9 Procedure
9.1 Introduction
9.1.1 All spillages must be reported and attended to immediately as they occur.
9.1.2 An employee or contractor in whose area of responsibility a spill occurs should stop and or
remove the source of the spill.
9.1.3 He/she should take the necessary step to contain the spill in order to minimise the area that
will be affected.
9.1.4 Once contained, the spill should be cleaned up in a manner appropriate to the spill, if
uncertain refer to the MSDS for the substance spilt.
9.2.1 Spills on an impermeable surface can be mopped up with a suitable absorbent material e.g.
organic fibre; reusable 3M pads or any other suitable absorbent material.
9.2.2 Apply/cover the spill with absorbent for five minutes.
9.2.3 Sweep and mix to ensure the spill is absorbed.
9.2.4 If a reusable absorbent material is used this should be stored in a drum kept for this purpose
until its life is exhausted.
9.2.5 Once the absorbent material has reached the end of its life it should be disposed of in the
hazardous waste bins.
9.2.6 It is important that the used absorbent is placed in a box/packet/container before placed into
the hazardous waste skip.
9.3.1 Should spill occur on a permeable surface (i.e. ground/soil) the area is to be remediated on
site by the person responsible for the spill. If it is not practical to remediate the site, as much
of the contaminated soil as possible must be lifted, placed into the 210L drum, and moved to
the oil store and placed inside the “EnviroServ” drum carrier.
9.3.2 The site of the spill should be treated with suitable bioremediation product in accordance with
the manufacturer’s instructions.
9.4.1 Oil spills which occur on water may be contained with fibre booms and mopped up with a
suitable product (e.g. 3M pillows or Peat Sorb cushions) that float on top of the water and
absorbs the oil.
9.4.2 The used fibre booms and pillows should be disposed of as hazardous waste.
9.4.3 If harmful substances, other than oil, fuel or lubricant, are spilled into water the contaminated
water must be contained and pumped to where it can either be rectified or disposed correctly.
9.5.1 The principal of “polluter pays” will be adopted with regard to the clean-up and disposal costs
incurred.
9.5.2 Should any other spill occur the spill must be cleaned up and the polluted waste and/or soil
deposited in a hazardous waste bin or suitable container clearly labelled with contents. This
container must be sent to the hazardous waste transfer site for correct disposal according to
the substance spilled.
9.5.3 Do not wash the spill with water before absorption is complete.
9.5.4 Removal and disposal of the used absorbent will take place according to the waste
management procedure;
9.5.5 If the spill is of such quantity that it cannot be absorbed by the absorbent material, try and
contain the spill and use a pump to pump the oil or fuel into drums.
9.5.6 Inform the Environmental Coordinator/Officer as soon as possible to assist in taking the
necessary decision.
9.5.7 Should the Environmental Coordinator/Officer not be available to assess the extent of the spill
and the spill is deemed too large for the site team to clean-up, the responsible supervisor
should contact Enviroserv Hazmat Service (Emergency Response Telephone 0800147112).
Amandelbult Concentrator has access to this service on a 24hrs basis.
9.5.8 Under no circumstances should any oil or fuel be allowed to drain from a bund or into a water
course.
9.6.1 The Supervisor of the driver transporting/collecting diesel with a Diesel Bowser from Mine Store
must ensure the following:
All drivers know about the hazards, safe handling and emergency procedures for those
goods they are carrying.
The driver should know the emergency response in case of emergency spills.
9.6.2 On site the Bowser should under no circumstances be stored anywhere in a plant other than
designated area at oil store.
9.6.3 This area should have adequate bund as this is one of the most effective ways to reduce the
impact of spills.
9.6.4 The stored Bowser should not leak or spill diesel on the ground, if a spill occurs it should be
cleaned immediately.
9.7.1 This is an essential part of a waste management documentation system, for audit trail and to
ensure legal compliance.
9.7.2 This Manifest and safe disposal certificates of the collected and or contaminated media must be
kept and maintained by the environmental department.
9.8.1 Oil spill kits colour is white wheelie bin with black lid and the chemical spill kit colour is white
wheelie bin with red lid – see appendix A. These are provided in the various sections in the
plant to assist with the cleaning of spillages.
9.8.2 Environmental Coordinator/Officer should be contacted if there is a need for a spill kits to
address any spill other than hydrocarbons are available.
9.8.3 The re-filling of spill kits is the responsibility of the foreman for the section which the kit has been
used. Once incident is reported and has been cleaned up satisfactorily, the
Environmental/Safety Officer will grant permission for a re-fill kit which to be obtained from the
HOB Store.
9.8.4 Peat Sorb is kept at mine store as a stock item, if a spill occurs and Peat Sorb is needed, the
responsible Supervisor should complete a reservation and the absorbent is collected from
stores.
9.9 Incident reporting
9.9.1 Employee / Contractor in whose area of responsibility a spill occurs, should report the incident
directly to the Environmental Officer and the incident will be captured and managed through
IRM.net
9.9.2 The Environmental Coordinator/Officer decides if the spill must be reported to DWA in terms of
Regulation 704 2 (2)
