Disaster Response is the provision of
emergency services and public assistance
during or immediately after a disaster in order
to save lives, reduce health impacts, ensure
public safety and meet the basic subsistence
needs of the people affected.

RAPID DAMAGE
ASSESSMENT AND NEEDS
ANALYSIS
What is RDANA?

• Is a disaster response tool that is conducted


immediately in the early and critical state of
a disaster as soon as the conditions allow
disaster survey teams to operate;
• Aims to determine relief and immediate
response requirements.
Why conduct RDANA?

• RDANA relays the “situation on the ground”


to the local government;
• RDANA determines the type and extent of
damage brought about by a disaster, its
secondary threats, the critical needs of the
affected population, and local response
capacity.
When to Conduct RDANA?

The RDANA Team should be deployed in


disaster stricken areas as soon as possible
following the onset of an emergency.

How to Conduct RDANA?

The RDANA Team provides a “snapshot” of the


immediate disaster situation by concentrating
on the following:
• Scale and severity of the disaster;
• The most affected areas;
• The impacts on the most vulnerable
populations; and
• The immediate needs arising from the
disaster

What is ICS?

ICS is a standard, on-scene, all-hazard incident


management concept that can be used by all
DRRMCs member agencies and response groups
What is ICS?

ICS allows its users to adopt an integrated


organizational structure to match the
complexities and demands of single or multiple
incident without being hindered by agency or
jurisdictional boundaries.
Purpose of ICS

The purpose of ICS is to help to ensure:


• The safety of responders and others.
• The achievement of tactical objectives.
• The efficient use of resources.

• Natural hazards: typhoons, floods, tornadoes,


earthquakes, volcanic eruption, tsunami
• Human and animal disease outbreaks
• Hazardous materials incidents
• Planned events (fiestas, concerts, conferences,
etc)

ANALYSIS
Psychosocial Analysis

Psychosocial Analysis refers to an interrelation


between psychological and social factors,
between the mind and society. A psychosocial
approach, therefore, tends to respond to
people’s interconnected social and psychological
needs, addressing them in an integrated
manner.
