Rationale

The world of today strives to begin a world of reality. For many centuries, it has been a
norm for women to be only a subordinate of men. Hence, women suffered inequality beyond
compare. They have been the loud voices unheard in the society.
In the National Level, the government is eager to enhance the life of both men and women
by eliminating social norms affecting gender which can deter to the development of both sexes.
Laws, regulations and issuances are being provided to ensure that this goal be attained at the
shortest time possible.
Pursuant to Republic Act No. 9710, Sec.36 of Chapter VI provides that all departments
including different agencies, offices and other government instrumentalities shall adopt gender
mainstreaming as a strategy to promote women’s human rights and eliminate gender
discrimination in the systems, policies, thrusts and programs.
Gender and Development (GAD) as the development perspective and process that is
participatory and empowering, equitable, sustainable, free from violence, respectful of human
rights, supportive of self-determination and actualization of human potentials. It seeks to achieve
gender equality as a fundamental value that should be reflected in development choices and
contends that women are active agents of development, not just passive recipients of
development.
GAD focuses on the principle that development is for all. Everyone in society, female or
male, has the right to equal opportunities to achieve a full and satisfying life.
Emiliano Gala Elementary School is a school that wants to take this program seriously and
since the faculty, who will be drawing up the plans, finds it hard to do so in a place full of
distractions, the administration deemed it necessary to organize the Capacity Building Activity

I. Objectives

 to discuss the gender and sexuality concepts;


 to discuss GAD related laws and policies
 to correlate gender and environment
 to establish an active School Gender and Development (GAD) Focal Point System
II. Strategies

A. Training/Workshop on Strengthening Awareness Gender and Development

Section 1-Preparatory: The training team or facilitators explains the objectives of the seminar and
provides the highlights/salient points.

Preliminaries: Clarifies the participants’ expectations, training goals, objectives, and


methodologies applied in the training

Section 2. It’s GAD to Know: A Brief Review of GAD Concepts and Mandates then jump to the
training proper.

The training/workshop is an the opportunity to reactivate participants deepest motivation in


order to find their work enjoyable and meaningful. It is also the avenue to encourage them to
promote safe place for all gender.

III. Budgetary Requirement

The GAD Plan and Budget is a systematic program carried organization-wide through the
annual development and implementation of programs, activities and projects addressing gender
issues and concerns utilizing at least 5% of the total budget allocation and in the context of DepEd
mandate.
