Policy, and Value
Introductory Message
For the facilitator:
As a facilitator, you are expected to orient the learners on how to
use this module. You also need to keep track of the learners' progress
while allowing them to manage their learning at home. Furthermore,
you are expected to encourage and assist the learners as they do the
module's tasks.

For the learner:


As a learner, you must learn to become responsible for your
learning. Take time to read, understand, and perform the different
activities in the module.
As you go through the different activities of this module, be
reminded of the following:

Proposition of Fact Is/Is not


Proposes whether something is or is not, true or false. Frequently
verifiable, and often takes a more objective approach. Draws on logical
inferences.
Converting to solar energy can save homeowners money.
The government is withholding information on UFOs.
Neil Armstrong was the first man to step foot on the moon.
Death is inevitable.
Obesity causes health problems.
Little green Martians exist on this planet.

Proposition of Value Good/Bad
Takes a more evaluative position. Judges whether something is
good/bad, right/wrong, just/unjust, ethical/non-ethical, etc. We judge the
worth of something.
It is wrong to avoid jury duty.
The Philippines is the greatest nation on earth.
World War I was immoral.
Leonardo Di Caprio is the greatest actor ever.

Laws and public policy originate from propositions of value.

Proposition of Policy Should/should not


Advocates for a specific course of action.

You should vote for Juan Dela Cruz.


You should send your children to private schools.

In this class, propositions will include empowered agencies (any group


that has the power to make policy) and need to include the words
"should/should not."
The government should legalize medicinal marijuana.
The city of Manila should adopt a recycling program.
People's Park should provide more parking spaces.

How was everything so far? Below are the important points to


remember about the topic.

A fact claim is an argumentative thesis that makes a quantifiable


assertion; in other words, it is an argument (claim) about a measurable topic
(fact).
A value claim is an argumentative thesis that makes a qualifiable
assertion; in other words, it is an argument (claim) about a moral, aesthetic,
or philosophical topic (value).
A policy claim is an argumentative thesis that makes an assertion
about a course of action the reader should take; in other words, it is an
argument (claim) about an actionable topic (policy).

Take note also that the characteristics of good claims are as follows:
1. A claim should be argumentative and debatable.
2. A claim should be specific and focused.
3. A claim should be interesting and engaging.
4. A claim should be logical.

Let Us Assess

Write claims of fact, value, and policy with the issue of social media
and bullying. Try to incorporate the things that you have learned. You may
refer on R.A. 10627 (Anti-Bullying Act of 2013) to strengthen your claims.

1. Spend a few (5 -10) minutes observing what is happening in our fight


against COVID-19. Write a paragraph that formulates a strictly factual
descriptive account of what you have observed. Next, write a
paragraph that is informative. Use claims of fact, policy, and value.
