1.0 INTRODUCTION
This operating manual relates to the facilities indicated on Process Flow Diagram
PR-51-PR32-001 and P&ID’s PR-51-SYPI-004 through PR-51-SYPI-0008.
The Main Power Generation & Distribution System supplies power to the New LNG
Train and distribution to existing facility under normal conditions.
There are five gas turbine driven Power Generators, 51-MJ01-A/B/C/D/E. Each
generator can produce 21.74 MW at 11 KV and 50 Hz for a total of 110 MW with all
five generators operating. The Skikda plant requires approximately 80 MW when
running at design capacity. Normally, all five generators will be running at
approximately 80% load so that if one generator is taken off line, the remaining
generators will supply the required load for the complex.
The generators are connected to the 30KV switchgear, 51-ESH11, through a
31.5 MVA 11/31.5KV unit transformer.
Brief Description of Gas Turbine
The gas turbine package consists of two package baseplates, the first housing the
auxiliaries, and the other containing the gas turbine.
The gas turbine assembly contains six major sections or groups:
• Air Inlet
• Compressor
• Combustion system
• Exhaust
• Support Systems
Ambient air is drawn through the air inlet plenum assembly, filtered and compressed
in the multi-stage, axial compressor. Compressed air flows to the combustion
chamber and then to the combustion zone.
Filtered Fuel Gas is also introduced into the combustion chamber where it mixes with
the combustion air and is ignited by spark plugs.
The hot gases from the combustion chamber flow to the two-stage turbine section.
Each stage consists of a row of fixed nozzles and a row of turbine buckets.
In each nozzle row, the kinetic energy of the jet is increased, with an associated
pressure drop, which is absorbed as useful work by the turbine rotor buckets,
resulting in shaft rotation used to turn the generator to generate electrical power.
After passing through the third-stage buckets, the gases are directed into the exhaust
diffuser. The gases then pass into the exhaust plenum and are introduced to
atmosphere through the exhaust stack.

3.0 OPERATIONS
3.1 Normal Running
This section provides a description of the operating parameters for the Main Power
Generation & Distribution System. Refer to Section 3.2 for a list of typical operating
variables for this system.
3.1.1 GTG Startup Fuel Gas Heaters, 51-ML02-A/B
The GTG Startup Fuel Gas Heaters, 51-ML02-A/B, provide fuel gas to the generators
before Unit 15 is operating. The start up fuel gas supply only has the capacity for
supplying two Gas Turbine Generators.
The inlet gas pressure is maintained by pressure controller 51-PIC-0001 which opens
valve 51-PV-0001 to admit feed gas from Unit 01 when there is insufficient flow of hot
fuel gas from Unit 15. The feed gas from Startup Feed Gas Coalescer Filter,
01-MD03, is not treated and does not have the proper temperature for the gas
turbines. Pressure control valve 51-PV-0001 sends this gas through the two parallel
electric heaters. Each GTG Startup Fuel Gas Heater, 51-ML02-A/B, has 50%
capacity to supply gas to the Power Generators, 51-MJ01-A/B/C/D/E.
GTG Startup Fuel Gas Heater, 51-ML02-A, is turned on and off with switch 51-HS-
0011. The operator turns GTG Startup Fuel Gas Heater, 51-ML02-B, on and off with
switch 51-HS-0021. The gas temperature leaving the heaters is controlled by local
manufacturer-supplied controllers. The controllers adjust the current through the
heating elements.
3.1.2 Power Generators, 51-MJ01-A/B/C/D/E
The normal fuel gas supply for the Power Generators, 51-MJ01-A/B/C/D/E, gas
turbines is provided from Unit 15 through a pressure control valve operated by
controller 51-PIC-0097. During start-up the fuel gas to the generators is supplied
from Unit 01 through the GTG Startup Fuel Gas Heaters, 51-ML02-A/B. The gas
turbines and the driven generators are locally started from the manufacturer’s control
panels. They are manually stopped locally or from the DCS. All controls are supplied
by the manufacturer.
3.1.3 Power Distribution Bus
The 30KV power distribution bus 51-ESH11A/B/C located in Substation #1 is
powered by GTG’s 51-MJ01A/B/C/D/E. Power distribution at the 5KV and 380VAC
level are powered from 30KV bus 51-ESH11 thru step down transformers. Power
distribution to Substation #4 from 30KV bus ESH11 circuit A5 and A6. Power
distribution to Substation #5 from 30KV bus ESH11 circuit A7, A8, A9, A3, and A4.
Power distribution to Substation #3 from 30KV bus ESH11 circuit A1, and A2. Power
distribution to Substation #2 from Substation #1 5KV bus 51-ESM circuit A14, and
from Substation #3 from 5KV bus 51-ESM31 circuits C1, C2, C3, C4, C5, C6, C7,
and C8. Power Distribution to Substation #7 from 30KV bus 51-ESH11 circuit A11.

4.0 START-UP
This section outlines the steps necessary to place the Main Power Generation &
Distribution System in service. For the purpose of this section of the operating
manual, it is assumed that the following conditions exist: utilities are in service, fuel
gas is available, downstream equipment is ready to be energized, emergency power
generators are in operation, all GTGs’ auxiliaries are in a powered state, safety
systems are in place, and fire water system, CO2 system and flare systems are in
service and fire and gas detection is available.
4.1 Preparation for start-up
• GT Fire & Gas System operating with alarms and faults cleared
• Pressure relief valves calibrated, installed and lined up
• Perform a visual inspection of GT before start-up.
• Line up instruments, valves and dampers as per vendor P&ID: SOM51014.01-94
• If unit 15 is available, line up HP Fuel gas to scrubber skids though pressure
control valve 51-PIC-0097. PR-15-SYPI-011A, PR-51-SYPI-004/4A/5/6/7/8
• During start-up when unit 15 is not available line up HP fuel gas from unit 01
though pressure control valve 51-PV-0001 and Startup Fuel Gas Heaters 51-
ML02-A/B: PR-01-SYPI-001A/1D & PR-51-SYPI-004/4A/5/6/7/8.
• GT auxiliaries are energized and indicate available on mark VI:
(Only Electrical authorized persons to operate MCC)
4.2 Start permissives
UNIT READY TO START will be shown on Mark VI when start permissives are
satisfied:
• The GT will need to be in “Auto” or “Remote” mode to enable the start sequence.
• Package off mode not selected.
• GT speed = 0 RPM
• Shutdown push buttons reset
• No sequences in progress (except lube oil pump or enclosure fans post-run
sequences)
• Fuel control valves SRV and GCV closed
• Fuel gas supply pressure above minimum, 14barg, as reported to the DCS by 51-
PIx107.
• Enclosure and filter inspection doors closed
• Fire dampers open
• Fire alarms cleared
• CO2 discharge not in progress
• CO2 system faults cleared
• Battery voltage from DCP above minimum.

MANUAL mode
The synchronization will be made in manual mode. The panel will send the
raise/lower commands signals to excitation panel for the voltage regulation. When
the unit is synchronized, the operator will close the breaker from the HMI.
AUTO mode
The Mark VI will adjust the speed and voltage, and will issue the command for
breaker closure when unit is synchronized.
DEAD BUS mode
For this mode, the breaker is closed before to close contactor on ECP. This will avoid
high inrush current due to energization of transformer. As soon as the breaker is
closed, the closing command to excitation contactor on ECP is given and the
generator rise on voltage and energize transformers. Once the rated voltage is
reached the UCP can start to load the machine.
4.7 Load control
Droop or isochronous control is selected on HMI.
Droop mode
When the GTG unit is connected in parallel to the main grid, the system frequency is
determined by the grid itself and is maintained constant. The excess of fuel flow does
not result in speed variation, but in augmentation of power exported to the grid.
The operator can enter a certain MW value as a load control constant. When
preselected load is selected the unit will automatically load or unload to the required
value.
The selected mode of control (spinning reserve, preselected) will be reset to manual
control when the operator uses the raise/lower commands on HMI or when the
governor control is transferred from droop to isochronous.
The VAR control is based upon the use of voltage raise and lower signals to ECP.
Isochronous
The unit is controlled to maintain a constant speed, regardless of the grid load
request and regardless of the supplied power. When the unit is in this mode, it is not
possible to set a supplied power set point.
After the GTG is operating and supplying electrical power load requirements, the
Diesel Generating Set can be shut down until needed for emergency power.
When the electrical load requirements reach approximately 65% of one GTG, a
second GTG should be brought online. Similarly, as the plant load requirements
continue to increase, the third, fourth, and fifth GTG should be put in service so that
at full plant load, five generators are sharing the 80 MW load with each running at
approximately 80% of capacity.

5.0 SHUTDOWN
5.1 Normal Shutdown
Shutdown
Normal shut down can be implemented thru DCS Stop Command, or from Mark VI.
When a normal STOP command is given, the shutdown sequence will proceed.
Shutdown sequence
• Generator unloads. Reverse power causes generator circuit breaker to open.
• Turbine decelerates below minimum operative speed 90% and auxiliary lube oil
pump [88QA-1] starts.
• Flame out is detected. Ventilation timer is activated. Ventilation continues to run
until timer expires, then will shutdown.
• GT reaches zero speed and then COOLDOWN sequence starts.
• Hydraulic ratchet operates once every 3 minutes to rotate the turbine shaft.
• Once COOLDOWN timer expires, Hydraulic ratchet system stops, lube oil system
stops and oil vapor separator stops. Shut down complete.
If the Main Power Generation & Distribution System is to be shutdown for operational
reasons, it may not be necessary to depressurize the fuel gas header.
If the system or part system is going to be depressurized, for planned maintenance
activity purge the system as necessary.
5.2 Emergency Shutdown
In the event of an emergency requiring a shutdown of the Main Power Generation &
Distribution System the system should be shut down as outlined above.
1. Loss of Electrical Power
If one of the Power Generators, 51-MJ01-A/B/C/D/E, is disconnected by a trip
protection or any other cause, and the generation capacity of the remaining
generators is not able to reach the power demanded by the loads connected to the
plant electrical system, the Power Management System (PMS) will indicate this
through commutated contacts, voltage free, wired to terminals, to disconnect those
loads of the plant defined as “dispensable”.

2. Loss of Instrument Air
Loss of instrument air will cause control valves to fail to their safe position resulting in
a trip of the Power Generators, 51-MJ01-A/B/C/D/E, that are in operation at that time.
3. Loss of Fuel Gas
Loss of fuel gas will result in a trip of the Power Generators, 51-MJ01-A/B/C/D/E, that
are in operation at that time.
4. Loss of Combustion Air
Loss of combustion air will result in a trip of the Power Generators, 51-MJ01-
A/B/C/D/E, that is in operation at that time.

6.1 Safety Critical Shutdown Systems
6.1.1 I-5111 - 51-MJ01A Power Generator Trip
51-MJ01A Power Generators trip I-5111, when activated, is designed to trip the
Power Generators 51-MJ01A. On manual initiation with hand switch 51-HZ-1004,
the interlock I-5111 will be commanded to shutdown 51-MJ01A.
6.1.2 I-5112 - 51-MJ01B Power Generator Trip
51-MJ01B Power Generators trip I-5112, when activated, is designed to trip the
Power Generators 51-MJ01B. On manual initiation with hand switch 51-HZ-2004,
the interlock I-5112 will be commanded to shutdown 51-MJ01B.
6.1.3 I-5113 - 51-MJ01C Power Generator Trip
51-MJ01C Power Generators trip I-5113, when activated, is designed to trip the
Power Generators 51-MJ01C. On manual initiation with hand switch 51-HZ-3004,
the interlock I-5113 will be commanded to shutdown 51-MJ01C.
6.1.4 I-5114 - 51-MJ01D Power Generator Trip
51-MJ01D Power Generators trip I-5114, when activated, is designed to trip the
Power Generators 51-MJ01D. On manual initiation with hand switch 51-HZ-4004,
the interlock I-5114 will be commanded to shutdown 51-MJ01D.
6.1.5 I-5115 - 51-MJ01E Power Generator Trip
51-MJ01E Power Generators trip I-5115, when activated, is designed to trip the
Power Generators 51-MJ01E. On manual initiation with hand switch 51-HZ-5004,
the interlock I-5115 will be commanded to shutdown 51-MJ01E.

Description Quantity
Generating Sets
Each Power Generator 51-MJ01-A/B/C/D/E has been equipped with a CO2 Fire-
Fighting Skid, 51-MJ01-A/B/C/D/E-ML03, by the supplier.
The fire fighting system is designed to protect from a fire developing inside the
turbine enclosure during the operation of the generators. Fire detector sensors
connected to the fire fighting panels in the control room are installed in each
compartment (accessory, turbine, and load gear box).
The extinguishing means of the system is CO2 from a skid outside the enclosure
containing two banks, main and standby, of CO2 bottles. The bottles are connected
via two gas headers to nozzles installed inside the enclosure. One line of nozzles is
used for the first gas discharge immediately delivered in case of a fire. A second line
of nozzles provides CO2 as necessary to maintain gas pressurization inside the
enclosure for an extended period of time to avoid the re-kindling of the fire.
