The State shall protect and promote the right of all citizens
to quality education at all levels and shall take appropriate
steps to make such education accessible to all (1987
Constitution, Article XIV, Section 1).
Rationale
Radio-Based Instruction (RBI) is an alternative learning
delivery mode using radio broadcast to deliver the ALS
programs. During pandemic, RBI is an alternative delivery
learning modality for learners that is accessible to learners.
EXECUTIVE
SUMMARY The in-service training started with an Opening Prayer and
Makabayan Song through Audio-Visual Presentation,
followed by an Opening Remarks of Dr. Jennifer Q.
Cunanan, principal.
To check the attendance, Lea M. Basco, Head Teacher in

Science, facilitated the roll call per department.
The training in the morning officially started with a

quotation, “Necessity is the mother of invention” of Plato
presented by Diana Cauguiran, resource speaker and
School Paper Adviser in English, to begin the training.
Cauguiran, discussed the rationale and bases why Radio-

Based Instruction shall be implemented. She presented the
rationale from 1987 Constitution, Article XIV, Section 1,
that the state shall protect and promote the right of all
citizens to quality education at all levels and shall take
appropriate steps to make such education accessible to all,
and this shall be achieved through Radio-Based Instruction
and the existing learning modalities of the school.

Furthermore, the resource speaker discussed the

characteristics, paradigms, historical background of RBI,
objectives, target learners, priorities, and the School-on-Air
& RBI format.
The second resource speaker, Allen P. Valdez, School Paper

Adviser in Filipino, introduced Radio-Based Instruction:
Social Content and Procedure.
The speaker emphasized developing learning resources for

radio scripts. He also explained the legalities, that is
Broadcast Code of the Philippines 2007 (as amended 2011)
and Section 2. Child-Friendly Content Standards Pursuant
to Section 9 of Republic Act No. 8370 (Children’s Television
Act of 1997).
Content particularly dialogue, language, sex, nudity,

violence, substance abuse, gambling, advertisements, were
carefully discussed and given examples as to how the
teachers may observe these.
For social content, basis of development, development team,

orientation and capacity building, radio script writing,
quality assurance, revision and finalization, production, and
evaluation, finalization, and submission of radio lessons
were discussed in detailed.
The activity aims to:

1. provide technical assistance to the teachers in Radio-
Based Instruction (RBI);
Objectives: 2. give insights on the necessity of the modality in
distance learning; and
3. write radio scripts based on the available self-learning
modules/learning activity sheets.
The speakers presented the detailed process on developing

the script for radio-based instruction.
General
Comments/ They presented sample of radio-based instruction scripts.
Feedbacks
Developing the scripts for radio-based instructions can be
easily done because the self-learning modules/ learning
activity sheets are available.
Recommendation Allow the teachers to write their scripts in a period to

s rehearse with background music.
