I send herewith the estimate for the work of “STREGTHENING IN
KM 90/0-96/0 AND INCLUDING PERMANENT REMEDIAL MEASURES FOR
BLACK SPOTS AT KM 91/2 (SALAIKALIYAMMAN KOVIL JUNCTION-TN -02-651),
KM91/10(BOJAN PARK JUCTION-TN-02-652), KM92/4(KATTABOMMAN STATUE-
TN-02-720) AND KM 95/4(C.P.A COLLEGE TN-02-722) OF NH 49 EXTN. (NEW NH
NO.85)” amounting to Rs.809.24 Lakhs for Ministry’s approval.
The Stretch from Km 90/0-96/0 has been included in the approved list
of works under the Annual Plan 2021-22 for an amount of Rs.6.00 Crore under
strengthening vide Lr. No.CE- RO/Chennai/MoRTH/12014/02/2021-22/AP
dt.07.05.2021 by the Ministry. But, the above stretch having 4 no of black
spots at km 91/2, km 91/920, km 92/370 and km 95/350 and it was also
included under Road Safety Annual Plan 2021– 2022 for an amount of Rs.9.50
Crore. In order to obtain continuous uniformity of the stretch and also the
maintenance of the road and to engage the single contractor for completion of
the same, the above said rectification measures for 4 black spots also included
in this estimate.
Madurai – Cochin Road (NH 49 Extension) is an important road which
connects Madurai of Tamil Nadu State and Cochin of Kerala State through
important commercial towns such as Usilampatti, Aundipatti, Theni,
Bodinayakknaur and also this road leads to important tourism centers such as
Vaigai Dam, Munnar, Thekkady, etc.,
Location and Classification:
The name of this road is Madurai –cochin road NH 49 Extn.(New NH 85)
and the Black spots at various location has been tabulated with details.

The black spot at Km 91/2 (Salaikaliyamman Junction-TN-02-651) , Km


91/10 (Bojan park junction TN-02-652)), Km 92/4 (Kattabomman Statue TN-
02-720) and Km 95/4 (CPA college TN-02-722) are located in BodinayakanurTaluk.
This stretch of the road is being maintained by Theni (NH) Sub Division of Madurai (NH)
Division.

from km 91/400-92/400 & 93/0-93/069 for BC-40mm only.

95/531 exists on the Plain Terrain. The vehicles

CPA college it is proposed widen to four lane on both

Standards and Specifications.
Necessity of Work:
The identified black spots tabulated in the above are located in the
stretch of NH 49Extn between Madurai to Cochin. Lot of accidents (mostly the
head on collisions) have been taking place at this stretch due to overtaking of
vehicles on junctions. This causing loss of lot of human life. Therefore the
rectification of this Black Spot points as per standards is absolutely necessary
to save the human life in the stretch at Km 91/2 (Salaikaliyamman Junction) ,
Km 91/10 (Bojan park junction), Km 92/4 (Kattabomman Statue) and Km
95/4 (CPA college)

1 Existing Road Details at Km 90/900-91/400 Salaikaliyamman kovil :

 The stretch of km 90/900-91/400 of NH 49 Extn.(New NH No.85)


is located at Bodinayakanur village of TheniDistrict.
 The Stretches from km 90/900-91/400 is of undivided Two laning
carriage way with 7.5m-10.00m.
 ROW available in the entire stretch from km 90/900-91/400 varies
from 20m to 23m.
 The entire road passes through 100% plain terrain. Both
Horizontal and vertical geometry of this road in plain terrain.
 At this location, a cross junction exists.
 In the stretch new jersy type centre median is proposed for a
length of 245m.

 The retaining wall is proposed for a length of 80m(RHS).

 The stretch of km 91/700-92/015 of NH 49 Extn.(New NH No.85)


is located at Bodinayakanur village of TheniDistrict.
 The Stretches from km 91/700-92/015 is of undivided Two laning
carriage way with 7.00-7.50m
 ROW available in the entire stretch from km 91/700-92/015
varies from 10.00-12.00m.
 The entire road passes through 100% plain terrain. Both
Horizontal and vertical geometry of this road in plain terrain.
 At this location, a cross junction exists.

 The retaining wall is proposed at high embankment portion for a


length of 100m(RHS).

 The stretch of km 92/100-92/400 of NH 49 Extn.(New NH No.85)


is located at Bodinayakanur village of TheniDistrict.
 The Stretches from km 92/100-92/400 is of undivided Two laning
carriage way with 7.5-10.0m
 ROW available in the entire stretch from km 92/100-92/400
varies from 10-15m.
 The entire road passes through 100% plain terrain. Both
Horizontal and vertical geometry of this road in plain terrain.
 At this location, a cross junction exists. The junction is already
improved. It is proposed to improve the cross junction with road
safety measures.

4 Existing Road Details at Km 95/0-95/531 CPA college:

 The stretch of km 95/0-95/531 of NH 49 Extn.(New NH No.85) is


located at Annaikarapatty village of TheniDistrict.
 The Stretches from km 95/0-95/531 is of undivided Two laning
carriage way with 10m.
 ROW available in the entire stretch from km 95/0-95/531 varies
from 20-23m.
 The entire road passes through 100% plain terrain. Both
Horizontal and vertical geometry of this road in plain terrain.
 At this location, T- junction is proposed for improvement.

 The single row pipe culvert is located at Km 95/4 is proposed for


widening.
 In the stretch new jersy type centre median is proposed for length
of 301m.

c) Design for Widening Portions.


The flexible pavement is designed as three layer system as per IRC37-
2012. The bituminous layer is assumed to have 40 mm thick BC and 105 mm
thick DBM with VG40 bitumen. The granular layer is assumed to have 250 mm
thick WMM and 200 mm thick GSB. The assumed section is checked for the
limiting horizontal tensile at the bottom of the bituminous layer and vertical
compressive strain at the top of the sub grade.

NH Circle with Bitumen and emulsion rates as on 16.06.2021 and as per
Common Data is adopted in this estimate and the estimate in finalized for an
amount of Rs.809.24 Lakhs.
The Ministry has instructed to include the utility charges in the estimate
based on sub estimate from the concerned utility agency. But in the need of
rectifying the black spots immediately LS provisions for utility shifting is
proposed in the estimate since getting estimate from concerned utility agency
will take longer time and hence rectification of black spots will be delayed. In
this context it is requested to permit for including utility charges as LS
provision in the estimates especially for estimates for rectification of black
spots. It is assured that the approval of RO for the estimate from the concerned
utility agency will be obtained in the period tendering process and issuance of
LOA and entrust the same to the contractor to the original work.
Target completion time of this work is 12 months.
Rates:

The original estimate has been prepared with the common data for the
year 2020-21 pertaining to Madurai NH Circle with bitumen rate of 16.06.2021
and the estimate is finalized for an amount of Rs.809.24 Lakhs.
I request that technical, administrative and financial sanction of the
Ministry for the above work amounting to Rs.809.24Lakhs may please be
accorded and orders communicated early.

In this regard the following note is put up below.
The Stretch from Km 90/0-96/0 has been included in the
approved list of works under the Annual Plan 2021-22 for an amount of
Rs.6.00 Crore under strengthening vide Lr. No.CE-
RO/Chennai/MoRTH/12014/02/2021-22/AP dt.07.05.2021 by the Ministry.
But, the above stretch having 4 no of black spots at km 91/2, km 91/920, km
92/370 and km 95/350 and it was also included under Road Safety Annual
Plan 2021– 2022 for an amount of Rs.9.50 Crore. In order to obtain continuous
uniformity of the stretch and also the maintenance of the road and to engage
the single contractor for completion of the same, the above said rectification
measures for 4 black spots also included in this estimate.
Madurai – Cochin Road (NH 49 Extension) is an important road which
connects Madurai of Tamil Nadu State and Cochin of Kerala State through
important commercial towns such as Usilampatti, Aundipatti, Theni,
Bodinayakknaur and also this road leads to important tourism centers such as
Vaigai Dam, Munnar, Thekkady, etc.,
Location and Classification:
The name of this road is Madurai –cochin road NH 49 Extn.(New NH 85)
and the Black spots at various location has been tabulated with details.

The black spot in at Km 91/2 (Salaikaliyamman Junction-TN-02-651) ,


Km 91/10 (Bojan park junction TN-02-652)), Km 92/4 (Kattabomman Statue
TN-02-720) and Km 95/4 (CPA college TN-02-722) are located in
BodinayakanurTaluk. This stretch of the road is being maintained by Theni (NH) Sub Division
of Madurai (NH) Division.

rectification of this Black Spot points as per standards is absolutely necessary
to save the human life in the stretch at Km 91/2 (Salaikaliyamman Junction) ,

The flexible pavement is designed as three layer system as per IRC37-
2012. The bituminous layer is assumed to have 40 mm thick BC and 105 mm

thick WMM and 200 mm thick GSB. The assumed section is checked for the
limiting horizontal tensile at the bottom of the bituminous layer and vertical
compressive strain at the top of the sub grade.

Rates:

Approved common data for the year 2020-2021 pertaining to Madurai


NH Circle with Bitumen and emulsion rates as on 16.06.2021 and as per
Common Data is adopted in this estimate and the estimate in finalized for an
amount of Rs Lakhs.
The Ministry has instructed to include the utility charges in the estimate
based on sub estimate from the concerned utility agency. But in the need of
rectifying the black spots immediately LS provisions for utility shifting is
proposed in the estimate since getting estimate from concerned utility agency
will take longer time and hence rectification of black spots will be delayed. In
this context it is requested to permit for including utility charges as LS
provision in the estimates especially for estimates for rectification of black
spots. It is assured that the approval of RO for the estimate from the concerned
utility agency will be obtained in the period tendering process and issuance of
LOA and entrust the same to the contractor to the original work.
Target completion time of this work is 12 months.
Rates:

The original estimate has been prepared with the common data for the
year 2020-21 pertaining to Madurai NH Circle with bitumen rate of 16.06.2021
and the estimate is finalized for an amount of Rs. Lakhs.
Requesting orders whether that technical, administrative and financial
sanction of the Ministry for the above work amounting to Rs. Lakhs may
please be requested and orders communicated early.
