ABSTRACT
The book “ Report of the Special Education Review Committee’ by Roinn
Oideachais is educated field. I choose Chapter 1 “Identification and Assessment” to
translate from English to Vietnamese. In this graduation paper, I analyze some
necessary contents such as phrasal verb, multi-meaning words, as along with
challenging structures like passive, compound… Moreover, I find out some challenges
that students are often confused in translating process and put forward some effective
solutions.

CHAPTER 1. INTRODUCTION
1.1. Rational
Education plays a big role in our lives in building personality, improving our
knowledge and skills and making us feel happy. Education helps nurture a person in
the present and future by ensuring their purpose in life. The quality and importance of
education are increasing day by day.
Every child must attend school at their appropriate age, just as everyone has an
equal right of education from birth, especially children with disabilities and other
special needs.
The growth and development of any country depends on the quality of the
education system in place for young people in schools. However, the educational
system in each region of a country is not the same due to differences in human growth
and development and the social diversity according to the strong and weak educational
systems of the regions separate domain.
This requires, the education system in each country must come up with the
correct assessment options as well as the right plan for them to always have the best
educational environment.
I hope that through this suggested translation, I can provide some knowledge
about education, especially educating children with disabilities, as well as analyzing
difficult words, phrases, structures and ways correct translation.
1.2. Aims and Objectives
- To translate text smoothly and naturally
- To analyze complicated words, phrases, structures, contexts, etc.
- To give some implications and solutions for teaching and learning English,
especially translation.
- To have skills to analyze difficult points or something that is easy to make
misunderstand.
1.3. Scope of the Study
There are many ways to definite a notion. Based on the personal view of each
person, we will have a different definition. Thus, the definition of translation is not
unique. As we know, there are many linguists in the world, so they defined translation
in many different ways. These are some definitions of translation as following:
“Translation is the expression in another language (target language) of what has
been expressed in one language (source language), preserving semantic and stylistic
equivalencies.”

“Translation is the replacement of textual material in one language (source
language) by equivalent textual material in another language (target language)”.
( Catford, J.C (1965), A Linguistic Theory of Translation, Oxford )
“Translation is a process of conveying messages across linguistic and cultural
barriers”.

Translation is the comprehension of the meaning of a text and the subsequent
production of an equivalent text, likewise called a "translation," that communicates the
same message in another language. We also think simply translation is an activity that
translator will express sentences or ideas from source language (SL) to target language
(TL) with maintaining semantic and stylistic equivalencies.
There are many types of translation. These types of categories can help us deeply
understand and easily distinguish the ways of translation. Once understanding types of
translation thoroughly, we can advoid making mistakes when translating.
Example: There has been a dramatic rise in house prices this years. (In the

(ii) Partial translation: there are some parts of the SL that are not translated but
only put into the TL.

(i) Total translation is defined that all levels of the SL text are replaced by TL
material. However, actually, there is a misunderstanding here because of the term “total
translation”. We can’t replace all the levels of the SL to the TL, though total
replacement is involved.
(ii) For J.C. Catford, restricted translation means the replacement of SL textual
material by equivalent TL one, but only in one level. Maybe it is performed only at the
phonological or at the graphology level, or at only one of the two levels of grammar
and lexis.

make them difficult to solve, for example phonological translation.

In the translating process, it is very important for the translator to abide by all the
principles of translation. In the book of “Translation”[2] , Alan Duff also gave some
general principles that are applicable to all translations:
2.2.1.1. Meaning
According to Alan Duff [2] in “translation”, the translation means the exact
reflection of the original text meaning. Thus, we should not arbitrarily add or remove
anything. A good translator should always follow this rules:
The meaning of original text must be clear, if not, we must find out the
uncertain points.
2.2.1.2. Form

words and ideas in the translation to make sure that the translation will be the nearest
and most suitable equivalent in TL.

Idioms is one of the important parts in the translation. According to A.Duff [2],
“Idiomatic expressions are notoriously untranslatable. These include similes,
metaphor, proverbs, sayings (as good as gold), jargons, slangs, colloquialisms and
phrasal verbs.”
If translators cannot directly translate the expressions, they should consider some
followings:

translator should retain the style of the original. Nevertheless, if there are the written
negligence or tedious repetition in the text without implications, the translator may, for
the readers’ sake, right the shortcomings.
“It doesn’t sound natural.” is one of the most frequent criticisms of translation.
This is because the way translator thinks and chooses words is too strongly molded by
the original text. A good method of ridding of the source language effects is to set the
text aside, then only translate a few sentences aloud, from memory. This will suggest
natural patterns of thoughts in the first language, which may not come to mind when
the eye is fixed on the SL text.
2.2.2. Methods

Semantic translation requires the high value of aesthetic in the SL text. It means
in the translation process, translator must refine the completed version to avoid
assonance, word-play or repetition jars. In this cases, it may translate less important
cultural words by culturally neutral third or functional terms but not by cultural
equivalents, and it may make other small concessions to the readership.
2.2.2.5. Adaptation
Applying this kind of translation, we don’t need to notice the manner the form of
the original. We only express the content through paraphrase that may be much longer
than the original. It’s also called “intra-lingual translation”. Prolixity, pretentiousness
are not often translated at all.
This method reproduces the “message” of the source text by using an equivalent
in the TL. However, in this translation, we must use idioms in the TL to express for the
TL. Idiomatic translation tends to distort nuances of meaning by favoring
colloquialisms and idioms where these do not exist in the original.

CHAPTER 4. ANALYSIS
In the translating process, in order to translate the text accurately, it is important
to find out the equivalent meaning of vocabularies, idioms, structures; especially
difficult words from the SL to the TL. Therefore, translators need to carefully analyze
the vocabularies and sentence structures used in the text to transfer successfully into
the TL.
I also have difficulty with vocabulary, phrases, and structure in the process of
translating. I had to apply a lot of translation methods to deal with difficult situations.
Moreover, in order to have a good translation, I have to find out more documents and
vocabulary related to education. However, I also make mistakes. Some complicated
words, idioms, and constructions made it difficult for me. These difficulties will be
analyzed in detail as follows.
4.1. Vocabulary
During the translation process, the dictionary is extremely necessary and useful
for translators. However, in some cases, some English words or phrases used in the
source text have no equivalent Vietnamese meanings. Therefore, I have to choose the
correct and appropriate meaning based on the context of the text. Besides, sometimes,
we have to use the free translation to convert the specific words to the nearest TL
equivalent. Below are some of the difficult kinds of words and phrases that I have to
confront when translating.
4.1.1. Words with multi-meaning
Multi-meaning words are words that have more than one meaning in the
dictionary, and depending on certain sentences or contexts, we will understand
different meanings of that word. These words often make it difficult for the translators
if they do not have knowledge of these words or the context of the SL. It is difficult to
choose the most suitable meaning for the TL. However, in order to have the most right
meaning, we should reread the source text to define the best meaning.
[1] Endorse something to say publicly that you support a person, statement or
course of action.
[2] Endorse something to say in an advertisement that you use and like a
particular product so that other people will want to buy it.
There are a lot of meanings for “endorse” in the dictionary. But in the context,
the first meaning is the most appropriate. With the first meaning, we can understand it
means “ đồng ý, xác nhận, tán thành” in Vietnamese. Hence, I used the equivalence
“đồng ý ” in Vietnamese to interpret this word.
Suggested version: “ Ủy ban Đánh giá đồng ý nhiều khuyến nghị trong báo cáo
“ Nhu cầu và Khả năng” của Bộ Y tế năm 1990 liên quan đến các dịch vụ đánh giá, tư
vấn và hỗ trợ trong những năm mẫu giáo.”
[2] Punishing somebody in an extreme way when they break a particular set of
rules.
The word “severe” has a lot of meanings in dictionary. In this sentence, It seems
that the first meaning is the most suitable. With the first meaning, it means “ rất tệ,
nghiêm trọng”. So I translated the Vietnamese meaning of the word “severe” in this
sentence as “ nghiêm trọng”.
Suggested version: “Những dịch vụ này cho phép trẻ em bị khuyết tật nghiêm
trọng hoặc trung bình được đánh giá và mô tả các nhu cầu đặc biệt của chúng, ít nhất
là trong thời gian ngắn.”
[2] Trace something (back) (to something) to find the origin or cause of
something.
[3] Trace something (from something) (to something) to describe a process or the
development of something.
[6] Trace something to copy a map, drawing, etc. by drawing on tracing paper (=
paper that you can see through) placed over it.
There are a lot of meanings for “trace” in the dictionary. But the second meaning
is considered to be more proper to in the context. Hence, I translated this word in this
sentence as “ bắt nguồn” in Vietnamese version.
Suggested version: “Nguồn gốc của điều tra này có thể bắt nguồn từ Báo cáo
năm 1965 của Ủy ban Điều tra về Khuyết tật Tâm thần.”
[1] A person who flies an aircraft, or someone who directs a ship safely through
an area of water.
[2] (of a plan, product, or system) Done as a test before introducing it.
[4] A small flame that burns all the time, for example on a gas boiler, and lights a
larger flame when the gas is turned on.
There are a lot of meanings for “pilot” in the dictionary. When we meet the word
“pilot”, we often refer to “phi công hoặc hoa tiêu ( hàng hải)”. However, in this
context, we can’t translate like that. Depending on the meaning of whole sentence, the
first meaning is suitable to translate, so I choose “thí điểm” to convert this word.
Suggested version: “ Bộ trưởng Bộ Giáo dục đã thành lập Dịch vụ Tâm lý cho
các Trường Tiểu học, trên cơ sở thí điểm, ở các khu vực Nam Tipperary và
Tallaght/Clondalkin.”
[3] The passing of something the act of making something become a law.
Suggested version: “Việc nắm bắt được các kỹ năng giai đoạn đầu và trải qua
các mốc phát triển nói chung là những thước do đáng tin cậy cho sự phát triển tiến
bộ.”
Example 2: The word “move” in the sentence:“Such a move would, in the view
of the Committee, create an unnecessary duplication of structures and lead to an
undesirable fragmentation and dilution of the quality of the services at present
available.”(Paragraph 6)
[2] Move somebody (from…to…) to make somebody change from one job, class,
etc. to another.
“Move” has a lot of meanings in the dictionary but in this context nothing is
suitable for translation. Therefore, based on this context, I translated this word into
Vietnamese as “ động thái”.
Example 1:“Physiological disorders, which can give rise to serious physical and
mental handicap, can also be identified and steps taken to counteract their potential
ill-effects.”( Paragraph 1)
As you know, “ give rise to” means “to cause something to happen or exist” in
the dictionary and it means “ phát sinh, dẫn đến” in Vietnamese in this sentence.
Therefore, based on this context, I translated this expression is “ dẫn đến”.
Suggested version: “Rối loạn sinh lý, có thể dẫn đến tàn tật nghiêm trọng về thể
chất và tinh thần cũng có thể được xác định và thực hiện các bước để chống lại các tác
động xấu tiềm ẩn của chúng.”

clauses. A complex sentence always has a subordinator such as because, since, after,
although, or when or a relative pronoun such as that, who, or which.
