    The low utilization of funds for 2018 was due to the following reasons:
    1. Delay in the procurement process due to failure of biddings
    2. Limited suppliers/contractors participating the bidding due to low cost estimates
    3. Revisions of PR of goods and infrastructure projects due to low cost estimates
    4. Non/Delayed submission of documents from LGUs/SUCs/FAs such as MOA,
    Board Resolution, Project Proposal, Proof of lot ownership, turn over documents
    and other required documents for payment.
    5. Failure of LGUs to liquidate their previous fund transfers which impedes the
    succeeding release of another fund transfers.
    6. Delayed deliveries of supplies and services by the suppliers/contractors due to
    unfavorable weather conditions and other environmental factors.
