PANEL CREATES TWG FOR ATM CARD “SANGLA” OR PAWNING SCHEME BILL;
The House Committees on Banks and Financial Intermediaries chaired by Quirino Rep. Junie Cua, in an
online meeting held Friday,
created a Technical Working Group (TWG) to work on House Bill 7966 or the “Anti-ATM Pawning
Scheme Act of 2020.”

tugunan ang unregulated at laganap na ATM (automated teller machine) card na "sangla"
or pawning scheme which affects mostly the teachers, rank-and-file employees, 4Ps beneficiaries, and
the informal sector.

The TWG was created to find a neutral ground on how to regulate the ATM pawning scheme.

The scheme requires the borrower to surrender his or her ATM payroll card to the lender as collateral
for loans.

The substitute bill seeks to amend Republic Act 2655, as amended, also known as the Usury Law.
