PREFACE

This standard or specification is a revision or an overlay to a DOW or a Aramco


Standard 07 Specification, for the scope of the Ras Tanura Integrated Project (RTIP),
unless specifically defined as a New document. A RTIP specification consists of a
revision or an overlay and the DOW document with the same name. An overlay
establishes if there are any required changes to the DOW document and specifically
defines the changes. (If the DOW document is to be used without any changes the
overlay will state there are no changes required). If the document is a new RTIP
document, with no reference to a DOW standard, the overlay will state it.

The RTIP Specification Index identifies which RTIP documents are new and the ones
that relate to documents that are unchanged, changed, or deleted.

All references to DOW procedures, specifications and standards are to be defined as


references to RTIP procedures, specifications and standards unless specifically stated
otherwise in the overlay.

All references to DOW organizations are to be defined as the RTIP Management Team.

Flat Bottom Tanks Corrosion Prevention Design Aid

1. Scope

This document provides guidance on corrosion prevention measures for the


underside of flat bottom tanks. The foundation design and secondary
containment and leak detection design, if needed, will be done prior to
this step or in conjunction with them. The majority of tanks will either
be installed on a solid concrete pad, or on a concrete ring with clean,
dry sand in the middle. The two main methods for preventing corrosion on
the underside of tank bottoms are Coating, and Cathodic Protection.
Keeping the tank bottom dry by minimizing water intrusion and proper
drainage will also significantly reduce corrosion of any exposed steel.

2. Safety

2.1 Normal safety precautions should be taken during tank bottom


construction to avoid slips, trips, and falls and pinched fingers.

2.2 For tanks with a Secondary Containment Liner, and occasionally others,
Cathodic Protection anodes and wires and reference cells will be
installed in the sand directly underneath the tank bottom, and extra
precautions should be taken to avoid tripping or damaging the system
components.

2.3 Tank bottom plates may be painted up to one inch from the edges on the
bottom side, and welding may cause some additional fumes during
construction. Proper ventilation or PPE should be used.

2. Tank Foundation Design

3.1 General: Tank foundation designs are determined by a number of


factors. These include input from several Disciplines including Civil
Engineering, Pressure Vessel Engineering, Environmental Engineering
and Materials Engineering. significant factors include soil type, and
soil stratigraphy, size of the tank, contents of the tank, the need
for Leak Detection, or secondary Containment, existing tank histories,
soil corrosivity, governmental restrictions, and location preferences.
(Ref. Dow Design Aid G2D-K120-00., and API 650, Appendix S.) Common
foundation designs include elevated solid concrete slabs, or pile
supported slabs, and concrete ring foundations with clean sand in the
middle. Concrete ring foundations can often have an impervious liner,
(usually High Density Polyethylene, HDPE), under the sand for
secondary containment. The costs and practicality of Corrosion
Prevention Measures should be considered when designing tank
foundations. Ref. NACE Standard Recommended Practice RP0193-2001, and
API 651, latest revisions.

3.1.1 Tank bottom plates should be coated as much as possible to


minimize Cathodic Protection current requirements, and improve
current distribution. Two approved Paint specifications are
G16S-0201-10, a three coat epoxy, (preferred), or G16S-0209-01,
a Bituminous Coating. Plates pre-coated with a Bituminous
Coating will be difficult to handle during fabrication. Tank
bottom plates can be coated up to one inch from the edges before
field fabrication. Backing strips, if left under the tank should
also be coated on the bottom side. Some paint may burn off
during welding. If the tank bottom is accessible after
fabrication, then it may be more practical to paint the entire
bottom after fabrication, or the field welds should be touched
up with a compatible paint, or paste. Trenton #1 or #2 and the
Denso T-1 pastes are good up to 120°F., and the Elisha E-2400 LT
paste is good up to 250°F.

3.1.2 The annular ring shall not be encapsulated with FRP or any
material that is rigid, or cannot be easily removed for
inspection. A pliable paste and tape can be used such as Trenton
#2 or CIM 1000 or approved equal. The material should be applied
to keep the rain water from getting underneath the annular ring
and corroding it. If the tank is on a solid concrete pad the
material should not keep condensed water from draining out from
underneath the tank or prevent Leak Detection. Although the tank
wall should be centered over the middle of the concrete ring, or
a few inches away from the edge of the solid concrete pad; the
outer lip can extend over the edge as a flashing or drip shield,
or the edge of the concrete can be chamfered. Care should be
taken to make sure the outer lip does not curl up and trap water
on it or next to the tank.

3.2 Tanks on a Solid Concrete Pad: Tanks up to 40 ft diameter are usually


installed on solid concrete pads. To minimize water intrusion and
standing water under the tank, and to facilitate Leak Detection, the
center of the pad should be elevated and sloped to the outer edges a
minimum of 2 percent. The outer edge of the tank should not be sealed
if the concrete pad is sloped properly, as this will only hold
condensed moisture under the tank, and reduce leak detection. If the
tank bottom is accessible before setting on the pad, the welded areas
should be painted with a material compatible with the rest of the
underside paint system. An internal sump that will sit in a hole or
depression in the concrete pad should receive an additional approved
coating or paste on the outside. If a rubber pad is used under the
annular ring, then radial grooves should be cut or formed into the
concrete to facilitate drainage of condensed moisture or Leak
Detection.

3.3 Tanks requ~r1ng a Solid Concrete Pad and Secondary Containment:


Secondary containment on solid concrete normally requires that the
concrete be sealed or coated with an impervious material that is
chemically resistant to the material in the tank. This could be one of
several concrete coatings with or without reinforcement such as
epoxies, novolac epoxies, vinyl esters, or furan resins. Ref. Dow
Design Aid G2D-K100-00. Another option used for API 620 tanks,
includes a solid concrete pad with a pit in the middle lined with an
impervious membrane such as HDPE, and filled with clean sand. This
will require Cathodic Protection, and is further described in Section
3.6.

3.4 Tanks on a Concrete Ring with Soil in the Middle, and No Secondary
Containment Liner: Along with the bottom coating, these tanks will
require Cathodic Protection. The outside of the bottom plates and
backing strips shall be coated per Section 3.1.2. The fill under the
tank shall be a clean, washed, fine, bank sand. Ref. API 651 Section
5.3.2.1. It shall be sloped or packed to allow for the anticipated
settlement. Oil, or bitumen soaked sand is ~ acceptable. Rocks or
soil mixed with clumps of clay should ~ be used as bedding material
since this can lead to concentration cell corrosion or even air gaps.
Attention must be paid during installation to remove any clumps of
clay in the sand introduced from construction equipment. A rubber pad
or reinforced asphaltic pad should be installed between the tank
bottom and the concrete ring, to help keep it elevated and dry, since
cathodic protection will not be effective in this area. The outer lip
or annular ring/chime area can be sealed with a soft paste and tape
such as Trenton #2 or CIM 1000 or approved equal. The concrete ring
can be chamfered or the outer lip can be extended outward and down
over the edge of the concrete to help with rainwater drainage away
from this area.

3.4.1 Cathodic Protection design for this type of foundation can be


done several ways, and will depend in part on: existing systems
in the area, soil resistivity and stratigraphy, tank continuity
to other equipment, tank size or bare surface area, and
governmental regulations. Either a Dow Cathodic Protection
Specialist shall be used to design the Cathodic Protection, or
an approved Cathodic Protection Contractor with review and
approval by a Dow Cathodic Protection Specialist. The Design
Life for this type of foundation and where the anodes can be
replaced is a minimum of 20 years.

3.4.2 One Deep, Impressed Current Anode Bed can be used to protect
several tanks that are bonded together. This is the most
economical design if the total current demand is high and the
soil conditions allow this. Other designs include angle drilling
the individual anodes under the tank, or placing them outside
the diameter of the tank. Another design involves anode strings
that are distributed a few inches under the tank bottom. If
current demand is small enough, sacrificial anodes may be more
economical, as long as the weight allows for the estimated life.
The preferred installation for uniform current distribution is a
deep anode ground-bed, or distributed anode strings under the
tank.

3.4.3 Other design features required for new tanks are the
installation of a permanent reference cell under the middle of
the tank bottom as close as practical to the tank bottom, but
still covered with sand. Also for tanks over 40 feet diameter, a
perforated 2" PVC tube should be installed under and near the
tank bottom so that a portable reference cell can be pulled
through it for continuous Cathodic Protection Potential
readings.

3.5 Tanks on a Concrete Ring with Soil in the Middle and a Secondary
Containment Liner: Along with the bottom coating, these tanks will
require Cathodic Protection. The outside of the bottom plates and
backing strips should be coated per Section 3.1.2. The fill under the
tank shall be a clean, washed, fine, bank sand. An impervious liner,
usually HDPE, will be installed several inches under the tank with the
sand on top, and the liner sealed to the concrete ring, per Dow
Standards for Secondary Containment and Leak Detection. Ref. Dow
Design Aid G2D-K100-00. A rubber pad or reinforced asphaltic pad
should be installed between the tank bottom and the concrete ring, to
help keep it elevated and dry, since cathodic protection will not be
effective in this area. The outer lip or annular ring/chime area can
be sealed with a soft paste and tape such as Trenton #2 or CIM 1000 or
approved equal. The concrete ring can be chamfered or the outer lip
can be extended outward and down over the edge of the concrete to help
with rainwater drainage away from this area.

3.5.1 Cathodic Protection Design for this type of foundation will


require anode strings to be distributed between the liner and
the tank bottom. Since these are not easily replaced these
should be designed for the life of the tank or a minimum of 30
years. Current demand will be much less than a bare tank bottom,
and current distribution will be much better. Thus the anode
strings can be spaced out much more than normally done for a
bare tank bottom, and sacrificial anode strings may be
sufficient.

3.5.2 Other design features required for new tanks are the

3.6 Tanks Requiring a Solid Concrete Pad and Sand Filler in the Middle:
Sometimes the soil conditions require a solid reinforced concrete pad,
and the tank bottom may need to be able to flex as with API 620 Tanks.
Ref. Dow Engineering Detail G2G-3340-87. A depression or pit in the
middle of the concrete pad is lined with an impervious liner, and
filled in with clean dry bank sand. This will require Cathodic
Protection along with the tank bottom coating, and annular ring paste
and tape. The Cathodic Protection should be designed similar to
Section 3.5.
