The Practicum Program

The College of Information in Communication Technology (CICT) of Nueva Ecija LGU of


Science and Technology integrated a Practicum Program to its curriculum offering for Bachelor
of Science in Information Technology students as one of the essential requirements for granting
of the degree. It is supervised under the BSIT Practicum Program. It provides avenue for the
student to apply the concept, theories, principles, knowledge and skills acquired inside the
classroom to an actual working environment. It familiarizes and exposes them to actual situation
in preparation for future business careers or entrepreneurial ventures after graduation. The
practicum program requires the student trainees to render 540 hours of office on the job training.
With the supervision and guidance of the company who accommodated the students for their
field practice, the have the opportunity to observe the operation of the organization and study the
systems and procedures in pursuit of the objectives of the practicum program.

A decade ago, simply having a good academic standing was enough to qualify you for a
decent job. Today, good grades just don’t cut it. When it comes to securing employment, most
companies want to make sure you can put what you learned to practice. Practicums allow
students to earn real hands-on experience with the best in the industry.

The practicum program also prepares the students for their future employment and
provides an effective way to develop values like honesty initiative, cooperation courteous self-
discipline, self-esteem and learn to properly interact with other people specially with the
professionals as co-workers. All these experiences that will be gain by the students during this
program may possibly be a guide for them in the next chapter of their life as a professional.

Importance of the Practicum Program

On the job training or OJT is one method by which students is given a chance to apply

the theories and computations that they have learned from the school. It also helps the students to

acquire relevant knowledge and skills by performing in actual work setting. Colleges and

universities require their students to undergo such training within a specific number of hours as
part of the curriculum. For the students, an OJT or internship program provides opportunities to
go through the actual methodologies of a specific job using the real tools, equipment’s and
documents. In effect, the workplace becomes a development venue for a student trainee to learn
more about his chosen field and practice what he has learn from academy. On the other hand, an
effective OJT program also benefits the companies who accept trainees.

First OJT or intern provides additional manpower for a lesser labor cost than a regular
employee. Most of them are all eager to learn the ropes so chances are high that they will
cooperate. Employers can use this internship strategy as a method in recruiting new employees.
Since the trainer or the supervisor can follow the trainees’ progress, he can gauge based on
performance, behavior and attitude if the trainee will make a good recruit after the completion of
his internship. OJT’s can bring fresh ideas into the organization. Given the opportunity to speak
their minds freely and without fear, they may be able to contribute significantly in brainstorming
sessions or research and eventually help improve the organizations productivity. While training
the interns, employers are in fact also teaching their employees to process of guiding the trainees
stretches their patience, develops teaching skills and makes them more sensitive to the needs and
mind set of the younger generation. The course of supervision also teaches them how to share
what they know and be receptive to questions. Hence, the internship also becomes an avenue in
training for future managers of the company. Accommodating on-the-job trainees can truly be
beneficial not only to the trainees but also to the companies that provide opportunities for this
type of learning. There is wisdom in the front lines. Such training can be an investment that will
be valuable to the company later on. This is also why trainees should take their internship
seriously as it can become a powerful tool and possibly even a source of recommendation when
they take that big lift from being students to career professionals.

Practicum program it is the practical application of certain required areas of a given field
of study. The importance of practicum program is to completed prior to internship. Internship – a
distinctly defined, post-practicum, supervised “capstone” clinical experience in which the student

refines and enhances basic counseling or student development knowledge and skills, and

A. HISTORY

The city of Gapan is one of the component cities of Nueva Ecija today that is at the forefront
of the national effort to insure social and economic advancement. Gapan is now considered
as the footwear capital of the north. Also, it is an inseparable part of the Rice Granary of the
Philippines.

Gapan was organized by the Spanish curates and officials who in their early occupation,
exercised great influence over the people and the things they were doing, History places
Gapan as one of the first towns of Pampanga founded sometime in the middle part of the
sixteenth century. Records of the first Catholic Mission to the far-east indicated that in 1595
Fathers Contreas Tendilla, Caballo and Salazar were responsible for clearing the forest which
later became a Pueblo. In this Pueblo were constructed a church, presidencia and residential
houses made of bricks and lime constituted age old Landmarks of the town.

Historical data recorded that Gapan was founded in 1595 making it the oldest town in Nueva
Ecija and one of the oldest in the Philippines. It was likewise a big Pueblo embracing an area
as far as Cabanatuan City in the north, which was its barrio with the name Cabanatuan before
it separated in 1777: The Sierra Madre in the East, San Miguel, Bulacan in the South and
Candaba, Pampanga in the West. Gradually as the Spanish power waned an economic
progress caught up in the area, the pueblo disintegrated into many pueblos until it remained
to comprise only the towns of Penaranda, General Tinio and San Leonardo (formerly called
Manikling) all of Nueva Ecija province. In fact, the Patron Saint Divina Pastora had its origin
or residence in Barrio Callos. Penaranda.

Extant record had this town called “Ibon” and how to come to be known as Gapan has its
interesting legend it has already been intimated that this place was formerly a wilderness. At

a time, it was so, some Spanish soldier on certain mission came here when they saw natives

crawling through the thick bushes. The soldier halted them and not knowing the local dialect

asked in Spanish for the name of the town. The natives know nothing of the Spanish
Language and thinking that the Spanish were asking what they were doing answered in
Tagalog a local dialect “Gumagapang gapang kami” The Spanish took it as a name and
henceforth called The Pueblo Gapang. In due time, the letter “g” was dropped and the more
finesse name Gapan stick to this day. Another legend stated the name came from the
climbing and crawling plants that were so numerous in the locality.

Originally, the town had eight barrios namely, Sta Cruz, Mangino, Pambuan, San Lorenzo,
San Vicente, San Nicolas, Sto Cristo and San Roque or Baluarte, with San Lorenzo and San
Vicente constituting the poblacion of the Municipality. Thirteen additional Barrios or
Barangay were established by then Municipal council or under the charter and they are
Bungo, Kapalangan, Puting Tubig, Makabaklay, Maburak Sto Nino, Bayanihan, Sto Cristo
Norte, Malimba, Mahipon, Bulak, Parcutela and Marelo.

The Church of Gapan is made of Bricks, Adobe and Lime. The architecture is Byzantine and
was constructed under the successive direction and supervision of Father Loredo, Conejo and
Llaneza for a period of about sixteen years, that is 1856-1872. Like most of gigantic building
done during the Spanish regime, the church was built through forced labor. The materials
used were taken from Laryuhan in Barrio San Vicente and from Barrio San Lorenzo near
Pambuan to bring the material to the site of the church, laborers had to line themselves
straight between the sources of materials and site of construction and had to pass the bricks
from one hand to another. Records show that since 1740, Gapan has “Cura Parrocos”
beginning with father Francisco Medalla. Hence it is also right to assess that the Catholic
Church of Gapan is now over two centuries old.

The City has two Patron Saints, the Three Kings and the Divine Shepherdess. The feast for

the Three Kings is every sixth day of January and the Divine Shepherdess is every first of

May, these were the Official City Fiesta as declared by then municipal council by an
ordinance. This fact accounted for Gapan City to become a place of Pilgrimage for devotees
in Central Luzon The miracles of the Divine Shepherdess has attracted the attention of the
church authorities that on April 26, 1964, she was crown queen at the church plaza thereby
making Gapan an official pilgrimage city where her graces would flourish for those who visit
Gapan in the same manner that the Virgin of good voyage would lavish for those who go on
pilgrimage to Antipolo City.

One of the eight rays in the Filipino flag represent Nueva Ecija as one of the eight
provinces which took up arms against Spain, participants in this uprising came from Gapan,
San Isidro, Cabiao and Penaranda led by General Pantaleon Valmonte ( mentioned as
Belmonte in history ) Gapan contributed thirteen heroes of martyr killed by the Spaniards
They were Epifanio Ramos, Quintin Tinio, Faustino Delos Reyes, Leocadia Liwag, Valentin
Liwag, Severino Changco, Saturnino Magno and Ramon Tinawin .In due recognition of
their patriotic sacrifices Gapan City government had given due honors by erecting a
monument at the San Vicente Plaza called “Inang Bayan” where their names were engraved
and by naming the streets in the city proper after them.

The City of Gapan acquired corporate existence in the ratification of its creation by a
majority of votes cast by the qualified voters in a plebiscite conducted last August 25, 2001.
By virtue of Republic Act no. 9022 sponsored by Congresswoman Julita Lorenzo Villareal,
Gapan was converted into a component city.

The City of Gapan held tremendous promise not only in its natural resources but also in its
potentials in agri-base industries and in footwear industries which help sustain its vital role in

agricultural and industrial production. Commercial and trade activities in the city are further

accelerated by the influx of financial lending institution and new businesses.

City of Gapan is located in the South Eastern part of Nueva Ecija. It is bounded on the North
by the Municipality of San Leonardo, on the East by the municipalities of Penaranda and
Gen. Tinio, on the West by the Municipalities of San Isidro and Candaba, Pampanga, on the
South by the Municipality of San Miguel, Bulacan.

There are twenty-three (23) Barangay comprising the City with a total land area of 18,568
hectares Gapan’s proximity to manila is 96 kilometres and 19 kilometres from
Cabanatuan City.

A. VISION

The Office envisions providing efficient and effective legal assistance, guidance and support
to the City Government of Gapan in fully delivering its mandate to the City and its people.

B. MISSION

The Office of the City Legal Officer, as the frontline legal service provider of the
City Government of Gapan, through efficient and effective assistance, guidance
and support, undertakes to:

1. Formulate measures for the consideration of the Sangguniang Panlungsod

2. Provide legal assistance and support to the City Mayor in carrying out the delivery of
basic services and provisions adequate facilities

3. Develop plan and strategies and, upon approval by the City Mayor, implement the same

4. Represent the City Government or any officials thereo in his official capacity, in all civil
actions and special proceedings where it is a party.

5. Draft ordinances, contracts, bonds, leases and other instruments involving any interest of
the City Government

6. Review and provide comments and recommendations on any instruments already drawn
involving the City Government

7. Render opinion on any question of law when requested by the City Mayor or Sanggunian
Panlungsod

8. Investigate or cause to be investigated administrative neglect or misconduct in office and

recommend appropriate action to the City Mayor or Sangguniang Panlungsod

9. Investigate or cause to investigate the exercise of any franchise or of public privilege for
failure to comply with the grant of franchise or privilege and recommend appropriate
action to the City Mayor or Sangguniang Panlungsod

10. Initiate and prosecute action involving the interest of the City Government when directed
by the City Mayor or Sangguniang Panlungsod.

11. Review and submit recommendations on ordinances approved and execute orders issued
by component units7

12. Recommend measures to the Sangguniang Panlungsod and advice the City Mayor on all
other matters related to upholding the rule of law

13. Frontline of protecting human rights and prosecuting any violations thereof;

14. Exercise or perform other duties, functions or powers as may be prescribed by law or
ordinance.

A. NARRATIVE REPORT

City Hall of Gapan City Legal Office - is the office where I was assigned to conduct my On-the-
Job Training. I was introduced with our designated office, Gapan City Legal Office, Legal Office
Mr. Jervy R. Adel. Oriented me and my co-trainee Kyle Ren Paole P. Viesca about the
company rules and regulations. Even the Do’s and Don’ts are discussed too. On our first week
in Legal Office, we were oriented by familiarizing ourselves in the different departments and
compositions of Gapan City Local Government Unit. Said information is very vital as we
trainees will be responsible in checking of attendance in various departments of our co-trainees.
We are also informed by different terminologies in legal and their importance to make our
training more essential and successful.

City Legal Office is a Department with various divisions. It is composed of Investigation


and Inquiry Division, Legal Research and Administrative Division where we are task to continue
the development of the case database.

As preliminaries, we are introduced to cases such as criminal and civil cases into which
the office of the city lawyer where task to handle. We learned that when a case involves harm
against society or state and it is under the jurisdiction of the prosecution it is classified as
criminal case, while if a case involves private dispute against an individual or organization it
defines a civil case.

Sir Jervy Rayo Adel being the next-in-rank of the City Legal Officer, Atty. Conrad Ezra
M. Leaño I, is also tasked by the City Mayor to handle cases pertaining to City Anti-Drug Abuse
Council (CADAC) where he is appointed as the Focal Person. Being our supervisor, Sir Jervy
taught us significant matters involving illegal drugs specifically from Republic Act 9165 or the
Comprehensive Dangerous Drugs Act of 2002. He discussed that we should avoid personalities
and places that we know has something to do with illegal drugs.

In CADAC, every Monday Reformist or personalities involving drugs who already

served their sentence from jail and drug rehab reports to Sir Jervy and Mayor Emerson D.

Pascual for their “kamustahan” or simply updating them with their current status and discussing
matters that they should do in order for them to finish their obligations in CADAC.

Peoples Law Enforcement Board (PLEB) is also one of the component offices of the
Legal Department. Mrs. Angelina Reyes or Ate Emma is one of the staff of legal office and also
the secretary of PLEB. Ate Emma taught us the objectives of PLEB where we learned that if a
police officer commits harm or damage to a citizen, he/she can b.e complained to PLEB who has
the jurisdiction over matters involving police officers. Fortunately, during our 10-day immersion
in legal, no complaint has been filed in PLEB.

We also encounter stories of hardships and hopes through OFW and their families who
are successfully repatriated through OFW Welfare Services in coordination with Overseas
Workers Welfare Administration and Department of Foreign Affairs.

One of the most remarkable cases that caught our attentions is the case of OFW from
Kuwait who is allegedly murdered by his Filipino co-worker due to jealousy. We were shown
photos of human remains being autopsied by agents of the National bureau of Investigation and
we learned complexity of communication to international community. We admire the family
especially the wife of the murdered OFW due to her courage on fighting against the perpetrators
of the case.

We also experienced field interviews, traveling in the far most Barangay of Gapan City
for inspecting OFW applicants for livelihood program of OWWA.

The fun part is when we were task to help in organizing the Three Kings Annual Parade
by dispensing invitations to business establishments since Sir Jervy was also appointed as the
City Events Organizer. We were introduced to Business Owners and for sure we developed our
communication skills thru these experiences.

These occurrences have a specific mark on our lives as trainee and surely will never
forgotten.

Problems Encountered During the Practicum

During my training in City Legal Office the following problems were encountered:

 The lack of sufficient space in the office.


City Legal Office being primary responsible for sensitive and broad duties and
responsibilities in the LGU has an office space that is not suitable for its functions.

 The lack of manpower or office personnel.


Since the city legal office is only composed of 1 lawyer, 1 para-legal officer and 1 office
staff. There are times that the office is absolutely out of trainer, thus making the office
paralyzed.

 Insufficient office equipment.


Lots of paper works and transaction has to be done, but due to insufficient computer sets,
some of these are pended and does not meet deadlines or schedules.

PROFESSIONAL LEARNING

City Legal Office, being one of the busiest departments in Gapan City Local Government
Unit, comprising of almost 5 different agencies taught the trainees primarily in File Management
and Organization.

The office also trained us in technical knowledge for computer hardware specifically
office equipment such as; Desktop and laptop computers, Printer and Scanner and xerox
Machine

we are also trained to enhance our knowledge on using Microsoft Office such as,

Microsoft Word, Excel Microsoft PowerPoint.

One of the specializations of the legal department is the File Management and Organization.
We are trained by our supervisor on proper way of handling files and case folders by organizing
them on series instead of alphabetical. Using Microsoft excel, we create simple database which is
a big aid on file management.

By teaching us the proper way of documentation and screening of clients and applicants in
Work Immersion Program for Senior high School Students we are also trained to manage
personnel by showing us to strictly follow rules and regulations and implementing disciplinary
measures as a way of correcting disobedient immersion students.

Basically, when we watch events like concerts, parades and ceremonies, its easy for us to make
our criticism. When we personally witnessed the complexity on preparation of the
aforementioned events, we realized that it is very toxic due to lots of coordination. We also
learned that a person involving in events must possessed reasonable skills in decision-making.

VIRTUES DEVELOPED

As I enumerate my experiences and knowledge on my Work Immersion Program in


Gapan City Legal Office, these are the virtues that I developed.

 Communication. On our first day, I feel scared and nervous especially knowing that I
was assigned to a very sensitive department handling confidential information. But I
realized I should ask questions in order for me to learn the processes in my assigned
department. Luckily, our supervisor manages to approach us in a way where the barrier of
communication was destruct by discussing us in the language that we can easily

 Grateful. One of my negative traits is being a timid one. There are times that I seriously
desire to express my appreciation especially to our supervisor and co-work immersion but
being apprehensive always obstructs me. Until one time, while I was listening to the City
Legal Officer discussing on his clients about manifesting her testimony in court, he said
that “as long as you can express a word that can best describe your emotion, firmly say it,
otherwise, you will be misinterpreted and chances were not all the time obtainable.”
From then on, I leaned to say simple “Salamat po” even on those simple things being
done in my favor.

 Confidence. The first day of my work immersion is full of timidity due to lack of self-
confidence. But as days goes by, I learned to boost myself by allowing it explore my
abilities and strength. Presently, I became much aware that cowardice will leads me to
nothing.

 Honesty and Trust. Our supervisor on our first day emphasize the importance of trust
and honesty. City legal office handles sensitive and classified information that should be
kept inside the office and should not be divulged in public and to anyone. We are being
trusted by this information and we promised not to destroy their trust. We are also taught
to be honest at all times regardless of the consequence because according to our
supervisor, “Do not commit dishonesty just to protect your emotion, remember you will
not earn trust if you are a big foolish liar”

 Curiosity. Being neophyte on matters involving legal processes and terminologies,


curiosity always strikes my mind and this curiosity leads me to comprehension of new
information. I admit to myself that being shy is one of my disadvantages when it comes
to merging myself into social events. When I had my work immersion program in City

Legal Office, I was thought not to let myself hanging for knowledges that I am craving

for. From there on, I learned to ask, inquire and explore.

CONCLUSION AND RECOMMENDATION

Whenever I’m asking my co-work immersion we’re always unanimously leads to


realizations like “I taught we will just enjoy our work immersion, but it’s not.” But personally
speaking, you will enjoy what you do if you allotted major interests on what you are doing.

I can radically express that thru Work Immersion Program of Juan R. Liwag Memorial
High School by the guidance of Mam Clarence Galang and implementation of our partner
institution Gapan City Legal Office, creates a new personality within me that is able to face all
the trials especially pertaining to hardships of studying.

I also realized that its not always the technical knowledge that will directs you to
acceptance to a working community. Good manners, ethics and attitude are also significant in
working environment. In fact, most of the companies prefers employees with good attitude rather
than employees with good educational background.

Honesty is vital if you want to be trusted, it’s not always the skills. Skills and ability can
always be taught, but the character of honesty is much treasured.

City Legal Office, with other offices like OFW Welfare Office, Peoples Law
Enforcement Board, City Anti-Drug Abuse Council, Events Management Office consisting of
just 3 employees is an amazing and almost impossible functioning office. The physical condition
of the office is not fit to its functions.

Personally, if I were to decide, I will recommend to transfer the office to a much spacious
place and an addition of at least 10 staffs. Its so happen that Atty. Leaño, Sir Jervy and Mam
Emma learns and finds the mastery of time management.

The 80 hours or almost 2 weeks academic requirement is too brief since our assigned
department is composed of interested activities and functions, if I were to recommend, I will
suggest that an addition of at least 120 hours be added.

Over-all, I am honored to be a part of such a wonderful and admirable office and


personalities. I will treasure those memories even after my graduation.

A. RECOMMENDATION

FOR THE PRACTICUM PROGRAM

Practicum Programs are designed to provide and improve the student with practical work
experience. They emphasize the importance of learning by doing. They’re where students can
transfer their knowledge skills and professionalism to actual work. Practicum can also open
many opportunities to network and make important contacts within the industry and facing the
real world of work.

However, not many students truly realize the importance of practicum. When it comes to
choosing a school, the first thing people typically want to know about is the cost of tuition. But
it’s a good idea to think about your education as an investment for your future. Before enrolling
in a school, it’s vital to ensure you graduate with more than just an expensive piece of paper.

For me, I don’t have any recommendation to improve the practicum program, because the
benefit was already there and we provided opportunities to gain experience, and it determines to
have an interest in a particular career.

On the Job Training a real-world experience for the students who are preparing for their
future career. My advice to those who will take their practicum in the near future is to have the
willingness, hard work and determination without hesitations. It’s good to have a listening and
communication skill and team working skills to have a successful result of work and have trust in
yourself to improve self-confidence.

They will learn the company’s rules and regulation and also the work process on the area.
It gives help on having some ideas, knowledge and especially experiences to those students with
or without experience about working. Beside of that, it also enhances the student’s capabilities
and skills that they can use for their future profession. In OJT, they can also develop their social
life for better working relation with other person and to be able to be flexible on easily adjusting
to different personalities that they will encounter.
