EXECUTIVE SUMMARY: ABSTRACT.
Research findings have shown that people who got strong foundations in the early stages have
done quite well in their careers at a higher level.their development index also is far above those
other individuals and religions.
This bearing puts focus on Education and as an important aspect in both individual and the
community development. Many countries all over the world have developed their systems of
education over the years by investing heavily on them.
The Kenyan government has not been left behind. They have introduced the free primary
Education in line with the policies of UNESCO which targets a Universal Primary Education (UPE)
through EFA (Education for All).
The government of Kenya has also put in place strategies to develop a working formula on ECDE
up to the highest level of education.
The emphasis of education has attracted many financially endowned people plough back to the
community through private sector initiatives. This in the basis of our proposal in turning uhuru
primary school to a boarding school.

INTRODUCTION
STATEMENT OF THE PROBLEM
The school is surrounded by big wheat maize and flower farms. Pupils’ catchment area is very
small and as such, the pupils’ enrolment is very low. The few pupils in this school come from
distant places due to the big farms that surround the school. The school is enclosed with up to
2.5 acres of good and arable land. Alongside that, it can easily access water (through a river,
the main road and electricity).
It is therefore in this background that the school intends to construct a modern administration
block for school this will help to improve the academic performance in the National
Examinations.

PROJECT DESCRIPTION: GOALS & OBJECTIVES


The project goal is to supplement the government efforts in imparting knowledge and skills to
children through education accessibility and retention.

OBJECTIVES
a. Through provision of administration block, the education accessibility will increase up to
50%.
b. To improve the academic performance of the school.

BENEFICIARIES & TARGET GROUP


(i). Pupils and teachers are primary beneficiaries.
(ii). Parents and the community as secondary beneficiaries.

IMPLEMENTATION METHODOLOGY
Appropriate planning in mandatory so as the work becomes successful. There should
also be regular meetings of all stakeholders together with the officials from the ministry.
There should also be an improved networking with other institutions of learning.
Participation approach will be the key in inculcating the spirit of ownership by all the
stakeholders involved in the project.
ORGANIZATION AND MANAGEMENT
All the stakeholders will be charged with the making of the appropriate policies while
the board of management committee together with the headteacher will be responsible
for interpretation and implementation of the required policies.
Daily activities will be carried out by the headteacher.
PROJECT MANAGEMENT AND DIRECT IMPLEMENTATION
The headteacher being the overall person incharge of the school will consult with the
board of management from time to time.

FINANCIAL MANAGEMENT AND ARRANGEMENT


In an institution the headteacher is the chief accounting officer. The treasurer keeps records of the
expenditures incurred in implementing the project. The treasurer is responsible to the headteacher and
must ensure that proper book of Accounts are kept in the school. All the school accounts records and
documents should be opened to the inspectors and auditors upon demand.All money received should
be receipted and deposited for proper records.

There should proper use of documents like receipts, payments vouchers invoice, cash book, statement
files among other fiscal documents.

SUSTAINABILITY OF THE PROJECT


All the stake holders will be involved in the project. They will be called upon from time to time to
support the project through direct contribution of money or physically be involved in the construction
process like drawing water, digging murram, collecting hardcore or supervising the project.

MONITORING AND EVALUATION


The monitoring of the project will be left to the school headteacher since he is the chief Executive officer
of the school. The headteacher will compare the completed activities and the budget on the quarterly
basis.

Financial monitoring enable the project committee and the headteacher to see whether the budget is
followed to document the reasons why it is not being followed and to determine whether there is need
to review the budget.

The project also used to be evaluated. The purpose of evaluation is to provide an assessment of
progress in project implementation and result achievement that will serve as management tool to refine
programme of activities and improve the management of the programmes.

The area of concern in the evaluation will help determine the following:-

(a) . whether the project is moving towards the right direction.

(b) Whether the project is headed to achieving the intended objectives

(c) Extend to which the set targets are achieved.

(d) The magnitude of change that may have resulted from the project intervention.

(e) How the project has been accepted and integrated well with the community structure.
COMMUNICATING AND REPORTING
The communication and reporting of the project results should always be done on a quartely basis. The
people to receive the project results are all the stakeholders I.e the parents, the committee and the well
wishers.

APPENDICES
The dissemination of information will be done through posters, adverts and the press.

The duration of involvement with the community will be continuous wile the well wishers will be
reviewed after the end of the initial five year project period.
