SAFETY PROTOCOL

IMPORTANT NOTE (MANDATORY REQUIREMENT)

a. Safety Helmet IS 2925 -1984 (Ratchet type with plastic harness) and Steel toe safety shoe (IS 15298 - 2002).
b. For height work, full body safety harness with double lanyards and scaffold hook is a must.
c. Each labour shall have separate fall arrestor and vertical and horizontal lifeline must be available.
d. Crawling board should be used for fragile roof work.

BASIC SAFETY REQUIREMENT

COMPANY SAFETY REGULATIONS

1. Contractor should ensure that the safety protocol is distributed and understood to and his sub-contractor,
suppliers, supervisors, consultant, project management consultant and labours.
2. Contractor should ensure that all concern parties obey the rules and regulations of COMPANY safety
department.
3. The protocol is a mandatory obligation for contractors and his sub-contractor, suppliers, supervisors, consultant,
project management consultant and labours.

SAFETY HEALTH AND ENVIRONMENT POLICY

1. Contractor should submit his safety policy to COMPANY safety department prior start of his project work and
display his “SAFETY, HEALTH AND ENVIRONMENT POLICY” at all prominent places at project site.
2. If contractor do not have his own Safety Policy, he can display COMPANY Safety Policy at project site.
3. All employees must be aware about safety policy and abide by the rules, regulation and individual
responsibilities.

PROJECT SITE ACCESS

1. The project site is accessible only for contractor, subcontractor, labours, suppliers, and only authorized person.

WORKMEN WELFARE ACTIVITY

1. There should be adequate Latrine and urinal facilities depending on workmen strength.
2. Separate facility must be arranged for female workwomen.
3. Proper accommodation should be provided for workmen if they are residing at project site.

MEDICAL FACILITY

1. The project contractor should arrange his own medical facilities at project site.
2. Contractor should depute a trained First Aid Supervisor at site for immediate medical assistance.
3. The first aid box should contain all necessary medicines / appliances.
4. Contractor must arrange for stretcher and provision for ambulance for emergency.

EMERGENCY ACTION PLAN

1. The contractor must have emergency safety plan available with him in case of emergency.
2. Contractor should take precautions to display EMERGENCY CONTACT NO.

4. Contractor should submit Emergency Action Plan to Company Safety Dept before mobilization of working team.
5. The emergency plan should mention potential hazards of project site.
6. Contractor should form an emergency rescue team and responsibility should be assigned to them
7. The plan should mention with name of nearby hospital and their contract terms.

8. Proper emergency communication system should be available and established.


9. He should conduct an Emergency Drill once a month.

LEGAL / STATUTORY REQUIREMENT

1. Contractor should not employee any underage labour in his working team
2. No domestic LPG cylinder is allowed for Hot Work such as Gas Welding / Gas Cutting
3. Contractor should have Test Certificate for Lifting machine and Lifting accessories authorized by competent
person / factory inspector.

ILLEGAL AND UNLAWFUL ACTIVITY

1. The contractor and his work team (supervisor and labours, third party, supplier) should not conduct below
mentioned illegal and unlawful activity.
2. Any person including contractor himself, his sub-contractor, their supplier, and labours observed under influence
of alcohol, narcotics would be immediately handover to Security Dept.
3. Contractor, sub-contractor, suppliers, labour should not smoke inside project site.

TRANSPORTATION / VEHICLE REQUIREMENT

1. Contractor should ensure that vehicle entering COMPANY premises should have PUC certificate.
2. Contractor should ensure that driver should possess appropriate driving license.
3. Cleaner should be available with the vehicle.
4. Reversing Driving is not allowed inside COMPANY premises.
5. Cleaner should alight and guide driver for parking and while reversing movement for adjustment.
6. Vehicle should have chokers to avoid movement while material handling from vehicle.
7. Vehicle should be park in parking designated area.
8. While loading / unloading material near factory premises, standing vehicle should not obstruct movement of
another vehicle.
9. If area is short for another vehicle movement, intimate concern authorities such as Head of security to divert
traffic form other route.
10. Avoid overloading of material during transportation. Material shall be tied properly; no loose material shall be
transport.
11. Vehicle maintenance is not allowed in project site. All leakage of oil, diesel etc should be inspected before
entering the premises.
12. Vehicle with abnormal sound would be not allowed inside project site.

PROJECT SITE MOBILIZATION PLAN

1. Contractor should submit his mobilization plan to COMPANY safety dept. prior of his mobilization.
2. The layout plan should indicate all type of establishment including storage, machineries, work place.

MATERIAL STORAGE

1. Material storage should be in dry place.


2. The Material should be stacked in proper position in pyramid shape.
3. The height of this pyramid structure should not be above 5 feet.
4. There should be enough space for free movement around stacked material.
5. Smoking should be banned inside storage place. ‘No Smoking’ board to be displayed.

FIRE SAFETY PROVISION

1. Fire protection should be considered on higher priority at project site.


2. Fire extinguisher of appropriate type (i.e., BC or ABC Type) should be available.
3. Adequate no of fire extinguisher should be made available at project site.
4. The number of fire extinguishers depends on extends of work and area coverage of potential hazards.
5. Adequate no of person should be trained and skilled in fire fighting.
6. Name of skilled and trained person should be displayed at prominent places with contact no.
7. For all hot type of work, contractor should maintain additional, additional fire safety measures such as fire
blankets, water buckets and sand bucket should be arranged.

8. Proper exit ways should be marked for emergency fire exits.


9. Storage house should be equipped with required type of Fire Extinguisher. Beside this it should be kept near
flammable storage area.
10. The hot work performing team should always carry necessary fire extinguishers.

ILLUMINATION

1. The work site should have proper illumination arrangement.


2. Illumination provided should not produce glare and affect the work conditions.
3. Illumination cable should not lay on ground. It should arrange from height.

VENTILATION

1. During hot work proper ventilation should be provided to disperse away generating fumes.
2. The oxygen level should be monitored if the workstation is closed from three sides.
3. Such places should be considered as confined space and proper necessary precaution should be taken.
4. For confined space separate work permit should be issued and proper ventilation should be arranged

NOISE SAFETY

1. Earplug should be used in noise generating area, which beyond the safe dB level.
2. Ensure that noise level of workstation should be reduced, if not, suitable ear protection system should be
implemented.

ENVIRONMENT CARE

1. The oil-soaked cotton and cloth should not be thrown inside project site.
2. Proper arrangement should be made to collect and dispose such waste.
3. Do not cause water wastage.
4. Do not spill oil in gutter or do not throw them on ground.

HOUSEKEEPING & WASTE DISPOSAL

1. The contractor must maintain proper housekeeping before, during and after work completion.
2. They should remove waste immediately after work completion.
3. Proper housekeeping standard should be maintained at the site. Each work area shall be identified with proper
display board.
4. Contractor should not dump waste inside project site.

FENCING AND GUARDING OF MACHINES

1. All open rotating part should be guarded with proper guards.


2. The machines should be properly fenced, and safe work area should be allotted to each machine.
3. Every machine should have safe workplace around machine.
4. Suitable signages should be displayed at workstation.
5. All cable should be passed from overhead.

USE OF HEIGHT WORK STRUCTURES

1. Contractor should follow COMPANY Safety Standards for Scaffold. (The Scaffolding drawing should be approved
by Company Safety Department before it is use).
2. Wherever use of Scaffold is not suitable, use Bostwain’s chair with vertical lifeline and fall arrestor.
3. Vertical lifeline of 14 mm or 16 mm (depending upon fall arrester) thickness should be provided for ascending
and descending movement
4. Horizontal Lifeline should be provided on structure for free horizontal movement.
5. If ladder is used for ascending and descending, ensure that it fastened at top.
6. Ladder bushing is available to avoid slipping.
7. While climbing at height, ladder should be held by another labour.

8. Labour should not stand on ladder and work. Vertical lifeline should be fastened with ladder for ascending and
descending.
9. Fall arrestor should be used for ascending and descending.
10. Labour should not carry any object in pocket while working at height.
11. Scaffold should be erected for height access. Use of bamboo scaffold should not be allowed at site. The scaffold
to meet IS 2750 & 4014 requirements. The Scaffold should have working platform with proper railings while
working at height. (The Scaffolding drawing should be approved by Company Safety Department before it is put
to use).
12. Mobile scaffold shall meet base to height ratio of 1:3.
13. Ladder should be as per IS Standard.

MATERIAL HANDLING (MANUAL)

1. Labour should not carry overweight.


2. While handling any sharp object proper precaution should be implemented.
Maximum weight load for workmen is prescribed as follow.
Adult Man 55 kg

MATERIAL HANDLING (MECHANICAL)

1. All lifting machine and tackles (Hydra Crane, Chain Slings, Wire Ropes, Lifting Tackles, Lifting Gears, Chain
Pulley Block, Shackle, Clamp, Coupling and Hook etc.) should be thoroughly examined by competent person /
factory inspector.
2. The crane operator should have necessary document such as Driving license. He should have competency in
operating such machine.
3. The capacity of crane should be based on actual load of material and lifting height of material. (Please refer load
chart to find exact capacity of crane to lift the load)

SIGNAGES

1. Contractor should arrange for necessary signage’s for display at work site such as WORK IN PROGRESS, DO
NOT CROSS BARRICADE, DO NOT STAND BELOW SUSPENDED LOAD, NO SMOKING, DANGER, HOT
WORK, WEAR HELMET, WEAR SAFETY SHOE, and EMERGENCY EXIT ETC.

MACHINE, TOOLS, EQUIPMENTS ENTRY AND INSPECTION

1. All equipment / machine sets like welding / gas cutting machines, brazing tools, grinders, drill machines,
sundering machines, cutters and any other machine which not mentioned above should be inspected from
respective unit’s maintenance dept. before put it in use.
2. The inspected machine should have inspection label.
3. No further addition or modification should be allowed once machine, tools, equipments inspected.
4. Any alteration made should bring into notice and machine, equipments, tools should be again inspected.

WORK COMPETENCE REQUIREMENT

FITNESS STATUS OF LABOUR

1. Work team should be medically fit (Free from Vertigo, Giddiness, Fits, High Blood Pressure, Hypertension, Blur
vision.
2. Person recently discharged from hospital or on medication should not be part of working team.
3. Labour should not be allowed to work at height with empty stomach.

LABOUR ID BADGE

1. Contractor should follow COMPANY ID badge system.


2. Each Supervisor & Labour should possess ID badge including contractor himself.
3. The labour and supervisor should show his ID badge whenever asked from COMPANY Safety Dept.
4. If any labour observed performing any unsafe acts, creating unsafe conditions or prompting to perform any
unlawful and illegal acts such person will be barred, and his ID badge will be confiscated

TRADE CERTIFICATE

1. Electrician, Welder, Plumber should have work competency of his work profile.
2. He should have trade certificate in his respective field.
3. Contractor should submit such trade certificate during submission of Job Safety Analysis Report

CONTRACTOR DECLARATION

1. All persons working at height should sign the undertaking mentioning that they have been given all PPEs &
briefed about risks as well safety measures related to their work & use of PPEs.
2. This undertaking should be submitted to COMPANY Safety Department.

SAFETY OFFICER / SAFETY SUPERVISOR / SAFETY STEWARDS / SUPERVISOR

1. Contractor should appoint a full time Safety Officer.


2. Additional safety assistant / steward should be arranged to assist safety officer.
3. Safety officer should monitor each & every work activity throughout the work scope and implement following
safety training.

1. Safety Induction Training


2. Safety Toolbox Talk
3. Inspection and check on Legal Matters
4. Records of Accident, related reports, and Health Records of Employees
5. Participation in Safety Meeting
6. Maintaining records of Unsafe Acts and Unsafe Conditions and perform Its Compliance.
7. Hazard Identification and Risk Assessment
8. Details on Equipment Records and Testing Reports

4. Contractor should depute competent supervisor to supervise work activity.


5. The supervisor should be present all time during work activity.
6. For each separate section and unit’s separate supervisor should be present
7. Supervisor should ensure availability and use of necessary safety gears.
8. The contractor’s site Safety Officer / Safety Supervisor will co-ordinate with Company Safety Department and
should follow safety protocols / instructions as directed by Company Safety Department.

SAFETY TRAINING

SAFETY INDUCTION AND TRAINING

1. All Contractor’s, Supervisor’s, Technician’s and Workmen should undergo Safety Induction training through the
Company Safety Department before commencement of work at Project Site.
2. Each newly inducted labour & supervisor at site should undergo Safety Induction Training.
3. Contractor must conduct safety induction training twice a month as prescribed by COMPANY Safety dept. for his
labour with help of COMPANY Safety dept.
4. For each separate group, activity based separate training should be arranged.
5. Such safety induction training is mandatory, and report should be submitted to COMPANY Safety dept.

SAFETY TALK (SAFETY TOOLBOX TALK)

1. The contractor work supervisor should conduct Safety TOOLBOX TALK twice a week for working force before
start of work. Records should be submitted to COMPANY Safety dept.
2. Attendance and signature of work group should be recorded on TOOLBOX TALK
3. Toolbox Talk should address hazards and preventive measures

SAFETY MEETING

1. Contractor, Site In charge and work supervisor should attend scheduled Safety meeting organized by Company
Safety Department.
2. Compliance of safety requirement, JSA (Job Safety Analysis) and Safety Performance at Site will be reviewed
during meeting.

3. Safety Meeting will be conducted on 1st and 15th of each month. If the date observed as Holiday i.e., Saturday
and followed by Sunday, the meeting will be conducted on a very next day i.e. on Monday.

SAFETY GUIDANCE / DISCUSSION

1. Contractor should seek guidance from COMPANY safety department as and when required for various safety
related issues.
2. Contractor should discuss safety with his labour and motivated them regularly.

SAFETY PERFORMANCE DISPLAY

5. Contractor should display Green Cross Calendar.

SAFETY REPORTS AND RECORDS

SAFETY REGISTER

1. The Contractor’s Site In charge should be maintain Safety register at Site. He should also mention Health and
Accident Register.
2. The Company Safety Officer will record his remark during the Site visit.
3. The Contractor’s Site In charge will ensure compliance against each remark mentioned in the register.
4. The Contractor Safety Officer should mention unsafe conditions and unsafe acts and action taken by him.
5. Contractor safety officer should also mention preventive and corrective action.

ACCIDENT REPORT & INVESTIGATION REPORT

1. Contractor, sub contractor, supervisor, supplier, and labours should inform all type of accident to COMPANY
Safety dept.
2. All first aid, non-reportable and reportable accident should be informed within 2 hrs after accident.
3. Any reportable accident should be informed immediately to COMPANY safety department.

NEAR MISS ACCIDENT REPORTING & INVESTIGATION REPORT

1. Contractor, his supervisor, and labour should inform any type of near miss accident to COMPANY Safety dept.

FIRE INCIDENCE / DANGEROUS OCCURRENCE

1. Contractor, his supervisor, and labour should inform any type of fire incidence to COMPANY Safety dept.
2. The dangerous occurrence such as spillage of chemical should be immediately informed to COMPANY Safety
dept.

PERIODIC MACHINE AND TOOLS INSPECTIONS

1. All equipment / machine sets like welding / gas cutting machines, brazing tools, grinders, drill machines,
sundering machines, cutters and any other machine should be inspected at interval of a month.
2. The inspected machine should have inspection label.

OBLIGATORY REQUIREMENTS

WORK METHOD (JOB SAFETY ANALYSIS (JSA))

1. The Contractor, Safety officer or supervisor should carryout Hazard Identification and Risk Assessment (as
per format given below)) of each job.
2. The Contractor, Safety officer or supervisor should submit & discuss method statement (Job Safety Analysis)
with Company Safety Department a week earlier before initiating the work. (Refer format of JOB SAFETY
ANALYSIS)
3. Comply all safety recommendation suggested by COMPANY Safety dept. before commencement of work.

MACHINE, EQUIPMENTS AND TOOLS

1. No metallic body drill machine and electric hand tools to be used. Only Plastic body, double insulated electric
hand tools to be used.
2. Extension boards should be of Iron clad type with a three-core mains cable for single-phase circuits. Flexible
wires should not be used.
3. Wherever three pin plugs are used, ensure that the earth terminal is present. Under no circumstances, no wire
connection made without pin by inserting naked wire.
4. Rotating part of the equipment should be guarded.
5. All portable electrical tools should have no joints or cuts in the insulation of the mains cord within 3m length from
the handle of the portable tools.

WORK PERMIT SYSTEM

1. All agencies must collect their work permit on first day of week i.e. Every Monday between 0830 hrs to 0930 hrs.
This permit is valid for a week period i.e. From Monday to Sunday.
2. No work permit will be issued after Monday (Except if any new party introduced)
3. No work will be allowed if valid work permit is not available.
4. Hot Work permit is valid for a single day and should be closed on same day.
5. Agencies must display their work permit at work location.
6. Separate work permit should follow for all separate work activity.
7. Do not mention all activity in singe work permit.
8. Ensure that Permit to Work system is followed at Project Site.

Work Permit to be taken for following types of work.

1. General Work Permit


2. Excavation Permit
3. Electrical Work Permit
4. Hot and Height Work Permit
5. Fragile Roof Work Permit
6. Pest Control Work Permit
7. Monsoon Shade Erection Work Permit

SAFETY COMPLIANCES DURING WORK AND AFTER WORK

1. Supervisor is responsible for maintaining safety during work.


2. Supervisor should ensure use all required safety gears.
3. Cylinders shall not be dropped, rolled. They shall be always kept vertical.
4. No explosive, combustible, flammable material shall be stored near site of cutting within 15 ft distance.
5. Welders / helpers should not work on wet floor/ ground or when their body / clothing is wet.
6. Work permit should be submitted to safety department with signature of work issuing authority for closing.

7. The area of work should be properly clean and handover to plant owner in safe conditions.

PERSONAL PROTECTIVE EQUIPMENT (PPE’S)

1. Project Manager, Project In-Charge, Contractor, Safety Officer and Safety Supervisor must ensure that their
workforce should use required personal protective equipments when they are present at project site during work
or without work.
2. Visitor who allowed for visiting project site must use required PPE.
3. Any person observed violating these basic safety norms would be eligible for strict action.
4. Contractor must ensure use of good quality standard Personal Protective Equipment [PPE] like Safety Shoes
(steel toe shoe), Safety helmet, Safety Harness (as per specification), Safety Goggles and other required safety
gears as per work activity.

The other essential PPE” S as per work activity requirement are

2. Waterproof Boots : Civil Workmen and women
3. Face Shield : Welding, Gas Cutting
4. Ear Plugs : Ear protection from excessive noise and vibration of machinery
5. Mask : Spray Painting, Housekeeping, Drilling, Chemical Handling
6. Goggle : Welding, Gas Cutting, Shuttering, Drilling, grinding, chipping, Hammering,
Wood Cutting, and other work involved flying particle, pieces, infrared rays,
and electrical work
7. Aprons : Painting, Welding, Chemical Handling, Gas Cutting, Infrareds Rays
8. Safety Belt /Harness : Full body double clip type safety belt with fall arrester
9. Safety Nets :
10. Fall Arrester : Device to use for fall protection while climbing up and down for height work.
11. Vertical Lifeline : Support line must be attached along Rope ladders to avoid fall from height.
12. Horizontal Lifeline : Used as additional protection while working at height. This facilitates free
movement in forward and backward direction at height work.

All PPE’S must satisfy the following IS standards requirements.
