2. DESIGN

2.1 General

Supports of equipment containing flammable or toxic materials and structures including pipe
racks to be located in the fire hazardous areas shown on Fireproofing Zone Drawings shall
be fireproofed based on the following criteria.

2.2 Determining Fireproofing Needs

2.2.1 Fireproofing Zone

(1) A Fireproofing Zone is the three-dimensional space into which Fire-Potential

Equipment can release the appreciable quantities of flammable fluids that are
capable of burning long enough and with enough intensity to cause substantial
property damage.

(2) The following equipment and others are considered to have a special fire potential:

(a) Fired heaters that charge liquid or mixed-phase hydrocarbons

(b) Pumps and compressors that handle the following fluids:

(i) Flammable fluids at a temperature greater than the auto-ignition

temperature. For petroleum and petroleum products, this shall be taken
as 210°C (410°F) unless a more accurate figure is specified by
COMPANY.

(ii) Flammable fluids, which would produce an appreciable vapor, cloud on

leakage. This shall include liquefied natural gas (LNG), liquefied
petroleum gas (LPG), natural gas liquid condensate (NGL), or liquid
volatile at pumping temperature and atmospheric pressure. As a guide,
other liquids shall be considered volatile if the vapour pressure of the
liquid at the pump exceeds 5 bar (abs).

(iii) Other flammable fluids, if specified by COMPANY.

(c) Reactors that operate at high pressure or are apt to produce exothermic or
runaway reactions

(d) Vents, drains and sample points on systems containing more than 5 m³ of

flammable liquid, which on escape could flash to form an appreciable vapour

cloud. (As defined in the above (b). (ii)).

(3) The following equipment, handling flammable or toxic fluids other than the fluids
described in the above, are considered to be fire potential.

(a) Process equipment (accumulators, drums, other vessels, towers, heat

exchangers and etc.) holding a volume of 5 m³ or greater of liquid
hydrocarbons. This 5 m³ volume will be the amount of liquid hydrocarbon that
can be isolatable in the event of a fire situation.

(b) Pumps with a rated capacity over 45 m³/hr that handle flammable liquids or
combustible liquids above or within 8°C(15°F) of their flash point
temperatures.

(c) Piping that is within battery limits and has a concentration of valves, fittings,
and flanges.

(4) Piping, regardless of its contents, and other equipment that handles non-
combustible fluids are considered to be non-fire potential equipment.

2.2.2 Size of Fire Hazardous Area

The following horizontal and vertical extent from a source of the hazardous fluids shall
be considered as a fire hazardous area:

(1) Special Fire Potential Equipment:

9.1 m horizontally, 12.1 m vertically

(2) Fire Potential Equipment:

6.1 m horizontally, 7.5 m vertically

2.2.3 Degree of Fireproofing

The degree of fireproofing for concrete and vermiculite cement shall not be less than
that specified in Para. 3.2.4, and other materials shall be satisfied with a 2-hour fire
rating based on a hydrocarbon fire when tested to UL-1709.

The degree and extent of fireproofing shall be reviewed during Fire Risk Assessment
(FRA) and Quantitative Risk Assessment (QRA). Scenarios such as jet fires shall be
considered. FRA and QRA recommendations in regards to selection of items
requiring fireproofing shall be incorporated.

2.3 Extent of Fireproofing

Within fireproofing zone Items requiring fireproofing shall be designated and shown in the
structural drawings.

2.3.1 Structural Supports

(1) Beams and stanchions supporting, either directly or indirectly, equipment

containing flammable or toxic materials (volume 5 m³ or greater) shall be

fireproofed up to the equipment support level, except that fire protection normally
need not be carried out higher than 12.1 m above grade.

Where there is a possibility of fire being sustained above 12.1 m level, either in
the case of multi-floor structures or where high level fire walls have been used,
the supporting members shall be fireproofed up to the highest hazardous
equipment support level, except that the fire protection normally need not be
carried out higher than 12.1 m above each intermediate floor or fire wall level.

(2) Where equipment is located below air-cooled heat exchangers handling

flammable fluids (e.g. in modular installations), a firewall should be provided
directly below the exchangers where there is a possibility of a sustained fire.

(3) Elevated solid floors and platforms that could retain significant quantities of
flammable or toxic materials shall be treated as though they were on the ground
floor level.

(4) When structures support equipment containing non-flammable or non-toxic

materials defined as "Non Fire Potential Equipment", fireproofing shall be
considered for the vertical and horizontal steel members from grade up to and
including the level that is nearest 12.1 m elevation above grade, because the
collapse of unprotected structural supports could result in substantial damage
that would involve nearby fire potential equipment.

Structural supports passing through a fire zone and carrying firewater lines or
other services/cables required to perform a safe plant shutdown shall be
fireproofed.

2.3.2 Pipe Racks

Pipe racks need not be fireproofed except where process lines are carried on pipe
racks and / or the collapse of pipe racks might cause the shutdown of a major
installation. Where such conditions exist, main frame members shall be fireproofed
up to the pipe support level or 12.1 m above grade, whichever is the lower.

However, pipe racks that also support some equipment containing flammable or toxic
materials such as air-cooled heat exchangers shall be considered as equipment
support structures and shall be fireproofed as subsection 2.3.1.

2.3.3 Pipe Stanchion

Pipe stanchions carrying process lines shall be fireproofed up to the pipe support
level or 12.1 m above grade whichever is the lower.

2.3.4 Bracing

Fire protection is not required on bracing members, which are to be provided for wind,
earthquake or transportation only. However, bracing members, which are required to
maintain the stability of the structure under other forms of loading and designed
accordingly, shall be fireproofed.

2.3.5 Beams

(1) Beams supporting trolley or crane tracks, walkways and platforms designed for
live loads only shall not be fireproofed.

(2) Top surfaces of the top flanges of beams, which act as pipe racks or support for
equipment shall be left bare. The top surfaces of top flanges of beams which
support solid checker plate flooring or open grill type flooring should be left bare
except the situation that such bare surfaces may cause the inadequate fire
resistance of the structures.

2.3.6 Fireproofing is not required on platform supports, walkways, or secondary members

that do not contribute to vertical load support.

2.3.7 Skirts of Vertical Vessels

(1) Cylindrical steel skirts of vertical vessels, e.g. towers and columns, shall be
fireproofed from outside only except when a flange is installed inside of the skirt.
Manholes in skirts shall be left clear and where necessary additional
reinforcement should be provided around the periphery of the manhole. Vent
holes at or near the top of vessel skirts shall be kept clear. The earthen lug
should also be kept clear of the fire protection.
(2) Supporting steel brackets of vertical vessels shall be fireproofed when they are
installed on the fireproofed steel structural beams.

2.3.8 Heaters

Supporting columns for heaters handling flammable or toxic materials shall be

fireproofed up to the point where the steel columns are welded to the steel floor plate
of the firebox. Where heaters have integral stacks supported by the furnace structure,
the structural members supporting the stack shall also be fireproofed. Design
proposal for heater fire protection shall be subject to approval by COMPANY at an
early stage in the design.

2.3.9 Vessels

Where a vessel is to be fireproofed for fire relief purposes, the whole vessel shall be
insulated and clad in accordance with the Specification GD-100-A4L-5-94049
“Specification for Hot Insulation”. Pipe work leading from the vessel shall be
fireproofed up to and including the first valve.

2.3.10 Saddle Support

Saddles for horizontal vessels and heat exchangers need not be fireproofed, unless
the saddle height exceeds 0.46 m.

2.3.11 Elevated electrical cables and instrument cables in and after the main cable duct
(including pneumatic systems) shall not be fireproofed except for subsection 2.3.12.
However, the elevated main instrument cable for emergency isolation valves shall be
fireproofed, when the cable is located in a fire hazardous area.

Fire resistant cables complying with IEC-60331 can be used for all ESD cables

passing through the fireproofed zones instead of applying appropriate fireproofing to

the fire retardant type cables.

2.3.12 Emergency Isolation Valves

All emergency isolation valves located in a fire hazardous area shall be fireproofed for
actuators, solenoid valves and related junction boxes, except for valve bodies which
are certified “Fire Safe” in accordance with API 6FA, in order to be capable of
continued operation for the period required for safe shutdown with external
temperature reaching 1000ºC, if they shall not be capable by design of such
conditions.
For emergency isolation valves and power and instrument lines for them, fireproofing
shall be applied against a minimum of 30-minutes fire-exposure functionally
equivalent to the conditions of UL-1709 according to GD-76-A4P-5-05025 “Electrical
Installation Philosophy”.

2.3.13 Anchor Bolts

Anchor bolts shall be fireproofed if stanchion or equipment support requires

fireproofing unless otherwise specified.

3. MATERIALS

3.1 Materials for Passive Fire Protection of Structural Supports

Reinforced and prestressed concrete members shall be designed to give the fire resistance
