RA 9163 is the legal basis of National Service Training Program. It is also known
as National Service Training Program Act of 2001.It was signed by the former President
Gloria Macapagal-Arroyo. Its function is to enhance the civic consciousness and defense
preparedness in the youth that will be learned upon taking any of the three components.
For the reason that the youth should have social awareness that is happening in the
community and also to enhance their active contribution to general welfare. The
components of NSTP are ROTC, LTS and CWTS. ROTC or the Reserve-Officers’
Training Corps is a program under Sections 39 and 39 of RA 7077, it is designed to
provide military training for them to be motivated, trained and organized if ever they are
needed when our national defense is not enough. The next component of NSTP is the
LTS or the Literacy Training Service. It is a program to train students to teach literacy
and numeracy skills to children, out-of-school youth and other sectors in the society who
are in need for their service. CWTS or the Civic Welfare Training Service refers to
activities that is aligned to the general welfare and the enhancement of life especially for
the members of the community, and also to help in terms of education, protecting the
environment, care for health, making recreational activities, improving the knowledge
about business and the values formed in the community.
It said here that it is mandatory to complete one component any NSTP as a
requirement for graduation, especially the freshmen students enrolled in a baccalaureate
degree and technical-vocational degree, male and female. It shall be taken in one year
only or two semesters. No fees shall be collected to students except basic tuition fees
which shall not be more than fifty percent.
The students who graduated from baccalaureate degree or two year technical-
vocational degree under S.Y 2003-2004 are exempted from the NSTP. Also the students
who completed their NSTP component but considered freshmen to course where they
transferred or enrolled. The foreign students or aliens and the PMA, PMMA and PNPA
students who are also exempted from taking the NSTP.
School must also allow the clustering and cross-enrolling to the NSTP students.
Clustering is grouping of students from different education institutions during the
semester while cross-enrollment is a system of allowing NSTP students to enroll in any
other school if it is needed.
Graduates of non-ROTC students shall belong to NSRC or the National Service
Reserve Corps for literacy, and civic welfare activities, especially in times of calamities.
On the other hand, graduates of the ROTC program shall form to be part of Citizen’s
Armed Forces in pursuant to RA 7077, subject to the requirement if DND.
