, visitors, and contracted personnel, and
they apply to all T&D Cleaners Limited facilities and operations: substances
The smoking of cigarettes, cigars, pipes, and similar substances is prohibited inside the
T&D Cleaners Limited building, offices, conference/meeting rooms, etc. However, a
smoking area may be designated within the above premises if permitted by
management;
All smoking and non-smoking areas must be identified with proper indicating signs
posted;
For all land operations, smoking is prohibited in fuel dumps/barges, workshops, stores,
kitchens, mess rooms, tents, explosive and detonator magazines, vicinity of LPG bottle
storage, driving cab, and battery charging areas;
In addition, "No Smoking" will be enforced in or near a vehicle/boat/helicopter during
refueling, or when flammable substances or hazardous materials are being handled or
transported;

• Cigarette and cigar ends must be completely extinguished and disposed of in the proper
manner as not to pose a safety or fire hazard.
T&D Cleaners Limited shall ensure that this policy is introduced to all employees, contractors
and all visitors who are subjected to enter the Premises for learning or working purposes.
T&D Cleaners Limited acknowledges that employees have the right to work in a safe and
healthy workplace. An employee may refuse to carry out a task under anyone of the following
circumstances:
The assigned task contradicts current T&D Cleaners Limited HSE policies;
The method of performing the task violates current T&D Cleaners passages work
procedures;
An employee is not trained or instructed on the work procedures prior to taking on the
assigned task;
The task may result in possible immediate injury or damage to property or environment
even if current procedures are followed.
Employees have an obligation to first report a task that is deemed unsafe. Simply, if you believe
that a job cannot be done safely, it shall not be started or continued.
Should an employee decide to exercise the right to refuse to work UNDER the above-mentioned
circumstances, the employee must first inform his/her supervisor immediately. The supervisor
shall review the situation and address the safety concerns with timely corrective measures
before starting or resuming a task.
There should be no retaliation to implementation of this policy; and implementation of this policy
by any person should not endanger others.

T&D Cleaners Limited is committed with appropriate support from client and local government,
to provide security support and conduct its operations with minimum risk to all personnel and
company assets.
T&D Cleaners Limited always abides by local laws and regulations with regards to the use of
firearms.
T&D Cleaners Limited management in the country of operations must ensure that security
issues are properly addressed by implementing a country/project-specific security management
system including at least the following:
Identifying and evaluating threats, vulnerabilities and risks to company personnel and
assets.
Planning and implementing security measures, which are commensurate to the
predicted level of threat.
Establishing requirements for use of firearms and rules of engagement; not using
firearms, nor request its use to suppress peaceful demonstrations in the communities,
even if operational activities are disrupted.
Establishing a security and emergency plan to minimize the risk to personnel and
potential damage to company assets.
Training on best security practices for all employees, sub-contractors, and security
personnel.
Monitoring security measures for continuous improvements as well as reviewing
incidents for immediate corrective measures.
Adopting a "No Resistance" policy under apparent threats to life.
Liaison with law enforcement agencies, and governments and encourage peaceful
cooperation with local communities.
Every worker has a responsibility to observe the security principles and procedures established
by T&D Cleaners Limited.
DRIVING POLICY
This policy, in conjunction with the transportation policy, is applicable to all T&D Cleaners
Limited organizations/locations, to minimize the risks of driving and to ensure a uniform
standard for this operation.

• All T&D Cleaners Limited employees and contractors must wear seat belts at all times when
driving or riding a company-owned or leased vehicle.
• Each driver must ensure that all passenger in the vehicle has their seat belts on before
starting a vehicle.
• Driver shall not use or respond to a mobile phone/two-way radio while driving.
• Only T&D Cleaners Limited approved vehicles will be used. Vehicles used for worker
transport will have passenger capacity and speed limit marked conspicuously on the
vehicles.
• All T&D Cleaners Limited approved vehicles shall have an IVMS system (In-Vehicle Monitor
System) that complies with a specific journey management plan.
T&D Cleaners Limited has enhanced PPE usage by introducing the PPE applications policy.
1. Hardhats, preferably meeting standards, are required to be worn by everyone in the
operation. Exemptions include when the chemical overall has a head cover.
2. Chemical and slip-resistant safety boots are required by everyone in the operation.
4. Safety goggles for eye protection is required at all times by everyone in operation.
5. Chemical resistant Hand gloves are required at all times by everyone in operation.
7. Every team in operation must have at least one (1) first aid kit
8. Wild animal capture equipment (tongs, hooks, cages, sacks, etc.) must be used
during wild animal control work.
The individual employee will ensure that the PPE is clean and in a good condition. The PPE
shall be replaced if worn out but an employee shall be charged if he loses the PPE. The
company shall provide the PPE to all workers and site visitors.

All fire prevention policies must be in line with local fire codes.
All staff on the worksite must be oriented on the fire prevention or handling procedures of that
worksite
Smoking - No employee or visitor or contractor shall smoke around the company premises.
Open fires - Open fires for cooking or for warmth will not be permitted at or near the premises.
Fire equipment location - Every employee must know the location of all fire extinguishing
equipment in his/her work area. The supervisor knows this information and will train everyone in
it.
Fire extinguishers and sand buckets
Fire extinguishers and sand buckets shall be present at office premises, pesticide stores and all
vehicles carrying pesticides.
Fire extinguishers – Found and clearly marked near an exit of all buildings/trailers.
Inspection of fire equipment - Any fire extinguisher, fire equipment or fire cache/trailer must
be checked for readiness on monthly basis.
There are 4 general modified work situations:
1- Normal – continue to maintain required fire equipment
2- Invoke prevention measures – have communications on-site, patrol forest for 1
hour after operations stop
3- Short shifting – operations must stop before noon and cannot commence until
after 6:00 p.m.
4- Shut down – all operations must stop entirely until conditions improve.
Fire training
Employees shall be trained in fire prevention and the use of fire equipment and emergency
procedures.
Visitors will be provided with specific instructions on fire equipment locations and fire escape
routes.
Fall Protection Policy
Falls from an elevated surface can result in serious injuries. Areas of the workplace known to
have work conducted at or above 1 meter will be recognized, and controls put in place to protect
workers from falling.

The company will ensure that workers who must work at or above 1 meter will have a fall
protection system put in place. The company will also train workers who work at or above 1
meter on how to use the fall protection system that is in place.

Working alone means a worker who is working far enough from others that he/she, or the
equipment he/she is operating, cannot be heard or seen by others (using their ears alone and
not radios).
The worker working alone will have some means of electronic communication on-site (radio or
cell phone).
The worker working alone will inform the supervisor of his/her travel plan. This includes when
and where he/she is working, what he/she will be doing, and who is monitoring his/her return
after completion of the work. If a planned return time changes during the shift, the worker must
inform the person monitoring the worker’s safe return.
The supervisor has the right to limit the work being done, how it is to be done, when it is to be
done and any other conditions if necessary to ensure the worker’s safety. The supervisor should
try to communicate daily with the worker working alone to confirm that all is well, and/or to
provide additional instruction if needed.
Should a worker working alone not return at the designated time, the person monitoring his/her
return must notify the supervisor immediately? The supervisor will try to communicate with the
worker first, then if unsuccessful, must travel to the worker’s last known location. At his/her
discretion, the supervisor may also call emergency services.

The worker working alone cannot attempt difficult tasks or assignments, and must follow any
safety precautions given to worker by the supervisor. The worker must be properly trained for
the work to be done.
The machinery and equipment used by the worker working alone must be in good condition and
all safety equipment must be in place and in a state of readiness.
The company supports proactive methods of identifying actual or potential hazards. All
employees are required to speak up about hazards they find.
1. Workplace inspections
Inspections will be conducted using an inspection report quarterly at T&D Cleaners Limited
offices and also on all worksites before work commences. Newly identified Hazards/ Risks will
be recorded on the Hazard register. A standard workplace safety inspection shall be regularly put to
use to be able to identify hazards at early stages.
Regular employee meetings will discuss service quality and safety concerns as needed.
Recommendations to address any problems will be developed and implemented by the company to
ensure a safe and efficient operation. A record of attendance and topics discussed will be kept on file.
Operators of mobile equipment must check their equipment prior to operating it to determine if it
is in safe operating condition. This is applicable to all equipment and all workplaces at T&D
Cleaners Limited.
If mechanical or safety problems are identified, the operator must attempt to address the
problem prior to starting work. Corrective measures must be reported to the supervisor.
If the operator is unable to correct the problem, he or she must notify the supervisor immediately
who will then schedule repairs to be done and determine if the mobile equipment is fit to
operate.
All equipment including PPE must be checked and serviced at least once in 3 months and
records kept in Equipment Servicing Records.

The host will inform all his/her visitors of the safety requirements and/or travel restrictions within
the operation to ensure the safety of visitors. The following company policies and procedures
will be described to them:
Will disclose their valuables to the security personnel or receptionist and must
deposit their Identity cards at the entrance and then proceed with the company
identification card.
The host of the visitor shall be responsible for the safety of the visitor.
Every visitor will have to sign in and also sign out at the time of entry and exit
respectively.
Subcontracted workers who are long-term (more than one week) or regularly in the operation
can be treated as employees and will receive the same training as required for employees in
company policies.
T&D Cleaners Limited recognizes the threat of injury to health as a result of a preventable
accident while driving or using the company’s vehicles. T&D Cleaners Limited is committed to
improving the safety of its employees and third parties with the ultimate goal of minimizing
injuries due to vehicle transportation.
All employees and contractors of T&D Cleaners Limited are required to adhere to this policy
when driving or operating with Company or contracted vehicles at all times as well as when
driving or operating with their personal vehicle, either on the job or during routine journeys from
home to work site and vice versa.
Furthermore, T&D Cleaners Limited recognizes the continuing need for people to take personal
responsibility for their well-being at all times and, therefore, invites employees and third parties
to adopt safe driving practices and to follow this policy also during out-of-job activities.

Our commitment
To provide Company-owned or contracted vehicles, where applicable, with all legal
documentation for use by employee/driver.
To ensure all Company owned and contracted vehicles are well maintained, in good running
conditions, suitable for the purpose and equipped with all safety and emergency
equipment/devices.
To record driving accidents and analyze them with a view to identifying causes and defining
possible measures to avoid their reoccurrence.
In line with our Management effort, the following control measures have been identified and
must be implemented, in agreement with local and international legal requirements.
1- The driver must have a valid driving license for the vehicle to be driven.
2- The driver must be in good health and physically able to perform the duties of driving.
3- The driver must check the weather forecast and be informed on traffic and road works
along the route to travel and, eventually, rearrange the trip in case adverse conditions
are expected.
4- Driver and passengers must wear seat belts at all times during vehicle operation.
5- The driver must abide by the speed limits and the rules established by local regulations.
6- The driver must maintain a safe distance from the vehicle in front to achieve complete
stop safety.
7- The driver must not use a handheld phone while driving.
8- The driver must have a list of emergency contacts on board to be immediately activated
in case of accidents or in emergency situations.
9- Unauthorized passengers shall not board company vehicles
10- Driving under influence of alcohol, drugs, or other controlled substances is strictly
prohibited.
Substance Abuse policy
T&D Cleaners Limited will not tolerate or condone substance abuse. It is our policy to maintain a
workplace free from alcohol and other drug abuse and its effects.
It is the policy of T&D Cleaners Limited that employees who engage in the sale, use,
possession, or transfer of illegal drugs or controlled substances, or who offer to buy or sell such
substances; the use of alcohol during working hours; or the abuse of prescribed drugs will be
subject to disciplinary action up to and including termination.
It is the policy of T&D Cleaners Limited to commit the resources necessary to achieve and
maintain a drug-free and alcohol-free environment.
T&D Cleaners Limited expects the full support of this policy by all employees and all persons
doing business with the company.

T&D Cleaners Limited is committed to providing and maintaining safe systems of work for all its
employees, including those whose work involves shifts work, extended hours or on-call
arrangements.
T&D Cleaners Limited operations are sometimes undertaken outside ordinary working hours
such as pest control works at sensitive sites like hospitals, restaurants, hotels and emergency
work. These working arrangements may contribute to fatigue; if not managed appropriately.
Fatigue is a mental or physical exhaustion that prevents a person from functioning normally and
can impair safe work performance.
Employees shall not be working in pesticide environments for more than 5 hours a day and shall
not work for more than eight (8) hours a day with exceptions to emergencies.
Supervisors will be responsible for managing fatigue by using hazard/risk assessment on every
worksite.
