1 INTRODUCTION

Upon completion of Futong Jetty Extension, Aprilasia (PT. Riau Andalan Pulp and
Paper,
abbreviated as RAPP) as the owner of the said jetty, decided to carry out
engineering evaluation
to assess the structural adequacy of constructed jetty due to excessive pile
eccentricity and
inclination. From the latest report submitted by contractor, it is known that
significant number
of the constructed piles have exceeding their allowable limit as specified by the
Jettys design
consultant. Hence, there is a concern with regards to the Jettys structural
safety.

In order to address the concern, RAPP civil design team has carried out analysis &
design
check and produce a rectification proposal. To review and validate the proposal,
RAPP engaged
M/s Engineers 9000 Pte Ltd to perform independent analysis and review on their
proposal, if
the proposal is found to be not adequate, E9000 will propose enhancement to the
original
proposal. Analysis and design check will be carried out based on as-built
information that was
provided to us on 31st Dec 2021.

As the work is tedious and complex and the jetty platform structure is
significantly large, we
proposed to work by stages as stated in the following chapter. This interim report
is serves as
progress report to client and will be updated in future once we obtain analysis
results from our
independent model.

SITE VISIT REPORT OF EXTENDED PULP JETTY AT FUTONG PORT (151220)
Up to date, we have received 58 files (calculation and drawing) in total.

3 DESIGN BASIS REVIEW

The size of new Jetty Head is 200m x 25m, it was designed as a deck on piles
structure with
precast reinforced concrete beams and slabs standing on driven precast hollow spun
piles. It
was planned to cater for maximum container vessel size of 65,000DWT.

3.1 DESIGN CODES AND STANDARDS

The Euro Code was adopted in the original Jetty Head -Superstructure Design
Report as
shown below. There are more than 3000 load combinations were considered in the
design,
which should lead to more accurate and economical result.

The following codes, standards and guidelines used for berthing analysis.

 British Standards:
o BS EN-1990: Basis of Structural Design;
o BS EN-1991: Actions on Structures;
o BS EN-1992: Design of Concrete Structures;
o BS EN-1993: Design of Steel Structures;
o BS EN-1998: Seismic Design;
o BS 6349-1-1: Maritime works -General: Code of Practice for Planning and Design
for
Operations;
o BS 6349-1-2: Maritime works -General: Code of Practice for Assessment of Actions;
o BS
6349-1-4: Maritime works -General: Code of Practice for Materials;
5| Page
o BS 6349-2: Maritime works -Code of Practice for The Design of Quay Walls, Jetties
and
Dolphins;
 Other design supplementary design codes, standards and guidelines:
o SNI 03 1726-2012 Standar Perencanaan Ketahanan Gempa untuk Struktur Bangunan
Gedung dan Non-Gedung. Bandung: Badan Standarisasi Nasional Indonesia;
o JIS A 5373 Precast pre-stressed concrete product;
o ACI 543R-00 Design, manufacture and installation of concrete piles;
o ASCE/COPRI 61-14 Seismic Design of Piers and Wharves.
3.2 DESIGN LOAD AND COMBINATION
Design load considered in the original design is as follows:

 Dead loads:
 Live loads: New Jetty: 40kN/m2 , Trestle: 20kN/m2
 Equipment loads
 Mooring and berthing loads
 Environmental loads
 Seismic load.
We will adopt the above loads which have been derived by original designer into our
model.
3.3 PILE DESIGN
The original analysis was considering a range of fixity levels. The length of the
pile below the
level of seabed is represented in the model by applying a vertical spring stiffness
coefficient at
the node at the end of the pile element.

There are two size of piles used in this project. Below picture shows the size and
locations of
spun piles.

IN-HOUSE CALCULATION AND RECTIFICATION REVIEW

We noted that there are only five load combination were considered according to SNI
Code
in the Site Visit and Rectification Report for Extended Pulp Jetty Futong Port.

Five load combinations for serviceability and ultimate limit state is shown as
below:

1. SLS1=1.0DL+1.0LL+1.0Ex
2. SLS2=1.0DL+1.0LL-1.0Ex
3. ULS1=1.2DL+1.6LL
4. ULS2=1.2DL+1.0LL+1.0Ex
5. ULS3=1.2DL+1.0LL-1.0Ex
In order to obtain a more accurate and economical result, we will be considered all
load
combinations required by Euro Code with actual as-built piles eccentricities to
assess the
jetty structure and the proposed rectification, and provide modified rectification,
if required.

The computer analysis based on the SNI Code by the In-house engineering team is
adequate
for preliminary assessment, as it provides quick and simple approach by calculating
the load
taking using tributary area and ignoring horizontal load.

We envisage that the jetty design has to be re-modelled with the as-built pile
location due to
large eccentricity and the rectification solution could then be derived upon
obtaining
computer analysis results.

5 PROGRESS

Basing on the information provided, we have now completed the 3D remodelling of the
jetty layout.
The next stage of work is to introduce pile eccentricity into the 3-D model and
analyse the impact to
jetty and the piles system.

6 CLARIFICATION

We noticed that there is discrepancy between as-built drawing and rectification

report with
regards to tie beam and piles position at GL 38-40/A. An email clarification has
been sent on
12/01/2021 the owners representative and we are waiting for a reply to move
further forward.
An early response would be greatly appreciated.

7 CONCLUSION

The next updated interim report will present the outcome on the study after the
completion of the 3-D
modelling design taking into consideration of the pile eccentricities.
