General Functions

• Restore and improve facilities, livelihood and living


conditions and organizational capacities of affected
communities

• Reduce disaster risks in accordance with the “building


back better” principle
Functions

• Evaluate and prioritize rehabilitation and


recovery efforts based on the result of
validated damage assessment report;

• In case of major disasters that affects two or


more provinces/cities, will spearhead the
formulation of Rehabilitation and Recovery
Plan;

• Coordinate with other committees in the


preparation of the Plan;
Functions
• Endorse the Plan to concerned
agencies/institutions and follow through its
ultimate implementation;

• Initiate the conduct of trainings/seminars to


build the capacities and skills of committee
members and partner stakeholders;

• Regularly submit reports and updates to


RDRRMC.

For Region VI, Support Cluster will no longer be activated.


The Rehabilitation and Recovery Committee will assume the functions
of the Support Cluster.
Responsibilities of Cluster Heads

Monitor the implementation and


accomplishments of the Cluster programs,
projects and activities (PPAs) within the context of
recovery and rehabilitation

Gather and consolidate accomplishments from


Cluster members

Report quarter and annual Cluster


accomplishments to RDRRMC-Rehabilitation and
Recovery Committee
Expected Roles and Functions of the LGUs

 Formulate and implement a Rehabilitation and


Recovery Plan, with corresponding budget, to be
integrated in the Local DRRMP in accordance with
the national and regional framework and policies;

 Organize rehabilitation and recovery team and equip


them with skills and training;

 Formulate a communication protocol at the local level


to serve as a guide among members to ensure the
smooth flow of communications when coordinating
and verifying information needed in rehab and
recovery planning.
Expected Roles and Functions of the LGUs

 Secure assessment report of damages on public and


private infrastructure, agriculture, industrial, tourism,
manufacturing and other economic ventures and
facilities;

 Develop, strengthen and operationalize mechanisms


for partnerships or networking with the private sector,
CSOs and volunteer groups;

 Respond to and manage the adverse effects of


emergencies and carry out recovery activities in the
affected areas;

 Ensure that affected communities/areas are restored to


their normal level of functioning
- rebuilding livelihood

- construction damaged infrastructures in accordance


with the “building back better” principle
- increasing communities’ organizational capacity

 Monitor the implementation of rehabilitation and recovery


activities

 Prepare and submit reports to the RDRRMC as requested


following the agreed communications protocol

 Prepare a directory of all private sectors, CSOs and


volunteers to be tapped along rehabilitation and recovery
aspects
