1.0 GENERAL

1.1. This scope of work covers all items for required services for the supply of labors, materials
necessary tools and equipment for ground restoration and repair of asphalt and concrete
structure and roadway at MARAFIQ Facilities –in YANBU Industrial City as per the Table of
Service Items-7.0.

1.2. This shall include all necessary appurtenances related to the work. All works shall further
be carried out in full compliance with all safety rules and regulations in MARAFIQ & Royal
Commission-YANBU (RC).

1.3. The CONTRACT will be for a period of five (5) Gregorian years.

2.0 SCOPE OF WORK

The extent of work will be detailed in drawings, standards and specifications and includes;
but is not necessarily limited to the following:

2.1 Excavation

2.1.1 All Excavation works shall not be initiated without work permit and safety measures
which must be compliance strictly by the CONTRACTOR.
2.1.2 Prior to commencing all excavation and up to completion of work, all working area
must be provided with an adequate hard barricade, sign boards, warning tapes and
enough traffic direction signals and blinking lights from dusk to dawn of each day by
the CONTRACTOR.
2.1.3 All Excavation (hand and machines) includes cutting, demolition, removal and disposal
of asphalt, pavement, concrete, tiles and other obstruction on ground surface without
additional cost.
2.1.4 All Excavation (hand and machines) includes dewatering, if required by using
appropriate dewatering methods.
2.1.5 Excavation over 1.5 meters in depth will be pile sheeted and shored by the
CONTRACTOR.
2.1.6 Excavation includes all tools and plants such as backhoe/excavator, suction excavator
etc., if required.
2.1.7 Prior to excavation, all underground facilities (Cables, Piping, etc.) shall be verified and
protected during excavation and up to final backfilling by the CONTRACTOR.

2.1.8 All excess rubbish, debris, stones, etc. shall be disposed by the CONTRACTOR in
designated area.

2.2 Back Filling and Ground Restoration

2.2.1 Excavation less than one meter shall be compacted in two layers minimum.
2.2.2 If excavation deeper than one meter, soil shall be compacted every 300mm layer by
layer, by using appropriate roller equipment and an adequate amount of water shall be
sprinkled on the soil while compacting.
2.2.3 Density test shall be carried out as per MARAFIQ representative instructions in
accordance to specification. All test shall be arranged by CONTRACTOR and carried out
by third party laboratory. All test reports shall be submitted for review & record.
2.2.4 All backfilling materials shall be supplied by CONTRACTOR subject to approval by
MARAFIQ.
2.2.5 All backfilling material should be free from rubbish, debris, stones etc.
2.2.6 After compacting top layer, the area shall be restored as per existing up to required
elevation. If the area is originally with concrete/asphalt/gravel/pavement tiles etc., it
should be restored similar to existing with same materials and without any additional
cost.
2.2.7 Ground restoration by Supply and Spreading of specified size Aggregates (gravel) shall
be restored as per existing up to required elevation and slope.
2.2.8 All working area should be clear and clean of debris and surplus material on completion
of backfilling/restoration works.

2.3 Asphalt

2.3.1 Restoration/Reinstatement of Asphalt includes Cutting and removal of damaged &


existing asphalt that requires replacement.
2.3.2 Preparation of sub grade surface for pavement including excavation, levelling &
compaction.
2.3.3 Supply and installation of materials for asphalt, concrete, pavements including, prime
coat, granular base course, asphalt, concrete base course and asphalt concrete wearing
course.

2.4 Concrete Walkway, foundation, Curb, Gutter, Trench Slab, Tile Pavement and Channels

2.4.1 Restoration/Construction of 100mm to 150mm thick concrete walkway including


concrete demolition, excavation, supply and installation of formwork, Polymer grid,
vapor barrier, Contraction/expansion joints, additional granular base and sub-base, and
all associated concrete works.
2.4.2 Construction/Restoration of Concrete foundations (pre-cast/ cast in-situ) of various size
with associated concrete demolition and formworks as required.
2.4.3 Construction/Restoration/Installation of pre-cast concrete curb of size 150-170mm
width x 300mm depth and gutter of size 400mm with associated concrete demolition,
excavation and formworks as required.
2.4.4 Supply and installation of 100mm thick concrete trench slabs of various sizes edged
with GI angle & provision of lifting hooks and painted.
2.4.5 Restoration of 25-65mm thick Concrete tile pavement including supply and installation
of 25mm thick load bearing terrazzo tile and interlocking tiles with associated concrete,
excavation and formworks as required.
2.4.6 Construction of Rip-rap open drainage channel with maintained bottom slope and with
side slope of cement sand mortar and natural stones as per existing/standard with
associated concrete, excavation and formworks as required.
2.4.7 Restoration and Levelling of open storm channel with maintained bottom slope and
side slope as per existing/standard with associated excavation/backfilling and removal
of unwanted shrubs/grass etc. as required.

2.5 Road furniture reinstatement and Landscaping

2.5.1. Supply and installation of reflectorized thermoplastic traffic control stripes/edge


line/parking line and symbols/directions on roadway pavement.
2.5.2. Supply and installation of road signs with vertical support and foundation to have
uniform appearance throughout the site.
2.5.3. Removal and replanting of trees/shrubs/Bermuda grass and reinstatement of
landscaping, where required as per existing.

2.6 Street Lighting Pole

2.6.1 Supply and installation of street high lighting pole with arm/arms extender, including
foundation where required as per existing/ Marafiq standard.

2.7 Fencing, Barricades, Wheel Stoppers and Sand Bags

2.7.1 Supply and installation of security chain link fence GI/PVC coated wire including
concrete post with single/ double arm (includes Concertina wire) align by barbed wire
as per existing/standard.
2.7.2 Supply and installation of standard size concrete wheel stoppers and concrete
barricades (provision of lifting hooks) painted as per standard.
2.7.3 Supply and installation of standard size/weight sand filled bags as required as a
barriers/filling in open channels, trenches, etc.

2.8 Cutting, Demolition and Disposal

2.8.1 All cutting, demolition and disposal of asphalt, pavement, concrete, tiles and other
obstruction on ground surface shall be done in accordance with the applicable
standards practice including Royal Commission standard and shall be carried out by
competent tradesmen and supervised by a qualified experience engineer and subjected
to inspection and approval by MARAFIQ or its designated representative.

3.0 MATERIALS

3.1 All required materials shall be used in accordance to specifications and acceptance of
MARAFIQ or its representative.
3.2 Material list, lab test reports and material submittals shall be submitted to MARAFIQ or
its representative for review and approval, if required.
3.3 All required materials shall be provided by CONTRACTOR without any additional cost.

4.0 REQUIREMENTS & SPECIFICATION

2.8.1 All works shall be done in accordance with the applicable standards practice including
Royal Commission standard and shall be carried out by competent tradesmen and
supervised by a qualified experience engineer.
2.8.1 All works shall be subjected to inspection and approval by MARAFIQ or its designated
representative prior to commencing and after completion of any work.
2.8.1 All work areas shall be maintained in a clean and organized manner on a daily basis.
After completion of the work equipment, tools, surplus materials and debris shall be
removed from the job site and shall be dumped in designated land fill area.

2.8.1 Public roadways restoration works shall be subjected to inspection and approval by a
MARAFIQ and RC representative.
2.8.1 The CONTRACTOR shall provide his own storage facilities or lay down area and proposal
for such facilities shall be submitted to MARAFIQ or its designated representative for
review and approval.
2.8.1 Work not conforming to the specification, design drawings and applicable standards
practices shall be immediately corrected to the complete satisfaction of MARAFIQ or its
designated representative and the cost of such re-work shall be at the expense of the
CONTRACTOR.
2.8.1 The codes, standards and specifications are applicable as required and in case any
conflict occurs, more stringent regulation shall apply.

5.0 SERVICE ORDER AND CONTRACTOR'S OBLIGATIONS

5.1 Before starting the work, the CONTRACTOR has to receive a Service Order Requests
(SOR) from MARAFIQ management with initial cost of the job A Service Order is a
written direction to CONTRACTOR to perform specified work under the terms and
conditions of this CONTRACT. Work to be performed not later than the day/time
indicated on the service order. It shall stipulate the type of works to be performed,
estimated quantities, basis of payment, start and completion date of the works.
5.2 The CONTRACTOR shall be available and mobilized on work site location within four (4)
hours after receiving the SOR.
5.3 For any emergency works, the CONTRACTOR is required to respond immediately and
work overtime or in shifts in order to shorten and expedite the cleaning period in
accordance to our plant operational requirement.
5.4 CONTRACTOR shall prepare every Service Order and duly signed by MARAFIQ
representative. CONTRACTOR specially agrees to perform the required works within
the stipulated period. When CONTRACTOR considers that the work as specified in
service order is complete, he shall notify MARAFIQ representative immediately after
completing the work. MARAFIQ shall, if applicable, inspect the work and shall either
certify that the work is completed or shall advise the CONTRACTOR to correct the
deficiency of the work as required to complete the Service Order.
5.5 After completion of the job, the CONTRACTOR shall return the Service Order to
MARAFIQ and fills up actual quantities done and the corresponding completion date. If
required, CONTRACTOR shall attach computation of actual quantities accomplished.
5.6 CONTRACTOR shall be paid as per actual completed & accepted works by MARAFIQ in
accordance to CONTRACT terms and conditions.
5.7 MARAFIQ may cancel a Service Order at any time by giving the CONTRACTOR a written
notice of such cancellation. Upon receipt and verification of CONTRACTOR's invoice,

MARAFIQ shall pay the CONTRACTOR all amounts due for acceptable work performed
up to the date of receipt of the cancellation notice by CONTRACTOR.
5.8 Changes to existing time and work unit rate quantities can be reflected on the Service
Orders as long as the total value of the Service Orders has not increased. However,
should changes be required which increases the value of the Service Orders, adding the
new work items to the Service Orders the existing Service Orders shall be cancelled and
a new one will be signed by MARAFIQ incorporating the changes.

6.0 SAFETY, SECURITY & WORK PERMIT

6.1 Safety and Security

6.1.1 All required works shall be performed in full compliance with the best safety practice
and all safety rules and regulations in MARAFIQ and Royal Commission (RC).
6.1.2 Prior to the commencement of the CONTRACT, the CONTRACTOR must submit a
detailed work specific safety plan to MARAFIQ. CONTRACTOR Safety Plan shall be
approved by MARAFIQ Safety Section before work commences.
6.1.3 The CONTRACTOR must assign a qualified HSE officer or more depends on MARAFIQ
requirement to coordinate and monitor implementation of the requirements of
MARAFIQ OHSMS manual and arrange continuous and formal daily safety monitor to
ensure compliance and effectiveness. The Safety Officer must have at least 5 years’
experience working as HSE officer. This HSE officer will be interviewed, evaluated and
approved by MARAFIQ Safety Section.

6.1.4 CONTRACTOR shall ensure that its employees are provided and wear coverall (with
company logo), safety helmets, safety shoes, ear plug or muffler at all times in the
plants and eye protection, industrial gloves, respirators, full body harnesses and other
personal protective equipment (PPE) and clothing whenever is required by MARAFIQ
Safety Procedures or as directed by MARAFIQ.
6.1.5 CONTRACTORs work shall be stopped if found that they are not following any of the
Safety Procedure or Requirement. CONTRACTOR is not entitled to make any claim for
stoppage of work due to faults not attributable solely to the MARAFIQ. In such cases of
work stoppages, only upon implementation of corrective measures by the
CONTRACTOR and with full satisfaction by MARAFIQ Safety Officer then CONTRACTOR
will be allowed to recommence the remaining work.
6.1.6 CONTRACTOR shall provide the necessary safety barricade, sign boards, warning tapes
and enough traffic direction signals and blinking lights at the working areas.
6.1.7 CONTRACTOR shall remove all the waste materials from the work site on a daily basis
and shall use their vehicle for disposing to designated area.

6.1.8 CONTRACTOR shall keep all the tools and equipment in good working condition, all the
time and shall replace them promptly when required. All tools and equipment shall
meet and comply with MARAFIQ’S Safety Regulations.
6.1.9 CONTRACTOR shall not be allowed to enter into working area without gate passes and
other necessary permits issued by MARAFIQ and concerned authority.
6.1.10 CONTRACTOR's employees shall attend MARAFIQ Safety Induction and other training
courses as instructed by MARAFIQ safety dept.
6.1.11 CONTRACTOR personnel should wear/hold all the time the identity cards (while they are
in MARAFIQ premises) issues by MARAFIQ and they are only allowed to work & directed
by MARAFIQ coordinated section.
6.1.12 Any damage occurred as a result of CONTRACTOR fault or wrong practice will be the
responsibility of the CONTRACTOR.

6.2 Work Permit

6.2.1 The CONTRACTOR must assign an APR (Authorized Permit Receiver) or more depends on
MARAFIQ requirements. Each APR has to attend and complete the MARAFIQ PTW course
successfully and pass the oral and field test.
6.2.2 CONTRACTOR shall apply for the work permit through PTWC system request by their APR
before commencing of any work inside the complex.
6.2.3 CONTRACTOR shall apply to MARAFIQ-TSD for Excavation Request for any excavation
work inside the complex.
6.2.4 CONTRACTOR should familiar about receiving all permits procedure in RC area.
6.2.5 CONTRACTOR shall obtain Royal Commission (RC) excavation permit through RC
excavation permit system with coordination of BU.
6.2.6 CONTRACTOR is fully responsible to process & comply with the required Excavation
Permit from Royal Commission (RC) including all permit from concerned authorities
associated to all works.
