1. INTRODUCTION

Pars Behin Palayeshe Nafte Qeshm Company (hereinafter referred to as


OWNER) has undertaken a project to build a 35,000 BPSD grass root Heavy
Crude Oil refinery in Qeshm Island, Iran, which will be referred to as the Qeshm
Heavy Crude Oil Refinery.
OWNER has awarded a contract to Hormozan Energy Industry Development
Company (HEIDCO) to prepare the Basic Engineering Design Package (BEDP) of
Qeshm Heavy Crude Oil Refinery.
This document constitutes the Basic Engineering Design Basis necessary for the
preparation of the BEDP for Sour Water Stripping Unit (Unit 08).

2. DUTY OF SWS UNIT

2.1. Unit Capacity

One Sour Water Stripping Unit (SWS) shall be considered for Qeshm Heavy
Crude Oil Refinery Project. SWS processing capacity has been considered as
16008 Kg/hr of sour water.

The Sour Water Stripper is dedicated to treat sour water from the Crude &
Vacuum Distillation Unit (CDU/VDU).
The feed sour water shall be treated to remove the H2S and NH3 to the desired
level before routing to the Crude & Vacuum Distillation Unit as process wash
water.

2.2. On-stream Factor

The on-stream hours shall be 7920 hours per annum based on a 330 operating
day scheme.

2.3. Plant Turndown Capacity

The Sour Water Stripping Unit (SWS) shall be capable of operating at 60% of its
design capacity.

2.4. Equipment Design Basis

All equipment and lines shall be designed based on the Unit’s operating capacity
as described in 2.1 above, with due consideration to the requirements stipulated
in the Equipment and Line Sizing Design Criteria in “Project Specification for
Process and Mechanics Design Criteria”.

2.5. Plant Area

Available plot area for SWS unit will be 30 m by 45 m.

3. FEED CHARACTERISTICS

The continuous feed stream and its compositions as defined in Table below shall
constitute the feed to the Sour Water Stripping Unit.

4. PRODUCT SPECIFICATIONS

Stripped sour water from SWS unit shall contain:

 H2S < 7.0 ppmw

 NH3< 23 ppmw

Acid gas quality shall be consistent with stripped water quality. The composition of

6.2. Site Information

For site information, reference shall be made to QR-EB/00-PR/SPC-0011 “Project


Specification for Site Information” document.

7. EFFLUENTS

7.1. Hydrocarbon Flare

A constant back pressure of 0.3 barg and a superimposed back pressure of 1.5
barg shall be maintained at the battery limit of the Unit for flare system. Flare
network mechanical design shall be 3.5 barg.

7.2. Acid Gas Flare

A constant back pressure of 0.1 barg and a superimposed back pressure of 0.5
barg shall be maintained at the battery limit of the Unit for flare system. For the
fire case, superimposed back pressure shall be 1.5 barg. Acid Gas flare network
mechanical design shall be 3.5 barg.

8. GENERAL ENGINEERING GUIDELINES

8.1. Units of Measurement

For Units of Measurement, reference shall be made to QR-EB/00-PR/SPC-0010


“Units of Measurement” document.

8.2. Design Criteria

Following Design Criteria will be applied by CONSULTANT in the execution of the


Project.

8.3. Numbering System

For Numbering System, reference shall be made to “Project Specification for


Numbering Procedure” (PBQR-EB-00-PR-SPC-0062).

8.4. Codes & Standards

The NIOEC specifications along with IPS standards referred to therein shall be
applied for performance of the services. In case of silence of the said
specifications/standards in certain cases reputable international standards will be
applied.

9. CATALYSTS & CHEMICALS

No catalyst envisaged in Sour Water Stripping unit. However, provision shall be


kept for corrosion inhibitor injection in stripper overhead line.

10. STORAGE INSIDE BATTERY LIMIT

A day tank will be provided for feed sour water.

11. DESIGN PHILOSOPHY

The Sour Water Stripping unit shall be designed to meet all parameters
mentioned in product specifications at section no. 4.0 of this document. The
proposed SWS configuration shall comprise of feed surge drum, one day storage
tank, stripper column with pump-around and kettle type steam reboiler.
The collected sour water shall be routed to Feed Surge Drum by available
residual pressure. The Feed Surge Drum is a three phase separator where oil and
acid gas are separated from sour water. The acid gas shall be sent to Acid Gas
Flare after being mixed with stripper column overhead acid gas for further
processing. The oil removed from the drum shall be routed to OSW.

A storage tank shall be provided with one day capacity to provide more
operational flexibility of uninterrupted operation of upstream process units or
draining of sour water to WWT during short shutdown. A floating oil skimming
facility shall also be provided in the tank for residual oil removal and skimmed oil
from this unit will be routed to OSW. Vent gas, if any, from the tank shall be routed
to safe area.
Stripper column shall be designed with 23 numbers of trays with kettle type steam
reboiler at the bottom. Pump around has been preferred over the overhead
condenser configuration due to less corrosion problems and cost effectiveness..
The stripped sour water with desired specifications shall be sent to CDU/VDU
after necessary heat recovery and cooling.

12. SPECIFIC DESIGN REQUIREMENTS

 The facility is to be provided to bypass the day tank and sour water is directly
pumped to Sour Water Stripper Column.

 The facility is to be provided to bypass the feed surge drum and sour water
is directly routed to the Day Tank.

 Acid gases shall be sent to Acid Gas Flare on pressure control.

 A sour water blow down drum shall be provided for SWS unit. Drains from
vessels and pumps inside the battery limit shall be routed to this vessel.

 Air cooling to be maximized.

 Circulating Machinery Cooling Water shall be used for machinery cooling


only.

 Steam condensate from the condensate pot is routed to LP steam


condensate header for condensate recovery.
