provision referred to in this paragraph for the person charged
to prove to the satisfaction of the court that he did not know,
nor could reasonably have discovered, the contravention
referred to in the charge.
(9) Any person who, without reasonable excuse, fails to comply
with an order served on him under paragraph (7) shall be
guilty of an offence and shall be liable on conviction—
(a) to a fine at level 5 and to imprisonment for 1 year; and
