1.0 Purpose
To cover the key hazards that may be encountered and the control measures that shall be used
during cleaning of dock lines. Focus on the safety and health hazards for personnel and the
need for environmental protection associated with the preparation for and the performance of
pipeline cleaning operations. Also to define a system whereby pipeline cleaning operations are
carried out in a responsible, safe and controlled manner. Develop a standard cleaning
methodology according to cargo compatibility.

1. Health & Safety:

Person should wear safety shoes, goggles, safety helmet and hand gloves during
Dock line cleaning.

2. Authority & Responsibility:

4.1 This procedure is approved by General Manager and reviewed & issued by
Manager Operations.

4.2 This procedure is to be practised by all personnel involved in Operation


Department.

3. Environmental Protection:

Product is bio degradable; Vopak regulation or local regulation (which so ever is


stringent) to be followed.

This procedure applies to all the dock line cleaning carried out within CRL
terminals Pvt Ltd, New Kandla.

3.0 Procedure
3.1Pipeline (cleaning) Operations Planning
Before a pipeline is taken out of service for cleaning, a number of preparatory activities
must be undertaken, in close liaison with operators. A detailed record must be
maintained of all cleaning activities.

3.1.1 Operations Planning


Pre planning of pipeline cleaning operations must be carried out prior to the start of any
cleaning operations. The pre-plan will start by identifying the duration of the job and
establish starting and completion of the pipeline cleaning operations also the previous
product in Dock lines. The cleaning operation will be carried out according to the cargo
to be received through the dock line under cleaning.

3.1.2 Pipeline cleaning methods


For each pipeline cleaning operation a selection shall be made out of the methods required.
These methods shall be assessed against:
i. Safety aspects
ii. Effect on environment (air, water, soil)
iii. Previous product
iv. Purpose of cleaning: e.g. product changes, maintenance etc.
v. Material of the pipeline: e.g. stainless steel, carbon steel.

Only Pigging method is used to clean the Dock Lines.

4.0 Special Precautions:


When carrying out this procedure the following precautions shall apply:

 All personnel working near the edges of the jetty platform or on the mooring /
breasting dolphins must wear life jackets.
 Protective gloves must be worn as per VTKN Terminal PPE matrix. Also
refer to material safety data sheet for handling instruction and safety
precaution.
 Stand at up-wind or higher position during packing or venting of line system.
 Smoking is strictly prohibited.
 Wear ear plug during depressurizing.
 Field operators to maintain good housekeeping at tank farm and jetty and no
jump and run while carries out the task to prevent trip and fall.
 Any waste generation from pigging, containment sump, and hoses cleaning
shall be properly contained and subsequently transferred to slops tank for
disposal to SEPPL.
 Ensure that all leakage’s / spillage's are absorbed and cleaned to eliminate
slipping and fire hazard. All waste is within the containment are transferred
to the slops tank for disposal to SEPPL. Oily absorbed rags to be disposed
into closed disposal bins and disposed to SEPPL.
 Ensure that proper, correct and well-maintained tools are used. All
contaminated tools and equipment should be properly cleaned after use and
kept in a proper tool box.
 Ensure sufficient lighting when working at night.
 Operations to be stopped in case of any weather issues or lightning.

Sr. No Procedure Step Responsibility

1. Foam pig is inserted in the dock line from jetty Loading master / Fitter
manifold asper size of the shore line.

2. Once insert the pig the dock line is proper Loading master / Fitter
connected with airline.

3. The loading master will inform compressor Loading master / Fitter


operator to start the compressor by UHF.

4 After commenced compressor the airline valve Loading master / Fitter


should be open slowly to move the pig, once
confirm the pig is moved, than the valve will be
fully opened up to completion of the task.

5 The foam pig will move through the dock line Loading master / Fitter
and will be received at the shore end.

6 Once received pig at terminal, then the Loading Master / Fitter


compressor will stop immediately and slowly
release the air after safely removing the pig from
the pig receiver.

7 This above procedure will be repeated till the Loading master / Fitter / Party
clearance / satisfaction from the party surveyor. Surveyor.
