Stowage policy
• Prescribe the stowage and securing requirements onboard shipments based on the stowage
guidelines established in November 2018
• Applies to all vessels carrying steel cargoes bound for discharge at Jurong Port
• Consignee with close cooperation with the shipper/agents to ensure compliance with the stowage
policy
• Framework for non-compliance will be based on severity matrix to determine appropriate punitive
measure

IAPH Steel Working Group - Terms of Reference
1. Members ports that handle steel cargoes to be invited to form the core Working Group (WG).
2. The main purpose is to establish a working platform to share and discuss safety and operational
challenges.
3. To raise awareness and educate member ports on best practice guidelines for steel stowage and
securing as per our Witherby’s publication.
4. To start the sharing of compliance reports by Singapore on steel cargo stowage with view to get other
ports to follow pursuit with eventual sharing and creating a database of steel shipments and status of
steel cargo stowage. (This is being progressed with MMC ports and Westports).
5. Under IAPH auspices, we can help member ports engage their stakeholders and consignees on
receiving ports expectations on their respective roles.
6. We can also make a stand as ASEAN via APA to promote safety amongst our port workers if we can
compile and analyse data of poorly stowed steel cargo.
7. We can also consider working with APA concurrently if viewed as an added benefit to take this
forward on a combined WG level.
