interpretation of contractual and planning requirements and development of

standards and regulations and human resource principles and practices is required.

Part 1: Practical Tasks
Background
To support the role of the builder in being able to produce construction industry documentation, you
will have access to a professional intranet that provides a simulated building company, RB Holdings.
RB Holdings functions as a workplace environment where project-based assessments can be
undertaken using industry standard documentation, plans, activities, responsibilities and procedures.
The RB Holdings business structure allows simulation of work environments such as, but not limited
to, design offices, site offices and construction sites. RB Holdings provides you with relevant
documentation that is to industry standard that allows you to experience a professional simulation of
a construction office environment. RB Holdings is a fictitious organisation that has been created
purely for educational purposes. RB Holdings materials are accessed via a secure website that is

Scenario
You will be demonstrating your capabilities to successfully supervise the planning and organisation of
a medium rise construction projects by the effective interpretation of contractual and planning
requirements. In order to comply with contractual obligations, you will develop strategies and
processes for using human and physical resources effectively.

In the first instance, you will be required to appraise a range of approval and contract documents and
compile a report in order to advise delegated staff and management of any issues, and to inform
further planning and the operations of the project.

In a future collaborative workshop (Cluster Assessment), you will also delegate and supervise a range
of tasks required to initiate the project and ensure the forecasted construction processes are
adjusted, considering the impact of other current projects on the resource supply and forecasted
time line of this new project.

Task 1 – Appraise and report on contract documentation and operational preparations

You are required to produce a report titled ‘Project Supervision Procedures’ for a selected project.
The following Tasks provide details of the contents of the report and are to be written in a
professional manner as would be expected by managers of a medium to large construction company.

The report is to be written in such a way as to provide instructional detail for other staff who will be
delegated to undertake the Tasks. Task 1 is to be headed as Section 1 – ‘Contract Appraisal’. The
report is to provide a portfolio of attachments that are referenced in the report.

Task 1.1
Using a new or current project from your workplace, obtain copies of the local authority approval
documents such as Notices of Determination of the development, Construction Certificates and
other documentation that provides the general and specific conditions relating to the construction.

Information that informs the project planning and operational requirements should also be sourced;
such as the provision of services, demolition and waste management, environmental, imposed traffic
restrictions and site security.

The project must be one of the following medium rise classifications:

 Class 1 and 10 construction

 Class 2 to 9 to a maximum of 3 storeys (not including Type A construction).

Note: To meet the assessment criteria it is preferable to select a project prior to construction,
however where this is not possible at the time of the assessment a current established project may be
used as the basis for the assessment Tasks.

Task 1.2
Obtain a copy of the selected contract and associated schedules for the project and carry out a
review to address the following points:

a) Determine any unusual aspects of the construction that is written into the contract, this may
include specific site restrictions, unusual or excessive financial implications or penalties,
client privileges or responsibilities that could affect scheduling and completion outcomes.

Where there are no unusual conditions in the selected contract, the student is to provide
information relating to potential issues that can typically be found in medium rise
construction contract arrangements, based on their experiences and/or learning.

b) Identify and provide a summary of the materials referenced in the contract and the reason
for their inclusion and if any specialist certifications or advice is required. Where references
do not exist, a statement to that effect is to be included in the report.

Task 1.3
Obtain copies of plans, drawings and specifications related to the project and identify potential issues
arising from the designs that may impact on the project operations and outcomes. The details of this
task are to be included in the report with an appropriate section heading.

You are required to approach this task on a ‘worst case scenario’ basis to ensure project and
construction managers have all the possible risks to assess, accept and control, or reject as they see
fit to do.

Note: You may wish to call on previous work undertaken such as analysis of project risk, structural
requirements and demolition processes to support their findings.

Task 1.4
After reviewing the contract documents, you are to report on the essential requirements when
recruiting suitable subcontractors for the selected project. These requirements are to include
methods of determining a contractor’s availability and suitability to complete the required works
successfully.

The report is to identify at least six trade contractors with specific detail on what assets and
capabilities they should possess, such as licenses, qualifications and experience, to meet the project’s
required quality, safety and time line objectives.

A suitable sub contract document/s is to be sourced and attached as a reference for management to
approve for future subcontractor engagement.

Task 1.5
a) Select five significant materials which are to be used in the selected project, and report on
the factors that may affect their availability or lead times. Consideration of potentially
damaging circumstances to the project objectives should be the main focus, such as non-
compliance to the Codes and Standards, importation delays and excessive unplanned costs
are some examples to be discussed.

b) You are to provide details of their organisation’s material purchasing arrangements and
summarise any policies and processes that are used, including authorisations of purchase
and payments.

Where an organisation has no structured arrangements, the student is to outline an


appropriate process that would be suitable for a medium to large construction company.

Task 1.6
a) Considering the selected project’s location, provide a detailed report on factors affecting
access to the site. The report will include descriptions of the internal and surrounding road
infrastructure affecting vehicle movement and access, environmental controls that may or
have been required to reduce contamination by vehicles leaving the site.

The report is to include diagrams and photos of the site and surrounds, providing pictorial
details of the controls and methods used to reduce impacts affecting labour and material
resourcing.

b) Given the site size and contouring, provide a site plan detailing the following requirements:

 Site accommodation and amenities

 Waste management allocation

 Material storage

 Plant and equipment allocations such as crane, concrete pump and trucks

List the details of the statutory authorities that have been, or will need to be involved with the
selected project. Outline the methods of communication that will be established to ensure the
required obligations are met.

other details such as the name and section/department of the organisation or authority should be

Task 2 – Strategies to implement construction operations

You will continue to provide supervisory strategies to inform their workplace staff and management
of procedures for implementing project start up and operational requirements.

The following Tasks are to be included in a Section 2 – ‘Implement construction operations of the
‘Project Supervision Procedures’ report including any attachments related to the Tasks.

Task 2.1
Provide details and procedures for site supervisors to control and record materials entering and
leaving the site during construction operations. Resources may include but not limited to
construction materials, plant and equipment, pre-fabricated items and casual contract labour.

Task 2.2
Outline a process that is to be used for the recording and payment of hired plant and equipment. The
process is to detail how payment authorisations are managed. Provide or develop an organisational
document that tracks hired plant and equipment from delivery, its use on site (including any
maintenance or breakdowns), and return.

Task 2.3
Provide details and procedures for site supervisors relating to Work Health and Safety (WHS),
rehabilitation and hazard/risk management establishment and maintenance. The procedures are to
include links to the legislation and organisational documents to register injuries, and to record a
return to work plan for employees.

Task 2.4
Provide details and procedures for project managers and site supervisors relating to the removal of
any existing services or hazardous materials to meet regulatory requirements. The procedures are to
include the following details:

a) The names and links to all relevant legislative regulations including Codes of Practice
b) Copies of completed mandatory notifications (include as report attachments)
c) Details of current practices in waste removal and disposal.

Task 3 – Strategies to implement construction operations

You are now required to supervise the setup and coordination of project resources for multiple
projects. The projects will be using many of the same labour and material resources and the
sequencing of the construction operations will determine the success of all the projects under
construction. It is your role as a construction manager (or your assistant), to ensure site staff are fully
informed, appropriately directed and supported when resources are being utilised over a number of
projects.

Task 3.1
Access the construction schedule for the Strathfield Apartments project that was developed in
CPCCBC5002A - Monitor costing systems on medium rise building and construction projects, Skills
Assessment 1 Task 2.1.

Assume there is a second similar project called ‘Eastlands’ for the same client,proposed to start
approximately two months from the start date of the Strathfield Apartments Project. Create a
second baseline (gantt and/or timeline) into the scheduling software to forecast the consecutive
construction operations of ‘Eastlands’. Include predecessors for the project.

Note: The two schedules must be entered into scheduling software capable of combining two
consecutive projects.

Task 3.2
a) Create or use an existing a common resource schedule for labour and materials, to reflect
the elements of construction for the two projects. Material resources need only be high level
for this Task (e g: reinforcement to a concrete slab may be assigned and ‘reinforcement steel’
without reference to subparts such as bar chairs; stirrups etc

Labour resources are assumed to be known as ‘preferred’ contractors, and may not
necessarily be engaged to carry out the work, and can be real or fictitious.

The schedules must include the following data as a minimum requirement:


 Identify as a trade contractor, professional, employee or supplier and their contact
details, if applicable.
 Type of resource (work, material).
 Group Identifier
(e.g. supervision, direct labour, subcontract, plant/equipment, material etc.).

 Insert unit of measure and/or labour rate (costs and dollar rates are not required)
 Additional information that defines the resource relevant to the task.

b) Duplicate the common resources pool into both the Strathfield Apartments and Eastland
projects. Ensure each construction schedule (Gantt) is able to assign the resources to each
individual project’s construction activity.
c) For each of the two projects, assign the correct labour, material and plant resource as
appropriate for each of the construction tasks. Ensure the Gantt chart displays the resource
being used for the particular construction element and/or task.

Note: The following Tasks will analyse the resource allocations to manage clashes, it is not necessary
at this stage of the assessment to ensure resources are being used on only one project at any given
time.

Task 3.3
For each of the project schedules ensure a critical path has been established, and then reviewed for
accuracy.
Using the scheduling software’s functions wherever possible, apply management techniques to both
project schedules to ensure construction elements and activities are achieved efficiently without
clashes and disruption to the baseline project end date.
Evidence of management techniques should include but not limited to:
a) Adjustment of critical events and milestones
b) Alternative labour and material resourcing
c) Applying extra resources to shorten activity duration
d) Extend activity duration outside the critical path
e) Provide network diagrams for forward and backward pass analysis
f) Amending/updating labour and material resource schedules by the inclusion or
deletion of data to adequately manage the projects’ timelines. The data may include:
o Labour, materials, plant and equipment supply and availability data
o Alternative supplier details including relevant terms and trading conditions
o Subcontractor correspondence regarding availability
o Casual hire arrangements

Using the ‘Project Supervision Procedures’ report document, provide a summary of the processes,
techniques and amendments that were made to align the two projects to ensure they will run
efficiently without disruption to contract completion dates.

Task 3.4
Using the ‘Project Supervision Procedures’ report document, provide instructional information that
can be directly or indirectly communicated to site supervisors, subcontractors and suppliers, detailing
strategies for avoiding and overcoming project delays, considering the impacts and implications
when resourcing multiple projects.

Task 3.5
Assume the Strathfield Apartments project has just started and the excavation and bulk earth works
has been completed to the basements. Rain has been forecasted for the following week where the
piers and trenching is scheduled to commence.

Draft an email to the project management team outlining the implications to the project, suggested
controls to mitigate the effects of project delays, and an analysis of how extra labour and material
resourcing will provide an overall cost benefits to the project. Include references to awards to
provide financial detail where overtime is to be considered.

Place the email draft into the ‘Project Supervision Procedures’ report document.

Task 3 - Student Checklist

Part 2: Role Play
You are required to conduct two meetings (role play) with a third party who will play the role of an
industry professional and an employee. The industry professional will be another student or work
colleague. You are to play the part of a RB Holdings Construction Manager who has instructions from

Each meeting will be digitally recorded by yourself showing all parties involved in conversation. Allow
15-20 minutes to prepare for the meeting. The recording should take no longer than 10 minutes.
The presentation will need to demonstrate effective communication skills that are clear and direct,

applicable to the audience, discuss, and delegate planning requirements.

help the student if you ask questions to confirm the task details and how to carry out the
