1.0 PURPOSE

 To specify minimum requirements for Earth Works as specified in the COMPANY Specification.
 To describe work sequence and the controls necessary to meet general safety and environmental
standards as minimum requirements.
 It shall also act as a guide to construction personnel on how to carry out the works safely and in
accordance with Company Project HSSE & Quality requirement.
 Further, the Method Statement also describes the Quality Management and HSSE Management specific
to the activity.

2.0 SCOPE

The scope covers Earth Work and Construction of concrete sleepers & foundations for pipe supports and ,
equipment (Pumps). Modification of existing foundation of stair case / slab to serve the purpose of
construction for Off Loading Facility in GPP. Provision of temporary access to Diesel Tank during extension of
existing stair case.

6.0 SAFETY

 Apply Operational PTW for any work associated with the Earth Work at construction work site in GPP.
 Restrict unauthorized entry to the worksite.
 Installation of proper signboards at site locations
 Ensure use of proper PPE as required.
 Conduct daily Tool Box Talks before commencing the work.
 Work shall be carried out in accordance with the requirements as described in HSSE Plan to ensure: The
site is left clean and tidy at all times.
 Combustion emissions are minimized.
 All vehicle engines are switched off when not in use and in case of emergency alarm.
 Damage to land from the operation of equipment / vehicles is avoided..
 Spills & leaks of hydrocarbons are reported immediately to the HSSE Advisor and cleaned up in accordance
with the relevant procedure.
 Detailed Level 2 TRA to be conducted
 Personnel and equipment shall not come in contact with any live facility.

7.0 PERSONNEL & RESPONSIBILITIES

7.1 CONSTRUCTION MANAGER

 Ensures that all the persons have required safety training and PPE.
 Ensures that approved working methodology is followed at all levels.
 Ensures awareness of work force with regards to HSE.
 Monitors Progress at site.
 Ensures Construction Execution Plan, detailed Method Statement & RA’s are followed as per the
procedure / QCP/ OOCEP Specification.
 Allocates adequate labor & plant resources.
 Determines plant and equipment to be used for Earth Works, and that such plant/ equipment is in safe
working order and certificated or calibrated as necessary.
 Ensures that Method Statements are identified and control measures taken before starting the work.
 Ensures that all construction operations are carried out to schedule and in accordance with quality and
safety requirements.
 Ensures the filling of all vehicle entry certificates.

7.2 Contractor HSE ADVISER

 Identifies hazards, which have not been identified and ensure that the controls are in place and
forwards to the HSSE Manager for inclusion in the hazard register.
 Assesses field activities by conducting onsite audits and site visits to ensure HSE compliance.
 Ensures that the personal protective equipment is appropriate for use by the employees with respect to
the specific job hazards.
 Interacts with the Construction Manager, Engineers, Supervisors, workers and OOCEP Operations
Team.
 Advises the GPS Plant Supervisor regarding noted defects in vehicles, plant/equipment and monitors
the close out of remedial measures.
 Advises Site Supervisors/Construction Manager on Occupational health and hygiene issues.
 Provides guidance and support during the performance of the Daily Risk Assessment (TBT) Procedure
as and when required.
 Continuous availability of safety persons at site to ensure all HSSE procedures/specifications are being
implemented.
 Ensures that Company approved PTW system is implemented and being monitored for full compliance.

7.3 SITE QA/QC ENGINEER

Functionally responsible to the Project Manager and Project Quality Manager, field day to day activities
reporting to Construction Manager for:

 Implementing the Quality systems on site in accordance with Project Quality Plan and Quality Control
Plans and procedures.
 Verification of lab test samples and witness tests.
 Verification of all calibrated instruments and gauges.
 Preparing all pre-construction documentation with respect to Control of all Earth Works.
 Liaising with COMPANY QA/QC representative to resolve all QA/QC related problems.
 Reviewing site generated daily documentation with QC Inspectors.
 Co-ordination of inspection personnel with site inspectors.

7.4 CIVIL QC INSPECTOR

 Ensures implementation of relevant method Statement and QCP.


 Verifies suitability of the fill material.
 Ensures that equipment is calibrated as appropriate.
 Monitors Survey and Setting out, Earth Works, Trenching, Padding, and Backfilling activities.
 Liaises with the Company Quality Team through QA/QC Engineer for day to day activities of the project.
 Implements all method Statements and Quality control Plans.
 Ensures and verifies the back filling and padding materials are approved and approvals available.
 Ensures personnel are issued with the correct procedures and have adequately calibrated inspection
equipment.
 Reviews and completes (where applicable) all required documentation and certification, obtains all
necessary signatures Raising NCR,s (Non Conformance reports) where noncompliance is observed
 Co-ordinates and executes all site inspections on a day to day basis and issues RFI(s) to COMPANY
QA/QC representative.
 Produces daily inspection records & Safekeeping of all test and inspection records that are assembled
to the Dossier.
 Ensures the work is done as per approved method statement and specification.

7.5 SURVEYOR

 Is responsible for the safety of personnel working under him.


 Prepare records of the existing state of the site with regards to reinstatement of trees and shrubs.
 Establishes / reconfirms all control points bearings and benchmarks to confirm adherence to the
approved drawings.
 Install temporary benchmark near permanent works as datum.
 Establish/reconfirm and double check all control points bearings and benchmarks to confirm adherence
to the construction drawings or design data as applicable.
 Monitor and control formation level in cut/fill and layer control.
 Record final surface levels.
 Prepare shop drawings (if any).
 Ensures calibrated instruments are used.
 Sets out the works in compliance with the approved drawings and verifies coordinates of the finished
work.
 Survey the Pipeline Route as per approved alignment sheets and provide the required markers as per
Specification and this Procedure.
 Instructing Foreman in accordance with the construction drawings.
 Collecting as- built information.
 Preparing pre-construction documentation/drawings and survey reports.

7.6 CIVIL FOREMAN

 Ensures that he has understood the work fully from superiors.


 Makes sure that only approved materials are used.
 Ensures that all equipment mobilized to site is inspected and in good working order, approved by
OOCEP HSE.
 Ensures the labor have sufficient training and are aware of work, hazards and controls.
 Ensures that all Operators are trained and competent and executing works in a safe and efficient
manner.
 Provides daily Tool Box Talk and generates records.
 Follows Quality / HSSE and PTW requirements as agreed with COMPANY and GPS.
 Ensures that all personnel working under him are aware of plant hazards.

7.7 ARTISAN (HELPERS)

 Complies with site PPE requirements.


 Understands site safety rules and requirements.
 Understands the work fully as detailed by the Foreman.
 Has sufficient training and is aware of work hazards and controls and complies with quality and HSSE
requirements.
 Achieves the desired output set by the foreman.

8.0 METHODOLOGY

8.1 PRELIMINARY REQUIREMENTS PRIOR TO SURVEY

Ensure that the Instruments used for Earth Work operation have been checked, calibrated and certified for
accuracy and a system established for periodic checking of the instruments during site use. The instruments
shall be calibrated once in a year, and calibration certificate for the instruments shall be available at site,
verified by Company HSE.

Before commencement of works, GPS will obtain the required PTW and prepare records including
photographs (taken by only OOCEP authorized person) of the existing state of the site with reference to any
features that may require special care and/or reinstatement and agree with COMPANY site representatives.
Construction Manager shall obtain all necessary data with approval, as “Approved for Construction” required
for the job in hand. Quality Inspector shall ensure the latest drawings, Method Statement and QCPs are
available at work site.

8.2 IDENTIFICATION OF UNDERGROUND SERVICES

 Underground services shall be marked as per the drawing, detected with the help of cable detector,
pipe detector or trial pits and protected prior to taking up earthwork in the area. Position of service shall
be shown on Construction drawing and marked on ground with line paint beyond edge of the
excavation. This shall be covered under OOCEP ground disturbance certificate, approved by authorized
Company person.

 During the manual excavation work if an unknown service is detected, stop work and the Civil
Foreman/Engineer shall inform to the client for further instruction.

8.3 REMOVAL OF TOP-SOIL

The Civil Foreman/ supervisor will ensure that all top-soil which contain humus or any organic matter is
stripped away properly from area to be excavated. The top soil shall be manually removed to a minimum
depth of 200 mm or as directed by the company.

8.4 EXCAVATION

8.4.1 GENERAL

 PTW shall be raised prior to work commencement . The Civil Superintendent /Engineer shall check the
Project Specification and TRA 2, GDC and drawing to be attached to PTW.

The Civil Foreman/ Engineer shall make sure that over excavation is not carried out and if loose, soft or
unsound ground is encountered, this matter is reported to the Client's representative. Construction of concrete
sleepers, foundations for pipe supports and equipment (Pumps)

 Loose soil, bad ground or cavities encountered within any part of the excavations for foundations of
equipment / structures shall be excavated to a solid formation and filled to foundation with mass
concrete (C10) or compacted material in layers as directed by the company.

 No excavation to be carried out under foundations anywhere on the work site.

 The civil Foreman /supervisor shall be responsible for the safety of people, equipment, existing
services, nearby buildings, structures etc.

8.5 Pre-casting of sleepers :


 Pre-casting of sleepers shall be taken up at industrial yard as approved concrete mixes & mix
design.
 The mix design describes source, quality & proportions of all materials required for producing
concrete for the work.
 Civil Construction Supervisor shall be responsible for supervision of all concrete production &
placing of concrete. QC Civil inspector shall check all the materials like cement, fine
aggregate, reinforcement etc. to ensure compliance with SP-1279 Chapter D & relevant
specification.
8.6 Transportation of Sleepers:
 The crane used for loading the sleepers shall have valid certificate and comply with the
OOCEP Specification. The Construction Supervisor shall ensure that the crane has suitable
load capacity for the required load.
 Sleeper shall be loaded on the truck /trailer with flat bed. Care shall be taken to ensure that
pre-casted sleepers/Foundations are not damaged during loading, transportation, unloading
or installation.
 After loading the driver of the truck shall ensure that all sleepers are secured using
tensioning belts prior to leaving the yard.
 During unloading the trailer /truck shall be in reasonably flat ground level and the banks
man of the crane shall ensure the safe working radius of the crane.

8.7 Sleeper Installation:


 Sleeper location & elevations shall be marked by Civil Construction Supervisor / Land
Surveyor as per relevant route map drawing and excavated to required depth Manually. If
rock is expected at some locations. Stop the work and discuss the matter with OOCEP Site
Controller for solution.
 Sleepers in the congested area will be transported by wheel borrow.
 In soft soil areas, after completing excavation for the sleepers, blinding concrete (C-10)
shall be placed to correct line & level. 1000 Gauge Poly Ethylene sheet shall be laid on the
blinding concrete.
 In Rocky areas, after completing excavation, 1000 Gauge Poly Ethylene sheet shall be laid
on the compacted sand layer of minimum 50mm thickness.
 Before placing the sleepers it shall be ensured that concrete surfaces in contact with soil &
150mm above ground level shall be treated with 3 coats of Forsoc Nitocote PE 135 or
equivalent as indicated in the AFC drawings/QCP.
 Provision of temporary access to Diesel Tank during extension of existing stair case.

8.8 Backfilling & Compaction


 The Civil Construction Supervisor shall ensure that material to be used for backfilling
around sleepers is selected approved backfill / excavated material.
 The Civil Inspector shall ensure that excavations around structures are backfilled only
after it has been inspected and approved by the Client representative.
 After backfilling, compaction around the sleepers is carried out in layers not exceeding
150 mm compacted thicknesses. Each layer shall extend over the whole area before the
next layer is spread.

8. 9 TESTING AND APPROVAL


All Soil related test and analysis shall be carried out by OOCEP approved laboratory only.

Civil Inspector in conjunction with the Civil Foreman/ Engineer shall arrange to carry out necessary testing as
per the Contract Specification after compaction of each layer. Frequency of testing and degree of
compaction shall be as mentioned in the Contract Specification. Results shall be forwarded to the Client's
representative for approval.

8.10 FORMATION LEVEL

Civil Inspector will inform the Client's representative when the excavations are ready to receive blinding
concrete. The Civil Superintendent shall make sure that formations are checked and approved by Client's
representative prior to the start of concrete work Through RFI submission.

9.0 QUALITY ASSURANCE AND QUALITY CONTROL

9.1 QUALITY CONTROL PLANS

Earth work activities shall be executed in accordance with the requirements of the Quality Control plan ABB-
GEN-QAC-PLN-GPS-16015-00003, and in accordance with this Method Statement. Surveyor/Civil inspector
will maintain quality records of Survey and Set out activity. These records will be in possession of QA/QC
Engineer.

9.2 CONTROL OF NON-CONFORMANCE

Non-conformance to this Method Statement, Project Specification and Deviation from COMPANY approved
HSE Plans shall be considered as non-conformities. All non-conformities raised by QA/QC personnel
(internal/external authorities) shall be addressed within seven working days. All non-conformities except the
HSE related ones, will be recorded and log shall be maintained in the QA/QC Site Office.

Repetition of NCR will be taken very seriously to control re-occurrence.
