Board of Commissioners
Pearl Lake Protection and Rehabilitation District
May 10, 2010

Present were commissioners Charles Johanns, Steven Koivula, David Paulick, Joseph
Piechowski and Randy Rucks. Commissioner and Treasurer Mark Leissring attended by
conference telephone. Kevin Flyte, agronomist with the Waushara County Land
conservation department was present to discuss a county lake study imitative. Verne
Bertzyk and Nona Koivula, members of the public, were also
present. Members voted to dispense with reading the minutes of the last meeting.

The treasurer’s report showed an overall balance of $60,369.47.

Kevin Flyte reported that the Waushara County had received a DNR grant to conduct a
two-year study of lakes in its jurisdiction. Objectives include appraisals of the lakes and
inventory of lake management plans, study of shoreline conditions and the development
of strategies for an overall county lakes management plan. Mr. Flyte will be maintaining
liaison with local lake groups such as the PRD during the course of the study.

Chairman Johanns reported that he, Commissioners Piechowski and Koivula hat met with
DNR Warden April Dombroski in Oshkosh regarding a proposed Town of Leon
ordinance re-affirming longstanding rules of operation on Pearl Lake. Warden
Dombroski expressed approval of the proposed rules, and forwarded them to Madison for
further DNR review. (Subsequent to the May 10 meeting, approval of the proposed
ordinance was received from the Madison DNR, and the measure now awaits action by
the Town of Leon Board.)

Members reviewed the 2010-2011 proposed budget and agreed to recommend an


additional $100 for maintenance of the new bulletin boards and an additional $200 for the
website. The recommended draw down of the reserve fund will be increased by $300 to
maintain the levy at $12,000. The budget is subject to approval at the July 3 annual
meeting of the PRD.

Initial samplings planned as part of the lake management plan study were conducted in
late April. Levels of dissolved oxygen were excellent down to 30 feet below the surface,
and the secchi disk reading was 20 feet. Water samples were sent to the state laboratory
for additional analysis.

Members expressed congratulations to Commissioner Paulick for his work in designing


the Pearl Lake website at Mypearllake.com.

Members voted to sponsor a hole for $50 at the Waushara County Watershed Lakes
Association golf outing June 19. Proceeds fund an environmental scholarship
