15 Commerce, Inc. (PCCI)-Quezon led the opening prayer.

19 Newly-appointed Presidential Adviser for Southern Tagalog Secretary Casimiro M.
20 Ynares, Jr. mentioned the precautionary awareness on the Taal Volcano which is on
21 Alert Level 2, the PHP12.3 billion worth of damages due to the typhoons last year as
22 reported by the Operations Center of the Department of Agriculture’s (DA) Disaster
23 Risk Reduction and Management Office (DRRMO)1, and the need to implement the
24 recovery programs. He likewise cited the challenges on the continuous battle
25 against the COVID-19 pandemic and the implementation of the Mandanas Ruling.
26 He expected the CALABARZON RDC to unify its efforts in solving all disaster-
27 related concerns.

44 The Council approved the provisional agenda as presented, with the addition of
45 the TESDA project proposal entitled, “Supporting Innovation in Philippine
46 Technical Vocational Education and Training System (SIPTVETS) for RDC’s
47 endorsement under other matters.

51 The Council approved the Highlights of the 4 th Quarter 2020 RDC Full

57 also gave updates on the CALABARZON Balik Probinsya, Bagong Pag-Asa
58 Program (BP2) Action Plan. Updates included additional capacity development
59 programs, projects, and activities (PPAs) for local government units (LGUs),
60 increase in number of PPAs from 478 to 504, and increase in investment
61 requirement from PHP12.81 billion to PHP13.78 billion.

70 which gave more emphasis on the rehabilitation and recovery program related to
71 the Taal Volcano eruption affected areas and mitigation of the negative impacts
72 of COVID-19 pandemic.

74 Among the significant 2020 accomplishments of the RDC were the: Enhanced
75 Updated RDP 2017-2022 incorporating Rehabilitation and Recovery Program
76 (RRP) for the Taal Volcano eruption affected areas and COVID-19 pandemic,
77 Updated Regional Development Investment Program (RDIP) 2017-2022, 2019
78 Regional Development Report (RDR) which includes Regional Accomplishments
79 on the Sustainable Development Goals (SDGs), Academe-Industry Linkage (A-
80 IL) Dialogue for Automotive, National Commission for Culture and the Arts
81 (NCCA)-RDC Webinar on Filipino Culture and Values in Time of Pandemic,
82 Creation of the CALABARZON Balik Probinsya, Bagong Pag-Asa Program
83 Committee and its Regional Action Plan, Training on News Writing for RDC
84 Members, and the conduct of Regional Women's Month Celebration.

92 In relation to the activity accomplishments in CALABARZON, Chair Mandanas
93 requested for information from the DENR Region IV-A on the environmental
94 soundness and surrounding concerns of the Taal Volcano, its connection to the
95 Expanded National Integrated Protected Area Systems (NIPAS) Act, and
96 environmental and human settlements concerns of Batangas and Cavite
97 Provinces adjacent to the volcano. DENR Region IV-A was requested to report
98 on this concern in the next RDC meeting.

166 recommended to revise the annual target from 2020 to 2022 on mortality rate
167 attributed to cardiovascular disease from 1.8 percent to a decreasing rate.

170 revision of annual target of the abovementioned indicator to the RDC.

184 The RRP was approved by RDRRMC on January 25, 2021. The RDRRMC,
185 through the CDRR, is continuously updating the RRP based on the updated
186 PDNA Report and new submissions from concerned agencies and LGUs.

188 As of March 5, 2021, the RRP has an estimated investment requirement of
189 PHP11.95 billion for P/Ps on the following sectors: productive, social services
190 and housing, infrastructure, and governance. The support of RDC is critical in
191 the RRP implementation, monitoring, and evaluation.

417 Ease of Doing Law, provide convenience to applicants, minimize cost and time,

608 and dignified livelihood, and the commuters with a safe and comfortable

631 cooperatives due to the overlapping functions of the Cooperative Development

852 The Department of Social Welfare and Development’s (DSWD) Recovery and
853 Reintegration Program for Trafficked Persons is a comprehensive program of
854 DSWD. This Program attains the following objectives for the trafficked persons:
855 a) ensure adequate recovery and reintegration provided to trafficked persons; b)
856 utilize multi-sectoral approach of complete package of services to enhance the
857 psychosocial and economic needs of the clients; and c) enhance the skills and
858 capabilities of the clients, families and communities where the trafficked persons
859 will be reintegrated. The Program component include case management,
860 capability enhancement for service providers, direct services, intensive
861 advocacy, upgrade of temporary shelter, and technical assistance and resource
862 augmentation to LGUs.
863 DSWD Region IV-A requested the RPMC’s assistance to promote the program
864 to LGUs. The support of LGUs through funding, local ordinances, and services is
865 important in achieving the objectives of the Program.

1002 The CALABARZON regional economy decelerated in 2019 with 4.5 percent
1003 growth compared to 7.1 percent growth in 2018. Deceleration is mainly due to
1004 slower growth in industry sector from 8.3 percent in 2018 to 3.1 percent in 2019.

1006 As per contribution to the National Output, the Gross Regional Domestic Product
1007 (GRDP) share of CALABARZON for 2019 is 15 percent, compared to 2018
1008 which was at 17 percent. CALABARZON still comes second biggest contributor

1011 However, the Region was not able to meet its GRDP growth target for 2019
1012 (Target = 5.5 percent to 7.2 perent; Actual = 4.5 percent).

1040 course of action of the RDC is to refer the proposed project to SCSD/SP for its
1041 urgent evaluation and endorsement to the RDC, and for the subsequent RDC’s
1042 endorsement of the proposed TESDA project to the NEDA-ICC. The TESDA
1043 delegation/attendees, led by TESDA Cavite Provincial Director Ben-Hur Banaag

DENR Region IV-A: FY 2022 budget proposal was updated and


forwarded to the DENR Central Office for the updating of its Soil
Conservation and Watershed Management Program (which includes the
River Basin Management and Development amounting to PHP67.46
million). This proposal is also part of their Plan of Actions for the
Recovery and Rehabilitation of Marikina River Basin under the Build
Back Better approach of the government. The proposal includes
activities to enhance the existing forest cover, stabilize riverbank
easement, and intensified forest protection activities in the areas such as
plantation enhancement, construction of series of check dams, provision
of logistics and material support essential in forest law enforcement, and
continuous implementation of Lawin Forest and Biodiversity Protection
Systems through hiring of Forest Protection Officer/Bantay-Gubat. Also,
a total of PHP27.42 million was already downloaded to the Provincial
Office of Rizal to undertake plantation enhancement and forest
protection activities for this year.
PNP CALABARZON: The P/Ps are already included in its FY 2022
budget proposal. As of April 15, 2021, the construction of the Infanta
Municipal Police Station Building in Quezon is 40 percent complete.

WHEREAS, Executive Order No. 325 series of 1996: Reorganization of the


Regional Development Councils (RDC) provides for the membership
of the RDC composed of regular and special non-voting
members (SNVM);

WHEREAS, Section 9 of the CALABARZON RDC Ground Rules and Regulations


2017 provides for the 25 percent membership of SNVM of the fully
constituted Council;

WHEREAS, the Armed Forces of the Philippines, Southern Luzon Command


(SOLCOM) was confirmed as one of the RDC SNVMs for the period

WHEREAS, the Regional Development Report (RDR) is an annual assessment of


socio-economic performance of the CALABARZON Region vis-a-vis
the Regional Development Plan (RDP) 2017-2022;

WHEREAS, the RDR is based on the Result Matrices which provide the results
framework of the RDP including its goals, chapter outcomes, and
aggregate outputs;

WHEREAS, the RDR also reflects the accomplishments of the strategic programs
and projects implemented in the Region;

WHEREAS, a consultation workshop with the regional line agencies, state colleges
and universities, provinces, and private sector was conducted on
March 25 to validate the sectoral performance and relevant data;

WHEREAS, the Chapters of the 2020 RDR were reviewed and endorsed to the
RDC by the Sectoral Committees on Social Development and Social
Protection, Macroeconomy and Development Administration,
Economic Development, and Infrastructure Development during their
meetings on May 11, 12, 14 and 18, respectively;

WHEREAS, the comments and recommendations of the Sectoral Committees were


incorporated in the 2020 RDR;

WHEREAS, PPs for inclusion in RDIP can be submitted anytime for review;

WHEREAS, there is a need for a detailed review procedure to improve the business
process on the inclusion of PPs in the RDIP;

WHEREAS, the attached Addendum aims to facilitate the Secretariat’s review of the
PPs for inclusion in the RDIP and provide a common understanding on
the review process;

WHEREAS, the Special Committee on Strengthening Academe-Industry Linkages


led the conduct of the Academe-Industry Dialogue for Petrochemical
Industry on March 24 via Zoom video conference as part of a series of
dialogue for the five priority industries in the Region;

WHEREAS, the dialogue served as a venue for academic institutions, industry


leaders, and government agencies to discuss the following: a) specific
skills and human resource requirements of the industry; b) government
policies and procedures on academe-industry partnerships; and c)
concerns of the academe on meeting the demands of the industry;

WHEREAS, the participants in the dialogue, through focused group discussions,


gave their recommendations to address the issues on job-skills
matching and academe-industry partnership for the petrochemical
industry as detailed in Annex A which forms part of this resolution;

WHEREAS, the SCSD/SP, during its second quarter meeting on May 11 endorsed
the recommendations of the Academe-Industry Dialogue on
Petrochemicals to the RDC for subsequent endorsement to concerned
offices for their consideration and support to address issues of
Petrochemical industry;

WHEREAS, the Philippine Multi-Sectoral Nutrition Project (PMNP) is a multi-


dimensional project designed to address the concerns on under-nutrition,
stunting and wasting in the Philippines;

WHEREAS, the project is proposed by the National Nutrition Council and the
Department of Social Welfare and Development to be implemented from
January 2022 to December 2025 in partnership with Inter-Agency Task
Force for Zero Hunger, Department of Health, Department of the Interior
and Local Government, Department of Agriculture, Department of Science
and Technology – Food and Nutrition Research Institute, and the Office of
the Cabinet Secretariat;

WHEREAS, the PMNP aims to increase the utilization of a nutrition-specific package


and nutrition-sensitive interventions, and improve key behaviors in the
targeted 235 municipalities across 26 provinces in the country including 24
local government units in Quezon Province;

WHEREAS, the Sectoral Committee on Social Development/Social Protection, during


its second quarter meeting on May 11, endorsed the PMNP to the RDC
for support;

WHEREAS, supporting the PMNP will contribute to the attainment of the region’s goals
on improving the nutrition of children and compliment the region’s initiative
on First 1000 Days Law implementation;

revision of the Guidelines on the RDC Recognition, Citation and Awards
System to include the grant of cash award of PHP10,000 to awardees

145-2019 to provide classification on the grant of cash award for the

WHEREAS, the Revised Organizational Structure and Staffing Standards (ROSSS) for
State Universities and Colleges (SUCs) was proposed by Philippine
Association for State Universities and Colleges (PASUC) in early 2015;

WHEREAS, the ROSSS for SUCs was completely deliberated by the Technical Working
Group of PASUC, Commission on Higher Education (CHED) and Department
of Budget and Management (DBM) from 2016 to 2018;

WHEREAS, the ROSSS for SUCs was submitted by PASUC to CHED in early 2018 for
final endorsement to DBM-Organization and Position Classification and
Compensation Bureau (OPCCB);

WHEREAS, on January 3, 2019, the ROSSS for SUCs was endorsed by CHED to DBM-
OPCCB for final action;

WHEREAS, as of May 2021, the ROSSS is still under review by DBM-OPCCB;

Digital Cities 2025, as an initiative geared to sustain the rapid growth of the
Information Technology and Business Process Management (IT-BPM) sector
and promote countryside development;

WHEREAS, the Program is expected to determine the industry-readiness of new centers


by creating and developing Information and Communications Technology
(ICT) hubs in identified locations;

WHEREAS, the ICT hubs will serve as business innovation centers to draw in investments
which can create more jobs and other economic opportunities in areas
outside the National Capital Region;

WHEREAS, the existing CALABARZON Provincial ICT Councils composed of local


government units, academe, and business community or support group have
a big role in the implementation of Digital Cities 2025;

WHEREAS, the Program will also provide the ICT Councils with information on strategies
and best practices from the private and public sectors to effectively develop
and expand the IT-BPM industry in the regions;

WHEREAS, the Sectoral Committee on Macroeconomy and Development Administration

WHEREAS, the Regional Development Council (RDC) XI requested other RDCs


to support RDC XI Resolution No. 45, series of 2020, “Supporting the
Passage of House Bill No. 7348 entitled “An Act Institutionalizing the
Revitalized Barangay Police Program of the Philippine National Police
and Appropriating Funds Thereof” which was passed during their
December 7, 2020 meeting;

WHEREAS, House Bill (HB) No. 7348, filed by Davao Oriental Representative Joel
Mayo Almario, aims to have at least one barangay police stationed in
all barangays in the country as a response to Executive Order No. 70,
series of 2018 institutionalizing the Whole-of-Nation Approach to End
Local Communist Armed Conflict;

WHEREAS, HB 7348 will strengthen barangay-based institutions and service


delivery, pursue effective police community partnership in support to
sustained barangay based anti-crime strategy, prevent influence to
conflict-unaffected areas, and promote recovery of cleared barangays
to help attain safe and conflict-resilient communities;

WHEREAS, the Sectoral Committee on Macroeconomy and Development


Administration (SCMDA) during its second quarter meeting on May 12
endorsed to the RDC to support RDC XI Resolution No. 45, series
of 2020;

WHEREAS, HB 7348 supports strategies in the CALABARZON Regional


Development Plan 2017-2022 Chapter 17 to attain just and lasting
peace, and Chapter 18 to ensure security, public order and safety;

WHEREAS, the SCMDA also recommended to revise the qualification stated in


Section 5.b of HB 7348 to “at least native of the Municipality or
Province” due to the limited availability of police from each barangay,
and for the Philippine National Police to intensify its advocacy to the
public to join the Police Force, and fast-track the hiring process;

The Senate Bill No. 1100 was filed by Senator Ronald Dela
Rosa amending provisions of the DILG Act 1990 on control
and supervision of provincial and sub-provincial jails. The bill
aims to develop uniform standards, policies and guidelines in
all local jails and advancement of inmates and
detainee's welfare.

Secretariat to consolidate the comments to be submitted by


the members for further discussion in the next
SCMDA meeting.
10 Red-tagging NICA Region IV explained that red-tagging must be known as Information
“truth tagging” as operations of AFP and PNP have basis.

NICA also emphasized the need to work together to end


local conflicts.
11 Updates on Banner  Updates on the following banner projects were noted by Information
Projects the Committee:
 Justice zone – Calamba City Justice Zone was launched
on March 17, 2021. It is the 7 th Justice Zone in the county
and the 1st in CALABARZON.
 ICT projects – webinars, system improvements and
infrastructure projects were provided and established by
DICT Cluster 2 and Provinces.
 e-BPLs – DILG reported that 89 LGUs have automated/
computerized business permitting and licensing system,
while 54 LGUs from Batangas and Quezon still needs to
comply with the requirements to shift to digital transaction
until June 2021. All LGUs in Rizal have already
implemented digital transactions.
 Regional Statistics – Disaster Statistics TWG Meeting is
tentatively scheduled in the last week of May 2021.
12 Updates on Reso Members were requested to continue to provide updates on Information
resolutions passed from 2017 to 1 st Quarter 2021.
13 Other Matters Information
a. Status of The SLSU is still waiting for the request of the LGU to
Documentation of formally initiate discussion. The concerns of General Nakar
Lot for the SLSU are included in the SLSU list of priorities, specifically on
ICT Building in establishment of ICT building to facilitate flexible learning
Barangay Umiray, modes in far flung barangays.

REINA Connectivity Plan Preparation
“APPROVING THE PREPARATION OF THE REAL-INFANTA-GENERAL NAKAR
INFRASTRUCTURE CONNECTIVITY PLAN”

WHEREAS, the Real-Infanta-General Nakar (REINA) area is comprised of contiguous and


coastal municipalities of Quezon Province with Infanta and General Nakar as
among the municipalities with highest poverty incidence in the Region;

WHEREAS, to address the poverty incidence in the REINA area, various initiatives are
provided and proposed for infrastructure, tourism, economic and agricultural
development to be implemented by the different government offices in
the Region;

WHEREAS, one of the proposed initiatives is the preparation of REINA Infrastructure


Connectivity Plan which aims to harmonize the infrastructure development
frameworks, policies and programs of government agencies and the local
government units;

WHEREAS, a Core Group will be created to facilitate the preparation of the Plan with the
Batangas State University as its lead agency;

WHEREAS, the members of the Core Group are the regional offices of DPWH, DA, DAR,
DENR, DILG, MARINA, NCIP and NEDA, DICT Luzon Cluster 2,
PPA MarQuez, AFP-SolCom, MWSS, SLSU, REINA Municipalities, and
Quezon Province;

WHEREAS, the SCID Secretariat will prepare the Memorandum of Agreement that will
specify the roles, responsibilities, and expected outputs of the Core Group;

WHEREAS, the SCID, during its second quarter meeting on May 18, endorsed to the RDC
the preparation of the REINA Infrastructure Connectivity Plan;

WHEREAS, the Transportation Management - Technical Working Group (TM-TWG)


of the SCID proposes the conduct of the Search for Outstanding Local
Government Units (LGU) on Road Management;

WHEREAS, the Search aims to recognize exemplary performances of LGUs in road


management and highlight their best practices for possible replication;

WHEREAS, the Search is open to all LGUs under the Provincial, City and
Municipal categories;

WHEREAS, the proposed criteria for the Search will consider DILG’s criteria on
LGU road clearing, speed limit ordinances, road signs, tricycle route
plan, and Local Transport Route Plan, among others;

WHEREAS, the TM-TWG Secretariat will prepare the detailed Guidelines of


the Search;

WHEREAS, the SCID during its second quarter meeting on May 18, endorsed to the

“REQUESTING THE DPWH CENTRAL OFFICE TO ALLOCATE FUND IN 2022 FOR
THE CONSTRUCTION OF FIVE PRIORITY BRIDGES ALONG THE GENERAL
NAKAR-DINGALAN ROAD”

WHEREAS, the General Nakar-Dingalan Road in Quezon Province is part of the Luzon
Pacific Highway and is one of the gaps in the road network which will
connect CALABARZON to Central Luzon;

WHEREAS, the completion of General Nakar-Dingalan Road is expected to


accommodate new traffic, serve as an alternate road, and spur
development in the Eastern Seaboard;

WHEREAS, the opening of the road will provide access in remote areas of the Real-
Infanta-General Nakar or REINA Area;

WHEREAS, the construction of priority bridges along the project road are being
proposed for funding under the regular infrastructure program of DPWH
Region IV-A;

WHEREAS, the SCID, during its second quarter meeting on May 18, endorsed to the
RDC the construction of the priority bridges along the General
Nakar-Dingalan Road;

WHEREAS, during the validation meeting among the regional offices of DPWH, DAR,
DENR and DENR-EMB, and Municipality of General Nakar on May 26,
five priority bridges were recommended for funding by the DPWH in 2022,
namely Masla Bridge, Depalyon Bridge, Banbanan Bridge, Magnak
Bridge, and Idyang Bridge along said project road;

NOW THEREFORE, on motion duly seconded, BE IT RESOLVED, AS IT IS


HEREBY RESOLVED, to request the DPWH Central Office to allocate
fund in 2022 for the construction of the five priority bridges along the
General Nakar-Dingalan Road.

Eastbank-Westbank Bridges Project 2
“ENDORSING THE PROPOSED PRIORITY BRIDGES CROSSING PASIG-MARIKINA
RIVER AND MANGGAHAN FLOODWAY - EASTBANK - WESTBANK BRIDGE 2 OF THE
DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS TO THE NEDA-INVESTMENT
COORDINATION COMMITTEE”

WHEREAS, the Proposed Priority Bridges Crossing Pasig River and Manggahan
Floodway—Eastbank-Westbank Bridge 2 Project of the Department of Public
Works and Highways (DPWH) aims to improve road transport network
capacity and efficiency in Metro Manila and alleviate traffic congestion as it
provides motorists more options in reaching major trunk roads such as C-5
and R-4;

WHEREAS, the project involves the construction of a 4-lane 3-span Steel Lohse Arch
Bridge with a total width of 21.65 m. and a total length of 929.8 m.;

WHEREAS, the Sectoral Committee on Infrastructure Development (SCID), during its


fourth quarter meeting on November 7, 2018, endorsed the project to the
RDC subject to the DPWH’s satisfactory compliance to the recommendations;

WHEREAS, the DPWH complied with all the recommendations on May 10, 2021 and
presented the project again to the SCID due to the increase in project cost
from PHP3.18 billion to PHP 4.32 billion;

WHEREAS, the project remains economically viable despite the increase in cost with a
positive net present value of PHP644.31 million and an economic internal rate
of return of 10.39 percent;

WHEREAS, the SCID, during its second quarter meeting on May 18, endorsed the project
to the RDC for subsequent endorsement to the NEDA Investment
Coordinating Committee (ICC);

NOW THEREFORE, on motion duly seconded, BE IT RESOLVED, AS IT IS HEREBY


RESOLVED, to endorse the Proposed Priority Bridges Crossing Pasig River

WHEREAS, the Metropolitan Waterworks and Sewerage System (MWSS)


generates its raw water from Umiray River in Quezon and Angat River
in Bulacan, and provides about 90 percent of Metro Manila’s
water supply;

WHEREAS, an estimated total of 600 families residing in Barangay Umiray,


Municipality of General Nakar, a host community of MWSS’ Kaliwa
Dam Project, do not have access to a safe and reliable water
supply system;

WHEREAS, an improved access to water supply in Barangay Umiray would


increase the residents’ economic productivity, and ensure their health
and safety;

WHEREAS, the Regional Project Monitoring Committee during its second quarter
meeting on May 6 referred to the Sectoral Committee on Infrastructure
Development (SCID) the request for the MWSS to provide a
water supply facility in Barangay Umiray, General Nakar for
appropriate action;

WHEREAS, the SCID endorsed to the RDC the subject request during its second
quarter meeting on May 18;

WHEREAS, the REINA cluster, located in the northeastern section of Quezon


Province, has a high potential for eco-tourism having abundant coastal
marine waters and rich biodiversity upland area;

WHEREAS, the COVID-19 pandemic hampered the economic development,


particularly the tourism industry in REINA area;

WHEREAS, there is a need to create an inter-agency convergence group to


facilitate the assistance of national government agencies, local
government units, and private sectors to the REINA communities and
target beneficiaries;

WHEREAS, the inter-agency convergence group will determine areas of partnership


that will focus on agriculture, production, enterprises, and employment
in the REINA area that will be supportive to sustainable economic
development and strengthening connectivity;

WHEREAS, the Sectoral Committee on Economic Development, during its meeting


on May 14, endorsed to the RDC the Creation of a Convergence Group

WHEREAS, the RDC XI requested all RDCs to support the RDC XI Resolution No.
21, series of 2021 entitled “Urging the NTF-ELCAC, Department of the
Interior and Local Government (DILG), Department of Budget and
Management (DBM), and the National Economic and Development
Authority (NEDA) to Adopt a Harmonized Set of Guidelines for the
Monitoring of The Barangay Development Program (BDP) Projects”;

WHEREAS, there are three different guidelines on the monitoring of BDP projects,

WHEREAS, the Committee on Migration and Development (CMD) during its first quarter
meeting on January 29 approved the Pre-Departure Education Services and
Reintegration Training to provide seamless capacity building activities for
Overseas Filipino Workers (OFWs) and their families as part of their
reintegration program;

WHEREAS, it was recommended to prepare an implementation plan on the pilot conduct


of the training to determine expected outputs, timelines, and responsible
offices to facilitate the smooth conduct of the training;

WHEREAS, the implementation plan from 2021 to 2022, (Annex A) which forms part of
this resolution, includes activities in the different stages of labor migration
which are pre-departure, on-site, and return and reintegration;

WHEREAS, the Technical Working Group on Reintegration identified the provinces, state
universities and colleges, selected regional line agencies, and non-
government organizations who will play an important role in the conduct of
activities indicated in the implementation plan;

WHEREAS, during its second quarter 2021 meeting on April 30, the CMD endorsed the
implementation plan on Pre-Departure Education Services and Reintegration
Preparedness Training to the Regional Development Council to gain support
from identified key stakeholders;

“ENDORSING TO SUPPORT THE FOOD SHARE PROGRAM TO CONCERNED

WHEREAS, the Coronavirus disease (COVID-19) have negated efforts of the public
and private sectors on the Region’s progress in reducing poverty and
hunger among families;

WHEREAS, the Kabisig ng Kalahi, Inc. (Kabisig) initiated the implementation of the
Food Share Program in CALABARZON, which supports the Pilipinas
Kontra Gutom, a multi-sectoral national movement organized to help in
eradicating hunger and malnutrition in the country by 2030;

WHEREAS, the program targets 50 barangays, comprised of 30 families in each site in


CALABARZON in 2021, to provide technical assistance and agricultural
inputs to backyard or community gardens, and/or poultry and livestock
raising for six months with the assistance of the Department of Agriculture,
Department of Science and Technology, Department of Social Welfare
and Development, and Technical Education and Skills Development
Authority, and concerned local government units (LGUs);

WHEREAS, the active support of concerned government agencies and LGUs is critical
to ensure the success of the project and the sustainability of the livelihood
source that will be established in addressing hunger and poverty;

WHEREAS, the Special Regional Committee on Sustainable Development Goals,


during its second quarter meeting on May 21, endorsed the Food Share
Program to the Regional Development Council for subsequent
endorsement to concerned government offices and LGUs for their support;

Proposal on Food Share Program in CALABARZON


As of May 18, 2021
I. Background
In 2018, CALABARZON’s poverty incidence among population and among families
was one of the lowest among regions in the country. At 7.1 percent and 5 percent,
respectively, it was lower than the national average and was the second lowest
next to the National Capital Region. In terms of subsistence incidence or the
percentage of families who could not afford basic food needs, the Region recorded
a 1 percent level in 2018.

While the Region is on track in reducing poverty and hunger, the emergence of
Corona virus disease (COVID-19) in 2020 posed a challenge in the progress made.
Restrictions in economic activities to curb the spread of the virus resulted to
displacement of workers and reduction of income. This will affect the families’ food
security that may result to increase in hunger and malnutrition.

The survey of the Social Weather Stations (SWS) in 2020 showed that 21.1
percent of Filipinos experienced involuntary hunger which was twice compared in
2019 at 9.3 percent2. Moreover, the rapid nutrition assessment survey of the Food
and Nutrition Research Institute (FNRI) in November 3 to December 3, 2020
showed that 62.13 percent of Filipino families experienced moderate to severe food
insecurity. To address hunger, Filipinos households either purchased food through
credit, asked assistance from relatives or neighbours or adults limited food intake in
favor of children.

To help address hunger and ensure nutrition of income-vulnerable families, a Food


Share Program is being proposed in CALABARZON through a multi-sector
approach. The program will help in food security of beneficiary communities and
open opportunities for a livelihood source. Key government agencies will be
requested to actively support the implementation of the program in selected areas
in the Region.

The Program will also support the Pilipinas Kontra Gutom 4 which is a multi-sectoral
national movement organized to help in eradicating hunger and malnutrition in the
country by 2030 through improving food production and distribution, repurposing
food surplus, curbing malnutrition, and reducing hunger incidence caused by
crises.

II. Objectives

The Food Share program aims to:

a. ensure food security of families severely affected by COVID-19 to avoid hunger


and malnutrition;

b. provide opportunities for livelihood source;
c. encourage the private sector to take part in the implementation and
sustainability of the program; and
d. establish goodwill among different sectors of society.

III. Scope and Target Areas

The program will be implemented in 2021 and will target a total of 50


sites/barangays in selected cities and municipalities in the Region. Each
site/barangay will have 30 families who will be given assistance for the period of six
months. One barangay in Lipa City and Ibaan in Batangas; Pila, Paete, and Bińan
City in Laguna; and Trece Martires City in Cavite were the initial identified project
sites.

Recommended areas to be considered include barangays that are covered by the


Development Projects of the Regional Task Force to End Local Communist Armed
Conflict (RTF-ELCAC) and areas covered by DSWD Region IV-A’s supplemental
feeding program.

The families will be selected based on the need and their willingness to do
backyard or community gardening. Their commitment in taking part in this program
will also be determined.

IV. Activities

Implementation of the program will be comprised of the following activities:

a. connect to target LGUs and engage the local social service office in the
implementation of the program by the program proponent in partnership with
DSWD and Kabisig ng Kalahi
b. Dialogue with concerned barangay officials will be conducted and profiles of in
need and interested families will be collected for consideration
c. Endorsement of the list of selected families to the local service office and
Kabisig ng Kalahi by the concerned Barangay
d. Assess the list and identify the final 30 families to benefit from the program with
a team from Kabisig ng Kalahi, Inc.
e. monitoring the progress of each family by a selected leader among the family
beneficiaries
f. oversee the program in the concerned community by barangay nutrition
scholars/health workers or volunteers
g. Enter to a memorandum of understanding to outline the duties and
responsibilities by concerned parties
h. Develop communication channel among concerned parties to facilitate
monitoring and addressing the issues and concerns that may arise in the
implementation of the program
i. Assess the sustainability of the backyard/community garden upon completion of
the six month implementation period and determine other assistance needed to
ensure that the community can sustainably manage the garden by the Kabisig
ng Kalahi, Inc. in partnership with the local social service office. Aside from
planting crops, livestock raising will also be considered if deemed viable.

V. Partners

Kabisig ng Kalahi, Inc. will implement the program in partnership with DSWD and
local government units. DA, DOST, TESDA, and other private sector groups may
conduct other separate and supporting activities upon common agreement.

DA’s expertise in proper planting and provision of appropriate inputs such as seeds
and fertilizers will be provided to the families to ensure that materials being used
are of good quality and proper planting and growth of crops and livestock.

In addition, a trainee/graduate of TESDA may be requested to provide technical


assistance to the families/communities. The interested trainee/graduate may be
given with honorarium/allowance in exchange to the technical assistance provided
to families. TESDA may also provide a scholarship on agriculture courses to a
member of the participating families who was able to complete high school but
cannot afford to continue tertiary education.

To open opportunities in transforming the harvested crops into a livelihood source,


DOST Region IV-A will assist in subjecting the crops into research and
development (R&D) to determine processes that can prolong shelf life and provide
value addition. The agency will also assist in providing access to the needed
equipment. Food Innovation Centers located in the University of Los Bańos,
Laguna State Polytechnic University, and Batangas State University can conduct
the R&D.

Private individuals and organizations may also provide assistance through in-kind
donations to the communities covered by the program. Kabisig ng Kalahi, Inc. will
further enrich engagement with other government agencies and private individuals
and organizations to make the program sustainable and to reach more
beneficiaries in the future, if possible.

VI. Funding

Kabisig ng Kalahi, Inc. will allocate a minimum of PHP100,000 for the 30 families in
each barangay. To cover the 50 sites/barangays, a total of PHP 5 million will
be allocated.

 The program aims to benefit 50 barangays with 30 families each.
Initial sites identified are Lipa City and Ibaan in Batangas, Pila,
Paete, Los Baňos and Biňan City in Laguna, and Trece Martires
City in Cavite.
 The type of assistance (e.g. planting implements, livestock
raising) to be provided will depend on the assessment of the site
and beneficiary families.
3 Developing a  DOST presented the proposal on establishing The Smart City of Information
Smart City in Santa Rosa as a program that will be implemented from 2021 to
Santa Rosa City, 2023 that aims to determine the “smartness” level of the City
Laguna based on internationally accepted standards, empower local
stakeholders, and engage key smart city players for sustainable
implementation of smart city initiatives.
 This project is the first step in achieving the objective of the
previously proposed project of DOST which is to establish a
Smart City Network/Belt in CALABARZON.
4 Localizing SDGs:  The CBMS aims to generate updated and disaggregated data Information
Data and necessary for targeting beneficiaries, conduct a more

Revised IPG Work Plan
“APPROVING THE REVISED 2021 IPG WORK AND FINANCIAL PLAN”

WHEREAS, the Investment Promotion Group (IPG) of the Regional Development


Council is the Region's institutional mechanism to promote investment,
trade, and cultural exchange;

WHEREAS, the RDC approved the IPG 2021 WFP on November 18, 2020, through
Resolution No. IV-A-106-2020, with total budget of PHP5.98 million;

WHEREAS, the IPG-TWG, during its meeting on May 24, reviewed and revised the
2021 IPG WFP due to the impacts of COVID-19 pandemic;

WHEREAS, the Revised 2021 IPG WFP retains the total budget of PHP5.98 million,
but adjusted the budget allocations for: (a) IPG Operations; and
(b) 2021 Projects, including online webinars, trainings/workshops,
New Normal, Other Projects with direct investment to the region,
among others;

WHEREAS, the Revised 2021 IPG WFP shown in Annex “A” which forms part of
this resolution was endorsed by the IPG during its Meeting on
May 28, 2021;

NOW THEREFORE, on motion duly seconded, BE IT RESOLVED AS IT IS


HEREBY RESOLVED, to approve the Revised 2021 IPG Work and
Financial Plan.

Proposed Revision of the 2021 IPG Work and Financial Plan (WFP)

Background
The Investment Promotion Group (IPG) of the Regional Development Council was reactivated in June 2016
through RDC Resolution No. IV-A-67-2016. The IPG is the Region’s institutional mechanism to promote
investment, trade and cultural exchange.
Recognizing the need to boost investments in the region and in line with the reactivation of the IPG, the IPG
through its Technical Working Group (IPG-TWG) in 2018 had been continuously implementing investment
promotion activities which included the maintenance of the RDC Website production of Directory of Assistance to
LGUs and Its Constituents, creation of CALABARZON Database Portal (Phase 1), implementation of capability
building activities on Photoshop and Writeshop and Public-Private Partnership (PPP) and operational and
support activities.
Status of IPG funds
The approved 2021 WFP included funds from the combined 2020 savings, 2019 (collectibles) contribution from
the provinces with the total amount of PHP 5,983,395.645 as shown below:

The details of the projects and activities in the 2021 WFP included operational activities, approved projects of
2020 and deferred projects for 2021. Some projects such as the Search Optimization Engine, Helpdesk and

completion of CD Portal Phase 2.

on TESDA’s Training  PSRs encouraged their counterparts from other regions during the 2021
Programs RDC-PSRs National Convention (NatCon) to assist government and
communities recover from COVID-19.
 PSRs may partner with TESDA through the following:

o provision of scholarship
o donation of tools, equipment, and materials

1 Quarter Regional Economic Situationer
“ADOPTING THE CALABARZON 2021 FIRST QUARTER REGIONAL
ECONOMIC SITUATIONER”

WHEREAS, the Regional Economic Situationer (RES) includes data on key


economic indicators such as prices and inflation, labor and
employment, agriculture and fisheries production, port performance,
and tourism;

WHEREAS, the RES is based on official statistics of the regional offices of


PSA, DOLE, DOT, and PPA-Batangas and MarQuez Port
Management Offices;

WHEREAS, the RES provides an assessment of CALABARZON’s quarterly


economic performance based on key selected indicators in comparison
with the preceding quarter, and same quarter of the previous year;

WHEREAS, CALABARZON’s economy is still affected by COVID-19 Pandemic


resulting to increased unemployment, limited tourism activities, and
increased cost of goods and services;

WHEREAS, the performance of the indicators and economic outlook for the
succeeding quarter will serve as basis of regional line agencies, local
government units, and other stakeholders in planning and policy
making to attain development prospects, address challenges, and
achieve economic recovery;

NOW THEREFORE, on motion duly seconded, BE IT RESOLVED, AS IT IS
