AN ORDER ESTABLISHING THE IMPLEMENTING TEAM OF THE RESPONSIBLE PARENTHOOD AND REPRODUCTIVE
HEALTH (RPRH) LAW IN THE MUNICIPALITY OF PINAMALAYAN, ORIENTAL MINDORO

WHEREAS, the Responsible Parenthood and Reproductive Health (RPRH) Law and its Implementing Rules and
Regulations have been deemed effective with the lifting of the Status Quo by the Supreme Court last April;

WHEREAS, the Philippine Development Plan for 2017-2022 has likewise included in the achievement of
demographic dividend as a key strategy in harnessing the country’s potential growth;

WHEREAS, President Duterte issued Executive Order No. 12 to mandate the Department of Health (DOH),
Commission on Population and Development (POPCOM), Department of the Interior and Local Government (DILG), and
other relevant agencies, including local government units (LGUs), to attain and sustain zero unmet need for modern family
planning;

WHEREAS, in compliance to Responsible Parenthood and Reproductive Health Law and its Implementing Rules
and Regulations, the Implementing Team for the RPRH Law needs to be created.

NOW THEREFORE, I, ARISTEO A. BALDOS, JR, Municipal Mayor of Pinamalayan, Oriental Mindoro, by virtue of
powers vested in me by law, do hereby order the Establishment of Implementing Team of the Responsible Parenthood and
Reproductive Health (RPRH) Law in the Municipality of Pinamalayan, Oriental Mindoro

Section1. Composition. The Implementing Team (MIT) for Responsible Parenthood and Reproductive Health shall
be composed of:

HON. RODOLFO M. MAGSINO - Municipal Vice Mayor,
HON. LEONARDO L. PEDRAZA - SB Chairman on Health and Sanitation
HON. NAPOLEON M. MANGARING- SB Chairman on Social Services
EnP. ROSENIO A. TORIANO - Municipal Planning and Development Coordinator
MS. PURA P. MENDOZA - MSWD Officer
MS. ZAIDA D. MICIANO - Municipal Budget Officer
MS. CHITA P. LACDANG - Municipal Civil Registrar
MS. ELIZABETH M.MANOY - Designated Population Officer
MS. ANA D. LOZANO - President, Local Council for Women

Section 2. Functions of the Team. The Team shall perform the following duties and functions.

1. Conduct regular quarterly meetings and special meetings when necessary.

2. Formulate policies necessary to promote the Programs on Population and Family Planning which will cater the basic
needs of men and women.
3. Prepare Annual Work and Financial Plan (AWFP).
4. Prepare and Submit Semestral Accomplishment Report based on AWFP.

Section 3. MEETING. The Team shall conduct meetings based on the following guidelines:

1. The Implementing Team shall conduct regular quarterly meetings. Special meetings may be conducted when
necessary.

2. The agenda of such meetings shall include, but not limited to, the development and implementation of
policies/programs/projects/activities (PPPAs) relative to promotion and fulfilment of RPRH Law specifically
localizing national program on population and family planning.

3. The meetings conducted shall be supported by Minutes of the Meetings duly signed by the Secretariat Head,
Notices of Meetings, Attendance Sheets and pictures.

4. The conduct of meetings should adopt the new normal protocols.

5. The Minutes of the Meetings, agenda and summary of agreements, as approved by the Chair of Implementing
Team shall be forwarded to the Commission on Population Regional Office every end of the quarter.

Section 4. SECRETARIAT. The following personnel shall serve as the Secretariat of the Team:

Section 5. EFFECTIVITY. This order shall take effect immediately.
