Research Title: TEACHERS’ COMPETENCIES AND FACTORS AFFECTING THE

PERFORMANCE OF TEACHERS IN TEACHING PHYSICAL
EDUCATION

PROPOSED TITLE

A paramount factor in the teaching learning system is the teacher. Physical education is

concerned with the teaching of skills, acquisition of knowledge and development of attitudes

through movement. Teachers competence is one aspect that affecting the educational quality in

many countries over the world. Teacher competence was affected by some factors. These

factors including teacher creativity, teacher interest, teacher attitude, teacher motivation to

work, and motivation to achieve, principal leadership, school culture, compensation, job

satisfaction, and school facilities. In teaching Physical Education a teachers’ competencies also

affected by these factors.

The main purpose and objectives of this study was to find the factors that affect teachers’

competencies in teaching physical education in selected schools in the Municipality of Carmen,

North Cotabato. It will possibly aim to determine the teaching competencies a teacher should
possess to cater efficient and effective teaching. Also, to find out the factors affecting the

competencies of teachers in teaching Physical Education, so that these factors can be taken care

of for better productivity in teaching learning process.

The main research questions in this study are the following: (1) Which are the most important

qualities of a teacher? (2) Can we group them under different categories of Competency? (3)

What perception do teachers have regarding the teaching competencies? (4) Is there any

factors affects on the teaching competencies in teaching physical education? (5) Which are the

factors that affect the performance of a teacher? 6) Which are the factors that affect the

competencies of a teacher?

This study will use descriptive survey design to investigate the teachers’ competencies and

factors affecting the performance of teachers in teaching physical education. This design was

relevant to this study because it is ideal for gathering information regarding peoples’ feelings

and opinions about educational issues (Kombo & Tromp, 2006). This design is also appropriate

for this study because the survey method is widely used to obtain data. Observation and tools to

be used in this study will be based on the seven books/journals/research identified by me as my

primary guide in conducting this study in the future.

BACKGROUND OF THE STUDY

Teaching has no widely accepted methods in terms of measuring its quality, and the

impact of higher education on students is so far an unexplored area as well as assuring

it. Most of the organizations only looked at just visible components of competencies in

the traditional method of hiring, through proper guidance and good management it is

believed that the behavioral aspects can be developed as well as the knowledge and

skills. The hiring process has also undergone a change therefore a lot of emphasis is

being put on the hidden behavioral aspects as well to make a sound decision with major

shifts in the conventional methods of people management. Recruiting the right person at

the right job will help the educational institutions to produce employable graduates. It

becomes necessary to understand both to arrive at identifying the best man for a job if a

complete picture regarding the competence of a person consists of both visible and

hidden aspects.

REVIEW OF RELATED LITERATURE

Omare, C & Iyamu O.S (2006) based on their study “Assessment of the affective

evaluation competencies of social studies teachers in secondary schools in Western

Nigeria” reveal that nature and objectives of Social Studies in Nigerian Secondary

schools indicate the affective orientation of the subject. Studies abound on the

dominance of cognitive orientation to the teaching and evaluation of the subject in the

schools, an indication that the curriculum is poorly implemented. This study assessed

the affective evaluation competences of Social Studies teachers in western Nigeria,

using the observation methods and rating scale. It was found that the teachers' over-all

affective evaluation competences were below the acceptable level and that

professionally qualified non-graduate teachers demonstrated more competence than

their graduate counterparts. The need to intensify the development of affective teaching

skills in Social Studies teacher education was recommended.

Talbot & et. al. (2007) studied that competencies can help in educational institutions for

curriculum development, performance appraisal and improving the quality.

George (1975) explained that competencies as, gaining pupils attention, explaining and

narrating, giving directions, asking questions to pupils, recognizing pupils difficulties of

understanding, quality of voice and speech habits, use of non-verbal cues, holding

pupils' attention, gaining pupils participation, controlling pupils and use of aids are

important.
Bennett (1988) reported that competencies need are be thoroughly conversant with the

subject matter children's understanding and misconceptions, differentiate curriculum in

relation to students , task design, portray curriculum, organize classroom settings,

monitor a variety of classroom events, create and maintain good social relationships

and relate and work with parents.

David w. Johnson (2000) described a competency-based approach to effectiveness

assessment at the program level utilizing various feedback mechanisms and also

discussed an approach to feedback analysis using curriculum-competency mapping that

could suggest areas for program improvements. Finally, experiences in applying the

competency based assessment process for the Computer Information Systems program

of a small college were described.

In all education system, the performance of teachers is one of the handfuls of factors

determining school effectiveness and learning outcomes. Sarital and Tomer (2004) view

teaching is one of the most influential profession in society. Teachers are the lifeblood

of any education system. School place, books, and classrooms are useless without

teachers. In Pakistan, a female teacher has the lowest representation in schools and

hence the absence of female role models in educational institutions is included be one

of the contributing factor to lowest participation of girls and gendered-based

discrimination in education. This few above mentioned and many other factors which

are affecting the performance of female teachers. Keeping in view such situation, this

study was design to find out possible solutions and give possible suggestions to

eliminate the hindrances, which are coming in a way of teacher’s performance and

make them able to impart valuable knowledge to their students.

In all education system, the performance of teachers is one of the handfuls of factors

determining school effectiveness and learning outcomes. Naik (1998) explains that

teaching is noble, but demanding occupation. In order for teachers to maintain a high

level of professional performance under these conditions, they must assume personal

responsibility for their own performance, growth and development. Mohanty (2000)

explains that teacher performance as the most crucial input in the field of education.

Teachers are perhaps the most critical component of any system of education. How well

they teach depends on motivation, qualification, experience, training, aptitude and a

mass of other factors, not the least of these being the environment and management

structures with in which they perform their role. Teachers must be seen as part of the

solution, not part of the problem. Poor pay, low status and morale are key causes of

poor performance and corrupt behavior in the public sector. Across the world, millions of

teachers, most of them women, are working tirelessly for poverty wages educating the

next generation.

Smith and Glenn, (1994) explains that internal factors have an impact on teachers

feeling of success and a number of external forces can either aid or hinder a teachers

success. There are number of factors that influence teacher performance. Increased

duties and demands on time, low pay, and disruptive students have a significant impact

on teachers’ attitudes toward their jobs. In addition, lack of support from staff at all

levels has an effect on teacher performance. Teachers are no exception. Low pay and

student conduct problems in the classroom are just a couple of issues that teachers

face. Low morale among teachers is another very important problem that must be

addressed if the problem of teacher shortages is going to change and ultimately

improve. In order to work toward a solution, the first step is to identify those factors that

have the greatest impact on morale levels, both negative and positive. A teacher

worried about heavy teaching load and combined with frequent involvement in non-

teaching tasks does not allow sufficient time for preparation for teaching. Lack of

motivation convert into (a) absenteeism (b) little opportunities for career advancement in

the teaching profession (c) low morale (d) job dissatisfaction (e) poor incentives (f) lack

of teacher motivation (g) ineffective management information system (h) over crowded

classes (i) inadequate teaching and learning material are also affecting their

performance of female teachers. These few above mentioned and many other factors

which are affecting the performance of female teachers. Keeping in view such situation,

it is needed to do a study about the factors affecting on the performance of female

teachers. To investigate the positive measures to minimize the factors that affects the

performance of teachers. So that the female teacher’s performance could be improved

and it can only be possible when a calm and cool working environment will be provided

to them.
