EXECUTIVE ORDER NO. 07

Series of 2021

AN ORDER CREATING THE COORDINATED OPERATIONS TO DEFEAT

EPIDEMIC (CODE) TEAM OF BARANGAY MOLINO II, CITY OF BACOOR,
PROVINCE OF CAVITE

WHEREAS, pursuant to Section 15 Article 2 of the 1987 Philippine

Constitution and Section 16, the General Welfare Clause, of the Local
Government Code, local government units are charged with the promotion of
health and safety within their jurisdictions. As such they are to take lead in
the prevention and control of coronavirus at the local level;

WHEREAS, with the detection of local cases of the COVID-19 Delta

variant last month and most recently the Lambda variant, which according to
experts are more transmissible compared to variants previously detected,
we have to act and scale up our efforts to contain this virus;

WHEREAS, at present, the country’s positivity rate is at 25% - an

alarming contrast to the 5% positivity rate standard by the World Health
Organization (WHO);

WHEREAS, there is a need to reiterate and reemphasize the role of

Local Government Units (LGUs) in a more aggressive implementation of the
government’s Prevent-Detect-Isolate-Treat-Reintegrate+Vaccinate
(PDITR+V) strategy and contact tracing;

WHEREAS, the Department of the Interior and Local Government

Memorandum Circular No. 2021-031 dated August 18, 2021 enjoins all local
government units to effectively implement a more aggressive PDITR-V
strategy and stronger contact tracing initiatives to contain highly
transmissible COVID-19 Variants;

NOW THEREFORE, I, MICHAEL J. SAQUITAN, Punong Barangay

of Barangay MOLINO II, City of BACOOR, Province of CAVITE, by virtue of
the powers vested in me by law, hereby order for the organization of the
Coordinated Operations to Defeat Epidemic (CODE) Team of Barangay
MOLINO II, City of BACOOR, Province of Cavite:

SECTION 2. FUNCTIONS. The Barangay MOLINO II CODE Team shall be

responsible for the following:

1. Operate to actively and aggressively look for and detect known COVID-19
cases in the community and individuals who exhibit COVID-19 symptoms.

2. The CODE team shall, in coordination with the respective Barangay Health
Emergency Response Team (BHERT), facilitate the immediate testing and
isolation of patient.

3. Conduct efforts to centralize the local mechanism for case detection, testing
and isolation through the reactivation of their local Emergency Operations
Center (EOC)

SECTION 3. EFFECTIVITY – This Executive Order shall take effect immediately.
