Gender and Development in the context of Covid -19 and the

Enforcement of Minimum Health Protocols


in the community

I. GAD RELATED TRAINING

II. RATIONALE

GAD is not concerned specifically with women, but with the way in which a society
assigns roles, responsibilities, and expectations to both men and women.

GAD applies gender analysis to uncover the ways in which men and women work
together, presenting results in neutral terms of economics and competence.

GAD focus primarily on two major frameworks, Gender Roles and Social Relations
Analysis. Gender role focus on social construction of identities within the household,
it also reveals the expectations from ‘maleness and femaleness’ in their relative
access to resources. Social relations analysis exposes the social dimensions of
hierarchical power relations imbedded in social institutions, also it’s determining
influence on the relative position of men and women in society. In an attempt to
create gender equality, (denoting women having same opportunities as men,
including ability to participate in the public sphere)

In this pandemic times where in LGUs have imposed different quarantine protocols,
men and women have much time to stay at home, the movements are restricted,
some office works are done at home, on line classes at home . There is a high chance
of division of labor for household chores , a high chance for family bonding and on
the downside the high chance committing domestic violence .

As the borders are relaxed, when no so much documentary requirements are needed
to cross borders of different LGU’s, the possibility that is being anticipated is the rise
of patients with Covid -19 infection.

What is being left is the Minimum Health Standards , wherein if strictly enforced
would mean a great help to save our lives.Recognizing the critical role of barangays
in preventing the spread of the coronavirus disease 2019 ( COVID-19). The
Municipality of Inopacan, Leyte urged all barangays to be more proactive .

The Barangays should maintain peace and order, and to preserve the comfort and
convenience of the barangay inhabitants , especially during a public health
emergency. Barangay therefore have the huge responsibility in implementing health
standards.
III. OBJECTIVES

1. This aims to raise awareness about some of the different consequences of


the Covid-19 crisis for women and men. This is a reminder to ensure that
the gender perspective is not forgotten when it comes to making
important decisions even during the pandemic.

2. It seeks to achieve gender equality as a fundamental value that should be


reflected in development choices and contends that women are active
agents during crises-response , not just passive recipients of outcomes .

3. To strictly enforce the minimum health protocols in their respective


barangays.

IV. METHODOLOGY
Participants : Secretary of each Barangay and 1 Barangay Tanod (By Batch –
following Physical Distancing and to avoid prolong exposure of each other

Gender Analysis

Analyzing the Questions such as the difference in impacts of the


policy/programme on women and men; the advantages and
disadvantages; roles and responsibilities; who does what, who has what,
who needs what; strategies and approaches in closing the gap between
what men and women need; etc. need to be asked and analyzed in
building a comprehensive picture of the existing situation. This will
identify the lacks (that which is not there), gaps (that which is not
enough) and mismatches (that which is not right).

Information and knowledge


Issues that need to be kept in mind for collation include - who has the
information, what is the quality and quantity of the information available,
what format is the information in; for packaging include - how will the
information be used, what format should it be in, what decisions and
actions are expected from the information provided, who is the user of
the information; for dissemination include - what is the best media to use
for reaching the intended target group, how can the dissemination
facilitate long term capacity building, etc.

Participation and Decision-making

The household is the smallest decision-making unit in a society, where


decisions are taken daily - that not only affects the household itself, but
cumulatively have a long-term and global impact. As the slogan "Think
Global, Act Local" extols, it will be the effective action taken at the local /
micro level that will have maximum impact. Effective involvement of all
levels of decision-making, particularly at the household level will ensure
that decisions taken at the macro level will have its intended micro
impacts. The participation of women in all decision-making processes -
whether micro or macro - will ensure that broader goals are achieved, and
will benefit all sections of the society.

Legislation, rules and regulations

A comprehensive set of legislation, rules and regulations at the national


and local levels - that address short, medium and long term issues are
important, but so is its implementation. Both women and men need to be
made aware of the protection and provisions made under different
legislation, rules and regulations. These cover remedial, preventive, and
management strictures that aim to create a gender-balanced society.

Organizational balance

Maintaining a gender balance within any organization - in the public or


private sector - is critical to ensure that concerns and needs of both
women and men are taken into account in decision-making and
implementation. Day-to-day operations of an organization, whether a
local government, a business, a company or a school or university, need
to benefit all its members. This is done though conscious and stated
policies, regulations, and/or management practices.

V .EXPECTED OUTPUT
 Participants shall be able to realize that it is everybody’s responsibility to
protect oneself in this kind of pandemic.

 Participants shall be able to facilitate and take and active role in the
enforcement of the Minimum Health Standard Protocols.

 Participants shall be able to disseminate information that would effectively


convince everyone to faithfully practice the Minimum Health Standard

 Participant shall post tarpaulin in their respective Barangays emphasizing the


penal provision Provided in the Municipal Ordinance.

VI. RESOURCE REQUIREMENT


Food for the participants 25 x 200 (A M Snacks and Lunch) = 5,000.00
Total for Batch 1 = 5,000.00
VII. RECOMMENDATION
In view of the foregoing, the activity is to be funded from the Municipal
Administrator’s Office appropriated for GAD related training.
