1.0 INTRODUCTION
1.1 Project Description
China ZhenHuaOil Co., LTD. (ZhenHuaOil, hereinafter referred to as Company) holds
rights for development and production of the contract areas East Baghdad South
Oilfield (EBS Oilfield) which is located in the 14km of northeastern Baghdad, the
capital of Iraq, 70 km northwest of Ahdeb oilfield. The oilfield extends about 60km in
the NW-SE direction and 12km in the SW-NE direction. The concession of EBS oilfield
covers 658 km2.
EBS oilfield is located in the agricultural area of alluvial plain formed by Tigris and
Euphrates Rivers, 30~40m above sea level. Tigris River is close to the northern part of
the field located in an agricultural area with some villages. The transportation is
convenient, an expressway joins Baghdad and Basra passes by the oilfield.
Except for a few old wellheads, EBS oilfield is completely new to be developed.
According to preliminary development plan, EBS oilfield plans to be comprises of 134
new wellheads, 46 cluster well PADs, 2 OGMs, 1 FPF and 1 CPF. Produced water, water
injection system and also the supporting utilities and infrastructural facilities need to
be developed for the oilfield. The oil production is estimated to reach 40,000 BOPD.
For some applications, the sour oil to be conveyed may be very corrosive, containing
high values of H2S and/or CO2.The requirements shall be following this specification.
1.2 Weather and Geological Data
The Field is located in the dry and hot tropical desert climate zone. In summer (from
May to September), the temperature ranges from 38°C to 50°C. Winters are cool (from
October to April) with the temperature ranging from 2.1°C to 11°C. Winter is the main
rainy season with the average rainfall of about 100mm. Local meteorological data are
shown in the table below:

1.4 Scope of Document


This Specification provides technical specifications and general requirements for the
materials, manufacture, testing, inspection, supply and shipment of fittings to be used
in the Provision of Pipeline Corridor from FPF to CPF.
This specification covers carbon steel fittings used for sour and non-sour service.

1.5 Definitions
CLIENT : China ZhenHuaOil Co., LTD
COMPANY : NORINCO International.
CONTRACTOR : The firm/corporation with whom the COMPANY has
entered into an agreement for the WORK, which can
be a VENDOR or a BIDDER (as the case may be)
SUB-CONTRACTOR : The firm/corporation to which the CONTRACTOR may
in turn Sub-Contract part of the WORK subject to prior
approval of the COMPANY.
WORK : All temporary and permanent work described in
CONTRACT and specifications.
VENDOR/BIDDER : The organisation awarded a Purchase Order/Contract
for supply of materials, equipment or service required
for the WORK.
MANUFACTURER : The organisation responsible for the manufacture of
the equipment (not necessarily the VENDOR/BIDDER).
WILL : Used in conjunction with an action
SHALL : Mandatory requirement
1.6 Language and Units of Measurement
All documentation exchanged on this Project shall be in the English language. Units of
measurement shall in general follow SI practise.

2.0 CODES, STANDARDS AND REGULATIONS


2.1 General
The fitting shall be manufactured, inspected and tested in accordance with the
requirements of this Specification, the referenced project documents and other
documents referenced herein. The latest revisions available at the date of issue of the
enquiry shall apply.
The Codes, Standards and Regulations which follow are the industry codes and
standards normally referenced for fittings used for sour service and non-sour service.
All fittings shall conform to all relevant national regulations, local codes and standards
listed below.
The VENDOR/BIDDER shall obtain his own copies of the Codes, Standards and
Regulations referenced herein. Failure to do so does not relieve the VENDOR/BIDDER
of his obligation to offer materials in accordance with the Requisition and its
attachments.
Where “in-house” standards have either been developed or are based on recognized
National, International or industry standards these may be offered as an alternative,
provided adequate detail is contained within the VENDOR/BIDDER 's bid.

3.0 FUNCTIONAL REQUIREMENTS


3.1 Manufacturing Process
General
The required fittings include elbows, tees, crosses, couplings, unions, plugs, caps,
outlets (weldolet and threadolet) and reducers.
All fittings listed under this specification shall be in Accordance with piping and valve
material specification EBS1-FPFA00-SAPI-SPMT-1021 requirements.
The original fitting materials shall be compatible with the BNS seamless pipe
specification EBS1-FPFA00-SAPI-SPMT-1025 and BN seamless pipe specification EBS1-
FPFA00-SAPI-SPMT-1026 requirement. The supporting reports such as chemical analysis
reports shall be supplied.
All fittings which used for sour service shall meet requirements of NACE MR0175/ISO
15156.
Fittings such as elbows, tees, crosses, reducers and caps shall be wrought fitting. The
term wrought denotes fittings made of pipe, or tubing.
Buttwelding Elbows, tees, crosses, caps and reducers shall meet requirements of ASME
B16.9.
Socket-Welding and Threaded fittings shall meet requirements of ASME B16.11.
Unions shall meet requirements of MSS SP83.
The outlet shall meet requirements of MSS SP-97.
All fittings shall be Stress Relieved heat treatment. After Stress Relieving, the Macro
hardness shall not exceed 22 HRC or equivalent, and the Micro hardness shall not
exceed 248 HV10.
The fitting wall thickness shall match pipes that have been defined in EBS1-FPFA00-
SAPI-SPMT-1021.
The chemical composition of fittings shall meet requirements of all relevant standards
and pipe specifications of this project.
Traceability and Tally List
The VENDOR/BIDDER shall establish and maintain a system of traceability which
complies with ISO 9001. The system shall be such that each fitting is allocated a
unique number, and this number shall be maintained such that at any point the
individual fitting can be traced back to its original heat number. VENDOR/BIDDER shall
demonstrate the ability to maintain such numbers throughout production.

The final tally list, which shall accompany the materials, shall give each fittings its
unique number and the relevant heat number, weight and wall thickness to provide a
system of traceability.
A digital version of the Tally List shall be issued in a format to be agreed by COMPANY.

4.0 INSPECTION AND TEST


4.1 General
The VENDOR/BIDDER shall perform all required inspection and tests as specified and in
accordance with the relevant Codes and Standard.
The VENDOR/BIDDER shall maintain continuous supervision of its inspection procedures
and shall allow adequate time on its schedule for final approval of manufacturing and
inspection procedures and qualification of manufacturing procedure.
The COMPANY shall at its discretion be permitted to witness all chemical testing,
mechanical testing, equipment calibration, steel making and fitting making and to
inspect all fittings. Sufficient notice (at least 14 days) shall be given of the time at
which steel production, fitting manufacturing procedure qualification and production
will start. No production shall commence until the MPS is approved by COMPANY.
4.2 Inspection and Test Plan (ITP)
The VENDOR/BIDDER shall submit for COMPANY’s approval an Inspection and Test Plan
(ITP), which will form the plan for Inspection and Testing for the scope of supply.
4.3 Non-Destructive Examination of fittings

All NDE shall be performed in accordance with relevant code and standard of fittings.
Both surface and volumetric techniques shall be used to examine for:

• Dimension and Thickness testing;

• Surface examination

• Longitudinal imperfections in fittings body for welded fittings;

• Longitudinal surface imperfections for welded fittings;


The liquid penetration shall meet all requirements of ASTM E165 and the crack is not
permitted.
In all cases where grinding repairs are made as a result of imperfections disclosed by
non-destructive testing, the repaired area shall be given an additional non-destructive
test after the grinding operation.
All personnel performing NDE and interpretation of results shall be qualified to ISO
9712 or ISO 11484 or equivalent.
All fittings shall be capable of with-standing, without leakage or impairment of
serviceability, a hydrostatic test pressure required by the applicable piping code for

seamless pipe of material equivalent to the fitting material, and of the size and wall
thickness the fitting marking identifies.
In the event of any failure to meet the requirements of relevant code and standard as
amended by this Specification, the reason for failure shall be investigated by
VENDOR/BIDDER.
All fittings to which the failed test relates shall remain rejected and segregated until
COMPANY accepts the results of such investigation as satisfactory.
The NDE procedure(s) shall be qualified prior to commencement of production.
4.4 Mechanical Properties and Tests
Testing shall be carried out after all manufacturing process. Mechanical properties
required, and the tests to assess them, shall comply with the requirements of relevant
code and standard with the additions/changes given in the following sections.
Intergranular Corrosion Test
The intergranular corrosion test shall be taken on pipes according to ASTM A923
method C. The report shall be issued.
Hydrogen Induced Cracking Test (HIC only for sour service)
HIC test shall be performed and reported in accordance with NACE TM0284-2016 and
the requirements for sour service as detailed in clause H 7.3.1 of API 5L/ISO 3183.The
test for evaluation of resistance to hydrogen-induced cracking shall meet the following
acceptance criteria, with each ratio being the maximum permissible average for three
sections per test specimen when tested in Solution (Environment) A as per ISO 15156-
2:2015, Annex B B.5 &Table B.3:

a) crack sensitivity ratio (CSR) ≤ 2 %;


b) crack length ratio (CLR) ≤ 15 %;
c) crack thickness ratio (CTR) ≤ 5 %.
The test shall be performed with the frequency of one test for each of the first three
heats applied; thereafter, one test for each test unit of not more than ten heats of
steel.
Sulphide Stress Corrosion Cracking Test (SSC only for sour service)
Sulphide stress cracking test shall be performed in accordance with NACE TM-0177-
2016 and the requirements for sour service as detailed in clause H 7.3.2 of API 5L/ISO
3183. For each heat, VENDOR/BIDDER shall demonstrate that the product meets or
exceeds the minimum SSC accepted threshold using one of the NACE TM0177-2016 test
methods.

This test is only for carbon steel fittings.


Fracture Toughness -Charpy V-Notch Test
For all fittings, with frequency of once per test unit of pipe with the same cold-
expansion ratio, Charpy V-Notch tests shall be performed at the temperature defined
in the piping and valve material specification EBS1-FPFA00-SAPI-SPMT-1001.
Hardness Test
Hardness tests shall be performed on each of fittings.
4.5 Design Proof Test
All fittings shall be qualified by design proof test according to ASME B16.9.
4.6 Defect Repair
Defect repair is not permitted.
4.7 Dimensional Tolerances
Dimensions and weights of fittings as well as extent of testing shall comply with ASME
B16.9, ASME B16.11, MSS SP-75, MSS SP-43, MSS SP-83 and relevant Codes and Standard
of fittings.

5.0 SURFACE AND MARKING


5.1 Surface
All internal and external fitting surfaces shall be free from scale or any other defects.
Scale is defined as material that cannot be normally removed by a blasting operation.
5.2 Marking
Marking shall comply with the requirements of ASME B16.9, ASME B16.11, MSS SP-75,
MSS SP-43, MSS SP-83, relevant Codes and Standard of fittings and any instructions
included herein, and shall be applied to the outside surface of the fitting. All markings
shall be in English.
The following data shall be paint stencilled clearly on the outside surface of one end
of each fitting and Die stamping shall not be used.

• manufacturer’s name or trademark

• material identification, either the ASTM or ASME grade designation

• schedule number1 or nominal wall thickness in mm

• size — the nominal pipe size (NPS) identification number related to the end
connections shall be used

• compliance — see para. 4.4 for standard and special fitting marking
Any requirements for additional marking or for special locations or methods of marking
are subject to agreement by COMPANY.

6.0 PREPARATION FOR STORAGE, HANDLING AND TRANSPORTATION


6.1 General
The VENDOR/BIDDER shall perform all COMPANY’s requirements for handling, stacking
during storage and securing fittings for shipment, in accordance with requirements in
Standard for Packing and Packages for equipment preservation and preparation for
shipment, and shall comply with requirements as specified in material /technical
Requisition.
No fittings shall be prepared for transport or transported from the mill storage yard
without prior approval in writing from the COMPANY’S representative.
No welding of temporary attachments for handling, stacking or securing shall be
permitted.
All handling, loading and unloading shall be performed in such a manner as to avoid
mechanical damage and corrosion.
All handling shall be performed with nylon slings, or padded hooks approved by the
CONTRACTOR.
The solid wood box qualified ocean shipping shall be supplied for packing the fittings.
The waterproof requirements for boxes shall be considered. The packing list of each
box shall be put in the box. The scan copy of sub-packing lists and general packing list
shall be submitted to CONTRCATOR prior delivery.
6.2 Bevel Protectors and Protective End Caps
Bevel protectors and protective end caps of a type suitable for a minimum of 12
months preservation and approved by the CONTRACTOR shall be supplied and installed
by the VENDOR/BIDDER before stockpiling of the fitting takes place.
6.3 Transport
Rail cars, trucks, lighters, ships or other conveyance shall be cleaned of debris or any
substance that might damage the fitting prior to loading.
Suitable timber and other dunnage shall be used to protect the fitting against damage
in transit.
No on-deck overseas shipment is allowed without prior written approval by the
CONTRACTOR.
6.4 Protection
Finished fitting to be stored for a significant period of time at the mill or marshalling
yard shall be stored in a manner to prevent corrosion. The preservation shall be

suitable for 12 months after delivery.

7.0 TEST CERTIFICATES AND RECORDS


All certificates and records of tests indicated herein shall be fully identified with the
specific materials they represent. Records shall be available for examination at the
time and place of inspection, whether at the point of manufacture or other locations.
The VENDOR/BIDDER shall keep the following certificates and records for three (3)
years after fitting have been shipped:

• Design proof test report;

• Certificates of Compliance of required non-destructive testing;

• Ultrasonic Testing and Magnetic Particle Examination records for review at the
discretion of the COMPANY;

• Charts or other records of required and other tests. Test logs shall include test
data, a description of the item tested, a traceable identifying number and the
signature of the COMPANY’s inspector witnessing the test.

8.0 DOCUMENTATION
All documentation shall be compiled into a VENDOR/BIDDER’S record Book. The
VENDOR/BIDDER shall submit all documentation produced during the WORK as required
by this Specification, including but not limited to the following:

• Index;

• Quality Control Procedures and Quality Plan;

• Ladle Analysis (each heat);

• Product Check Analysis (each heat);

• Manufacturing Procedure Specification;

• Results of Manufacturing Procedure Qualification;

• NDE Calibration Records;

• Heat Treatment Details, if any;

• Certified Examination Reports;

• Inspection Certificates;

• Certified Mechanical Test Reports

• Mill Certificates;

• Special Tests Results required by this Specification;

• Storage Procedures;

• Release Certificates;

• Non-destructive examination Procedures and Reports;

• Dimensional Report;

• Testing equipment Calibration Certificates/Reports;

• Inspection/Operator Certificates;

• List of Rejected Fittings (and the reason for rejection);

• Tally List;

• Release Notes;

• Qualification tests including HIC and SSC tests.

• Chemical heat analysis of fitting steel for each heat giving percentages of
Carbon, Manganese, Phosphorus, Sulphur, Silicon, Magnesium, Nickel,
Chromium, Molybdenum, Copper, Vanadium, Titanium and the Carbon
Equivalent (both by CEIIW and Pcm formulas);

• Mechanical properties of each heat of steel giving Yield strength, Tensile


strength and Elongation;

• Mill hydrostatic test report.


All certificates shall be in the English language, use metric units of measure and shall
be signed by both the VENDOR/BIDDER and the COMPANY.
The VENDOR/BIDDER shall supply the COMPANY all the mentioned reports and
certificates prior to shipment. Delivery of fitting which has unsatisfactory reports and
certificates will not be accepted.
