Purpose:
PREFACE
The RTIP Specification Index identifies which RTIP documents are new and the ones
that relate to documents that are unchanged, changed, or deleted.
All references to DOW organizations are to be defined as the RTIP Management Team.
REVISION
The following sections and paragraph numbers match that of the DOW EMETL
document of the same name unless noted as New.

2.2 For tanks with a Secondary Containment Liner, and occasionally others,
Cathodic Protection anodes and wires and reference cells will be
installed in the sand directly underneath the tank bottom, and extra
precautions should be taken to avoid tripping or damaging the system
components.
2.3 Tank bottom plates may be painted up to one inch from the edges on the
bottom side, and welding may cause some additional fumes during
construction. Proper ventilation or PPE should be used.
3.1.2 The annular ring shall not be encapsulated with FRP or any
material that is rigid, or cannot be easily removed for
inspection. A pliable paste and tape can be used such as Trenton
#2 or CIM 1000 or approved equal. The material should be applied
to keep the rain water from getting underneath the annular ring
and corroding it. If the tank is on a solid concrete pad the
material should not keep condensed water from draining out from
underneath the tank or prevent Leak Detection. Although the tank
wall should be centered over the middle of the concrete ring, or
a few inches away from the edge of the solid concrete pad; the
outer lip can extend over the edge as a flashing or drip shield,
or the edge of the concrete can be chamfered. Care should be
taken to make sure the outer lip does not curl up and trap water
on it or next to the tank.
3.4 Tanks on a Concrete Ring with Soil in the Middle, and No Secondary
Containment Liner: Along with the bottom coating, these tanks will
require Cathodic Protection. The outside of the bottom plates and
backing strips shall be coated per Section 3.1.2. The fill under the
tank shall be a clean, washed, fine, bank sand. Ref. API 651 Section
5.3.2.1. It shall be sloped or packed to allow for the anticipated
settlement. Oil, or bitumen soaked sand is ~ acceptable. Rocks or
soil mixed with clumps of clay should ~ be used as bedding material
since this can lead to concentration cell corrosion or even air gaps.
Attention must be paid during installation to remove any clumps of
clay in the sand introduced from construction equipment. A rubber pad
or reinforced asphaltic pad should be installed between the tank
bottom and the concrete ring, to help keep it elevated and dry, since
cathodic protection will not be effective in this area. The outer lip
or annular ring/chime area can be sealed with a soft paste and tape
such as Trenton #2 or CIM 1000 or approved equal. The concrete ring
can be chamfered or the outer lip can be extended outward and down
over the edge of the concrete to help with rainwater drainage away
from this area.
3.4.3 Other design features required for new tanks are the
installation of a permanent reference cell under the middle of
the tank bottom as close as practical to the tank bottom, but
still covered with sand. Also for tanks over 40 feet diameter, a
perforated 2" PVC tube should be installed under and near the
tank bottom so that a portable reference cell can be pulled
through it for continuous Cathodic Protection Potential
readings.
3.5 Tanks on a Concrete Ring with Soil in the Middle and a Secondary
Containment Liner: Along with the bottom coating, these tanks will
require Cathodic Protection. The outside of the bottom plates and
backing strips should be coated per Section 3.1.2. The fill under the
tank shall be a clean, washed, fine, bank sand. An impervious liner,
usually HDPE, will be installed several inches under the tank with the
sand on top, and the liner sealed to the concrete ring, per Dow
Standards for Secondary Containment and Leak Detection. Ref. Dow
Design Aid G2D-K100-00. A rubber pad or reinforced asphaltic pad
should be installed between the tank bottom and the concrete ring, to
help keep it elevated and dry, since cathodic protection will not be
effective in this area. The outer lip or annular ring/chime area can
be sealed with a soft paste and tape such as Trenton #2 or CIM 1000 or
approved equal. The concrete ring can be chamfered or the outer lip
can be extended outward and down over the edge of the concrete to help
with rainwater drainage away from this area.
3.6 Tanks Requiring a Solid Concrete Pad and Sand Filler in the Middle:
Sometimes the soil conditions require a solid reinforced concrete pad,
and the tank bottom may need to be able to flex as with API 620 Tanks.
Ref. Dow Engineering Detail G2G-3340-87. A depression or pit in the
middle of the concrete pad is lined with an impervious liner, and
filled in with clean dry bank sand. This will require Cathodic
Protection along with the tank bottom coating, and annular ring paste
and tape. The Cathodic Protection should be designed similar to
Section 3.5.
