Reflection for R.A. 6713

Morality and integrity are important characteristics to demonstrate. We


instinctively know that it is good to be moral and act with integrity but some fall
into temptation which causes them to do what is morally wrong, so it is important
to regulate and govern people especially working for the public. The republic Act
6713 or known as the code of conduct and ethical standards for public officials
and employees was mandated with the sole purpose to guide and provide trust
from the public to those people working in the government. Being a public official
or employee is a huge responsibility since they hold the trust of the public which
placed them in their position, but some abuse their power, which in reality is
widespread happening especially in the Philippines. After analyzing the Act, it
made me realize that the law puts effort to prevent such immoral acts such as
abuse of power, corruption, and mishandling of duties so that the public will be
served accordingly.
Base on the aforementioned statement, the main objective of the act is to
implement standard ethics for public officials and employees. The act governs
public employees to follow rules that are set by standards and contains penalties
for its violation. This law will serve the public since it is mandated that there shall
always be justness and fairness in giving service to the people because public
officials and employees were trusted by the public so their commitment to public
interest is expected. The law also objectifies to drive government employees and
officials to do their duty in a competent manner as the general public would be
the ones that would benefit from the service offered. Lastly, as the Philippines itself
has a democratic form of government where authority is derived from the voting
populace. Officials and Employees are expected to uphold the constitution,
recognize the superiority of civilian authority to military and put the country above
party lines or persons.
To be specific, section 5 of the act states the duties or usage from my
understanding. So to highlight what I deemed to be important and needs
reformation, is that the law implements an expeditiously process documents and
papers. All official documents and papers must be processed and completed at
a reasonable timeframe. However, in reality processing papers or documents are
tedious and have slow progress base on my personal experience gathering
government documents for my first job. I believe that the government should
appraise and change this performance since it is a burden to the public.

It is crucial for engineers to study and understand certain types of law since
it provides a framework regarding how to act and operate. These laws are
important because it holds people, in this case engineers, responsible and
accountable for their actions as these guidelines are universally acceptable that
enable some assurance to an organization to act predictably and responsibly.
Civil engineers or CE students may be reluctant or unwilling to commit time to
study laws however, it came to my realization that understanding these laws is
critical to the sustainability in the engineering sector and that we must be familiar
with relevant laws in order to avoid problems in the future.
Objectives of these laws are vital in achieving sustainability and standards
that a Civil Engineer must comply. It also implies the requirements for a person to
be a licensed engineer. The civil engineering law aims to regulate certificates,
license, scope of work, revocation and other means that are related to situations
which compromise the standards, ethics, conducts of a civil engineer. Upon
analyzing the act, I realized that there are many situations to explore in the
practice of civil engineering. I learned that there are situations were some use the
credentials of a civil engineer for their interest, and I am glad that this is punishable
by law since the job of a civil engineer holds a big responsibility to the lives of
people.
The Civil engineering law is used in multiple situations especially where the
integrity of work is most likely affected. The temptation of earning money but in
the wrong process is likely punishable by law. As what I said earlier, I realized that
some people use the credentials of Civil engineers like presenting their
identification numbers in order to pass a building permit. Also, from the stories or
gossips I hear, some are doing the “under the table” method for personal gain or
interest. I would like to input or recommend that the act should highlight or also
give incentives to civil engineers who work with integrity and passes these
objectives like what is stated in R.A. 6713. Lastly there should be a maintenance
of high ethical standards in the practice of all engineering sectors.
