LA Maternal Infant, & Early Childhood Home Visiting (MIECHV) Program
Parents as Teachers - RN SUPERVISOR (FT)
JOB DESCRIPTION

Qualifications:
• Minimum Bachelor’s Degree in Nursing and current licensure as RN in Louisiana
• At least three years experience in maternal child nursing, including public/community health, child health and
development, maternal health, or related fields (Master's degree or higher may be substituted for an additional
year of the required experience)
• Experience working with diverse populations
• Experience in working with teams and team building within organizations and/or communities.
• Able to maintain relationships based on trust, support and growth with team colleagues and community members
• Able to communicate clearly verbally and in writing
• Highly organized and accountable
• Independent, self-motivated
• Competent with computer skills; including web browsing, e-mail, internet, and word-processing
• Preferred experience in:
o Program development
o Program management, including supervision of clinical staff
o Community outreach
Duties:
• Maintains current knowledge and skills in the PAT model to assure implementation and administration of the PAT
model with fidelity, including:
o Hiring of qualified Parent Educators for the team, providing orientation to new staff, conducting
performance planning and evaluation for all subordinates
o Assuring the clinical quality of the program, including completion of personal visits, screenings, group
connection meetings, and the formation of a comprehensive resource network as prescribed by the model.
o Assisting in program development and educating others about the program services. Works with
Intake/Outreach Specialist to develop program marketing and outreach plans in specified regions.
o Conducting 1:1 reflective supervision with PE’s according to PAT model requirements
o Conducting case conferences and team meetings according to PAT model requirements
o Assuring billing and other documentation for fiscal operations is accurate, appropriately documented and
submitted in a timely fashion.
o Assuring PAT competencies, including providing opportunities for staff development/in-service education
and improving staff awareness of and use of community resources.
o Monitoring selected documentation on a monthly basis to assure activities are occurring and conduct
supervisory home visits with each PE. Constructive feedback provided to PEs as needed.
• Attends and participates in the mandatory Supervisor meetings scheduled by OPH.
• Develop appropriate policies and procedures to assure team functioning
• Complies with PAT/ MIECHV/ DHH and employing agency policies and procedures
• Provides other documentation regarding other program activities as requested by OPH-BFH.
• Completes all applicable emergency preparedness and disaster response courses as determined by OPH.
• Functions according to the Louisiana State Board of Nursing (LSBN) Registered Nurse scope of practice and
Nurse Practice Act at all times and report applicable violations of the Nurse Practice Act to LSBN.
• Function within the DHH OPH Regional Command Structure and receive all assignments and supervision from
the regional administrator or his/her designee in times of state declared emergency response. Provision of
disaster related compensation will be determined by contract agency policy for overtime time hours worked.
• Completes annually required competency-based professional development hours in order to remain certified as a
Parents as Teachers PE and completes required contact hours for continued Registered Nurse licensure
• Coordinates with other home visitation and maternal child programs within region/parish

LA Maternal, Infant, & Early Childhood Home Visiting (MIECHV) Program
Parents as Teachers - PARENT EDUCATOR (FT)
JOB DESCRIPTION

Qualifications:
• Minimum Associate Degree in early childhood education, education, behavioral or social sciences, nursing, or
related field
• At least two years’ previous supervised work experience with young children and/or parents
• Highly organized and accountable; Independent, self-motivated
• Able to learn and understand and incorporate the three roles of a parent educator: partnering, facilitating, and
reflecting into daily practice with families
• Communicates effectively both verbally and in writing
• Competent with computer skills; including web browsing, e-mail, internet, and word-processing
• Must have a valid driver’s license and reliable transportation

Duties:
• Conduct personal visits (50-60 minutes) using the Parents as Teachers curriculum on a weekly or bi-weekly basis
with each family.
• Serve no more than 25 active cases/clients per PE in any given timeframe (average 20-25 active families);
• Provide a minimum of 430 completed home visits per full time PE equivalent, per year;
• Adhere to guidelines, as set forth by the Parents as Teachers national model including but not limited to, quality
assurance to reach proposed program standards. Data system and OPH monitoring reports will be reviewed
monthly by supervisor to monitor PAT team activities.
• Become experienced regarding the Parents as Teachers model including the Essential Requirements necessary
for model fidelity.
• Able to establish rapport with families and empower them by building on their strengths
• Plan the visit, and organize and gather materials according to program guidelines to meet the family’s goals and
needs.
• Provide (or participate in) and assure that parent group connections focus on a minimum of one of the following
areas of emphasis: parent-child interaction, development-centered parenting, or family well-being.
• Ensure that annual developmental, health, vision and hearing screenings are completed on each child in
caseload.
• Work with Outreach / Intake Specialist to develop and maintain a community resource network in order to be able
to link families to them as needed.
• Maintain all family and program documentation in a complete and timely manner per program requirements.
• Organize and maintain program supplies and materials.
• Meet at a minimum of twice monthly with RN Supervisor for reflective supervision sessions and staff meetings.
• Performs other duties as assigned.
LA Maternal Infant, & Early Childhood Home Visiting (MIECHV) Program
OUTREACH / INTAKE SPECIALIST (FT)
JOB DESCRIPTION

Qualifications:
• Minimum Associate Degree in Human Services field and/or relevant certification / education, as well as at least 2
years of relevant work experience (Bachelor or higher degree in relevant field may substitute for work experience)

Must have ability to:


• Maintain strict confidentiality (i.e., comply with HIPAA laws);
• Maintain accurate client and programmatic records;
• Perform job duties independently;
• Comply with contractual and safety requirements;
• Interpret and apply program policies and procedures;
• Work in a fast paced environment with strict deadlines;
• Effectively communicate and interact with personnel at all organizational levels;
• Work with established guidelines and standards to ensure compliance and accountability.

Duties:
• Actively recruit families to enroll in evidence based home visiting across the parishes served by teams of home
visitors, through telephone and in person contact with providers and organizations known to serve eligible
families.
• Set up appointments for application intake and assist clients with application process.
• Perform appropriate intake procedures to triage family to the most suitable region/parish specific home visiting
model for voluntary enrollment and /or referrals other community maternal and child health services.
• Prepares and maintains client related forms, files, and records.
• Inputs intake / outreach data in a timely and accurate manner into the designated OPH data system; complies
with or assists in the compilation of information for reports as needed.
• Network and/or present at events to inform community stakeholders of local evidence based models to increase
number and type of referral sources for family recruitment.
• Schedules, promotes, and advertises MIECHV program events.
• Display excellent communication skills including presentation, persuasion, and negotiation skills required in
working with clients and coworkers and including the ability to communicate effectively, work with people of
diverse social, economic, educational, ethnic and cultural backgrounds;
• Proficiently operate standard office equipment, including computer hardware and software applications. (i.e.,
Microsoft Office, Word, Excel, Windows, PowerPoint and Access).
• Inquire, research all applicable resources within the served communities for development of a list for families;
keep the resource list current for applicable community(ies)

LA Maternal, Infant, & Early Childhood Home Visiting (MIECHV) Program
Parents as Teachers – CLERICAL ADMINISTRATIVE ASSISTANT (FT)
JOB DESCRIPTION

Qualifications:
• Graduation from high school and two years of experience in which clerical work was a major component of work
duties (Associate Degree in office administration, business administration, or related field will substitute for all
required experience)
• Knowledge of web-based systems as well as the policies, procedures and regulations governing billing processes
preferred.

Duties:
• Performs program support tasks such as organizes forms; photocopies; files; orders and maintains program
materials and educational handouts
• Performs general clerical functions such as sorts, routes and distributes mail; types material from typed or
handwritten copy; prepares correspondence, reports and other documents.
• Utilizes computerized data entry equipment and various word processing, spreadsheet and file maintenance
programs to enter, store and/or retrieve information as requested or otherwise necessary, and summarizes data
in preparation of standardized reports.
• Coordinates electronic billing for reimbursement, tracking of prior authorizations for errors and correction of those
errors as needed
• Monitors and maintains required files for program operation and to meet funding source standards
• Assists with budget preparation and review, reviews and submits contract invoices for payment to BFH
• Inputs data gathered by the home visitors into the selected data system.
• Pulls reports from data system to monitor completeness of data and reports deficiencies to team supervisor
• Prepares requisitions for the purchase of supplies and inventories supplies on a regular basis
• Maintains confidentiality and adheres to HIPAA regulations
• Performs other work as required or assigned
